NELL’INDUSTRIA MACEDONE IN OTTO ANNI
“Se paragoniamo 2014 al 2006, il numero dei
lavoratori è aumentato di 27.000 unità”, ha detto il
Vice Primo Ministro. Il numero dei lavoratori nel
settore industria è aumentato dell’1,1 % nel 2013,
secondo i dati statistici nazionali. Il trend continuerà
anche quest'anno. Nel gennaio 2014 rispetto allo
stesso mese dell’anno precedente la crescita è stata
del 6,5 %. “I dati sono molto incoraggianti”, dice il
Vice Primo Ministro Stavreski, se si considera che la
maggior parte del mondo ha dovuto affrontare crisi e
nella maggior parte dei paesi e’ cresciuta la
disoccupazione.
L'aumento
dell’occupazione
significa anche un aumento della produzione
industriale - che regista una crescita del 3,2 % nel
2013. La Macedonia si colloca tra i pochi paesi in
Europa, che e’ riuscito a diminuire il tasso di
disoccupazione nel 2013, passato al 28,7% (era il
30,6% nel 2012), il livello più basso degli ultimi 17
anni.
ELEZIONI PRESIDENZIALI E PARLAMENTARI IN
APRILE
In Macedonia si voterà il 13 aprile per le elezioni
presidenziali. Si tratta della quinta elezione
presidenziale da quando la Macedonia e’ diventata
indipendente nel 1991, dopo la disgregazione dell’ex
Jugoslavia. In base alla Costituzione, l'attuale capo
dello stato Gjorgje Ivanov, del partito conservatore
al governo Vmro-Dpmne, ha il diritto di candidarsi
per un altro mandato di cinque anni. Ci sono altri tre
candidati oltre al Presidente della Repubblica in
carica Gjorge Ivanov: Ilijaz Halimi del Partito
democratico degli albanesi, Zoran Popovski del
partirto GROM e Stevo Pendarovski della SDSM. Se
nessuno dei candidati ottiene la maggioranza
assoluta nel primo turno, una settimana più tardi si
terrà il ballottaggio per i due candidati che avranno
ottenuto il maggior numero di voti. Vincerà il
candidato che avrà ottenuto più voti, a condizione
che l'affluenza alle urne sia dell’almeno 40%. In
caso contrario l'elezione verrà considerata nulla.

IL DEFICIT COMMERCIALE SCENDE A 187,7
MILIONI DI DOLLARI NEL MESE DI GENNAIO
2014
Il deficit commerciale della Repubblica di Macedonia
si è ridotto a 187,7 milioni di dollari nel mese di
gennaio 2014 da 191,6 milioni dell’anno precedente.
Secondo l’Ente nazionale di Statistica, le
esportazioni macedoni sono aumentate del 4,0 %
raggiungendo 318,6 milioni di dollari, mentre le
importazioni sono cresciute dell’1,7 per cento
raggiungendo 506,4 milioni di dollari. Secondo gli
dati dell’Ente nazionale di Statistica, la Macedonia
esporta principalmente prodotti di ferro, ferro-nichel,
abbigliamento e derivati del petrolio mentre importa
principalmente leghe di platino, derivati del petrolio
ed
elettricità.
AUMENTO DEL FABBISOGNO DELL’INDUSTRIA
DI PRODOTTI PER IMBALLAGGIO
Le aziende macedoni nel 2013 hanno speso 34,7
milioni di Euro per imballaggio di cartone, casse di
legno, barattoli e bottiglie di vetro. In soli due anni
l’importazione di articoli da imballaggio è aumentata
del 13,2%, numeri che segnalano un aumento della
domanda per questi articoli da parte dell’industria
locale. I produttori di imballaggio locali non sono
pronti a rispondere a tale domanda: i pochi che
producono questi articoli sono costretti ad importare
le materie prime, fatto che rende quest’industria
quasi completamente legata all’importazione.

L’11 marzo 2014 presso l'albergo Aleksandar
Palace, si e' tenuto il Business Forum sui progetti
d'investimento nei settori infrastrutture ed energia in
Macedonia, organizzato dall'Ufficio ICE di Skopje in
collaborazione con l'Ambasciata d'Italia.La sessione
seminariale dell'evento e' stata aperta da parte
dell'Ambasciatore d'Italia, Massimo Bellelli, e la
Direttrice dell'Ufficio ICE di Skopje, dott.ssa Cinzia
Bruno. Sono intervenuti anche il Sindaco di Skopje,
Koce Trajanovski e il Ministro dei Trasporti
macedone, Mile Janakieski. Sono state presentate
le opportunità legate ai principali progetti
infrastrutturali (strade, ferrovie, gassificazione, ecc),
le possibilità di investimenti diretti nella produzione
di energia elettrica da fonti rinnovabili e le relative
modalità di finanziamento da parte della BERS. La
sessione pomeridiana è stata dedicata agli incontri

Il tasso di crescita del Prodotto interno lordo del italiane ed oltre 40 aziende macedoni.
Paese nel quarto trimestre del 2013 è stato del
3,2%. Secondo l’Istituto nazionale di statistica, nel
periodo preso in esame, l'aumento maggiore è stato
registrato nel settore delle costruzioni (32,1%), nel
settore alberghiero e della ristorazione (4,4%),
segue il settore delle estrazioni di minerali,
produzione di energia elettrica, gas e acqua (2,6%).
Inoltre, nel quarto trimestre del 2013, i consumi finali
delle famiglie sono aumentati del 2,4% in termini
nominali, rispetto allo stesso periodo del 2012.

elezioni anticipate si terranno il 27 aprile, in
coincidenza con la data del secondo turno delle
elezioni presidenziali. Saranno le terze elezioni

LE SOCIETÀ MACEDONI HANNO OTTENUTO
PRESTITI DALLE BANCHE ESTERE PER 738
MILIONI DI EURO
La legge macedone consente alle società macedoni
di rivolgersi per i loro prestiti a banche estere.
Secondo i dati della Banca Nazionale le aziende
macedoni nei primi nove mesi del 2013 hanno
ottenuto dalle banche estere prestiti per 738 mln di
Euro. Nonostante le procedure per la richiesta di tali
prestiti siano lunghe e complesse, sempre più
imprenditori macedoni si avvalgono di questa
possibilità oltre a quanto offerto dalle banche locali.

LA SOCIETA’ ITALIANA DF LABS INVESTE IN
MACEDONIA
La società ITC italiana DF Labs specializzata nella
sicurezza in rete, ha avviato la pratica per la
costituzione di una filiale in Macedonia. La
tassazione favorevole, i bassi costi operativi e le
buone condizioni dell’infrastruttura informatica sono
stati decisivi per preferire la Macedonia all’India e
alla Serbia per questo investimento. Il direttore Dario
Forte ha espresso la sua soddisfazione anche nei
confronti dell’assistenza fornita dall’ufficio del
Ministro per gli investimenti esteri come investitore
straniero, sottolineando che si tratta di un ottimo
servizio che deve essere d’esempio anche per altri
Paesi.

IN MACEDONIA NON CI SONO PRODOTTI
AGROALIMENTARI GENETICAMENTE
MODIFICATI
“Nella Repubblica di Macedonia non ci sono prodotti
agroalimentari geneticamente modificati: secondo le
modifiche alla legge in vigore dall’anno scorso, in
Macedonia è vietata la produzione e il commercio di
prodotti alimentari geneticamente modificati” ha
dichiarato il direttore dell’Agenzia per la sicurezza
alimentare e veterinaria Dejan Runtevski. L’Agenzia
dispone di laboratori dedicati e sta monitorando la
qualità dei prodotti alimentari, con analisi che
potranno dimostrare l’effettiva assenza di OMG in
Macedonia.
“In Macedonia si consuma anche carne di ottima
qualità e i controlli sono molto severi, sia che si tratti
di carne di produzione locale o di importazione” ha
dichiarato il direttore e ha aggiunto che l’Agenzia ha
recentemente approvato un regolamento sulle
modalità per etichettare la carne in vendita. Infine,
Runtevski ha dichiarato che dall’inizio dell’anno ad
oggi sono stati esportati dalla Macedonia oltre
40.000 agnelli, numero in lieve aumento rispetto allo
stesso periodo dell’anno scorso, sottolineando che il

Secondo il Ministro dell’Agricoltura Dimovski
quest’anno continuerà la crescita della produzione
agricola e ci sarà ulteriore stabilizzazione degli
acquisti dei prodotti agricoli, come registrato anche
l’anno scorso. “La crescita del settore è condizionata
da problemi strutturali e da limitazioni derivanti dalle
ridotte dimensioni delle unità agricole e produttive,
per cui quest’anno ci dedicheremo alla loro
soluzione“, ha dichiarato il Ministro dell’Agricoltura.
Tra l’altro verranno promulgate due leggi a favore
degli operatori agricoli: la Legge per il
consolidamento dei lotti agricoli e la Legge sulle
cooperative agricole. Inoltre saranno realizzati due
progetti a sostegno della collaborazione tra
agricoltori, il tutto con l’obiettivo di migliorare la
competitività degli operatori agricoli macedoni.

RUNTEVSKI AFFERMANO L’ALTA QUALITÀ DEL
LATTE MACEDONE
Nell’incontro di lavoro è stato confermato che il latte
in commercio in Macedonia è di buona qualità,
soprattutto quello di produzione locale. Questi i
risultati delle analisi straordinarie eseguite con
frequenza settimanale su un campione più ampio in
seguito ai casi di presenza di alfatossine nel latte di
produzione serba. Vista l’assenza totale di agenti
patogeni si ripristinano le procedure regolari di
analisi bisettimanali. Rimane rafforzato il controllo di
ogni singolo lotto in arrivo dalle zone interessate dai
casi di irregolarità.
Ambiente e servizi pubblici
CONVEGNO
SULL’IMPORTANZA
DELLA
CERTIFICAZIONE DELLE FORESTE NEI PAESI
DEI BALCANI
Il convegno regionale promosso dalla fondazione
CNVP (Connecting Natural Values & People
Foundation) e’ organizzato per scambiare le
esperienze nella certificazione delle foreste in
Montenegro, Albania, Kosovo e Macedonia. Da
marzo 2013 secondo la legislazione europea ogni
prodotto di legno importato sul mercato EU deve
essere di origine certificata. La certificazione delle
foreste è uno strumento obbligatorio che ancora non
e’ adottato in Macedonia; deve però essere
introdotto prima possibile per consentire ai produttori
locali di mobili che esportano nei mercati dell’UE di
continuare la loro attività.

LA MACEDONIA HA INIZIATO A TRACCIARE LA
LINEA DI PERCORSO DEL "SOUTH STREAM"
La Macedonia ha cominciato a tracciare il percorso
del gasdotto sul territorio macedone parte del
progetto transeuropeo South Stream. Esperti russi
della Gasprom insieme ad esperti locali stanno
lavorando sulla definizione del percorso del gasdotto
e alla redazione di uno studio di fattibilità che
dovrebbe decretare quale delle due alternative
esistenti sia la soluzione migliore e più conveniente.
La prima opzione prevede la creazione di un ramo
accanto al percorso esistente del gasdotto verso la
Bulgaria, la seconda prevede un collegamento con
la rete che attraversa la Serbia. Secondo gli esperti
entrambe le opzioni hanno vantaggi e svantaggi e la
decisione dipende anche da quanto la Bulgaria e la
Serbia avvicineranno il proprio gasdotto al confine
con la Macedonia. Inoltre, gli esperti consigliano di
prendere in considerazione la sicurezza, la
diversificazione nella fornitura di gas naturale e il
costo per la costruzione del percorso.
In seguito, la Gasprom russa e le Risorse
energetiche macedoni creeranno una joint venture
per costruire una tratta del gasdotto, nella quale
ciascuna delle due società avrà una quota del 50% .
Con South Stream si prevede di ottenere una
stabilità
energetica
a
lungo
termine.
GRANDE INTERESSE PER IL PROGETTO DI
GASSIFICAZIONE DELLA ZONA DI SKOPJE
Si registra grande interesse per l’attuale bando
(avviato il 30/01/2014) per la costruzione della rete
distributiva del gas naturale, sulla base del
partenariato pubblico privato al costo stimato di circa
100 milioni di Euro. Le offerte dovranno essere
presentate entro il prossimo 26 maggio.
“Ci aspettiamo un ampio numero di aziende nella
prima fase di prequalificazione della gara d’appalto,

dato il notevole interesse per questo progetto”, ha
dichiarato il Ministro Janakieski in occasione della
presentazione del progetto presso la Camera di
Commercio macedone. La concessione verrà
assegnata, probabilmente entro la fine di
quest’anno, per un periodo di 20 anni e il titolare si
impegnerà a costruire il 70% della rete distributiva
nel corso dei primi 4 anni.

LA
TERZA
FASE
DELLA
COSTRUZIONE DELL’ELETTRODOTTO VRUTOK
Il Ministro dell’economia Valjon Saracini e il direttore
generale della Mepso Sinisa Spasov hanno dato il
via alla costruzione della terza sezione
dell’elettrodotto, a due sistemi 110kV, della Centrale
idroelettrica Vrutok. Si tratta di uno dei progetti
infrastrutturali del Governo macedone finanziato
dalla Banca Europea per gli Investimenti, composto
da tre sezioni indipendenti per una lunghezza totale
di 33 km. L’importo totale del progetto ammonta a
circa 3 milioni di Euro e ad oggi sono stati forniti ed
installati materiali ed attrezzature per un importo pari
all’ 82,5% dell’importo totale. Questa terza sezione
prevede l’installazione di 38 pali di sostegno con i
quali si conclude l’intera linea di 133 pali di acciaio
che, secondo le stime, saranno messi in funzione a
settembre
del
2014.
Oltre a questo progetto, a fine aprile - inizio maggio
nella zona di Polog partiranno anche i lavori di
costruzione dell’elettrodotto da 110kV sulla tratta
esistente Skopje-Jugohrom-Tetovo, per una
lunghezza totale di 48,6km ed un valore totale
dell’investimento pari a 3.9 milioni di Euro.
Trasporti e Infrastrutture
IN ESPANSIONE IL SETTORE COSTRUZIONI
Il Presidente dell’Associazione di categoria delle
Costruzione, Dott. Kocan, presso l’Unione delle
Camere di Commercio macedone, ha dichiarato che
i grandi progetti infrastrutturali sia quelli in corso e
sia quelli futuri che ammontano a quasi un miliardo
di euro promettono una nuova e significante crescita
del settore edile in Macedonia. Nel bilancio pubblico
dell’anno corrente la voce investimenti in
infrastrutture ammonta a 365 milioni di euro che
significa la realizzazione solo di alcuni progetti: molti
saranno avviati quest'anno ma completati nei
prossimi anni. I progetti per la costruzione di linee
ferroviarie e autostrade saranno prioritari. “Nei
prossimi anni i progetti infrastrutturali rimarranno il
motore della crescita dell'economia macedone”,
sostiene.Sig.Kocan.
DIMINUITO IL PREZZO MEDIO PER METRO
QUADRATO DEGLI IMMOBILI RESIDENZIALI
NEL 2013
Nel 2013 il prezzo medio per metro quadrato degli
immobili residenziali in Macedonia è stato 46.825
denari (759 euro), con una diminuzione del 6,2 %
rispetto all’anno precedente. Secondo i dati dall’Ente
nazionale di Statistica nella capitale Skopje, il
prezzo medio è stato 54.857 dinari (889 euro), più
basso del 6,5 % rispetto al 2012. Mentre nelle altre
città macedoni il prezzo medio è stato 39.264 dinari
(636 euro), con un calo del 9,4 % rispetto all’anno
precedente.
COMPAGNIE AEREE INTERESSATE AD
AVVIARE VOLI DIRETTI SU OHRID
La città di Ohrid, la località turistica più attraente
della
Macedonia,
sta
predisponendo
la
documentazione per una gara d’appalto per la
selezione della compagnia aerea disposta ad
avviare voli diretti sull’aeroporto di Ohrid. Questo è
solo uno dei progetti finalizzati allo sviluppo del
potenziale turistico di questa città che ogni anno
attrae centinaia di migliaia di turisti provenienti da
tutto il mondo, in tutte le stagioni.

AVVIATO BANDO INTERNAZIONALE PER LA
RICOSTRUZIONE DI TRE LOCOMOTIVE
FERROVIARIE
Due locomotori elettrici della serie 441 e una della
serie 461 saranno ricostruiti attraverso il progetto di
ricostruzione del parco macchine della società
“Makedonski Zeleznici – Trasport”. La società ha
pubblicato una gara internazionale per raccogliere
offerte da aziende interessate a svolgere il controllo
e la modernizzazione delle locomotive obsolete. Il
termine per la presentazione delle offerte è il
prossimo 28 aprile. Il progetto è finanziato attraverso
il prestito dalla Banca europea per la ricostruzione e
lo sviluppo (BERS), per un importo di 50 milioni di
euro con il quale si finanzia l’ammodernamento e
l’acquisto
di
nuovi
treni.
RILASCIATI 140 PERMESSI DI COSTRUZIONE
Nel mese di gennaio di quest’anno in Macedonia
sono stati rilasciati 140 permessi di costruzione,
ovvero il 22,7 % in meno rispetto allo stesso mese
dello scorso anno. Secondo l’Ente nazionale di
Statistica, sul numero totale di licenze concesse,
ben 113 (80,8 %) sono licenze per la costruzione di
edifici residenziali, 17 (12,1%) per opere di
ingegneria civile e 10 (7,1 %) per costruzioni varie.
INAUGURATI I LAVORI DI COSTRUZIONE DELLA
LINEA FERROVIARIA MACEDONIA- BULGARIA
I Ministri dei trasporti della Bulgaria e della
Macedonia, Danail Papasov e Mile Janakieski,
hanno dato il via ai lavori di costruzione di una delle
più importanti e difficili tratte della parte ferroviaria
del Corridoio Paneuropeo 8: da Kumanovo a
Beljakovci. Il Corridoio Otto è lungo 1300 km e
percorre la via della seta, dall'Europa Meridionale
verso l'Estremo Oriente. Per la realizzazione della
tratta in Macedonia, la BERS stanzia 47 milioni di
euro.
FINANZIAMENTI, GARE E PROGETTI INTERNAZIONALI
ATTUALITÀ
LA MACEDONIA HA OTTENUTO UN PRESTITO
DALLA BANCA MONDIALE PER MIGLIORARE
LA COMPETITIVITÀ NEL PAESE
La Banca mondiale ha concesso un nuovo prestito
di 36,4 milioni di euro alla Macedonia per sostenere
il programma (DPL2) del governo per la crescita
della competitività. Il prestito dovrebbe coprire le
spese per la modernizzazione tecnologica del
settore manifatturiero e agro-alimentare, per lo
sviluppo del commercio e della logistica, aumento
della flessibilità del mercato del lavoro e per lo
sviluppo
della
capacità
innovativa.
L'attuazione delle riforme all'interno del programma
DPL2 sarà sostenuta con un altro programma di
assistenza tecnica programma di sostegno alle
industrie competitive e innovazione, della durata di
tre anni, per un finanziamento di 1,6 milioni di dollari
a fondo perduto, ottenuto dai governi di Austria,
Svizzera e dalla Commissione europea.

The contractor should support the process of accessing the right to personal data
protection in line with the best practices of the European Union Member States,
including enhancing the institutional capacity of the beneficiary in order to further
improve the protection of human rights, and transparency and accountability of

to the DPDP regarding building infrastructure for the dissemination of information

Ancillary works
The civil works will be undertaken near Debar in the western part of FYR Macedonia in the
framework of the Boskov Most hydro power project with a installed capacity of 70 MW that are
to be financed with the proceeds of a loan from the Bank is open to firms from any country.
To be qualified for the award of a contract, tenderers must satisfy the following minimum
criteria:

Successful experience as a main contractor in the execution of at least two (2)
contracts of a magnitudecomparable to the proposed contract within the last ten 10 years.
For assessment purposes the values of the referred contracts shall be not less than
equivalent of EUR 26 Million.
Successful experience as a contractor (prime or subcontractor) in the execution of at
least two (2) contracts of a nature and complexity comparable to the proposed contract
within the last ten 10 years. For assessment purposes the referred contracts shall include
complex civil works for rockfill dams with a height of at least 25 m, intakes and water
conveyance structures, underground works as headrace tunnels of min. diam. 2.5 m,
surge tanks of min. diam. 10 m and height of at least 30 m, powerhouse and related
steelworks, related site infrastructure and roads.
Applicants shall demonstrate successful advance rates for the execution of at least
one (1) rockfill dam or similar work as a contractor (prime or subcontractor) within the last
five (5) years. The required advance rate for execution of the fill works shall not be less
than 20’000 m3/month, all materials combined. For qualification purposes, rockfill dams of
height > 25 m shall be considered as similar.
Applicants shall demonstrate successful advance rates for the execution of at least
one (1) Tunnel or similar work as a contractor (prime or subcontractor) within the last five
(5) years. The required advance rate for execution of the excavation, support and
concreting works shall not be less than 250 m/month, all operations included. For
qualification purposes, tunnels of diameter > 2.5 m and length of at least 5’000 m shall be
considered as similar.
Financial Position

The applicant shall have an average annual turnover (defined as annual earnings,
expressed in its equivalent of a defined currency) as a contractor over the last three (3)
years of EUR 40 Million equivalent.
The applicant shall demonstrate that it has access to, or has available, liquid assets,
unencumbered real assets, lines of credit, and other financial means sufficient to meet
the construction cash flow for the contract for a period of 5 months, estimated as not less
than EUR 10 Million equivalent, taking into account the applicant's commitments for other
contracts.

General Procurement Notice
M-NAV, Macedonian National Air Navigation Service Provider, has received a loan from the
European Bank for Reconstruction and Development (the Bank) and intends to use its
proceeds to contribute towards financing the upgrade of its air navigation system to comply
with the standards of service as required by the European industry regulations. The proposed

The EBRD is considering providing up to EUR 50 million to FYR Macedonia’s Fund for
National and Regional Roads (“FNRR”), to finance a programme of maintenance and
rehabilitation of regional and local roads in the various parts of the country, covering about
1,000 km. These roads provide access to the main corridors and to the core network of main
roads which will facilitate regional development and economic growth. The project is part of
the Macedonian government’s Programme for Local and Regional Roads . The proposed
EBRD financing will be provided in parallel with the World Bank (‘WB’),
The project includes a programme of institutional strengthening of the FNRR and restructuring
of Makedonijapat the public road maintaince company as well as providing support in the
development of a proposed new RoadsLaw. The project will also have a positive impact on
the overall economic development of the FYR Macedonia and facilitate regional integration by
providing effective access to the strategic road network.
The Client: The Fund for National and Regional Roads (“FNRR”), is an independent stateowned company responsible for the operation and maintance of the main road network in
FYROM .The Executing Agency will be FNRR.

The Employer now invites sealed tenders from eligible Contractors for the following contract
to be funded from part of the proceeds of the loan: Design, manufacture, general overhaul,
modification, modernization, testing, inspection, delivery and provision of associated services
in respect of:
2 No. Existing Single Phase 25 kV, 50 Hz Electric Locomotives Series 441; and

It is envisaged that the Contractor shall transport the Employer’s 3 No. existing electric
locomotives in three (3) separate consignments from the Employer’s Site to the Contractor’s
Works Site for rehabilitation purposes. The Contractor shall be required to, inter alia:
Undertake a general overhaul of the locomotives including the obligatory
placement of expired equipment, complete interior and exterior painting, etc.;
Undertake modifications to the locomotives including, inter alia, roof equipment,
gies, pneumatic installation, etc.;
Undertake modernization of the locomotives including the installation of, inter alia,
ectronic speedometers, brake cylinders and hand brake, modernization of driver’s cab, etc.
Install other Plant and Equipment;
The anticipated Time for Completion of the Contract is 9 months from the Effective Date
(date of receipt of the Advance Payment).

Public enterprise for State Roads, hereinafter referred to as "the Employer", intends using

(the Bank) towards the cost of the above cited project.
The Employer now invites sealed tenders from contractors for the following contract to be

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to
firms from any country.
To be qualified for the award of a contract, tenderers must satisfy the following minimum
criteria:
General experience: (i) time period in the construction works min. seven (7) years, (ii)
average annual turnover in the construction works over last three (3) years (2010-20112012) equivalent to minimum 10.0 milEUR per year ;
Particular Construction Experience: (i) Required number of similar contracts completed:
Successful experience in at least two (2) road projects of a nature and complexity
comparable to the proposed contract within last seven (7) years, each with a value of at
least 3.0 mil EUR; (ii) Minimum key production rates for each road project:
earthworks 50,000 m3, asphalt works 20,000 tons.
Personnel Capabilities: Project Manager which must have at least 10 years of total
experience with at least 7years in similar works, in nature scope, complexity and size.
Assistant for earth and concrete works, and Assistant for asphalt works which must have at

least 7 years of total experience with at least 5 years in similar works in nature scope,
complexity and size.
Short term Environmental Expert, Surveyors (2) which must have at least 5 years of total
experience with at least 3 years in similar activity.
Equipment Capabilities: the Tenderer should own or have assured access to the following
key equipment: (i) equipment for application of earth works, (ii) equipment for application of
asphalt works, (iii) asphalt plant with minimal capacity of 100 t/h, (iv) concrete plant 30 m3/h,
(v) scrapping equipment (vi) laboratory fully equipped for the complete quality control;
Financial Capabilities: the Tenderer must demonstrate financial capabilities to meet
minimum required Cash flow of 1 mil. EUR equivalent,
Joint Ventures: the Partners in JV must meet together all required criteria..
Subcontracting: is limited to max. 25% of all works.

Support to the Macedonia Civil Aviation Agency – SES Compliance
Assignment Description: The European Bank for Reconstruction and Development (the

"Bank" or "EBRD") is providing a loan to Macedonian Air Navigation Service Provider (MNAV) to finance the urgent upgrading of its equipment and technology to comply with the
standards of service as required by the European Industry regulators. M-NAV is the sole Air
Navigation Service Provider (ANSP) of FYR Macedonia. The regulatory function for the Air
Navigation Services sector is provided by the Macedonian Civil Aviation Agency (MCAA).
The overall objective of the proposed assignment is to assist the Macedonian Civil Aviation
Agency (MCAA) to establish a SES compliant regulatory and organisational framework and
to comply with the obligations under the European Common Aviation Area (ECAA)
agreement, not only in respect of the transposition but also related to the oversight and
supervision which MCAA is required to perform under the regulations (the "Assignment").
The selected consultant shall support MCAA with a range of tasks. The Assignment will
cover the following scope of services:
Task 1: Institutional arrangements:
- Conduct a review of the current institutional arrangements in FYR Macedonia comparing
the arrangements against European best practice and making recommendations for
improvements where required.
Task 2: State Safety Programme and Safety Reporting:
- Conduct a review of the existing State Safety Programme (SSP) and assist MCAA in the
preparation of an updated/enhanced SSP as per ICAO Annex 19.
- Conduct a review of the existing Safety Reporting System (administrative procedures and
technical system), assist MCAA in developing improved safety reporting procedures and
provide recommendations for the upgrading of technical systems as appropriate.
Task 3: Supervision and acceptance of new systems:
-Assist MCAA with the following:
- Establish liaison arrangements with M-NAV to ensure a seamless flow of information for
the changes to the ATM systems as per EC Regulation 1315/2007 and participate in the
FAT and SAT processes.
- Establish a process for Oversight of New Systems and Changes to the ANS systems in
order to ensure the independent assessment of the safety implications of any ATM
system changes over the complete lifecycle of the system.
-Assessment of the new systems procured as part of the EBRD-financed project with
regard to interoperability as per EC Regulation 552/2004 and compliance with all
regulatory and safety requirements.
- Establish procedures that ensure that all changes are reported by M-NAV as per EC

Regulation 1315/2007.
-Establish MCAA/NSA procedures that ensure proper change classification (major/minor)
and related tasks for the oversight of the change, as per EC Regulation 1315/2007.
- Establish procedures that ensure supervision and implementation of Interoperability
requirements by the Service Provider and compliance with Essential Requirements,
Implementing Rules and Community Specifications.
- Establish procedures for safety performance monitoring/safety targets.
Task 4: Develop MCAA's capacity to implement further SES legislation:
-Assist MCAA with the following:
-Carry out a review of MCAA's current staffing and provide staffing recommendations as
needed;
-Establish a Training Programme and provide training courses for staff on basic safety
regulations and safety assessments.
-Assist with regional cooperation agreements as needed.
Status of Selection Process: Interested firms or group of firms are hereby invited to submit
expressions of interest.
Assignment Start Date and Duration: The Assignment is expected to start in June 2014
and has an estimated overall duration of 18 months.
Cost Estimate: EUR 150,000 (exclusive of VAT).
The Consultant must determine whether any indirect taxes/VAT are chargeable on the
proposed services and state the basis for such. If any indirect taxes/ VAT are payable, the
Client will have to pay indirect taxes/VAT element to the services directly to the Consultant
unless otherwise agreed.
Funding Source: Austrian Technical Assistance Cooperation Fund
Eligibility: Consultancy firms shall be entities registered in Austria and all experts proposed
by the entity to work on the assignment must be either Austrian nationals or permanent
residents of Austria. However, up to a maximum of 25% of the maximum contract amount
may be used to finance services of local experts who are nationals of FYR Macedonia or
consultancy firms of the FYR Macedonia.
Consultant Profile: The Consultant will be a firm or a group of firms able to demonstrate:
- Firm's strong track record of similar assignments;

- Firm's experience in FYR Macedonia and / or the region.
- Experienced specialist(s) with extensive "hands on" experience on projects of similar type
and magnitude;
- Specialists in the team to have substantial and wide-ranging experience and in-depth
knowledge of SES requirements and air navigation regulation;
It is expected that the Consultant's team of key experts will at least consist of:
- Project Manager;
- Air Navigation and Safety Expert;
- Compliance and Regulation Expert.
