River Information Services (RIS) Nadia Chellafa Project Manager - INEA 2014 CEF Transport Calls Info Days Brussels, 10 October 2014 1 Content of presentation • Policy context and background • Objectives and priorities of the RIS Call • Expected RIS activities • Funding 2 Policy context and background RIS aim to enhance the safety, efficiency, environmental friendliness of inland navigation as well as to improve the interface with other transport modes RIS have been regulated since 2005 through: • Directive 2005/44/EC (RIS Directive) • 5 Commission Regulations (guidelines and technical specifications) 3 Policy context and background Regulation 1315/2013 on TEN-T Guidelines Transport infrastructure requirements • Member States shall ensure that rivers, canals and lakes of the TEN-T network are equipped with RIS (Art. 15) • RIS are a priority for inland waterway infrastructure development (Art. 16) CEF Regulation 1316/2013 Annex 1 Part 1 list of pre-identified projects • Telematic applications systems for road, rail, inland waterways and vessels (ITS, ERTMS, RIS and VTMIS) are horizontal priorities 4 Policy context and background • Different pace of implementation of RIS accross Europe • Evaluation of RIS implementation for period 2006-2011 points to solid achievements but also to gaps (external study published in July 2014, available on internet) • Important to fill gaps in order to fulfill the requirements of the Directive • RIS policy review conducted by EC on-going 5 RIS Call: objectives and priorities Part of MAP Funding Objective 3 Deploy harmonised RIS (on-board and land-based) components to support traffic and transport management in inland navigation to: 1. Complete the implementation of the RIS Directive 2. Implement outcome of succesful studies & pilots carried out under previous projects 3. Develop further RIS services and applications with a focus on safety and in particular on: i) tangible benefits for inland navigation actors and users ii) better integration of inland navigation into the transport logistic chain 6 Expected RIS activities RIS Actions can generally consist of the following: • Works • Studies • Studies with pilot activities (definition available in the general MAP funding objective 3 call text) • Combination of studies and works 7 Expected RIS activities Activities (studies or works) to focus on delivering RIS on-board and on-land basic components such as: • infrastructure (e.g. inland-AIS base stations) • key RIS technologies (e.g. inland-ECDIS, notices to skippers, vessel tracking and tracing system, etc) • equipment including fixed or mobile hardware and software (eg. servers, computers, tablets, transponders, etc.) • services and applications (e.g. fairway and traffic information, calamity abatement support, etc) • inter-linkage with components of telematic applications of other transport modes and logistic services 8 Expected RIS activities: additional activties In addition to delivering the basic components, activities can also consist of: • Testing and validating the technical feasibility, interoperability and compatibility of technologies, systems, services and applications • Developing the necessary environment to support a coherent deployment of RIS (eg. for electronic reporting requirements) • Carrying out maintenance and amendment of standards and technical specifications 9 Expected RIS activities: additional activties • Definition and implementation of harmonised concepts for (cross-border) exchange of data between authorities, IWT operators and/or users • Interconnection of national systems with EU systems (eg. EHDB) as well as related technical and administrative agreements • Further enhancement and fine-tuning of RIS key technologies, systems, services and applications to take account of state-of-the-art technologies 10 Funding • Indicative budget: €25,000,000 • Funding rates • • • Studies (including pilots): 50% Works: 50% for land-based RIS components Works: 20% for on-board RIS components • Participation of neighbouring countries in RIS projects can be supported under certain conditions 11 Thank you for your attention! 12
