DESCRIZIONE DEL PERCORSO (DESCRIPTION DU PARCOURS / COURSE DESCRIPTION)
Il percorso di gara si snoda su due circuiti, il primo pianeggiante di km. 10,5 che comprende il lungomare
Adriatico di Lido di Fermo e Porto San Giorgio e Statale Adriatica con due lunghi rettilinei di 4 km ed una
sede stradale da 6 a m.8 di larghezza. Il secondo circuito collinare di km. 17.7 prevede la salita che da
San Michele porta a Capodarco di circa 3.7 km con una pendenza che varia dal 4 al 6%. Prima di
iniziare l’ultimo giro, la corsa abbandona la SP 11 per attraversare il centro storico di Capodarco ed
a m. 500 dall’arrivo si affronta uno strappo di 200 m. con pendenza al 15% con fondo in pavé e dopo una serie di curve ci si
immette sul viale d’arrivo in rettilineo di 250 m. in leggera pendenza del 3% e con una larghezza di m. 4.
Le parcours se déroule sur deux circuits. Le premier est plat de 10,5 km. et longe la promenade au bord
de la mer Adriatique de Lido di Fermo et Porto San Giorgio et la route nationale Adriatica avec deux lignes
toutes droites de 4 km et une chaussée de 6 à 8 m. de largeur. Le deuxième circuit est de 17,7 km. sur
les collines où il y a la montée d’environ 3,4 km. qui mène de San Michele à Capodarco avec une pente
entre 4 et 6%. Avant le début du dernier tour la course laisse la route SP11 pour traverser le vieux
centre historique de Capodarco et à 500 m de l’arrivée elle affronte une montée raide de 200 m. en pavé avec une pente de
15% et après une série de virages elle débouche dans le boulevard de l’arrivée, une ligne toute droite de 250 m. et 4 m. de
largeur en douce côte avec une pente de 3%.
The race takes place on two circuits. The first one is flat and 10.5 km. long by 6 to 8 m. wide on the Adriatic
seafront of Lido di Fermo and Porto San Giorgio and the Adriatica national road with two 4 km long straight
lines. The second circuit is 17.7 km. long on the hills and there is the 3.7 km climb with a gradient that
varies between 4 and 6% which leads from San Michele to Capodarco. Before the last lap, the race turns
off the SP11 road and goes through the centre of the old town of Capodarco and 500 m. before the
finish line there is a 200 m. long steep climb with a 15% gradient on cobble stones and after a few turns it takes the avenue
which leads to the finish line. The final straight line is 250 m. long and 4 m. wide slightly uphill with a 3% gradient.

Articolo 2. Tipo di Prova
Conformemente all’art. 2.1.005 regolamento UCI, la gara internazionale classe ME 1.2 è riservata
alla categoria Under 23 - Elite senza contratto, massimo Under 27 (nati nel 1988) per Società
affiliate alla FCI e all’UCI, inserita nel calendario Europe Tour. Conformemente all’art. 2.11.014
del regolamento UCI, attribuisce i seguenti punti: 40-30-16-12-10-8-6-3 ai primi 8 classificati.
Articolo 3. Partecipazione
La prova è ad invito e l’iscrizione è effettuata tramite bollettino di iscrizione che deve pervenire almeno 20 giorni prima della manifestazione. Conformemente all’art. 2.2.003 del regolamento UCI, saranno ammesse squadre composte da un minimo di 4 (quattro) atleti ad un
massimo di 6 (sei) atleti. 72 ore prima della gara la squadra deve confermare i nominativi dei
corridori titolari e le 2 riserve. Possono partecipare sia le squadre di Club che Nazionali. Per
l’eventuale indennità di partecipazione (vitto alloggio, rimborso spese) valgono le norme riportate sul bollettino di iscrizione; il Direttore Sportivo è responsabile degli atleti e dei componenti della squadra, comunicati ufficialmente all’organizzazione, al momento dell’accredito.
Articolo 4. Documentazione per approvazione
La gara si disputa sul percorso illustrato nei seguenti documenti allegati:
• Planimetria del percorso • Altimetria della gara • Tabella oraria / chilometrica di marcia
• Altimetria, planimetria degli ultimi 3 chilometri • Indicazione zona deviazione vetture •
Dichiarazione del Direttore di Organizzazione e Vice • Comunicazione scritta della dislocazione degli ospedali o centri di pronto soccorso su tutto il percorso • Planimetria zona partenza e arrivo con indicazione della sede della Giuria, Controllo Antidoping, Segreteria, Sala
Stampa, Direzione di Organizzazione.
Articolo 5. Quartier Tappa
L’apertura della segreteria è stabilita dalle ore 16,00 fino alle ore 19,30 di Venerdì 15 agosto 2014 e dalle ore 08,00 alle ore 19,00 di Sabato 16 Agosto presso il Teatro Comunale di
Capodarco in Piazza della Repubblica. Le operazioni di Verifica Licenze si svolgeranno
Venerdì 15 Agosto dalle ore 17,00 alle ore 19,00 e Sabato 16 Agosto dalle ore 08,30 alle ore
10,00 presso il Teatro Comunale di Capodarco in Piazza della Repubblica.
Articolo 6. Riunione Tecnica
La riunione dei direttori sportivi, organizzata in base all’art. 1.2.087 del regolamento UCI,
con il Direttore di Organizzazione, il Collegio dei Commissari ed il rappresentante della
Struttura Tecnica Federale avrà luogo il giorno 16 agosto 2014 alle ore 10,30 presso la
Comunità di Capodarco, Via V. Vallescura 47 - 63900 Capodarco - tel. (+39) 0734 683905,
(+39) 0734 683927 - fax (+39) 0734 678410.
Articolo 7. Ritrovo di Partenza
La firma del foglio di partenza è consentita dalle 11,45 alle 12,45 presso Piazza della Repubblica. Il cerimoniale di partenza ha luogo alla Stele di Fabio Casartelli, in via Giovanni XXIII
alle 13,00. La partenza ufficiosa è fissata alle 13,15 e si effettua un trasferimento di km. 5
fino alla Cantina Santa Liberata sulla S.S. 16 Adriatica. La partenza ufficiale è alle 13,30.
Articolo 8. Passaggi a Livello
Non ci sono passaggi a livello.
Articolo 9. Controllo Antidoping
Il controllo antidoping, svolto in base alle normative UCI vigenti, sarà effettuato presso la
Palestra Comunale, a 50 m. sulla destra dopo il traguardo. Potrà essere effettuato anche un
controllo antidoping disposto dagli organi dello Stato Italiano, secondo le normative UCI.
Articolo 10. Radio Informazioni
Possono seguire la corsa solo i veicoli accreditati ed autorizzati, dotati di apparecchiatura
radio in grado di ricevere “radio corsa” in lingua italiana e francese o inglese. Frequenze
26.945 MHz canale CB 33.
Articolo 11. Assistenza Tecnica
Il servizio di assistenza tecnica ai concorrenti sarà assicurato da 4 vetture del Team KEMO
(vetture neutre) debitamente attrezzate. È autorizzato il cambio ruota in moto.
Articolo 12. Sanzioni
Le sanzioni applicate per fatti di corsa sono quelle previste dal regolamento UCI Art. 12.1.040.
Articolo 13. Montepremi
Sono attribuiti i seguenti premi alla classifica d’arrivo, in base al massimale stabilito dalla
Regolamentazione Internazionale e secondo le leggi dello Stato Italiano. Eventuali premi

Articolo 14. Tempo Massimo
Il tempo massimo è stabilito nella misura del 8% del tempo del vincitore. Il tempo massimo
sarà aumentato dal Collegio dei Commissari, in presenza di circostanze eccezionali, dopo
consultazione con l’organizzazione. (Art. 2.3.039 regolamento UCI).
Articolo 15. Rifornimento
Il rifornimento è consentito a partire dal 50° chilometro fino a 20 chilometri dall’arrivo, da
persone appiedate o da mezzi in movimento autorizzati al seguito della corsa e da posto fisso dal km. 102 al km. 104 località Paludi - inizio salita di Capodarco.
Articolo 16. Protocollo
Secondo quanto riportato all’art. 1.2.112 del regolamento UCI devono presentarsi alla cerimonia protocollare i primi 3 classificati della prova, 10 minuti dopo l’arrivo, nello spazio
regolarmente segnalato nei pressi dell’arrivo.
Articolo 17. Servizio Sanitario
Il servizio sanitario sarà effettuato da due ambulanze e un medico di corsa il Dott. Mazzoni Paolo. Il presidio ospedaliero lungo il percorso è a Fermo - Ospedale Murri - tel. (+39) 0734-625111
Articolo 18. Ecologia
In sintonia con la campagna ecologica caldeggiata dall’U.C.I. ed al fine di non disperdere
nella natura il materiale di risulta si fa appello al senso civico dei partecipanti al fine di non
gettare rifiuti lungo la strada bensì di disfarsene nell’ambito della zona rifornimento dove
una ditta incaricata alla bisogna provvederà alla raccolta.
Il mancato rispetto di tale disposizione verrà sanzionata conformemente all’art. 12.1.007 RT-UCI.
Articolo 19. Norme di Sicurezza e Disposizioni Organizzative
Considerato che la corsa interessa strade statali e provinciali di grande interesse viario con
altissimo flusso di veicoli, la Direzione di Corsa si riserva di disporre il ritiro degli atleti che
abbiano accumulato un ritardo incolmabile e siano privi di forme di sicurezza sia da parte dell’organizzazione che dalle forze dell’ordine a tutela della propria ed altrui incolumità oltre che
per evitare di costituire gravi disagi alla circolazione. Il ritardo è determinato anche dai tempi
disposti dall’autorizzazione e dal decreto di sospensione temporanea della circolazione.
Articolo 20. Disposizioni Generali
Possono seguire la corsa solo le persone che hanno funzioni tecniche e che ricoprono incarichi disposti dall’organizzazione. Inoltre, sia le persone che i veicoli accreditati devono essere
muniti degli appositi contrassegni identificativi. Eventuali modifiche o aggiunte devono essere notificate tempestivamente alla Direzione di Organizzazione. I conducenti di tutti i veicoli
accreditati ufficialmente al seguito della corsa, sono tenuti alla rigorosa osservanza delle
regole del Codice della Strada e delle disposizioni della Direzione di Organizzazione. Nessuna
responsabilità di alcuna natura fa capo all’Ente organizzatore per danni derivanti da incidenti
prima, durante o dopo la corsa a spettatori e persone in genere, anche se estranee alla manifestazione stessa, in dipendenza di azioni non messe in atto dall’Organizzatore medesimo.
Per quanto non contemplato nel presente regolamento valgono i regolamenti UCI ed FCI,
nonché le leggi dello Stato Italiano in quanto applicabili.

Article 2. Type D’Epreuve
Conformément à l’article 2.1.005 du règlement UCI, l’épreuve est une manifestation
internationale classe ME 1.2 réservée à la catégorie Under 23 - Elite sans contrat max
Under 27 (nés en 1988) pour Sociétés affiliées à la FCI et à la UCI., inscrite au calendrier UCI
Europe Tour. Conformément à l’art. 2.11.014 du règlement UCI, elle attribue les points
suivants : 40 - 30 - 16 - 12 - 10 - 8 - 6 - 3 aux 8 premiers coureurs classifiés.
Article 3. Participation
L’épreuve est sur invitation et l’inscription doit être effectuée au moyen du bulletin
d’engagement qui doit parvenir au moins 20 jours avant la date de l’épreuve. Conformément à
l’article 2.2.003 du règlement UCI, elle est réservée aux équipes nationales et équipes de club
composées de minimum 4 (quatre) à maximum 6 (six)coureurs. L’équipe doit confirmer les
noms des coureurs titulaires et des deux remplaçants 72 heures avant l’épreuve. Pour éventuelles
indemnités de participation (frais de voyage, de pension) sont valables les règles mentionnées
dans le bulletin d’engagement. Le Directeur Sportif est responsable des coureurs et des membres
de son équipe, communiqués officiellement à l’organisation au moment de l’accréditation.

Article 5. Permanence
La permanence de départ se tient dès 16h.00 à 19h.30 Vendredi 15 Août et dès 8h.00 à
19h.00 Samedi 16 Août 2014 chez le Teatro Comunale di Capodarco en Piazza della
Repubblica. La confirmation des partants et le retrait des dossards par les responsables
d’équipes se fait à la permanence chez le Teatro Comunale di Capodarco en Piazza della
Repubblica Vendredi 15 Août, de 17h.00 à 19h.00, et Samedi 16 Août de 08h.30 à 10h.00.
Article 6. Reunion Technique
La réunion technique des directeurs sportifs, organisée suivant l’article 1.2.087 du
règlement UCI, avec le Directeur de l’épreuve, les Membres du Collège des Commissaires
et le représentant du S.T.F. aura lieu le 16 Août 2014 à 10h30 chez la Communauté de
Capodarco, Via V. Vallescura 47 - 63900 Capodarco - tel. (+39) 0734 683905, (+39) 0734
683927 - fax (+39) 0734 678410.
Article 7. Rassemblement de Départ
Les coureurs effectueront la signature de la feuille de départ de 11h.45 à 12h.45 dans Piazza
della Repubblica. Le cérémonial de départ aura lieu à la stèle de Fabio Casartelli dans via
Giovanni XXIII à 13h.00. A 13h.15 il y aura le départ fictif avec un déplacement de 5 km. jusqu’à
la Cantina Santa Liberata sur la Route Nationale 16 où se tiendra le départ réel à 13h.30.
Article 8. Passages a Niveau
Il n’y a pas de passages à niveau.
Article 9 Contrôle Antidopage
Le contrôle antidopage, selon le règlement de l’UCI, sera effectué chez la Palestra Comunale
qui se trouve à gauche 50m. après l’arrivée. Un contrôle antidopage pourra être effectué
aussi par les organes de l’Etat Italien selon le règlement UCI.
Article 10. Radio-tour
Seulement les voitures accréditées et autorisées peuvent suivre la course et doivent être
munies de appareil radio qui peut recevoir « radio-tour » en italien, français ou anglais. Les
informations course, sont émises sur la fréquence 26.945 MHz du canal CB 33.
Article 11. Assistance Technique Neutre
Le service d’assistance technique neutre aux coureurs est assuré au moyen de 4 voitures
du Team KEMO dûment équipées. Le dépannage par moto est permis.
Article 12. Pénalités
Le barème de pénalités de l’UCI Art. 12.1.040 est le seul applicable.
Article 13. Prix
Les prix suivants sont attribués selon le règlement international et les lois de l’Etat Italien
aux 20 premiers coureurs classés. Les coureurs seront informés avant le départ au cas où
il y ait des autres prix au delà du classement aussi bien que la modalité de attribution dans
le cas de ex aequo.

Article 14. Délais d’arrivée
Tout coureur arrivant dans un délai dépassant 8% du temps du vainqueur n’est plus retenu au
classement. Le délai peut être augmenté en cas de circonstances exceptionnelles par le Collège
des Commissaires, en consultation avec l’organisateur. (Article 2.3.039 du règlement UCI).
Article 15. Ravitaillement
Le ravitaillement est autorisé à partir du 50ème km. jusqu’à 20 km. de l’arrivée par le personnel
des équipes à pied ou des voitures des équipes autorisées à la suite de la course et à poste
fixe à partir du 102ème km. au 104ème km. localité Paludi - début de la côte de Capodarco.
Article 16. Protocole
Conformément au règlement UCI, les trois premiers coureurs doivent se présenter a la
cérémonie protocolaire de l’épreuve dans un délai de 10 minutes maximum après leur
arrivée dans l’endroit dûment prévu près de l’arrivée.
Article 17. Service Médical
Les soins médicaux en course sont assurés par deux ambulances et un médecin de course
Dr. Paolo Mazzoni. L’Hôpital près du parcours est l’Hôpital Murri à Fermo. Tel. 0734-625111.
Article 18. Ecologie
En accord avec la campagne écologique soutenue par l’UCI et pour une bonne gestion des
déchets dans l’environnement, l’Organisation prie les participants de ne rien jeter au long
de la route mais de bien vouloir les remettre dans la zone de ravitaillement ou il y aura une
firme engagée exprès pour les ramasser.
Toute infraction de cette disposition sera sanctionnée selon l’art. 12.1.007 du règlement UCI.
Article 19. Normes de Sécurité et Dispositions de l’Organisation
Puisque la course se déroule sur des routes nationales et provinciales de grand passage, la
Direction de l’Epreuve se réserve le droit de obliger à l’abandon les coureurs qui ont un retard non
récupérable et qui se trouvent sans couverture de sécurité soit de l’Organisation, soit des forces
de l’ordre pour la sauvegarde de la sécurité des coureurs mêmes aussi bien que des autres
usagers de la route et pour éviter de gêner gravement la circulation. Le retard est déterminé par
le temps établi par l’autorisation et par le décret de suspension temporaire de la circulation.
Article 20. Dispositions Generales
Aucun sera autorisé à suivre la course sauf les personnes indiquées lors de la remise des pièces
au titulaire du véhicule. Tout ajout ou éventuelle modification devra être signalé au Directeur de
l’épreuve. Les conducteurs des véhicules et motos accrédités, doivent respecter les règles du
Code de la Route ainsi que les dispositions du Directeur de l’épreuve et de ses collaborateurs.
Ne sont en aucun cas autorisées à suivre la course les personnes qui n’ont aucune fonction
reconnue par les Organisateurs et inhérentes aux divers services. La Société organisatrice ne
pourra en aucun cas être tenue responsable de dommages découlant d’accidents survenus
avant, pendant ou après la course à des spectateurs ou autres personnes, même étrangères à
la manifestation, à la suite d’actions non perpétrées par cette même organisation.
Pour tous les points non prévus au présent règlement, les règlements UCI - FCI et de l’Etat
Italien sont d’application.

Article 2. Type Of Race
In accordance with UCI regulations art. 2.1.005, the race is an International ME 1.2 Class event,
included in the UCI Europe Tour calendar, reserved for Under 23 and Elite men without contract
who are Under 27 (born in 1988) for FCI and UCI affiliated clubs. In accordance with UCI regulations
art. 2.11.014, the following points are awarded: 40-30-16-12-10-8-6-3 to the top 8 finishers.
Article 3. Participation
The event is by invitation and entries are to be made by entry form to be submitted to the
organiser no later than 20 days before the date of the event. In order to be admitted, and in
accordance with UCI regulations art. 2.2.003, teams must enter a minimum of 4 (four)
athletes but no more than 6 (six) athletes. The team must confirm the names of the
competing athletes and the two reserves 72 hours before the race. Both club as well as
national teams are admitted. Rules contained in the entry form regulate possible
participation expense reimbursements (hotel, meals, other expenses). Team sports
managers are responsible for their athletes and other team personnel which are to be
officially notified to the organiser at the time of accreditation.
Article 4. Approval Paperwork
The event takes place on the designated race course as per the following annexed documents:
• Course map • Race profile • Race timetable • Map and profile of the last 3 km. to the
finish line • Directions on race vehicle diversion • Race Director and Assistant Race Director
statements • List including addresses of hospitals and emergency facilities along the
course • Maps of the start and finish areas with the location of race headquarters including
Race Jury, Anti-Doping Control, Secretariat, Press Room and Race Directors headquarters.
Article 5. Race Headquarters
Race headquarters will be open from 4:00 PM until 7:30 PM on Friday 15th August and from
8:00 AM until 7:00 PM on Saturday 16th August 2014 at the Teatro Comunale di Capodarco
in Piazza della Repubblica.
Preliminary operations and racing license control will take place on Friday 15th August from
5:00 PM until 7:00 PM, and on Saturday 16th August from 8:30 AM until 10:00 AM at the
Teatro Comunale di Capodarco in Piazza della Repubblica.
Article 6. Technical Briefing
In accordance with UCI regulations art. 1.2.087, the technical briefing with the Race
Directors, the Race Jury and the FCI technical department delegate will be held at 10:30
AM on 16th August 2014 at the Comunità di Capodarco, Via V. Vallescura 47 - 63900

Article 7. Race Start
The signing-on sheet is available for signing from 11:45 AM to 12:45 PM in Piazza della
Repubblica. The starting ceremonial will be held at Fabio Casartelli’s Memorial, in via Giovanni
XXIII at 1:00 PM. The unofficial start will take place at 1:15 PM and there will be a 5 km.
transfer to the Cantina Santa Liberata on S.S. 16 Adriatica. The official start will be at 1:30 PM.
Article 8. Railroad Crossings
There are no railroad crossings.
Article 9. Anti-Doping Control
The Anti-doping control location, in compliance with UCI regulations, will be in the “Palestra
Comunale”, on the right hand side, 50 m. after the finish line. An anti-doping control can be
requested also by Italian state authorities, in accordance with UCI regulations.
Article 10. Radio-Tour
The race may be followed only by accredited and authorized vehicles equipped with radio
receivers able to tune into radio-tour service in Italian, French or English on the 26.945 MHz
frequency, CB channel 33.
Article 11. Technical Assistance
Neutral service technical assistance will be provided by 4 duly equipped KEMO Team cars.
Technical assistance by motorcycle is permitted.
Article 12. Penalties
Penalties applied are those set forth in the UCI Regulations Art. 12.1.040. scale.
Article 13. Prizes
The following prizes are awarded to the top 20 finishers, as per the amounts established by
International Regulations and Italian State laws. Athletes will be informed prior to the start
of the race if there should be other extra-classification prizes as well as their assignation
criteria in the event of a tie.

Article 14. Time Limit
A time limit of 8% of the race winner’s time shall apply. This time limit may be increased at
the discretion of the Race Jury in agreement with the Organiser. (UCI regulations art.
2.3.039).
Article 15. Feeding Zone
The feeding zone, from team members standing on the side of the road or from authorised
team cars following the race, starts from the 50th kilometre until 20 kilometres from the
finish line, and from a fixed position from the 102nd and the 104th kilometre of the race
between Paludi and the beginning of the climb to Capodarco.
Article 16. Protocol
In fulfilment of UCI regulations art. 1.2.112, the first three finishers of the race must appear
at the podium near the finish line for the award ceremony within ten minutes of their having
crossed the finish line.
Article 17. First Aid
First Aid will be given by two ambulances and a race doctor Dr. Paolo Mazzoni. The Hospital
along the race course is in Fermo - Ospedale Murri - ph. (+39) 0734-625111.
Article 18. Ecology
In keeping with the ecological drive promoted by the U.C.I. and in order to avoid waste dumping
in the environment, participants are requested not to dispose of any waste along the road but
to do it only in the fixed feeding zone where there will be people in charge of collecting it.
Any infringement of this rule will be fined in accordance with art. 12.1.007 RT-UCI.
Article 19. Organisation And Safety Instructions
Given that the race takes place on widely used provincial and National roads, the Race
Directors will take it upon themselves to withdraw any riders that may have accrued a
considerable and insurmountable delay which would leave them out of the race’s security
zone, for their own safety as well as to cause the least possible inconvenience to other road
users. The delay will be decided based also on the time determined by the permit and the
temporary traffic suspension decree.
Article 20. General Regulations
The race may be followed only by authorised personnel with specific technical duties or tasks
given to them by the organisation. Furthermore, all people and vehicles must be accredited,
have their passes and stickers and observe the law of the land in relation to road travel.
The Race Director must be notified promptly of any additions or modifications.
The Organiser declines all responsibilities for any damage to spectators or other people,
even if unrelated to the event, caused by accidents before, during or after the race, due to
actions unrelated to the Organiser himself.
UCI and FCI regulations apply for any other issue that may not have been mentioned in this
rulebook.
