Overall guidelines for Coordinators
The general guidelines document was translated into all Coordinators’ languages and
e-mailed to them by the PECH secretariat.
PECH Committee Coordinators were invited to table amendments and/or addenda to
these guidelines (see the annex).
Coordinators are invited to adopt these guidelines today (including any agreed
amendments) before proceeding to the allocation of reports and opinions.
In our last Coordinators’ meeting, it was agreed that a designated Coordinator’s
assistant could be present during the Coordinators' meetings (in camera). It was
stressed that such assistants would be subject to the same obligations on
confidentiality as other persons allowed to attend these meetings.
An agreement on the method used to allocate reports and opinions was not reached at
that meeting. It was decided that the discussion would be carried on at the following
Coordinators' meeting with the aim to adopt the general guidelines at that moment. It
was nevertheless decided to allocate the reports and opinions during that meeting.
Decision:
The proposed Guidelines were adopted "en bloc". Those will be distributed separately,
once the different language versions are available.

Decision:
The Coordinators decided that the Chair should send a letter to the European
Commission concerning the scientific bases for this proposal. It was agreed that the
S/D group would provide the Secretariat with the elements necessary for the
preparation of the letter.

Delegated acts and implementing acts
5.1.
Commission Delegated Regulation (EU) No …/.. of 19.8.2014 amending Annex III
to Regulation (EU) No 978/2012 of the European Parliament and of the Council
applying a scheme of generalised tariff preferences
C(2014) 5833 final
This Delegated Regulation aims to grant GSP+ status to the Philippines (GSP+
means a generalised scheme of tariff preferences plus a special incentive arrangement
for sustainable development and good governance). Given the on-going investigations
concerning the Philippines' role in IUU fishing (Commission Decision of 10 June
2014 relating to the notification of a Third Country which the Commission may
consider a non-cooperating Third Country pursuant to Council Regulation (EC) No
1005/2008 establishing a Community system to prevent, deter and eliminate illegal,
unreported and unregulated fishing), the opportunity of such a measure could be
called into question.
Coordinators are informed that the committee responsible for this delegated act
(INTA) is going to decide today (23 September) on a possible extension of the
objection deadline and on our committee’s request to organise a common exchange of
views with INTA on the subject. Members of the PECH Committee will be informed
about the course of events.

Draft Commission Delegated Regulation (EU) No …/.. of XXX supplementing
Regulation (EU) No 1303/2013 of the European Parliament and of the Council of
17 December 2013 laying down common provisions on the European Regional
Development Fund, the European Social Fund, the Cohesion Fund, the European
Agricultural Fund for Rural Development and the European Maritime and
Fisheries Fund and laying down general provisions on the European Regional
Development Fund, the European Social Fund, the Cohesion Fund and the
European Maritime and Fisheries Fund and repealing Council Regulation (EC)
No 1083/2006, with specific provisions for the reporting of irregularities
concerning the European Regional Development Fund, the European Social
Fund, the Cohesion Fund, and the European Maritime and Fisheries Fund
The Committee on Budgetary Control (CONT) as lead committee has received this
draft delegated act from the Commission. Among others, it concerns the EMFF, thus
fisheries. Since the EP has not officially received this delegated act yet, we do not
have to decide whether to object to it or not. We rather have the possibility to
influence the content of this act at a preparatory stage.
Coordinators are invited to decide on how to deal with this draft delegated act
(possible designation of a rapporteur and opinion by the PECH Committee).
Decision:
The Coordinators accepted the advice of the Legal Service to nominate a Rapporteur.

The principle of the Rapporteur of the main act being responsible for subsequent
delegated acts was accepted. The Chair accepted the nomination for this act.
Coordinators decided to request an opinion from the Legal Service on the draft
Delegated Act.
Hearing on "The oyster production and the challenges their producers face"

State of play: the preliminary draft agenda is available. Political groups are finalising
the speakers’ list.
Decision:
There were no decisions.
7.
Hearing on "Fisheries in the Outermost Regions"



State of play: the only initiative taken so far has been a mail sent to political groups
inviting them to put forward proposals and suggest names for the meeting on 4th
December.
Four political groups(S&D, PPE, ALDE, GUE) have already proposed speakers for
the hearing.
Studies and workshops
With regards to the budget for studies allocated to our committee we still have
approximately 40 000 euros available (39.567 74 euros to be more specific).



Following discussions held by political groups it was decided to present Coordinators
with the following proposals
Tuna and billfish unpredictability and interannual variability in the outermost regions
and its impacts on local canning industries and employment
Small scale fisheries and the zero discard target
Future of Almadraba sector: traditional and sustainable tuna fishing methods in the
EU".
Do you agree to ask the Policy department to provide us with these 3 notes?
Decision:
The S-D group proposed a study on the ban on driftnets and the EPP proposed "the
role of regionalisation and Management plans. How to implement the provisions of
the CFP on MSY and discards in a regional context through the new Management
plans?
All the requests were approved.

Hearings 2015

During the 10th September technical meeting held between the Secretariat and
political groups an agreement was reached whereby political groups shall submit duly
justified proposals for hearings. A new meeting took place on 19 September in order
to finalise the various proposals
Decision:
The following hearings have been approved:
- 23/02/2015 MSY in Fisheries management
- 13/04/2015 How to improve selectivity in the context of the discard ban
- 16/06/2015 The Single European Ecolabel: setting minimum criteria
- 23/09/2015 Multi-species management plan
-09/11/2015 The New External Dimension of the Reformed CFP
9.2.
Delegations 2015
During the 10th September technical meeting held between the secretariat and
political groups an agreement was reached whereby political groups shall submit duly
justified proposals for delegations. A new meeting took place on 19 September in
order to finalise the various proposals
Decision:
The Coordinators have decided to accept delegations to Galicia on 16-18 February the
Azores and Aveiro on 6-10April, Reunion Island on 2-6 November 2015.
We are waiting for the invitation of the Moroccan authorities after several attempts
already made by the PECH Committee during the last legislative term.
Should the delegation to Morocco not take place, it will be replaced by the delegation
to Madagascar.
ICCAT and Western Pacific delegations have been approved.
9.3.
Multi-annual plans
Coordinators are invited to decide whether it would be useful to request the
Commission and the Council to continue with the work of the Task Force on multiannual plans that was initiated during the previous legislature.
Decision:
The principle of continuing the work of the Task Force was agreed. Further
discussions should take place on its precise Mandate.
