Journée internationale pour l'élimination de la discrimination raciale
Le racisme et les formes apparentées de discrimination fondée sur la nationalité, l'origine ethnique,
l'orientation sexuelle ou la religion restent malheureusement toujours présents dans toutes les sociétés du
monde. Qu'il s'agisse de violence contre des Juifs en Belgique ou de violence contre les personnes qui ne
partagent pas les idées radicales de Daesh en Syrie ou en Irak, pour le vice-Premier ministre et Ministre des
Affaires étrangères Didier Reynders, il est essentiel de défendre fermement notre position de principe.
L'extrémisme et le terrorisme menacent nos sociétés, et il est important de défendre les valeurs
démocratiques et les droits de l'homme que la communauté internationale a construits patiemment depuis
plusieurs décennies.
La diplomatie belge donne la priorité à la lutte contre le racisme et notamment contre tout acte qui incite à
la haine, à la violence ou à la discrimination. Nous avons vu dans l'histoire récente au Rwanda que
l'incitation à la haine peut avoir des conséquences dévastatrices. La Belgique a organisé, le 31 mars et 1
avril 2014, une conférence internationale sur la prévention du génocide. En septembre de l'année dernière,
notre pays a organisé avec le Ghana un événement ministériel à New York sur "l'émancipation et
l'éducation en tant que stratégie de prévention des génocides". Dans le cadre de notre présidence du Comité
des Ministres du Conseil de l'Europe, la Belgique organise le 8 mai une conférence ministérielle intitulée
"La tolérance est plus forte que la haine." Les conclusions de cette conférence contribueront à un bilan
politique de notre présidence fin mai, où nous fournissons une réponse internationale à l'un des défis
mondiaux les plus urgents de notre époque: la montée du racisme et de l'intolérance sur notre continent et
dans notre étranger proche.
Il est non seulement nécessaire de réaffirmer nos principes mais aussi d’assurer l’efficacité des mécanismes
nationaux et internationaux nécessaires pour les défendre. Au début du mois de mars, Didier Reynders a
participé à Genève à un évènement co-organisé par la Belgique et la Slovénie autour du 50ème
anniversaire de la Convention Internationale sur l’Elimination de toutes les formes de Discrimination
raciale. Un panel international a examiné la mise en œuvre de cette Convention qui malheureusement est
encore loin d’atteindre son but ultime. La Belgique attache une grande importance à cette Convention et au
bon fonctionnement du comité qui veille à sa mise en œuvre.

Racisme en andere vormen van discriminatie op basis van nationaliteit, etnische afkomst, seksuele
voorkeur of religie bestaan helaas nog altijd in alle samenlevingen in de wereld. Of het nu gaat over geweld
in België tegen Joden of agressie tegen mensen in Syrië of Irak die het radicale ideeëngoed van Daesh niet
delen, voor vicepremier en minister van Buitenlandse Zaken Didier Reynders moeten we onze principiële
standpunten blijven verdedigen. Extremisme en terrorisme teisteren de samenleving. Daarom is het
belangrijk de democratische waarden en mensenrechten die de internationale gemeenschap met de jaren
zorgvuldig heeft opgebouwd te bewaren en verdedigen.
De Belgische diplomatie geeft voorrang aan de strijd tegen racisme en tegen alles wat aanzet tot haat,
geweld of discriminatie. De genocide in Rwanda heeft nog niet zo lang geleden opnieuw aangetoond dat
aanzetten tot haat verschrikkelijke gevolgen kan hebben. België organiseerde op 31 maart en 1 april 2014
een internationale conferentie over de preventie van genocide. In september vorig jaar organiseerde ons
land in New York met Ghana een ministerieel evenement over ‘Emancipatie en onderwijs als strategie om
genocides te voorkomen’. Tijdens ons voorzitterschap van het comité van ministers van de Raad van
Europa organiseert België op 8 mei een ministeriële conferentie met als titel ‘Tolerantie is sterker dan haat’.
De conclusies van die conferentie zullen eind mei dienen voor een politieke evaluatie van het
voorzitterschap. Daarbij zal een internationaal antwoord worden voorgesteld op het groeiende racisme en
de toenemende intolerantie die Europa en zijn buurlanden treffen.
Het is niet alleen nodig om onze principes te blijven herhalen, maar ook om ervoor te zorgen dat de
binnenlandse en internationale mechanismen die nodig zijn om deze principes te verdedigen doeltreffend
zijn. Begin maart heeft Didier Reynders deelgenomen aan een evenement rond de 50ste verjaardag van het
internationale verdrag over de uitbanning van alle vormen van rassendiscriminatie. België en Slovenië
organiseerden dat samen. Tijdens deze bijeenkomst heeft een internationaal panel de uitvoering van dit
verdrag besproken, waarvan het doel helaas nog altijd niet is bereikt. België hecht veel belang aan dit
verdrag en aan de goede werking van het comité dat op de uitvoering ervan toeziet.

Racism and other forms of discrimination based on nationality, ethnic origin, sexual orientation or religion
are still common in all societies of the world. Whether it is about violence in Belgium against Jews or
violence against persons in Syria or Iraq who do not share the radical ideas of Daesh, Deputy Prime
Minister and Minister of Foreign Affairs Didier Reynders insists that we keep on defending our position of
principle. In the current context, where extremism and terrorism are a threat to our societies, it is important
to cherish and defend the democratic values and the human rights that the international community
carefully built up over the years.
Belgian diplomacy gives priority to the fight against racism and particularly against acts that incite to
hatred, violence or discrimination. We have seen in recent history in Rwanda that incitement to hatred can
have devastating consequences. On 31 March and 1 April 2014, Belgium organized an international
conference on the prevention of genocide. In September of last year, our country held with Ghana a
ministerial event in New York on "the emancipation and education as genocide prevention strategy." As
part of our chairmanship of the Committee of Ministers of the Council of Europe, Belgium organises on 8
May a ministerial conference titled "Tolerance is stronger than hate." The conclusions of this conference
will contribute to a political assessment of our Presidency at the end of May, where we provide a global
response to one of the world's most pressing challenges of our time: the rise of racism and intolerance in on
our continent and in our near abroad.
It is not only necessary to reaffirm our principles but also to ensure the effectiveness of national and
international mechanisms to defend them. At the beginning of March, Didier Reynders participated in
Geneva in an event co-hosted by Belgium and Slovenia on the 50th anniversary of the International
Convention on the Elimination of All Forms of Racial Discrimination. An international panel reviewed the
implementation of this Convention, which is unfortunately still far from reaching its ultimate goal. Belgium
attaches great importance to this Convention and to the functioning of the committee that ensures its
implementation.
