Switzerland demoted by EU for first round of Horizon 2020 calls (27 February 2014)

The European Commission confirms that Swiss researchers cannot participate on equal terms in bidding for grants in 2014
Switzerland will be barred from participating as a full member of Horizon 2020 and Erasmus during 2014, the European Commission
said yesterday (26 February 2014).
This follows the suspension of talks on Swiss participation last week after a recent referendum in the country delivered a narrow
majority in favour of bringing back strict quotas for immigration from EU countries, prompting the government to renege on an
agreement to grant free movement to migrants from Croatia, the EU’s newest member.
Yesterday, the Commission clarified Switzerland’s status. “In the absence of an agreement on Horizon 2020, Switzerland does not
participate as an associated country,” László Andor, the Commissioner for Employment told MEPs in Strasbourg. “This means that for
2014 calls for proposals, the participation of Swiss entities will be according to the provisions governing the participation of third
countries.”
Previously Switzerland, as an associated country, had the same rights of access to funding as EU member states. In this new
arrangement, however, a Swiss participant in a research consortium will no longer count towards meeting Horizon 2020’s eligibility
criterion of having at least three different member states or associated countries as participants.
Andor’s announcement took many by surprise – and seems to reflect the Commission’s intention to draw a line in the sand on
immigration policy. A fear in Brussels is that, if the Swiss get away with “Europe à la carte” – choosing to play in the EU research
programmes but refusing to observe immigration rules – other countries, including EU members, might start agitating for the same
privilege. A quick “no” heads off that possibility, and gives a spur to the Swiss to sort things out.
The Swiss formula
The decision will hurt both the Swiss and the EU’s R&D programmes. Switzerland has been a big beneficiary of past R&D
programmes, winning over €1 billion and participating in 3,000 EU research projects between 2007 and the end of 2013. For
Horizon 2020, Switzerland was due to put €3.6 billion back into the pot.
The move will not only affect Swiss participants but also researchers applying for European Research Council (ERC) grants, who will no
longer be able to base themselves in Swiss institutions. The success rates of researchers applying with Swiss host institutions
have been roughly twice as high as the European average. As of December 2013, 318 ERC grant holders are based in
Switzerland, of which 75 per cent are non-Swiss nationals.
Then there is the matter of the Human Brain Project, based at EPFL. The €1 billion, ten-year mission to create a detailed and
functioning computer model of the human brain is one of the EU’s most prestigious and internationally visible research projects.
The ruling on 2014 grant calls does not affect Framework Programme 7 funding and will not affect grants previously awarded to the
Swiss, but it could upset partnership plans for scores of new projects that Swiss institutions have been planning with EU universities
and labs.
It is also possible that the reduced competition will make it easier for other EU researchers – including those from countries with less
well-developed science bases – to win ERC grants.

The Swiss government declined to comment on the announcement last night (26 February) and has not officially released a response.
Its position remains that project submissions by Swiss participants should continue to “be prepared and executed in accordance with
the requirements and deadlines of the European Commission.”
A representative for Swiss companies in Brussels said that the Swiss will be “as pragmatic as can be under the circumstances.” In the
next few days, the priority will be to ask universities, companies and research organisations if they have any questions, and to clarify
the new status.
The CEO of the Swiss Biotech Association Domenico Alexakis said, “The decision to downgrade Switzerland is unfortunate but has to
be accepted. The Swiss government is working on solution scenarios for both programmes, and both industry and academia are
hopeful that a beneficial situation will be presented soon.”

Olivier Küttel, Head of European Public Affairs at EPFL, said Switzerland is, “Very concerned about third country status and missing
out on some of the very prestigious programmes like ERC for example.”
“Now, as long as there is life there is hope: at least the European Commission says that the status of Switzerland could immediately
change if an agreement is found,” he added. Jerome Grosse, a spokesman for the EPFL, said that university’s mood is still the same as
it was last week and that “they expect to find a solution.”

In the absence of an international agreement on determining the conditions for Switzerland's association to Horizon 2020, Switzerland
does not participate in this programme as an associated country. This means that for 2014 calls for proposals participation of Swiss
entities will be in accordance with Horizon 2020 provisions governing participation of third country entities.
As for Erasmus +, Switzerland has now missed the time for the 2014 grant award decisions. This means that in 2014, Switzerland will
not participate in Erasmus+ on equal footing with Member States as initially envisaged and its participation will be limited to cooperation
activities as with any other third country. As the negotiations on Switzerland’s association to Horizon 2020 could not be completed,
Switzerland has to be considered a non-associated country. This means that for the 2014 calls for proposals the participation of Swiss
entities will be in accordance with Horizon 2020 provisions governing the participation of third country entities.

Conclusie:
Zwitserse deelname in samenwerkingsprojecten (ook als coördinator) blijft gewoon mogelijk. Echter, zij krijgen géén EU
funding (waarschijnlijk wel nationaal) en tellen niet mee als “een van de drie” minimale omvang consortium bestaat uit drie
partners uit drie verschillende ‘member states’of ‘associated member states’.
Hierdoor vervalt de status van Zwitserland als geassocieerd land en komt het in de groep van geïndustrialiseerde derde
landen.
Zwitserse organisaties kunnen op dit moment géén individuele grants (MSCA, ERC, SME-instrument) aanvragen.

Joint Call: Integrated biorefinery concepts (26 February 2014)
Within the framework of the 8th Joint Call for Research and Development Proposals of ERA-NET Bioenergy, the coordination and
cooperation of national/regional research activities in the area of integrated biorefinery concepts will be promoted. This call was opened
the 10th of February 2014.
The public funding for the call will be provided by the 4 participating national funding organisations from Germany, Poland, the
Netherlands and the United Kingdom.
Call Scope
Biorefining is defined as the sustainable processing of biomass into a spectrum of marketable products (food, feed, materials,
chemicals) and energy (fuels, power, heat).).
An integrated biorefinery concept maximises the overall added value of one plant system by way of fractionation of the raw materials,
integration of mass and energy flows and of processes, by (ideally) using all components of a raw material for a range of different
products / intermediates, and by working with closed loops.
Application procedure
Please refer to the call documents and forms listed below. Proposals must be submitted via e-mail to the central Call Secretariat
(contact: Mr. Matté Brijder, Netherlands Enterprise Agency, [email protected] ). It is the responsibility of each consortium coordinator
to ensure that their application is received on time.
Submission deadline for pre-proposals: 28th April 2014, 1 PM CET
Only pre-proposals recommended for the second stage are invited to submit a full-proposal. National funding regulations are applied
within this joint call. A joint transnational team of experts from the participating countries will evaluate all full-proposals.
It is strongly recommended that the national funding regulations be checked with the contact person at the respective funding agency
(see call text) before submitting a full-proposal.

Dive into the ‘Ocean of tomorrow’! (24 February 2014)
The 26 March 2014 – The European Commission’s Directorate-General for Research and Innovation will host a conference to
showcase the first results of four ambitious and multidisciplinary projects focusing on understanding, mitigating and adapting to
changes in the marine environment. Two projects dealing with the sustainable exploitation of marine biodiversity will also be
showcased.

The event, entitled ‘The Ocean of Tomorrow projects: what results so far’, will include a panel discussion with high-level experts to take
stock and put forward their views concerning how the projects' results could provide sustainable answers also to the societal challenges
identified in the Horizon 2020 programme (2014-2020).
This one-day event will take place 26 March 2014 in the European Commission’s MADOU Building (1 Place Madou, 1210 Brussels)

Second Conference: JPI - Healthy Diet for a Healthy Life in Brussels (21 February 2014)
On 28 March, the second conference of the Healthy Diet for a Healthy Life Joint Programming Initiative (JPI HDHL) will be held in
Brussels.
Participants will include many stakeholders from the health and nutrition sector, including politicians, policy-makers, scientists, industry
and non-governmental organizations.
As well as an update on the progress of the JPI (since the first conference in 2012), the meeting will also see the launch of the next
phase of Joint Programming the Implementation Plan. And there will be many networking opportunities to help boost collective efforts
that deliver results and offer solutions for this grand societal challenge.
The JPI HDHL was launched in 2010 with the participation of more than 20 European Member States and Associated Countries. It
coordinates research on the impact of diet and lifestyles on health. It also makes a significant contribution to building an operational
European Research Area for the prevention of diet-related diseases and to strengthening the leadership and competitiveness of
research activities in this field.
The JPI HDHL conference will be held at the Crowne Plaza Hotel in Brussels.

Nederlandse L’Oréal-UNESCO For Women in Science Beurs Programma open (7 maart
2014)
De Nederlandse L’Oréal-UNESCO For Women in Science Beurzen zijn bedoeld om vrouwelijke wetenschappers, werkzaam op het
gebied van de Life Sciences, in de periode tot 10 jaar na hun promotie (niveau Vidi) vooruit te helpen in hun wetenschappelijke
loopbaan en op deze manier te helpen bijdragen aan de vergroting van het aantal Nederlandse vrouwelijke hoogleraren.
Er zijn jaarlijks twee beurzen beschikbaar ieder met een omvang van €25.000. De beurs krijgt de vorm van een residentieel
fellowship van 3 of 5 maanden op het NIAS met de Engelse naam Dutch L’Oréal-UNESCO Fellowship for Women in Science.
De aanvraag staat open voor vrouwelijke wetenschappers tot 10 jaar na hun promotie (niveau Vidi, zwangerschapsverloven en
perioden van deeltijdwerk wegens gezinsoverwegingen mogen in mindering worden gebracht); De aanvragers dienen een voorstel in
op het gebied van Life Sciences;
Omdat het programma de carrièreperspectieven van vrouwelijke onderzoekers wil verbeteren en het aantal vrouwelijke hoogleraren in
Nederland wil vergroten komen alleen aanvragers gelieerd aan een in Nederland gevestigd onderzoeksinstituut of universiteit in
aanmerking. De commissie geeft de voorkeur aan aanvragers die goed ingebed zijn in de Nederlandse onderzoeksomgeving en
bijvoorbeeld ook de Nederlandse taal machtig zijn.
Voor 2014 kan de aanvraag tussen 7 maart 2014 en 11 mei 2014 worden ingediend. Een aanvraag ingediend voor 11 mei 2014 kan
begunstigd worden met een beurs die start op 1 september 2015 of op 1 februari 2016 (academisch jaar 2015/2016).

Budget 2014 voor Subsidieregeling voor demonstratieprojecten, haalbaarheidsstudies en kennisverwerving (DHK) al ruim overtekent.
Opkomende markten bieden door hun snelle ontwikkeling steeds vaker kansen voor Nederlandse export en investeringen.
DHK richt zich op Nederlandse (mkb-)ondernemingen met internationale ambitie en interesse in opkomende markten.
De regeling staat open voor de volgende markten: Argentinië, Azerbeidzjan, Bangladesh, Brazilië, Chili, China*, Colombia, Egypte,
Ethiopië, Ghana, Golfregio (Bahrein, Koeweit, Oman, Qatar, Saudi-Arabië en Verenigde Arabische Emiraten), India, Indonesië, Irak,

Modules
Beschikbare modules zijn:

Demonstratieprojecten
Bedrijven kunnen subsidie krijgen voor demonstratie van een product of technologie in een van de doellanden. Zo kunnen zij
potentiële afnemers overtuigen.
•
Haalbaarheidsstudies
•
edrijven kunnen subsidie krijgen voor een studie naar de haalbaarheid van een project in een van de doellanden. Het gaat
hier om technische of commerciële haalbaarheid van een project.

Kennisverwerving
Bedrijven kunnen subsidie krijgen voor het inhuren van externe expertise. Dit gaat bijvoorbeeld om advies over het vinden van
lokale partners, juridische of fiscale aspecten.
Vanwege de grote belangstelling voor de DHK-regeling is het voor 2014 beschikbare budget al fors overtekend. De kans dat
een nieuwe aanvraag wordt gehonoreerd is zeer klein. Dit betekent dat het weinig zinvol is om momenteel nog een aanvraag voor deze
subsidie in te dienen.
Drie toekenningen voor Investeringen NWO-middelgroot Exacte Wetenschappen (27

De Nederlandse Organisatie voor Wetenschappelijk Onderzoek (NWO) kent in het programma voor Investeringen NWO-middelgroot
aan drie projecten binnen het terrein van de Exacte Wetenschappen financiering toe voor de aanschaf van apparatuur. De financiering
maakt het mogelijk om gespecialiseerde instrumenten en meettoestellen, grote computerinfrastructuren, en nieuwe software te bouwen
of ontwikkelen. Deze infrastructuren zijn belangrijk om vernieuwend onderzoek te doen.
In totaal ontving NWO Exacte Wetenschappen twaalf uitgewerkte aanvragen voor deze ronde van Investeringen NWO-middelgroot. De
voorstellen werden beoordeeld door onafhankelijke binnenlandse en buitenlandse experts. Het beschikbare budget voor de ronde
NWO-middelgroot 2013 – Exacte Wetenschappen bedroeg M€ 1,0. Er zijn drie voorstellen gehonoreerd. Met Investeringen NWOmiddelgroot wil NWO investeringen in onderzoeksinfrastructuur aanmoedigen en steunen. NWO betaalt maximaal 75 procent van de
kosten van de investeringen. De instelling waaraan het onderzoek wordt uitgevoerd, draagt minimaal 25 procent bij.

CAS Fellowships for Young and Senior International Scientists (25 February 2014)
"The Fellowships for Young Scientists aim to promote academic exchange and cooperation between institutes of Chinese Academy of
Sciences (CAS institutes) and international research institutions and universities, and the development of talented scientists, by
attracting young international scientists to conduct a period of cooperative research at CAS institutes. The Fellowship provides for
visits of 12 months duration with the possibility of extension for another 12 months, and funding covers the personal expenses. The
Visiting Professorships Program targets senior scientists either currently or previously working in well-known universities, research
institutes or multi-national corporations, who wish to develop an effective long-term collaborative relationship with the CAS. These
scientists should have the same or similar research interests as their CAS collaborators. The application opens from 1 March to 15
March 2014.

"The EU-CHINA DOC is an Erasmus Mundus Action 3 Project supported by the European Commission. The Project organizes
the Conference and Workshop on European Doctoral Education and EU-China Dialogue and Cooperation in Doctoral Education in
Brussels, Belgium during 8-9 May, 2014. The Conference and Workshop will focus on three major issues:
a) introducing the European policy, governance, structure and international cooperation in doctoral education and significance of PhD
education;
b) issues and opportunities of EU-China cooperation in Doctoral Education, and
c) good PhD supervision.
The participants from Chinese stakeholders will mainly include:
a) Doctoral Education administrators and policy makers,
b) PhD supervisors,
c) responsible persons for EU-China higher education cooperation and international academic and research cooperation.

Eurostars programma open voor indiening (24 februari 2014)
Ontwikkelt u technologie voor nieuwe producten, processen of diensten? Werkt u daarbij samen met partners in andere landen? Dan
kunt u mogelijk gebruik maken van financiële ondersteuning van Eurostars.
Eurostars is een Europees innovatieprogramma voor het MKB dat onderzoek uitvoert. Dat zijn bedrijven die minstens 10% van de
omzet of 10% van hun fte’s inzetten voor toegepast onderzoek en experimentele ontwikkeling. Het programma bleek de afgelopen
jaren zeer succesvol. Vanaf 1 januari 2014 is Eurostars 2 van start gegaan.
Budget Eurostars verdriedubbeld
Voor het ministerie van Economische Zaken is ondersteuning van het Nederlandse MKB een belangrijk speerpunt. Daarom heeft EZ
het budget voor Eurostars voor de komende 7 jaar verdriedubbeld ten opzichte van de voorgaande periode. Dat biedt nóg meer MKBbedrijven de gelegenheid internationale samenwerkingsinitiatieven op het vlak van technologische innovatie mogelijk te maken!
Tweede tender sluit op 13 maart
De 1e internationale oproep in Eurostars 2 (call 11) sluit op 13 maart 2014. De uitslagen verwachten wij halverwege juni 2014. Daarna
kunt u een nationale subsidieaanvraag indienen. Het Nederlandse budget in deze oproep bedraagt € 9,25 miljoen. De volgende
internationale oproep (call 12) sluit in september 2014.

Voorjaarsronde Valorisation Grant 2014 geopend (5 maart 2014)

De voorjaarsronde 2014 van de Valorization grant van Technologiestichting STW is opengesteld.
De Valorisation Grant is een persoonsgebonden subsidie aan ondernemende onderzoekers voor het ontwikkelen van innovatieve hightech bedrijvigheid op basis van kennis die is ontwikkeld binnen de universiteit of onderzoeksinstelling waar de betreffende onderzoeker
aan verbonden is. De Valorisation Grant is bedoeld als overbrugging van de ‘funding gap’, de moeilijkheid die ondernemers en
ondernemende onderzoekers ervaren om de eerste stappen van kennisbenutting gefinancierd te krijgen.
Het Valorisation Grant budget bedraagt per ronde ongeveer 1,5 miljoen euro. De bijdrage bestaat uit een vergoeding tot maximaal
100% van de gemaakte projectkosten. In de afgelopen jaren werd gemiddeld 40 procent van de aanvragen gehonoreerd.
Het Valorisation Grant-traject bestaat uit twee fasen:
•
fase 1: de haalbaarheidsstudie. In deze fase wordt onderzoek gedaan naar de technologische en commerciële
haalbaarheid van het voorstel. Voor deze fase kan een maximumbedrag van € 25.000 worden aangevraagd. De duur van
deze fase bedraagt maximaal een half jaar;
•
fase 2: de valorisatiefase. In deze fase worden de eerste stappen van het valorisatietraject gezet, zoals het ontwikkelen van
een productportfolio, het aantrekken van een 'initiërende klant' en het voeren van onderhandelingen met private financiers.
Het doel van deze fase is te komen tot het punt waarop private financiers de verdere commerciële ontwikkeling voor hun
rekening willen nemen. Voor fase 2 kan maximaal € 200.000 worden aangevraagd voor een periode van maximaal twee jaar.
Alleen onderzoekers die een vast of tijdelijk dienstverband hebben bij Nederlandse universiteiten (of werkzaam zijn op vergelijkbare
posities aan de universitaire medische centra), KNAW- en NWO-instituten, het Nederlands Kanker Instituut, het Max Planck Instituut
voor Psycholinguïstiek te Nijmegen en Dubble-bundellijn bij de ESFR te Grenoble.

Na een succesvolle eerste fase geeft NWO in 2014 een vervolg aan het Maatschappelijk verantwoord innoveren-programma binnen de
topsectoren. Begin maart zal de call for proposals worden gepubliceerd.
Aanvragen voor financiering kunnen worden ingediend door consortia van alfa-, bèta- en gammaonderzoekers onderzoekers en private
partners. Kort na de lancering van de call zullen matchmaking-events worden georganiseerd waar onderzoekers en private partijen
elkaar kunnen ontmoeten.

Extra sluitingsdatum voor CHIPP en TA (4 maart 2014)
Het TKI Nieuwe Chemische Innovaties meldt dat er een extra sluitingsdatum is vastgesteld voor CHIPP en TA binnen het Fonds
Nieuwe Chemische Innovaties (FNCI). De extra sluitingsdatum is 8 mei 2014.
Financiering kan worden aangevraagd voor excellent, innovatief publiek-privaat onderzoek. Aanvragen kunnen worden ingediend door
een academisch onderzoeker namens een consortium van bedrijven en onderzoekers in dienst van een Nederlandse universiteit of een
door NWO erkende instelling.
Het TKI NCI maakt verschillende publiek-private samenwerkingsvormen mogelijk:
•
CHIPP (Chemical Industrial Partnership Programme): initiatieven van één bedrijf met ten minste twee kennisinstellingen
met een sterke focus op vragen van het bedrijf;
•
TA (Technology Area): initiatieven van consortia van ten minste twee bedrijven met enkele kennisinstellingen waarin in
samenhang de vragen van de deelnemende bedrijven worden aangepakt;
•
KIEM (Kennis Innovatie Mapping) waarin mkb's samen met universiteiten en/of Hbo's onderzoeksvragen uit de praktijk
kunnen beantwoorden.
Aanvragen met betrekking tot KIEM-projecten kunnen doorlopend worden ingediend.

Het doel van fonds is het bevorderen van de samenwerking en kennisoverdracht tussen kennisinstellingen en bedrijven. Het fonds is
bedoeld voor publiek-private samenwerkingsprogramma's in de chemie en is een onderdeel van het TKI Nieuwe Chemische Innovaties.

STW geeft co-financiers vooraf zekerheid over intellectueel eigendom (4 maart 2014)
Per 1 maart 2014 sluit STW haar beleid aan op de landelijke afspraken over intellectueel eigendom bij publiek-private samenwerking.
Bedrijven krijgen nu vooraf zekerheid: hoe meer zij bijdragen, hoe meer rechten op gebruik van de onderzoeksresultaten. Ook is de
nieuwe regeling gunstiger voor het MKB.
Op verzoek van het kabinet hebben kennisinstellingen (waaronder NWO en VSNU) en bedrijven (MKB Nederland en VNO-NCW) in
2013 heldere afspraken gemaakt over intellectueel eigendom bij fundamenteel en toegepast onderzoek. Deze ‘Spelregels voor publiekprivate samenwerking’ zijn op 25 juni 2013 aan de Tweede Kamer aangeboden. STW heeft die spelregels nu in haar voorwaarden
verwerkt.
Dit geeft bedrijven meer zekerheid en zal naar verwachting de deelname van meerdere bedrijven aan een wetenschappelijk project en
daarmee de kans op een bredere toepassing verhogen.
Potentiële gebruikers van nieuwe onderzoekresultaten - vaak bedrijven - kunnen een STW-project steunen met een geldelijke of
personele bijdrage. In ruil daarvoor krijgen ze als eerste toegang tot nieuwe - hoogstaande - wetenschap en ze mogen die resultaten
intern gebruiken.
Tot nog toe werd pas laat duidelijk onder welke voorwaarden bedrijven rechten konden krijgen tot commerciële en/of meer exclusieve
toegang tot de gegenereerde kennis, omdat intellectueel eigendom vaak pas ontstaat tijdens een project. Die onzekerheid kon leiden
tot vertraging of kon bedrijven er zelfs van weerhouden deel te nemen.
Dankzij de ‘spelregels’ uit 2013 kan STW die duidelijkheid nu vooraf geven. Het recht op gebruik van wetenschappelijke resultaten
hangt af van het percentage cofinanciering. Een bedrijf dat minimaal 11 procent bijdraagt aan de kosten van een onderzoeksproject
krijgt een optierecht: het mag als eerste onderhandelen over bijvoorbeeld een octrooi.
Bij meer dan 30 procent cofinanciering krijgt een onderneming bovendien de zekerheid van toegang tot intellectueel eigendom: ze kan
het (niet-exclusieve) recht verkrijgen om de vinding toe te passen in eigen producten en processen. Dit recht is royalty-vrij, wel betaalt
het bedrijf de octrooikosten.

Bovendien mogen bedrijven hun gezamenlijke bijdragen nu optellen, waardoor ze eerder een gunstig percentage bereiken. Dit is zeker
interessant voor het MKB. De private partijen zullen dit zelf moeten aangeven, ze moeten het eens zijn over de onderlinge verdeling
van rechten en een penvoerder aanwijzen.
Wanneer ondernemingen minder dan dertig procent co-financieren, betalen ze een marktconforme vergoeding voor het gebruik (dat
geldt ook voor exclusief gebruik). Afhankelijk van de hoogte van hun bijdrage krijgen de bedrijven voortaan een korting op de
marktconforme vergoeding.
Het nieuwe IE beleid geldt voor alle projecten met honoreringsdatum na 1 maart 2014. Van voorstellen die nog in behandeling zijn,
kunnen projectaanvragers de private bijdrage aanpassen. Zij worden daarover door STW geïnformeerd. Het nieuwe beleid rond
intellectueel eigendom geldt voor alle publiek-private samenwerking waarbij STW meerderheidsfinancier is.
De zekerheid vooraf én het optellen van cofinanciering zal vaker leiden tot betrokkenheid van bedrijven. Het is ook aannemelijk dat
bedrijven onderling intensiever samenwerken als meerdere bedrijven zich verbinden aan een project. Ook dat vergroot de kans op
valorisatie.

Nederlandse en Franse onderzoekers die een samenwerkingsverband willen beginnen of voortzetten kunnen nu een reisbeurs

Het programma
Doel van het Van Goghprogramma is om de uitwisseling van Nederlandse en Franse onderzoekers
http://www.campusfrance.org/fr/vangogh binnen één onderzoeksproject te stimuleren en te ondersteunen om zo nieuwe en duurzame
samenwerkingsverbanden te creëren.
De doelgroep
Het programma richt zich op excellente onderzoekers die zijn verbonden aan Nederlandse onderzoeks- en kennisinstellingen die
samenwerken met Franse onderzoekers of dit ambiëren. Een voorwaarde is dat de Franse onderzoekers ook een reisbeurs krijgen van
het Franse Van Goghprogramma voor een bezoek aan hun Nederlandse collega's.
De beurs
De beurzen zijn uitsluitend bedoeld voor reis- en verblijfskosten en bedragen tussen €1.500 en €4.000 per onderzoeksteam. De
maximale duur van de samenwerking is twee jaar. Na het eerste jaar kan een vervolgaanvraag worden ingediend voor een tweede jaar.

Tenure trackers gezocht voor 'Computational sciences for energy research' initiatief (27
februari 2014)
27 febtuari 2014 is de eerste call geopend voor tenure track posities binnen het publiek-private initiatief 'Computational sciences for
energy research' (CSER) van Shell, NWO en FOM. Deze call maakt deel uit van een gemeenschappelijk programma met als doel
een duurzame investering in de computational sciences in Nederland op het gebied van Chemie (NWO-CW), Aard- en
Levenswetenschappen (NWO-ALW), Exacte Wetenschappen (NWO-EW), Natuurkunde (FOM) en Technische Wetenschappen (STW)

waarvoor een budget van M€ 6,7 beschikbaar is. Deze huidige call heeft een budget van 2,8 miljoen euro voor maximaal vier tenure
track projecten op het gebied van computational sciences en is gericht op energie-gerelateerde thema's binnen de topsectoren
Energie en Chemie. De call is open voor alle gebieden, zoals computational chemistry en materials science, multiphysics en big data
computational geosciences.
Indienen van voorstellen
Onderzoekers, met of zonder vast dienstverband in Nederland of daarbuiten, worden uitgenodigd om een onderzoeksvoorstel in te
dienen voor een nieuwe tenure track positie. De indieners kunnen zelf een onderzoeksinstelling of -instituut in Nederland uitkiezen waar
het tenure track onderzoek uitgevoerd zal worden. De deadline voor het indienen van een voorstel is 15 september 2014.

Over het CSER-initiatief
Meer informatie over het 'Computational sciences for energy research' initiatief, waar de call voor tenure track posities deel van
uitmaakt, is hier http://www.fom.nl/cser te vinden. Eerder werden al twee calls uitgeschreven waarmee 37 PhD-projecten voor oio's op
het gebied van computational sciences van start konden gaan. De eerste 25 oio's zijn in september 2013 bij FOM met hun onderzoek
van start gegaan. Verwacht wordt dat in het voorjaar van 2014 de derde call voor oio's wordt uitgeschreven.
NWO oproep voor Licht, Cognitie, Gedrag en Gezondheid (27 februari 2014)
Ervaren, gepromoveerde onderzoekers kunnen als hoofdaanvrager van een publiek-privaat consortium financiering aanvragen voor
multidisciplinair onderzoek aan de effecten van licht op cognitie, gedrag en gezondheid.
De Licht, Cognitie, Gedrag en Gezondheid call is gericht op gezondheid gerelateerde onderzoeks- en ontwikkelingsactiviteiten die gaan
leiden tot toepassingen van licht om hersenwerking, cognitie, gedrag en stemming te beïnvloeden. Rondom dit topic willen NWO en
ZonMw een krachtenbundeling bereiken met publieke en private partijen tot het organiseren wetenschappelijk onderzoek. De inhoud
van dat onderzoek moet direct zijn gerelateerd aan de vraag naar kennis die bestaat in de maatschappij en industrie. Gegeven de
publiek-private aard van deze call, zijn er ook financiële bijdragen (matching) van publieke en private partijen gevraagd. Selectie zal
plaatsvinden op basis van wetenschappelijke excellentie en maatschappelijke en economische impact.
Het is mogelijk financiering aan te vragen vanaf minimaal € 100.000 tot maximaal € 450.000. Ten minste twee onderzoekers, bij
voorkeur vanuit twee verschillende disciplines, moeten worden aangesteld op het project. De onderzoekers moeten op het project
worden aangesteld voor tenminste twee jaar en voor tenminste 50% van de reguliere werktijd. De totale duur van een project is
tenminste twee jaar en nooit meer dan vijf jaar. NWO financiering zal de totale projectkosten slechts gedeeltelijk dekken, de publieke en
private partners in het project consortium dragen 25% van het totale project budget (matching). Matching kan voor een deel uit in kind
bijdrage bestaan (niet meer dan 15% van de projectkosten) maar moet ook een cash bijdrage omvatten van tenminste 10%.

Vijftien wetenschapstalenten geven Nederlandse wiskunde impuls (25 februari 2014)
Om het universitair wiskundig onderwijs en onderzoek op niveau te houden zijn in totaal vijftien nieuwe tenure track posities aan
de Nederlandse universiteiten en onderzoeksinstellingen gerealiseerd. Deze tijdelijke posities aan wetenschappelijke instituten helpen
veelbelovende jonge wetenschappers verder in hun carrière maar zorgen ook dat het niveau van de wiskundig hoog blijft. De tenure
tracks worden betaald uit de vier miljoen euro financiering die beschikbaar is gesteld door het ministerie van OCW aan NWO Exacte
Wetenschappen.
Binnen een tenure track positie krijgt de getalenteerde wetenschapper een bepaalde tijd om te bewijzen dat hij/zij een plek verdient in
de vaste wetenschappelijke staf van een instituut als universitair docent of hoofddocent.
De vijftien gerealiseerde tenure track posities in de wiskunde zijn opgevuld door zeer talentvolle wiskundigen, die hiermee een flinke
stap in hun wetenschappelijke carrière zetten. Zij geven de wiskundige staf in Nederland een stevige impuls, om zo de groeiende
studentenaantallen te kunnen bedienen en het wiskundig onderzoek op niveau te houden en te kunnen blijven bijdragen aan
technologische innovaties.
De posities zijn verdeeld binnen de vier wiskundeclusters (DIAMENT, NDNS+, GQT en STAR). Deze samenwerkingsverbanden op die
gebieden in de wiskunde waarop Nederland het best presteert, geven kritische massa en focus aan het wiskunde-onderzoek. De

vijftien nieuwe aanstellingen zijn verspreid over in totaal tien wiskunde-instituten in Nederland, die ook zelf meebetalen aan de
beschikbare posities.

KIEM-premie voor verbeterde nano-medicijnen en kinases als diagnosemiddel (24
februari 2014)
Twee universitaire onderzoekers hebben recentelijk een KIEM-financiering toegekend gekregen. In KIEM projecten werken de
onderzoekers en een MKB-bedrijf een aantal maanden samen en delen de opgedane kennis.

De aanvragers gaan een massaspectrometrie-techniek onderzoeken waarmee het mogelijk is om de activiteit van kinases in weefsel te
meten. De techniek maakt gebruik van peptides die als substraat fungeren voor het enzym DNA-PK, een DNA-dependent protein
kinase. DNA-PK wordt als voorbeeld gebruikt omdat de concentratie van dit enzym significant hoger is in hersentumoren dan in gezond
hersenweefsel. De aanpak van de aanvragers kan mogelijk algemeen toegepast worden in de diagnose van allerlei aandoeningen.
Over KIEM
KIEM staat voor ‘Kennis – Innovatie Mapping’ en is één van de publiek-private samenwerkingsvormen van het Fonds Nieuwe
Chemische Innovaties, het onderdeel van het Topconsortium voor Kennis & Innovatie (TKI) dat is ondergebracht bij NWO. KIEM is voor
samenwerkingsprojecten van een midden- of kleinbedrijf met één of meer kennisinstellingen, en voor initiatieven van chemische startups. Voor iedere euro inleg van het MKB, legt NWO er vier tegenaan. KIEM-projecten hebben een vaste omvang van 18.750 euro
(3.750 euro van MKB; 15.000 van NWO). Aanvragen kunnen doorlopend worden ingediend en worden in de regel binnen zes weken
afgehandeld. Sinds de start van het Fonds NCI in het najaar van 2012 zijn er al dertien KIEM-projecten toegekend.
MKB’ers die in groter verband willen samenwerken met kennisinstellingen, kunnen bij het Fonds NCI ook een aanvraag doen voor een
Technology Area (TA).

Flevolandse TMI-regeling 2014-2020 nu ook officieel gepubliceerd (27 februari 2014)

De provincie Flevoland heeft de Technologische MKB Innovatie regeling 2014-2020 nu ook officieel gepubliceerd in het Provinciaal
Blad. De TMI-regeling, die twee weken geleden al op de website van de provincie was gepubliceerd, treedt met terugwerkende kracht
in werking per 1 januari 2014.
Het doel van de nieuwe TMI-regeling is het stimuleren van innovatie en duurzame technologische ontwikkeling binnen het mkb in de
provincie Flevoland. Natuurlijke personen, mkb-ondernemingen en economische eenheden komen in aanmerking voor subsidie.
Subsidie is beschikbaar voor speur- en ontwikkelingsactiviteiten die tot doel hebben te leiden tot voor Flevoland technisch nieuwe
producten, technisch nieuwe werkwijzen, nieuwe systemen, nieuwe diensten, dan wel wezenlijke onderdelen daarvan, gericht
op de thema's duurzame voedselproductie, gezond leven en schaarste van energie en grondstoffen.
De hoogte van de subsidie bedraagt normaliter maximaal 20% van de subsidiabele kosten. Bij een project van een kleine
onderneming (een onderneming met minder dan 50 werknemers en een omzet van maximaal € 10 miljoen) bedraagt de subsidie echter
maximaal 25% van de subsidiabele kosten. Projecten die een versterking zijn van de in de Economische Agenda Flevoland genoemde
topsectoren: Agro & Food, Tuinbouw & Uitgangsmaterialen, High Tech Materialen en Systemen (HTSM) en Life Sciences & Health
ontvangen nog eens een bonus van 5% van de subsidiabele kosten.
De minimale subsidie bedraagt € 20.000 en de maximale subsidie bedraagt € 150.000 per project. Het subsidiebudget bedraagt € 1
miljoen. Aanvragen kunnen van 1 maart 2014 tot en met 31 december 2019 worden ingediend bij de provincie Flevoland.
Zuidwest-Nederland en Vlaanderen jagen op innovaties en Brussels geld (27 februari

Brainport Eindhoven staat model voor grensoverschrijdend project in buurregio.
Zeeland wil zich samen met West-Brabant en Vlaanderen ontwikkelen tot een innovatie en kennisregio. ‘Je staat ervan te kijken
hoeveel bedrijven bij elkaar komen die elkaar anders niet zouden ontmoeten.’ Zeeland en West-Brabant kijken verlekkerd naar
Zuidoost- Nederland, waar Brainport Regio Eindhoven een innovatiemotor is. Vandaag ontvouwt Strategic Board Delta Region een
koepel van kennisinstellingen, overheden en bedrijven uit Zuidwest- Nederland een eigen plan dat geënt is op Brainport en waarop
Vlaanderen inhaakt. Het doel is €1 mrd aan innovaties van de grond te krijgen, die een extra banengroei van 0,5% mogelijk moeten
maken.
Voorzitter Daan van Doorn oud-topman van Vion, voorzitter van de raad van commissarissen van het Zeeuwse energiebedrijf Delta
reist voor de presentatie naar Brussel. ‘Uit Brussel komt het geld’, zegt de gepensioneerde bestuurder aan de vergadertafel van
Mepavex, een logistiek bedrijf in Bergen op Zoom dat vooropliep met het samen met andere bedrijven innoveren.
V Wie nam het initiatief voor deze kennisregio?
‘Balkenende had een plan “Pieken in de Delta”, dat bedoeld was om regionale impulsen te ondersteunen in West-Brabant en Zee land.
Toen de regering-Rutte 1 dat niet overnam, zeiden gemeenten in de regio: dit is een goed initiatief om economische activiteiten te
stimuleren en laten we ermee doorgaan. In West- Brabant, Vlaanderen en Zeeland waren al analyses gemaakt van waar wij goed in
zijn en hoe er een aansluiting zou kunnen komen met het Brusselse beleid. In de Regio West-Brabant lag de oorsprong van de
Strategic Board.
Toen mij anderhalf jaar geleden gevraagd werd om die board te trekken, heb ik ja gezegd, onder de voorwaarde dat de behoeften van
ondernemers voorop staan.’
V Wat hebt u van Brainport Regio Eindhoven overgenomen?
‘De triple helix-gedachte, waarbij bedrijven, kennisinstellingen en overheid intensief samenwerken. Ik heb ook in de Eindhovense
Fabrikanten Kring gezeten, weet van binnenuit hoe het werkt.’
V Waarom is een koepel nodig? Samen optrekken is toch allang ‘in’ als er een kans ligt?
‘Dat is deels waar. Je staat ervan te kijken hoeveel bedrijven door verbindingen te structureren — dat is wat wij doen — bij elkaar
komen die elkaar anders niet zouden ontmoeten. Chemiebedrijven en Suikerunie praten nu in onze regio over hoe suiker een grondstof

kan zijn voor de chemie. Daar is nooit eerder op zo’n manier naar gekeken in Nederland. Sectoren komen elkaar inhoudelijk bijna niet
tegen. Je hebt geen raakvlakken, daarom moet je verbinden. Dat nieuwe denken, niet gesloten maar open, stimuleren wij.’
V Is de koepel er niet ook vooral om subsidies te vangen?
‘We brengen alle initiatieven in kaart, koppelen die aan een strategische agenda en bepalen de richting. Initiatieven die gelinkt kunnen
worden, geven we zo een duw. Voor 80% komt de economische boost er zonder geld omdat we bedrijven bundelen. Die andere 20%
zijn baanbrekende projecten die nu economisch niet haalbaar zijn. Die maken wij haalbaar met aanjaaggeld. Een beetje daarvan komt
uit Den Haag of de provincies. Als je echt stappen wilt zetten, moet je naar Brussel.
Wij zijn daarvoor de sluis, zoals Brainport dat is voor Midden- en Oost-Nederland. Maar de projecten zijn leidend. Het is niet zo dat er
subsidies zijn en daarom gaan we wat doen.’
V Vlaanderen participeert, maar is weinig zichtbaar. Hebt u de Vlamingen wel nodig?
‘Na een rondje te hebben gemaakt in Zeeland en West- Brabant trok ik conclusies. De beste speerpunten bleken grensoverschrijdend
te zijn. Biobased, Cargill bijvoorbeeld, zit aan beide kanten. Toen hebben we in Vlaanderen contact gezocht met de counterpartner, met
de topman die de Vlaamse Industrieraad trekt, Wouter De Geest van Basf. We hadden een jaar geleden een eerste gesprek en
constateerden dat onze strategische agenda’s parallel lopen. We zeiden: we gaan elkaar versterken.
Zij hebben nu nog wel wat extra tijd nodig voor hun interne afstemming, maar we bieden ons plan gezamenlijk aan de Europese Unie
aan.’
V U focust op ‘biobased’, vergroening van de chemie; logistiek en ‘maintenance’, technisch-industrieel onderhoud. Dat laatste
lijkt er met de haren bijgesleept.
‘Daarin vergist u zich. Om duurzaam te kunnen zijn is maintenance juist heel belangrijk. Zeker in een regio met een hoog gehalte aan
industrie. Je praat over kapitaalintensieve bedrijven. Als je de levensduur door goed, vernieuwend onderhoud met vijf jaar verlengt,
verdien je kapitalen.’
V Zijn er in de regio praktijkvoorbeelden van uw aanpak?
‘Ja, bij het bedrijf waar we nu te gast zijn, Mepavex. Directeur Arn van der Vorst heeft in zijn hoofd precies het denken waarover wij het
hebben. Een paar jaar geleden is hij gaan praten met producenten, verladers en afnemers, heel lokaal. Daar is een rondetafelclub uit
ontstaan, waarin iedereen elkaar de bal toespeelt. Containers die uit Rotterdam naar Sabic gaan, hier om de hoek, worden hier
schoongemaakt en gaan met de binnenvaart terug. Voor iedereen is er een voordeel.’
Brussel Fondsen
De regio die van Engeland via België, Nederland en Duitsland over Oostenrijk naar de Povlakte loopt, groeit maar matig. Brussel wil de
dynamiek hier en in andere regio’s versterken door slimme specialisaties met innovatiefondsen te belonen. Meerdere regio’s in
Nederland stellen slimme specialisatiestrategieën op, om voor de steun in aanmerking te komen.
Wageningen University penvoerder topcentrum Eat2Move (24 februari 2014)
Provinciale Staten van Gelderland stelt enkele miljoenen beschikbaar voor het topcentrum dat zich gaat richten op innovatie rond
voeding en bewegen. Acht Gelderse organisaties op het gebied van sport, voeding en gezondheid werken samen in dit topcentrum
Eat2Move, dat deze zomer van start gaat.
In Eat2Move werken samen Wageningen University (penvoeder), Ziekenhuis Gelderse Vallei, InnoSportNL, NOC*NSF, Hogeschool
van Arnhem en Nijmegen, NIZO food research, FrieslandCampina, Sport Centrum Papendal.
Eat2Move is ontwikkeld op initiatief van de Alliantie Voeding Gelderse Vallei.
De betrokken organisaties gaan elk op hun eigen expertisegebied met extra onderzoekers aan de slag om nieuwe kennis over de
specifieke voedingsbehoefte bij prestatie en herstel aan te leveren. Eat2Move koppelt kennisontwikkeling direct aan innovatietrajecten
met bedrijven om producten en diensten te ontwikkelen voor de sport en zorgpraktijk.
Een reactie van Frans Kok, hoogleraar Voeding en gezondheid en bestuurslid van de Alliantie Voeding Gelders Vallei en zijn
medebestuurslid Diederic Klapwijk.
“Eat2Move gaat over het belang van voeding en bewegen voor de conditie van mensen. De resultaten bij topsporters zijn toepasbaar
voor breedtesporters én de bevolking in het algemeen. In het bijzonder geldt dit voor ouderen en patiënten die herstellen van een
operatie of ziekte. Ook dan wordt het lichaam zwaar belast en levert het een ‘topprestatie’. Met Eat2Move, een centrum dat nergens in
deze vorm bestaat, richten wij ons vooral op voeding voor prestatie en herstel. Dit centrum zal een impuls geven aan de Food & Health
sector, Eat2Move positioneert de provincie Gelderland nog sterker op het gebied van voeding en sport.”

Vereenvoudigde route naar EU-financiering (5 maart 2014)

De Europese Commissie (EC) heeft een ‘Simplification Scoreboard’ gepubliceerd over de vereenvoudiging van meer dan 120 EUfinancieringsmaatregelen voor Europese bedrijven, steden, regio’s, wetenschappers en NGO’s. Een van de voorbeelden is de
vereenvoudigde procedure voor vergoedingen van EU gefinancierd onderzoek. “… what is the use of available funds if they are locked
in a fortress of bureaucracy?”, aldus de Europees commissaris voor Begroting, Janusz Lewandowski.
In 2011 heeft de EC het voorstel gedaan om Europese financiering te vereenvoudigen en meer transparant te maken. In 2012
lanceerde de EC de ‘Simplification Agenda’ voor de periode 2014-2020. Het scoreboard is daar onderdeel van en dient als
controlemiddel om de voortgang in het vereenvoudigingsproces bij te houden. De recente ‘Simplification Scoreboard’ geeft voorbeelden
voor vereenvoudiging door:

Europa steeds innovatiever (5 maart 2014)

De afgelopen jaren is de kloof tussen de Europese Unie en de Verenigde Staten op het gebied van innovatie verkleind. Ook is in
Europa het verschil in innovativiteit tussen de lidstaten minder groot geworden. Dit zijn enkele van de belangrijkste conclusies van de
Innovation Union Scoreboard 2014 (IUS2014).
Nieuwe indicator toegevoegd
De IUS meet de prestaties van landen op basis van 25 verschillende indicatoren. De index geeft aan in welke mate landen, met name
van de EU, hebben geïnnoveerd het afgelopen jaar. Op basis van de index worden er vier innovatiecategorieën onderscheiden:
innovation leaders, innovation followers, moderate innovators en modest innovators. Dat de index geen statisch onderzoek is, maar
rekening houdt met recente ontwikkelingen wordt duidelijk aan het feit dat dit jaar een nieuwe (25ste) indicator is toegevoegd op basis
van de recent gepubliceerde Innovation output indicator. De nieuwste indicator is ‘Employment in fast growing firms of innovative
sectors’.
Nederland is ten opzichte van vorig jaar een plek gezakt in de ranglijst en is daarmee ingehaald door Luxemburg, dat nu op de
vijfde plaats staat. Net als vorig jaar bevinden Zweden, Denemarken, Duitsland en Finland zich aan de top van de innovatie index. Zij
zijn hiermee de ‘Innovation leaders’ van de Europese Unie.
Meer innovatie investeringen
In de persverklaring over het de het scoreboard onderstreepte Máire Geoghegan-Quinn, Europees commissaris voor Onderzoek en
Innovatie, het belang van innovatie voor de groei van Europa. Zij pleitte wederom voor extra investeringen in innovatie, om de doelen
van de Europa 2020 strategie te behalen. “We need to increase innovation investment across the EU now, to reach our target of 3% of
GDP by 2020", aldus Geoghegan-Quinn.

Belang ERA onderstreept door onderzoeksministers (26 februari 2014)

Het ontwikkelen van een ERA roadmap in 2015 en het versnellen van de modernisering van nationale onderzoeksystemen zijn als
prioriteit aangegeven tijdens de Raad Concurrentievermogen. Ook is er gesproken over het ontbreken van adequate voorwaarden die
onderzoeksresultaten succesvol naar de markt kunnen brengen. ERA staat voor European Research Area.
ERA Roadmap
De ministers voor onderzoek zijn overeengekomen dat er midden 2015 een ERA Roadmap moet komen op Europees niveau. Hierin
moet overeenstemming bereikt worden over de strategische doelen voor ERA de komende jaren en over een aantal instrumenten en
goede voorbeelden die de lidstaten ondersteunen in het ontwikkelen en implementeren van hun nationale onderzoeksstrategieën.
Lidstaten worden opgeroepen om de implementatie van ERA in ogenschouw te nemen wanneer zij hun nationale strategieën
ontwikkelen.
Financiën
Daarnaast heeft de Raad aangegeven dat fiscale consolidatie ten koste van onderzoek en innovatie de toekomstige economische groei
en de creatie van banen in Europa op het spel kan zetten. Daarom zou er aandacht moeten zijn voor kwaliteit en efficiëntie van
uitgaven aan onderzoek en innovatie.
ERA Monitoring
De Raad heeft aangegeven dat het monitoren van de vooruitgang op ERA van groot belang is. De Raad heeft daarom de Europese
Commissie gevraagd om het ERA Monitoring Mechanism verder te verbeteren in nauwe samenwerking met de lidstaten en in
consultatie met de ERA stakeholders, zoals Science Europe, LERU, EUA en EARTO. Elke twee jaar rapporteren over de vooruitgang
van ERA wordt als passend gezien. Kortom, in 2014 wordt gerapporteerd en de volgende keer zal er een rapportage in 2016
opgeleverd worden.
Innovation Investment Package
Ook heeft de Raad kort stilgestaan bij de in totaal 9 publiek-publieke en publiek-private partnerschappen (waaronder Biobased
Industries Consortium; BIC) die onderhandeld worden door de Raad en het EP. Naar verwachting zal dit pakket in mei worden
aangenomen, zodat de eerste calls daarna zo snel mogelijk gepubliceerd kunnen worden.

Maakindustrie sleutel tot economische groei (20 februari 2014)

Een voorzichtig economisch herstel is merkbaar in een aantal sectoren ten opzichte van het ontwikkelingsniveau van voor de crisis. Het
‘EU Industrial Structure Report 2013’ van de Europese Commissie stelt dat groei op lange termijn kan worden bereikt door een focus
op skills en technologie.
Human capital kan het verschil verklaren in economische groei tussen sectoren en landen. Uit het rapport blijkt dat in de periode na de
crisis met name de farmaceutische sector is gegroeid en de productiviteit van de hightech industrie weinig is beïnvloed door de
economische crisis. Daarnaast is een groeiende onderlinge relatie tussen de maakindustrie en de dienstensector aangetoond.
Producten worden geavanceerder en een meer dienstverlenende houding van producenten wordt vereist.
Groeimogelijkheden
Sectoren waarin met name hoger opgeleiden gevraagd worden zijn de ICT- en de farmaceutische industrie. Arbeidsintensieve
bedrijven met een laag percentage hoogopgeleiden zijn gevoeliger voor prijsconcurrentie van landen met lage kosten. Sectoren met
veel hoogopgeleide arbeid zijn daarentegen beter in staat in het ontwikkelen van innovatie en technologie en daarmee groei te
bewerkstelligen. Economische groei hangt ook sterk samen met de beschikbaarheid van de beste technologieën, innovatie is daarom
essentieel. Uit het rapport blijkt dat er in de maakindustrie meer neiging tot innovatie is dan in de dienstensector, wat deze sectoren
economisch sterker maakt.
Tijdlijn

De dalende bijdrage van de maakindustrie aan het nationaal inkomen moet worden tegengaan. Europa is nog steeds wereldleider op
het gebied van handel, maar moet voortbouwen op onder andere haar sterke punten in skills en technologie.

Wetenschappers maken hun octrooien wel degelijk te gelde (7 maart 2014)

Universiteiten en onderzoeksinstellingen laten hun octrooien allerminst ongebruikt op de plank liggen. Dit beeld, dat bij sommige politici
bestaat, is onterecht, zo concludeert de Koninklijke Nederlandse Akademie van Wetenschappen (KNAW) in een rapport dat vandaag
wordt gepubliceerd. Volgens de KNAW weten Nederlandse wetenschappers hun octrooien net zo goed te gelde maken als hun
buitenlandse collega’s. Dat neemt niet weg dat er ruimte is voor verbetering, aldus de Twentse hoogleraar Clemens van Blitterswijk,
onder wiens hoede het rapport is geschreven in opdracht van staatssecretaris Sander Dekker van Onderwijs en Wetenschap. ‘Maar het
algemene beeld is toch vooral dat het goed gaat. Valorisatie heeft de afgelopen tien jaar een grote vlucht genomen. De trend is echt
positief.’ Die conclusie staat haaks op ideeën die in de Tweede Kamer leven.
Tijdens een overleg over valorisatie in 2012 bleek dat vooral D66, PVV en VVD vinden dat Nederlandse wetenschappers er niet goed
in slagen hun kennis en kunde te ‘vertalen’ in opbrengsten. Naar aanleiding van dit debat werd de KNAW gevraagd te kijken naar de
benutting van octrooien. Er zijn, volgens de KNAW-onderzoekers, op enkele punten verbeteringen mogelijk. Dit betreft bijvoorbeeld de
universitaire afdelingen die moeten zorgen dat kennis te gelde wordt gemaakt.
Alle universiteiten kennen inmiddels zo’n zogenoemde technology transfer office (TTO), maar soms weten de medewerkers van deze
kantoren niet goed wat de onderzoekers op de ‘werkvloer’ precies uitvoeren. De KNAW raadt de TTO’s daarom aan om hun mensen
vaker de universitaire laboratoria in te sturen. Bovendien is het raadzaam voor de overheid om voor enkele specifieke gebieden
landelijke en centrale TTO’s op te zetten. De universitaire valorisatieafdelingen zijn te klein, en missen daardoor de expertise om goed
te kunnen beoordelen wat oncologisch of cardiologisch onderzoek kan opleveren. ‘Een landelijke TTO zou op dit soort terreinen wel
voldoende kritische massa kunnen hebben’, aldus Van Blitterswijk. Tot slot meent hij dat universiteiten er goed aan zouden doen hun
onderzoekers te beoordelen op de toepassing en benutting van hun onderzoeksresultaten. ‘Nu wordt er alleen gelet op “onderwijs” en
“onderzoek”, maar het zou goed zijn als je ook de valorisatie laat terugkomen in een functioneringsgesprek.’
Het genootschap van topwetenschappers heeft onder meer gekeken naar een internationale vergelijking waarbij het aantal jaarlijkse
licentieovereenkomsten per duizend onderzoekers is gemeten. Het Europese gemiddelde is 7,2, terwijl Nederland een 7,8 scoort.
Overigens is dat vooral te danken aan het werk van onderzoeksinstituten als het Nederlands Kanker Instituut (NKI), en niet aan de
licentiedeals die universiteiten met het bedrijfsleven weten te sluiten.
De Nederlandse universiteiten tekenen namelijk per duizend wetenschappers jaarlijks niet meer 4,9 van dit soort contracten, tegen 7,2
gemiddeld in Europa. Onderzoeksinstellingen doen het veel beter met een vergelijkbaar getal van 19,9 voor de Nederlandse instituten
tegen een Europese score van 6,9. Ook als het gaat om octrooiaanvragen en –toekenningen blijven de universiteiten achter bij andere
Europese academische instellingen, terwijl het omgekeerde geldt voor de Nederlandse onderzoeksinstituten. Toch vindt Van
Blitterswijk, op grond van andere criteria om valorisatie te meten, dat ook de academici het goed doen. Hij wijst onder meer op het
aantal start-ups dat voortkomt uit een universiteit. Op dit punt scoren de Nederlandse instellingen duidelijk bovengemiddeld.
Uitwerking Begrotingsafspraken 2014 voor OCW (3 maart 2014)
Op 11 oktober 2013 heeft het Kabinet samen met D66, ChristenUnie, SGP en de coalitiepartijen de Begrotingsafspraken 2014
gepresenteerd. Het pakket aan maatregelen is gericht op meer banen, beter onderwijs en een duurzame economie. Op het terrein van
onderwijs, cultuur en wetenschap is er vanaf 2015 structureel € 600 miljoen beschikbaar voor onderwijs en onderzoek en wordt vanaf
2016 structureel € 50 miljoen minder bezuinigd op de publieke omroep. In deze brief wordt uw Kamer geïnformeerd mede namens de
Minister van Economische Zaken en de Staatssecretaris van Economische Zaken over de uitwerking van dit pakket. Deze invulling is
onder voorbehoud van de integrale financiële afweging die in het voorjaar plaatsvindt.
Invulling voor Onderzoek en innovatie
Er wordt door de betrokken partijen maximaal ingezet op Nederlandse deelname aan Europese onderzoeksprogramma’s. Daarom
wordt er in totaal € 100 miljoen beschikbaar gesteld voor cofinanciering, matching en open competitie. Hierbij is het doel de
Nederlandse kennisinstellingen (wat betreft cofinanciering en matching) en het Nederlandse bedrijfsleven (wat betreft cofinanciering)
optimaal te positioneren en accommoderen in hun deelname aan Europese programma’s in het kader van Horizon 2020.
Onder cofinanciering wordt de bijdrage verstaan die door de nationale overheid (inclusief publieke onderzoekfinanciers) vooraf moet
worden geleverd aan een Europees programma om het voor de deelnemers in dat land mogelijk te maken mee te doen aan het
programma. Voor dit doel is een bedrag van € 50 miljoen beschikbaar. Dit wordt onder meer ingezet voor het Europese
technologieprogramma ECSEL en de daarmee samenhangende Eureka-clusters evenals voor het MKB programma Eurostars.

Naast cofinanciering worden er vanuit Brussel in het kader van Horizon 2020 ook projecten met louter Europese subsidies gefinancierd
waarbij de deelnemer als individuele onderzoeker of publieke kennisinstelling (waaronder universiteiten en hogescholen), al dan niet in
een consortium, een voorstel kan indienen. De partij die een dergelijke projectsubsidie ontvangt, krijgt echter nooit alle kosten
vergoed. De bijdrage die een deelnemer daarmee zelf nog moet leveren wordt aangeduid met de term matching. Aangezien deze
kosten vaak aanzienlijk zijn, betekent dit voor met name universiteiten, hogescholen en andere publieke kennisinstellingen een drempel
om mee te dingen naar Europese onderzoeksmiddelen. Met de partijen is daarom afgesproken om vanuit de overheid € 25 miljoen
matchingsmiddelen beschikbaar te stellen voor Nederlandse onderzoekers die een Europese projectsubsidie ontvangen in het kader
van Horizon 2020. Met deze middelen kunnen wij deze onderzoekers een opslag op de Europese projectsubsidie geven. Hierdoor
wordt de eigen bijdrage van de deelnemer verlaagd. Er wordt momenteel nog onderzocht op welke wijze die opslag ten goede kan
komen aan onderzoekers die succesvol een poging hebben ondernomen Europese subsidie te verwerven. Het gaat er om dit op een
effectieve manier zonder toename van de lastendruk te doen, waarbij er echter wel degelijk een prikkel is voor deelname in Europa.
Ten slotte wordt er € 25 miljoen vanuit het NWO beschikbaar gesteld voor open competitie. Open competitie stimuleert onderzoek
dat niet gebonden is aan een thema. De behoefte aan extra middelen is groot, aangezien het honoreringspercentage momenteel erg
laag is.
In aanvulling op de bovenstaande € 100 miljoen komt met de invulling van deze Begrotingsafspraken € 25 miljoen structureel extra
beschikbaar voor matching, waarmee het totaal aan middelen beschikbaar voor matching uitkomt op € 50 miljoen. In het
Regeerakkoord Rutte II is dit bedrag beschikbaar gesteld, waarbij binnen de OCW-begroting door nader in te vullen maatregelen
geherprioriteerd moet worden. Met de in de Begrotingsafspraken 2014 beschikbaar gestelde middelen wordt hier invulling aan
gegeven, zonder dat er op het onderwijs en onderzoek wordt omgebogen.
Kabinet legt kritiek WRR op economisch beleid naast zich neer (27 februari 2014)
Nederland investeert te weinig in onderwijs en onderzoek, concludeerde de Wetenschappelijk Raad voor het Regeringsbeleid

rijkste landen ter wereld, met een goed lopende economie. Maar het is helemaal niet vanzelfsprekend dat dit zo blijft, aldus het
omvangrijke rapport. Om de race te winnen van vooral de Aziatische tijgers moet de economie veerkrachtiger worden en sneller
kunnen inspringen op veranderingen. De sleutel ligt volgens de WRR bij beter onderwijs.

bezuinigingen nog steeds kan rekenen op investeringen. In dat verband komt ook het nog in te voeren sociaal leenstelsel om de hoek
kijken: "daarmee zullen nog meer investeringen worden gedaan in het hoger onderwijs en het met het onderwijs verbonden onderzoek
in hbo en wetenschappelijk onderwijs".
Het kabinet legt belangrijke aanbevelingen van de Wetenschappelijke Raad voor het Regeringsbeleid (WRR) voor zijn economisch
beleid naast zich neer. Volgens het WRR-rapport moeten economie en onderwijs grondig worden hervormd om het ‘verdienvermogen’
van Nederland in de toekomst veilig te stellen.
In een gesprek met NRC Handelsblad zeggen de ministers Henk Kamp (Economische Zaken, VVD) en Jet Bussemaker (Onderwijs,
PvdA) dat het kabinet de analyse van de WRR deelt, maar veel veranderingen al in gang heeft gezet.
Kamp: kritiek is een vergissing
Kamp noemt met name de kritiek op het topsectorenbeleid, waarbij de politiek negen sectoren (zoals chemie, creatieve industrie en
water) aanwees voor stimulering, “een vergissing”. Volgens de WRR voldoet het topsectorenbeleid niet, onder meer omdat het te
weinig ruimte biedt aan innoverende nieuwkomers. Volgens Kamp draait het topsectorenbeleid pas een jaar. “Nu al zeggen dat het niet
goed zou zijn, is niet serieus. De deelnemers willen vooral continuïteit.”
In een brief aan de Tweede Kamer reageert het kabinet vandaag voor het eerst op de WRR-aanbevelingen. Kamp en Bussemaker
schrijven dat het rapport “een krachtig signaal is om niet achterover te leunen”, maar ook dat er “alle reden is om optimistisch te zijn
over onze economische toekomst”.
Levenslang leren
Behalve de kritiek van de WRR op het topsectorenbeleid weerspreken de ministers in het gesprek met deze krant ook andere
conclusies. Zo zegt Bussemaker dat het niet nodig is dat alle leraren een universitair masterdiploma hebben, zoals de WRR wil. „We
hebben ook heel goede leraren met een hbo-diploma.” Het kabinet onderschrijft wel het belang van levenslang leren, waarop de WRR
de aandacht vestigt. Om zich te kunnen aanpassen aan de veranderende eisen van de economie, moeten werknemers zich constant
blijven bijscholen, schrijft de raad. Bussemaker zegt dat ze zich als onderzoeker met deze problematiek al in de jaren negentig
bezighield en dat het sindsdien “op sommige onderdelen slechter is geworden”. “In het hoger onderwijs is het aantal deeltijdstudenten
de afgelopen tijd sterk afgenomen.”
Bussemaker: alsof de raad nog in het verleden leeft

De raad meent dat “gepaste ongerustheid” op haar plaats is als het over de toekomst van de Nederlandse economie gaat. “De periode
van min of meer vanzelfsprekende groei is ten einde.” De beide ministers menen dat de WRR in zijn rapport een aantal positieve
ontwikkelingen over het hoofd heeft gezien. Ze zijn met name enthousiast over regionale samenwerkingsverbanden tussen
universiteiten, hogescholen, het mbo en het bedrijfsleven. Bussemaker, lachend: “Het lijkt soms alsof de WRR nog een paar jaar in het
verleden leeft.” Voor werknemers zal de toekomst grote veranderingen brengen, zegt minister Kamp. Een levenslange zekerheid in
plaats van levenslang leren zit er niet meer in. “Iedereen ziet toch in zijn omgeving dat vertrouwen op een baan voor het leven niet
realistisch is?” Bussemaker: “Wij moeten ervoor zorgen dat het aantrekkelijk wordt gemaakt om te blijven bewegen.”
‘Mik op kruisbestuiving tussen topsectoren’ (24 februari 2014)

Alle kritiek ten spijt, het topsectorenbeleid hoeft allerminst bij het oud vuil, vindt Shell-‘innovatiebaas’ Gerald Schotman. Maar het kan
wel een stuk beter. ‘Het moet veel meer multidisciplinair.’ Gerald Schotman gaat een beetje schuiven als hem gevraagd wordt wat er
beter kan aan het Nederlandse topsectorenbeleid. De chief technology officer van Shell wil er wel over praten — hij heeft zelf het
initiatief genomen voor het gesprek — maar de zaken liggen subtiel. Aan de ene kant wil Schotman kwijt dat het topsectorenbeleid zo
slecht nog niet is. Hij roemt het uitgangspunt om innovatie te bevorderen door samenwerking tussen bedrijven en universiteiten te
belonen met financiële overheidssteun. Aan de andere kant zijn belangrijke punten voor verbetering vatbaar. Na een aanloop, waarin
hij uitlegt dat Nederland nog steeds aan de mondiale innovatietop staat, komt Schotman tot zijn conclusie: houd vast aan de
topsectoren, want aan een zwalkend beleid heeft niemand wat. ‘Ik zou het vervelend vinden als we het over een paar jaar weer over
een andere boeg gooien. Je moet een lange adem hebben. Deze dingen vragen tijd.’
Tegelijkertijd dringt de tijd juist, want het buitenland staat niet stil, net zo min als de technologische ontwikkelingen. ‘Alles is veel
complexer geworden en moet veel multidisciplinairder gebeuren en het moet allemaal veel sneller’, zegt de man die verantwoordelijk is
voor Shells innovatiebudget van $ 1,3 mrd per jaar. Daarvan geeft het energieconcern een derde uit in Nederland.
Na Philips en ASML is het bedrijf daarmee ’s lands derde private R&D-investeerder. Dat verklaart ook waarom Shell, dat vandaag op
de kop af 100 jaar R&D verricht in Amsterdam, zich bemoeit met het topsectorenbeleid. Dit beleid is drie jaar geleden op papier gezet
en vorig jaar voor het eerst uitgevoerd. Er was meteen kritiek: het beleid zou te bureaucratisch zijn en te weinig oog hebben voor jonge,
kleine bedrijven — de aangewezen aanjagers van innovatie. Eind vorig jaar sloot de WRR zich bij de critici aan. In een veelgeprezen
studie over het verdienmodel van Nederland stelt het adviesorgaan onder meer dat het topsectorenbeleid uit de aard der zaak
verkokerd onderzoek in de hand werkt.
V Wat vindt u daarvan?
‘Het belangrijkste is dat we inderdaad veel meer ruimte geven aan sectoroverschrijdend onderzoek en veel meer kruisbestuiving
creeren. We moeten ook meer uitgaan van de gedachte: wat zijn de grote maatschappelijke uitdagingen en hoe sluit een geïntegreerd
wetenschaps- en innovatiebeleid daarop aan? Daar ligt ook een grotere rol voor de overheid.’
V Wat moet die dan doen?
‘Die moet zeggen: dit zijn de uitdagingen waar we achteraan moeten. Als overheid moet je ook meer nadenken hoe je fundamenteel
onderzoek kunt koppelen aan het bedrijfsleven.’
V De wetenschap steigert.
‘Ik hoor vaak het bezwaar: “Het bedrijfsleven moet zich niet bemoeien met fundamenteel onderzoek — daar weten ze niets van en zo
wordt alles toepassingsgericht”. Dat is helemaal niet de bedoeling!’
V Wat is dan wel de bedoeling?
‘Een voorbeeld: wij doen als Shell redelijk veel onderzoek met onder meer het Massachusetts Institute of Technology in Boston. Daar
zit het Energy Initiative. Dat heeft een structuur waarbij het bedrijfsleven gezamenlijk rond de tafel zit met wetenschappers. De
bedrijven zeggen bijvoorbeeld: wij zien een groot probleem met water, zouden jullie niet de koppeling tussen energie en water beter
moeten aanpakken? Niet met de mededeling van: je gaat deze projecten wel doen en deze projecten niet; maar: dit is een uitdaging die
wij vanuit de praktijk zien. Het MIT is zo succesvol, omdat ze er die koppeling met het bedrijfsleven hebben gevonden.’
V Hoe ziet u dat hier voor zich?
‘Ik zou dat meer georganiseerd willen hebben door een combinatie van de ministeries van Economische Zaken en Onderwijs en
Wetenschappen. Of het dan gefaciliteerd wordt door kennisinstituten als het KNAW of het NWO, dat zijn tactische discussies. Maar ik
denk dat je het gewoon met een aantal grote thema’s zou moeten doen.’
V Wat doet Shell zelf?
‘Wij gaan meer samenwerkingsverbanden opzetten waarbij we leren van de buitenwereld. In Boston hebben we een campus,
Technology Works, puur om met start-ups, met nieuwe ideeën mee te doen. Wij zijn aan het nadenken over soortgelijke initiatieven. Ik
denk dat de volgende in China zal zijn. De derde zal waarschijnlijk ergens in deze tijdzone volgen.’
V Nederland gooit hoge ogen?
‘Altijd — dat is de reden waarom wij ons proberen te bemoeien met het innovatiebeleid hier.’

Transitieplan Topsector Chemie: naar onderzoek en innovatie voor markten van de
toekomst (20 februari 2014)
Gerard van Harten, voorzitter Topsector Chemie, heeft op 10 februari het Transitieplan ‘Chemie maakt het verschil' ingediend bij het
ministerie van Economische Zaken. Het transitieplan neemt als uitgangspunt de EU Grand Challenges en het visiedocument 2025 van
de Commissie Dijkgraaf 'Chemistry & Physics, Fundamental for our Future'. Het plan bouwt voort op de sterke pijlers van de
Nederlandse chemie, de industrie en de wetenschap, die specifiek in Nederland traditioneel een ijzersterke reputatie hebben op het
gebied van publiek-private samenwerking.
Het transitieplan beoogt de concurrentiekracht van de Nederlandse chemiesector te helpen versterken met een vernieuwd programma
voor onderzoek en innovatie dat oplossingen creëert voor maatschappelijke vraagstukken. Het plan, Chemie maakt het verschil,
behelst onder andere een vereenvoudigde en daardoor toegankelijkere organisatiestructuur, een betere aansluiting van de Topsector
bij de EU Grand Challenges en een regionaal verankerd steunpunt voor het MKB. Van Harten heeft de minister gevraagd de benodigde
middelen beschikbaar te stellen, zodat de met het plan beoogde transitie kan worden gerealiseerd.
Doel Transitieplan
De Nederlandse chemie behoort wetenschappelijk en industrieel gezien tot de wereldtop. En als maaksector heeft de chemie een
unieke uitgangspositie als het gaat om bijdragen aan welvaart en maatschappij. Sinds enkele jaren staat de concurrentiepositie van de
chemie in Nederland echter onder druk door ontwikkelingen op de wereldmarkt.
Om de concurrentiedruk te pareren en op de veranderingen in te spelen heeft de chemiesector in Nederland ambitieuze doelstellingen
geformuleerd. Die moeten de sector enerzijds in staat stellen het innovatievermogen en het verdienvermogen optimaal te benutten en
anderzijds de positie geven om in te spelen op de geweldige kansen die de grote maatschappelijke uitdagingen van deze tijd te bieden
hebben.
De transitie van de Nederlandse chemiesector is ook noodzakelijk vanwege de gewijzigde financiering van Technologische
Topinstituten per 1 januari 2014. Gezien de successen van publiek-private samenwerking in de Nederlandse chemie is het een
gezamenlijke inspanning waard om de succesfactoren van deze samenwerkingen in de nieuwe situatie te behouden.
Transitie 2014-2016
De transitie van de bestaande structuren naar een nieuwe en dynamische structuur met toekomstgerichte programma’s moet zich
voltrekken in de periode 2014-2016. In deze periode en daarna dienen de schaarse financiële middelen dynamisch te worden ingezet
om de chemiesector in staat te stellen de kansen telkens daar te kunnen oppakken waar de chemie het verschil kan maken. De
komende maanden zullen betrokken instanties vanuit overheid, bedrijfsleven en wetenschap verder met elkaar in gesprek gaan om het
plan daadwerkelijk te implementeren. NWO Chemische Wetenschappen is nauw betrokken bij de ontwikkelingen.
Een centrale programmering zal ruimte bieden aan bottom-up initiatieven uit het brede chemieveld, onder andere vanuit de sterke
’regionale clusters in Nederland. De nieuwe structuur maakt ook een betere samenwerking mogelijk met andere topsectoren zoals Agri
& Food, Energie, Life Sciences & Health en High Tech Systemen & Materialen en een sector brede ondersteuning van het MKB.

Nieuwe cijfers bevestigen opkomst Azië in wetenschap en technologie (10 februari
2014)
Het overwicht van de VS in wetenschap en technologie is in het afgelopen decennium verder uitgehold, terwijl het innovatievermogen
van Aziatische landen - met name van China en Zuid-Korea – snel toeneemt. Dat bewijzen nieuwe cijfers, uit het tweejaarlijkse rapport
‘Science and Engineering Indicators’ van de Amerikaanse National Science Federation (NSF). De positie van Europa en Japan is
overigens nog verder verzwakt dan die van de VS. In december 2013 wezen cijfers van de 2014 R&D Magazine Global Funding
Forecast overigens al in precies dezelfde richting, brengt een artikel van de South China Morning Post (SCMP) in herinnering. Volgens
een artikel van Forbes wordt Zuid-Korea het nieuwe start-upcentrum van de wereld.

Wageningen International Helpdesk provides, in close collaboration with Science Group liaison officers, information and support on
fund raising, proposal writing and project management. The helpdesk can supply you with information on specific national and
international programmes and funding schemes, best practices and templates.
Rooted in the EuropaDesk that focused mainly on EU funding mechanisms, the services were broadened to include other international
funding schemes as well as national and regional subsidies. Our approach is demand-driven. We look for tailor-made solutions, liaise
with regional and institutional account managers, National Contact Points and EU officers and can support project coordinators for
example with contract negotiations and audits.
The Helpdesk is committed to provide advice in the whole process from proposal development to project execution and beyond.
