Okinawa to commemorate
Kodomo no hi, Children’s
Day, with the biggest and
the best lining the Hija
River in Kadena Town.
Officially, the Hija
River Festival begins
Sunday, with thousands of
the carp streamers flying
from bridges, roadways and
buildings. The festival,
which runs through May
11th, signals the start to
Golden Week, with particular tribute to Children’s Day
May 5th. Originally known
as Boys’ Day, kodomo no hi
is now Children’s Day, a
day when parents pray for
their children to grow up
healthy.
Traditionally, it’s also a
day to honor sons, and
Japanese families with boys
hang colorful carp streamers, the koinobori, outside
their homes, and often display May dolls inside. This
year’s festival sponsored by
the Kadena Town Social
Welfare Association and the
Hija River Koinobori
Festival Committee, takes
place in and around the
Kadena Town Welfare
Center.

a pair of men who staged a late night robbery at
a local coffee shop in the Misato area.
The two men entered the coffee shop
through a rear door, demanding money. Both

U.S. Navy and Congress eyeing a
shift instead to Hawaii.
Congressional funding to design
new facilities to accommodate the 3rd
Marine Division and 12th Marine
Regiment was announced this week by
Neil Abercrombie, one of Hawaii’s two
members
of
the
House
of
Representatives. “The Department of the
Navy will begin the budgeting process
for the construction,” said Abercrombie,
“which will initially trigger spending on
design funds to obtain architectural and
engineering services for a variety of projects at Kaneohe Bay.
Abercrombie, chairman of the
House Armed Services Subcommittee on
Air and Land Forces, and a senior member of the Seapower Subcommittee,
which oversees the Navy and Marines,
says $21.2 million has been allocated to
design the construction of a multiple
facilities at Marine Corps Base Hawaii at
Kaneohe. He said “all of this construction strengthens Hawaii’s strategic role in
the Pacific, as well as our local economy.”
The Marine Corps has declined
comment, saying only that “it hasn’t been
decided yet,” but Abercrombie indicates
otherwise, announcing specific projects
involving a number of units now based at
Camps Hansen, Courtney and Schwab on

The festival wants to put the
focus on children’s dreams
and hopes, and the festival
site along the river will
empower youngsters to
commune with nature and
the community.
The festival runs
through May 11th, but the
streamers will only be flying
until the 6th. Each evening
there will be illuminations
along the Hija River, there
will be children’s theater,
bingo, singing contests and
shows.

along Routes 73 and 84.
The festival is free, and
open to the general public.
3rd Marines
Okinawa. “Funding for actual construction is expected in the future to build the
necessary facilities related to the
Department of Defense plan to increase
active-duty strength in the Army and
Marine Corps by 92,000 over five years,”
the congressman said.
Some $6.8 million is earmarked for
3rd Marine Division facilities, supporting
the 3rd Marine Division relocation from
Okinawa, providing company and division headquarters, an armory, operational
draining facilities, motor transport maintenance, electronics and communications

money,” one robber told the clerk as he
brandished a knife. The men were speaking in Okinawa dialect, the coffee shop
employee told police.
The men made away with ¥200,000
after telling customers to “stay in one
place. Don’t move.” Police say they’re
searching for two men, one tall and one
average size.
Land Trust obtains Miyako
land for preservation
An organization committed to acquiring lands to preserve and protect nature and
the environment has gotten a welcome
foothold on Miyako Island.
The Association of Japan National
Trust says a Miyakojima City waste land
owner living in Tokyo has donated his
property free to the association. The man’s
generosity is being praised, because the
land is home to an endangered bird species,
the Sashiba, a hawk. The birds migrate to
Miyako from the south en route to mainland Japan.
Miyakojima City is rapidly developing, with construction under way on new
hotels and golf courses, and the Trust
group says the newly donated land will
now be protected. It says nobody will be
permitted to build any hotels or other structures on the land. The donation was a
9,500 square meter piece of property.
The Association of Japan National
Trust first began in England in 1895,
spreading to Japan in 1992. The group’s
objective is to curb destroying trees and
wildlife on property. In mainland Japan,
the Trust says, private individuals and
companies are now making land donations
to preserve it in a natural state.

Izena Island residents
split on welcoming cows
A plan to introduce herds of cows to
the idyllic, isolated Izena Island is causing
local residents some heartburn.
Izena Island, a calm little island that
attracts tourists in a program called
Minshuku, is facing an entrepreneur’s plan
to bring cows to the birthplace of King
Sho, the man who centuries ago reunited
the Ryukyu Kingdom. Proponents say the
cows will be good for the economy, and
even provide ecological benefits from
manure that can be used in sugar cane and
other farm fields.
Opponents are arguing the cows
would pose an unwelcome smell. “We
don’t want to have bad smells,” some residents say, “and we don’t want sewage
problems and water pollution problems.
They claim herds of cows, even restricted
to their own meadows, will “make a mess
of the island’s environment.”
The Izena Island mayor, having given
up working it out between the factions, has
called a referendum for Sunday to decide
whether the cows will be permitted. He
says the ballot boxes will be immediately
opened and the results announced.
Court decision due soon
on dugong protection
Environmentalists are waiting with
baited breath on a decision from a San
Francisco court on whether Okinawa’s
dugong will be protected from construction
plans in the Henoko area.
The environmental group has sued the
U.S. Department of Defense, charging the
Pentagon failed to consider the safety of
dugong living in the waters near Camp
Schwab, where plans have been made to
construct a new military airfield that
extends into Oura Bay. A decision is due
this week.
“The Pentagon can’t lie about this,” an
environmentalist says, noting the Defense
Department had never conducted research
investigations into the negative effects
building an airfield would have on the
dugong. The U.S. referred queries to the
Japanese government for information on
inspections data. The lawsuit asks the
court to block the construction because the
Pentagon violated the National History
Protection Act.
Environmentalists contend American
plans to build a seawall, and use the coastline for military port purposes are illegal.
They also oppose reports the Marines plan
to deploy the Osprey airplane in the northern area of Okinawa.
Single mother slammed
by housing bureaucracy
A 40-year-old single mother is being
evicted from her Prefecture-owned apartment because she earns too much money,
and her appeals have fallen on deaf ears.
The woman and her child are being
forced out, and she’s angry and frustrated.
“Why can’t I stay in this apartment?” she
asks. “Other mothers, like those who are
married with children, or whose husband is
dead, or divorced mothers can stay, but
why can’t a single mother stay?” She is
accusing the Prefecture of discrimination,
but a prefecture official says “It’s not only
our decision. The rules are the same nationwide. We didn’t make the rules.”
To live in a Prefecture-owned apartment, basic income rules are calculated in
four categories. Highest priority goes to
those earning less than ¥123,000 per
month, with the lowest to those earning a
maximum of ¥200,000 per month. The
single mother was being charged ¥35,000
rent because her income was low.
When she improved herself and
moved to a higher paying job, the
Prefecture ordered the woman to begin
paying ¥75,900 per month. A Prefecture
spokesman acknowledged that a divorced
mother or widow can receive an annual
¥270,000 deduction from their annual total
income eligibility limitation, and said “If
this lady can get a deduction, she could
stay in the apartment as the rules say.”
”Please don’t take the apartment from
me,” the woman is pleading, “because I
can’t pay that much rent at all.” She says “I
don’t have another apartment, and I don’t
have a husband, but I need a house to live
in with my child.”
American teen boy, girl
held in shoplifting case
A pair of military dependents are in
Okinawa City Police custody, charged with
shoplifting from a Kitamae supermarket in
Chatan Town.
It was the second shoplifting incident
in two consecutive weekends involving
American Marine dependent teens, but
Okinawa City Police say there was no
interference this time by U.S. Military
Police. The two18-year-olds were arrested

Lilies are stars at Ie Island festival
I
e Island on Okinawa’s northwest coast
is excited about its 13th annual Ie
Island Lily Festival, which gets under
way Saturday.
The festival mixing more than
200,000 Teppo Yuri lily blossoms, music
and dance this year spans three weekends,
running through May 5th. Each weekend
will feature a mix of entertainment together with thousands of flowers blooming in
the Spring sunshine. The 11 a.m. opening
ceremonies Saturday are laced with
Children’s Eisaa dance, the lily blossoms
declaration and tape cutting, and a ladies’
bamboo dance. Sunday there’ll be a strike
out tournament.
April 26th festivities include the opening of a mini zoo, eisaa dance and live
music, along with an Okinawa traditional
dance performance at 2:40 p.m. Naha
taiko drums perform at 4 p.m., with an Ie
Island folk song festival to follow at 5 p.m.

Lily Taiko Drums, a Shakari concert and
Yukito Ara live concert.

sale this weekend at both
Kadena Air Base and the
Okinawa Convention Center,
and prices have never been
lower.
The ninth annual Kimono
Sale will take place at the
Kadena Air Base Officers Club
Sunday and Monday, and at the
Convention Center Tuesday
and Wednesday. The event is
sponsored by the Kimono
Recycling Shop in Tokyo,
offering slightly used kimonos
at a fraction of their original
cost.
The used kimonos are all
clean and in excellent condition, says a Kimono Recycling
Shop official. The kimonos
were previously used in wedding halls and rental shops.
Available are silk kimonos in
styles designed for both married and single women will be
available, as will obi belts for
both formal dress and casual
town wear. Some kimonos
being offered, as well as acces-
sories, are washable.
The Kimono Sale runs 9
a.m. to 6 p.m. both Sunday and
Monday at the Kadena Officers

Tokyo man runs to victory
in Miyakojima Triathlon

outdistanced a competitor
from
Ibaraki
Prefecture and an Austrian to
win Sunday's 24th All Japan
Miyako Triatlon.
The 30-year-old posted a
time of 7 hours, 44 minutes, 31
seconds in the grueling swimming, bicycling and running
Ironman Competition. Shinko
Matsumaru, a 33-year-old from
Ibaraki Prefecture was second,
and Austrian Jamett Seidow,
37, finished third.
The triathlon is comprised
of a three kilometer swim, 155
kilometer bicycle route, and a
42.195
kilometer
full
marathon. A triathlon must be
completed in under 14 hours.
Kawahara led the pack of
1,204 men around the venues
in Yonaha and Shimoji districts of Miyakojima, and along
the twice-around-the-island
marathon route.
Naomi Imaizumi, 27, of
Tochigi Prefecture took the
w o m e n's
championship,
accomplishing the three events
in 8 hours, 32 minutes, 21 seconds. Second place went to
Emi Shiono, a 27-year-old

Yutaka Kojima was a special competitor in the Triathlon
Miyakojima, and one the organizers did not want to participate.
Kojima is 72 years old, well
beyond the 65 age limit set by
the Miyakojima Triathlon
Committee. The veteran runner, wanting to participate for a
seventh time, pressed his case,
finally getting another athlete to
sponsor his application.

race committee not only relented and allowed Kojima to run,
but struck the age limitation
from the rules. As he crossed
the finish line Sunday, Kojima
told well wishers "I love this
race. I will attend until I die."

Shoplifting

supermarket, then leaving without paying.
The youngsters had
disappeared by time
police arrived, but store
officials and police used
videotape images from
surveillance cameras to
identify the pair and get
their vehicle license
number. Police say the
two were observed
stealing a body piercing
kit about 5:50 p.m.
Saturday by a store
clerk, who notified security officials, who called
Okinawa City Police.
The kit was valued at
¥2,520.
Police patrolled the
area, and spotted the car
about four hours later at
another supermarket
nearby. They apprehended the two, along
with five other youth,
when they returned to
the car. The girl, a high
school student, and the
unemployed boy, confessed when confronted.
They told police the five
other friends were not
involved, and police
released them.
The investigation is
continuing, because
police say there were
many other stolen items,
