Top Nederlands resultaat in H2020 ITN call (1 oktober 2014)
De resultaten van de eerste Marie Skłodowska Curie Innovative Training Networks (ITN) call onder Horizon 2020 zijn binnen. Binnen
deze call kunnen consortia onderzoeksprogramma’s opzetten om PhD-studenten op te leiden tot excellente onderzoekers. Met de
resultaten uit deze call komt bijna € 41,8 miljoen naar Nederland!
In totaal worden 121 van de 1153 ingediende voorstellen gefinancierd. Dit is een overall slaagkans van 10,5%. Nederland was ontzettend
actief in deze call en nam deel aan 772 (dus 2 op de 3!) voorstellen. Hiervan zijn 114 voorstellen gehonoreerd. Dat komt neer op een
slaagkans van 14,8% voor Nederland. Nederland coördineert 20 ITN-projecten. Dat is 16,5% van alle ITN-projecten in Europa. Alleen de
UK coördineert er meer. Het budget van de call was € 405,18 miljoen.
Doel ITN
Het principe van een ITN is: het versterken van de banden tussen de academische wereld en het bedrijfsleven en het ontwikkelen van
onderzoekscarrières waarin uitmuntend wetenschappelijk onderzoek gecombineerd wordt met innovatie bij ondernemingen. Er bestaan 3
varianten binnen de ITN call:
1. European Training Network (ETN). Hierin stellen ten minste 3 Europese deelnemers samen een coherent onderzoeksprogramma
voor. De deelnemers kunnen universiteiten, onderzoekscentra of bedrijven (zowel grote als kleine) zijn. Binnen dit
onderzoeksprogramma krijgen beginnende onderzoekers de kans om hun onderzoeksvaardigheden te verbeteren, samen te
werken met gevestigde onderzoeksteams en hun eigen carrièrekansen te verruimen.
2. European Industrial Doctorates (EID). In het geval van een EID zijn maar 2 deelnemers vereist: een academische deelnemer en
een deelnemer uit de particuliere sector. Een van de voorwaarden is dat de onderzoeker een doctoraatsprogramma van de
academische deelnemer moet volgen. De onderzoeker moet daarnaast ten minste 50% van zijn of haar tijd besteden binnen de
particuliere sector.
3. European Joint Doctorates (EJD). Een EJD bestaat uit tenminste 3 deelnemers die gemachtigd zijn om PhD-graden af te geven.
Het doel is om internationale, intersectorale, interdisciplinaire samenwerking in Europa te versterken door het creëren van ‘joint
doctoral programmes’. Deze programma’s leiden voor de PhD tot een dubbele PhD-graad.
Nederland koploper in opleiden onderzoekers
De slaagkansen verschillen per variant. De kans op het toekennen van een ETN lag dit jaar op 8,6%, voor EID op 15,3% en voor EJD op
13,1%. Verreweg het grootste deel van het budget is beschikbaar voor de ETN. Deze variant is ook het meest populair onder indieners
(vandaar de lagere slaagkans voor deze variant). Uit de hoge deelname en slaagkans voor Nederland blijkt dat Nederland excellente
onderzoeksinstituten heeft die actief deelnemen in internationale innovatieve netwerken. Nederland is 1 van de Europese koplopers in het
opleiden van internationaal georiënteerde startende onderzoekers.

Met het zogenaamde SME-instrument tracht Europa haar innovatiesubsidies laagdrempeliger te maken voor het midden- en kleinbedrijf.
Deze opzet lijkt te slagen: in de eerste ronde is een overweldigend aantal subsidieaanvragen ingediend. Nederland scoorde echter ver
onder gemiddeld. Waar ging het mis?
Van de 2666 ingediende subsidieaanvragen zijn er maar 108 afkomstig uit Nederland. Dat is al een veeg teken, zeker als we bedenken
dat Nederland in de FP7-periode (het voorgaande Europese innovatieprogramma) een meer dan prominente rol speelde. Als we kijken
naar het aantal goedgekeurde aanvragen wordt nog duidelijker dat Nederland achterblijft: slechts vier aanvragen zijn goedgekeurd. Dat
is nog geen 4%, terwijl het Europese percentage bijna 6% is.

Eén van de meest in het oog springende veranderingen in de manier waarop de EU naar innovatiesubsidies kijkt is de veel nadrukkelijker
focus op marktpotentie. Dit zien we in het SME-instrument — onderdeel van H2020 — heel goed terug. Bij de beoordeling van deze
subsidieaanvragen is de impact op Europa van doorslaggevend belang. Impact bijvoorbeeld in banen of omzet voor Europa. De EU moet
er dus van overtuigd worden dat aanvrager in staat is om zijn idee succesvol te ontwikkelen en in Europa te vermarkten. Alleen
technologische vernieuwing, waar Nederland getuige de vele successen uit de FP7-periode goed in is, is dus niet meer toereikend.
We zijn dus wel innovatief, maar het lijkt erop dat we onvoldoende weten hoe we onze innovaties kunnen vertalen in marktsuccessen. Vóór
en tijdens de innovatie ook al kijken naar de markt is de voor de hand liggende oplossing. In EU-subsidietermen: alleen met een zeer goed
uitgewerkte business case maakt een subsidieaanvraag kans van slagen.
Kortom, de EU legt met haar duidelijke focus de lat, ook voor Nederland, hoog. En terecht. Het is niet de tijd om te innoveren ‘omdat het
kan’, wel omdat het moet. Voor Nederland een terechte wake-up call.

Advisory Groups geven input WP 2016-2017 H2020 (30 september 2014)

De Europese Commissie heeft de Advisory Groups geconsulteerd over de werkprogramma’s 2016-2017 in Horizon 2020. Deze Advisory
Groups hebben de taak om de Europese Commissie van hoogwaardig advies te voorzien over Horizon 2020. Het advies is nu online in te
zien.
Via een register kunnen specifieke Advisory Group gevonden worden. Hier is de samenstelling, het mandaat en achtergronddocumentatie
van de groep te vinden. Bij Additional Information vindt u de laatste adviesrapporten van de verschillende expertgroepen.
Tijdlijn
Naar verwachting wordt het Horizon 2020 werkprogramma 2016-2017 in de zomer van 2015 gepubliceerd.

Drie ERC Proof of Concept grants naar Nederlandse instellingen (24 september 2014)

De European Research Council (ERC) heeft bekend gemaakt aan welke onderzoekers een Proof of Concept (PoC) grant is toegekend in
de eerste ronde van de 2014 call. Drie onderzoekers aan Nederlandse universiteiten hebben in deze ronde een PoC ontvangen.
De PoC is ervoor bedoeld houders van een ERC Advanced, Consolidator, Synergy of Starting grant te ondersteunen in de zoektocht naar
innovatieve toepassingen van hun onderzoeksresultaten. Een top-up grant van 150.000 helpt ERC laureaten de brug te slaan van hun
onderzoek naar mogelijke commerciële of maatschappelijke toepassingen.
Bij de eerste ronde van 2014, waarvan de deadline op 1 april verstreek, werden 182 voorstellen ingediend, waarvan ongeveer 28% met
succes een PoC grant ontvingen. Het totale budget voor de subsidie in 2014 is 15 miljoen euro, waarvan de helft is bestemd voor het
ondersteunen van de projecten uit de eerste ronde. Onderzoekers van de Universiteit Twente, de Vrije Universiteit en de Technische
Universiteit Delft ontvingen een PoC. In 2013 ontvingen in totaal elf onderzoekers aan Nederlandse instellingen een PoC, zes in de eerste
ronde en vijf in de tweede ronde.
Tijdlijn
Tot 1 oktober 2014 kunnen aanvragen voor de tweede en laatste ronde van 2014 worden ingediend. Voor 2015 is een budget vastgesteld
van maximaal 20 miljoen euro, 5 miljoen euro meer dan in 2014. 7 november 2014 zal de call voor 2015 open gaan, die drie deadlines zal
kennen. De eerste deadline is 5 februari, de tweede is 28 mei en de laatste deadline is 1 oktober 2015.

Within the Horizon2020 pillar excellent Science a new call to Support to innovation, human resources, policy and international cooperation
within.
The Framework Programme for Research and Innovation (2014-2020) is implemented by specific programme and work programmes.
The “Excellent science” priority aims to reinforce and extend the excellence of the Union's science base and to consolidate the ERA in
order to make the Union's research and innovation system more competitive on a global scale. It consists of four specific objectives (ERC,
MVH, FET and Research Infrastructures), this call for proposal is focused on Research Infrastructure.:
"Research infrastructures" develops and support excellent European research infrastructures and assist them to contribute to the ERA by
fostering their innovation potential, attracting world-level researchers and training human capital, and complement this with the related
Union policy and international cooperation.
This call focuses on fostering the innovation potential and developing the human resources of research infrastructures especially in areas
that suffer from shortages in supply or where new skills and professions need to emerge, e.g. in 'data science'. It will also aim at reinforcing
European research infrastructures policy and international cooperation.

Second Horizon 2020 coordinators' day on 13 October 2014 in Brussels - All you want to
know about the preparation of your grant agreement (23 September 2014)
What's next after you received the message that your proposal was successful? The event on 13 October 2014 will provide all details on
the preparation and signature of your grant agreement. It will take place in the Charlemagne building in Brussels from 9.30 to 17.00. It is
mainly meant for coordinators of proposals who were invited to prepare a grant agreement. Other participants may be accepted subject to
the availability of seats. Registration (first-come first-served) is via this website. You will also be able to follow the event online through a
live stream. Be aware that this webpage will only become available at the beginning of the event.
Extra ERC funding to test market potential of 50 research projects (22 September 2014)
Developing therapies for children with congenital heart defects, monitoring water quality in real-time, improving the nutritional qualities of
potatoes or making the best informed choices when buying a new house. These are some of the issues to be tackled by 50 outstanding
scientists who are receiving ‘Proof-of-Concept’ grants of up to €150,000 each from the European Research Council (ERC). This ‘top-up’
funding is designed to help researchers who already hold an ERC grant, to test the market potential of their frontier research.

With a very limited part of the ERC budget, the 'Proof of Concept' scheme can help ERC grant holders unleash considerable innovation
potential. The grant covers costs related to activities such as establishing intellectual property rights, investigating commercial and business
opportunities (e.g. setting up a start-up) or technical validation (e.g. carrying out clinical tests).
ERC President Jean-Pierre Bourguignon commented: "The ERC 'Proof of Concept' scheme makes it possible for ERC grant winners to get
some extra support to investigate the innovation potential of their good ideas." He added: "More ERC grant winners apply for this call every
year, which is a remarkable trend. It means that they see how their frontier research can be pushed beyond its initial frame and how their
results can also be translated into marketable products and services. For them, this opens the way to a broader impact on society."
A total of 182 proposals were submitted to the first round of this call, and the success rate is around 28%. Grants are being awarded to
researchers based in 12 EU and associated countries in the European Research Area.
This call’s overall budget is €15 million, of which half is earmarked for supporting projects in the first round of the competition. The second
and final round of the ERC ‘Proof-of-Concept’ call 2014 is currently open to ERC grant holders and the deadline for applications is 1
October 2014.
For 2015, the ERC Scientific Council has decided to increase the ‘Proof-of-Concept’ call’s overall budget to up to €20 million.

Switzerland associated to parts of Horizon 2020 (22 September 2014)
On 15 September the European Commission has published an update regarding association of Switzerland to parts of the Horizon 2020
programme, including access to the European Research Council (ERC) funding.
Pending the finalisation of required procedures on the EU and Switzerland's side, it is expected that the Agreement associating Switzerland
to parts of Horizon 2020 could be signed later this year and will produce effects from 15 September 2014. Under this assumption the ERC
candidates of any nationality with a host institution based in Switzerland can now apply for the ERC competitions with deadlines from 15

Inleiding en doelstellingen
Deze oproep tot het indienen van voorstellen is gebaseerd op Verordening (EU) nr. 1288/2013 van het Europees Parlement en de
Raad van 11 december 2013 tot vaststelling van „Erasmus+”: het EU-programma voor onderwijs, opleiding, jeugdzaken en sport en op
het jaarlijkse werkprogramma van Erasmus+ voor 2014 — Internationale dimensie van het hoger onderwijs (rubriek 4) en het jaarlijkse
werkprogramma van Erasmus+ voor 2015. Het programma bestrijkt de periode 2014-2020. De specifieke doelstellingen van het

De hoogte van de financiële steun en de duur van de projecten variëren, afhankelijk van bijvoorbeeld het type project en het aantal
betrokken partners. Het totale budget voor de oproep 2015 bedraagt € 1,7364 miljard. Hiervan is € 1,5365 miljard voor Onderwijs en
opleiding, € 171,7 miljoen voor Jeugdzaken: € 11,4 miljoen voor Jean Monnet-acties en € 16,8 miljoen voor Sportacties.

Ghana WASH Window supports public-private projects in the field of Water, Sanitation and Hygiene (WASH) and/or integral water
management in Ghana.
Ultimately, this implies that joint initiatives by government parties, companies and non-government organisations (NGOs) or knowledge
institutions, which are aimed at the following sub-themes, are eligible for subsidies:

Sanitation and hygiene;

Public-Private Partnerships (PPP)
Many sanitation, waste and water related problems in Ghana involve shared interests. A partnership between government, companies
and NGOs or knowledge institutions can be of great value, since experience and expertise is bundled, when searching for
compromises, innovative solutions or the development of revenue models.
Sustainability
Projects that participate in Ghana WASH Window are expected to offer sustainable solutions. The Dutch government also attaches a
great deal of importance to International Corporate Social Responsibility and expects that PPP projects lead the way in this area. These
topics are an essential part of the assessment of proposals, and will also be tested during the execution phase.
For whom?
The applying partnerships consist of at least one public establishment and one company. Furthermore, it is compulsory for one NGO or
knowledge institution to participate. From all participating parties, at least one party must come from the Netherlands and one from
Ghana.
Ghana WASH Window contribution
Ghana WASH Window contributes 70%, at most, to the financing of a project. This is a supplement to the financial contribution of the
partnership. The fund herewith wants to serve as a lever for private financing of projects in the waste and water sector. Therefore, at

least 15% of the subsidised project costs should come from private sources. The subsidy that can be applied for amounts to a minimum
of € 500,000, and is restricted to €10 million (exclusive of the individual contribution).
Budget and tender
The third call opens on 29 September 2014 and will close on 16 February 2015, 15.00 hrs CET. A budget of € 20 million has been
allocated.

Eurostars-2: 791 SMEs participated in the second cut-off date (26 September 2014)
On 11 September, the Eurostars–2 programme's second submission deadline closed with a total of 356 projects submitted. These
involved 1082 participants, 73% of which were small or medium-sized businesses representing a total of 790 SMEs. The total cost of
applications amounted to 456 million euros, of which 82% is borne by SMEs.
Apart from the 34 Eurostars countries, interest in the programme extended to Ukraine and beyond European borders in the United Arab
Emirates. Main technologies represented in the pool of submitted projects are ICT (30%), biotech (28%), and industrial manufacturing
and transport (13%).

Erasmus+ strategische partnerschappen 2014 geselecteerd (24 september 2014)

Het Nationaal Agentschap Erasmus+ heeft 42 strategische partnerschappen geselecteerd. In totaal werden er 248 aanvragen
ingediend vanuit het hoger onderwijs, middelbaar beroeps onderwijs, primair- en voortgezet onderwijs en volwasseneducatie. De
toegewezen strategische partnerschappen komen voort uit de 2014 Erasmus+ call.
Strategische partnerschappen hebben als doel kwaliteitsverbetering en innovatie tot stand te brengen. Dit wordt bewerkstelligd door
samenwerkingen op te zetten tussen onderwijsinstellingen, jongerenorganisaties, lokale en regionale overheden, bedrijven en nongouvernementele organisaties. Van het Erasmus+ budget in 2014 is 28% bestemd voor de strategische partnerschappen. In Nederland
gaat dit om een bedrag van 11,5 miljoen euro.
Selectie
Het Nationaal Agentschap Erasmus+ Onderwijs & Training (NA) is verantwoordelijk voor het selecteren van de aanvragen.
Onafhankelijke experts hebben de voorstellen beoordeeld. Van de in subsidie aanmerking komende voorstellen, in totaal 129, zijn
uiteindelijk de beste 42 geselecteerd. Om tot de beste 42 projecten te komen, zijn de aanvragen per onderwijsveld op een ranglijst
geplaatst. Vervolgens wordt subsidie toegekend, beginnende met de hoogst gerankte projecten, totdat het budget is uitgeput.
Mbo en ho

Vanuit het middelbaar beroepsonderwijs (mbo) ontving het NA 43 ontvankelijke aanvragen. Het budget voor het mbo bedraagt 4,2
miljoen euro en werd met 43 aanvragen ruim drie maal overschreven. 18 projecten kwamen in aanmerking voor subsidie, maar met het
beschikbare budget kunnen er uiteindelijk 15 worden toegekend.
In het hoger onderwijs (ho) werden in totaal 49 aanvragen ingediend. 23 hiervan waren afkomstig van hbo’s, 16 van universiteiten en
12 uit andere instellingen. Voor het ho is ruim 2 miljoen euro beschikbaar en er zijn zeven aanvragen toegekend.
Tijdlijn
In de tweede helft van september zal door het NA gecontroleerd worden of er geen sprake is van double funding van de ingediende
projecten. Double funding zou betekenen dat dezelfde aanvraag in meer dan één programmaland is ingediend.

National subsidy news
Vierde call voor Open Research Area (ORA) binnenkort open (2 oktober 2014)
De partners van ORA, waaronder NWO, hebben een vierde ronde georganiseerd voor gezamenlijke aanvragen in de sociale
wetenschappen. Naar verwachting zal de call 6 oktober aanstaande gepubliceerd worden. De Franse partner in ORA, l’Agence
National de Recherche (ANR) is lead agency voor deze ronde, en op hun site zal alle informatie over de call, en alle benodigde
formulieren beschikbaar zijn. De call wordt ook op de site van NWO gepubliceerd, met de relevante informatie voor Nederlandse
aanvragers.
De call staat open voor gezamenlijke onderzoeksprojecten in de sociale wetenschappen in Nederland, Frankrijk, Duitsland en het
Verenigd Koninkrijk. Projectteams moeten bestaan uit partners uit twee of meer deelnemende landen. Er is in totaal 4,5 miljoen euro
beschikbaar. De sluitingsdatum voor het indienen van aanvragen is 15 januari 2015.
ORA is een initiatief van vier nationale organisaties voor wetenschappelijk onderzoek met als doel de internationale samenwerking op
het gebied van de sociale wetenschappen te versterken. Dit zijn:

L'Agence nationale de la recherche (ANR, Frankrijk)
•
Deutsche Forschungsgemeinschaft (DFG, Duitsland)
•
Economic and Social Research Council (ESRC, VK)
•
NWO Maatschappij-en Gedragswetenschappen (NWO-MaGW)
Sinds 2010 zijn drie rondes georganiseerd. In de eerste ronde (2010) zijn vijftien projecten gefinancierd, waarvan negen met
Nederlandse bijdrage. In de tweede ronde (2011/2012) zijn tien projecten gefinancierd, allen met Nederlandse bijdrage. De National
Science Foundation (NSF) uit de Verenigde Staten heeft aan de derde ronde deelgenomen naast de Europese ORA partners. In deze
ronde zijn vijftien projecten gefinancierd, twaalf van hen met een Nederlands team.

HTM call 2024 open for proposals (2 oktober 2014)
Op initiatief van het Topteam van de Topsector High Tech Systemen en Materialen (HTSM) hebben Technologiestichting STW en de
Stichting voor Fundamenteel Onderzoek der Materie (FOM), beide onderdeel van NWO, samen met het Materials innovation institute
(M2i) de materialen calls georganiseerd met het doel een impuls te geven aan het wetenschappelijk materialenonderzoek in Nederland.
Deze derde call wordt geleid door STW en adresseert de prioriteitsgebieden van de Hightech Materials roadmap, die is opgesteld in
samenwerking tussen wetenschappers en bedrijven.
Projectvoorstellen die passen binnen de roadmap Hightech Materialen zijn welkom. Vanuit de NWO-partners is er maximaal M€ 1.5
beschikbaar. Voor de financiering van deze onderzoeksprojecten is naast de NWO-bijdrage per project een private cash cofinanciering
van 50% vereist.

Innovatievouchers beschikbaar voor Agri & Food ondernemers (2 oktober 2014)
Vanaf 1 oktober zijn er, op verzoek van TKI Agri & Food, weer DLO-Innovatievouchers beschikbaar voor ondernemers in de
agrifoodsector. Met de vouchers kunnen ondernemers DLO-capaciteit inzetten om antwoorden te krijgen op kleine kennisvragen. Er
kunnen in deze ronde ongeveer 30 vouchers worden uitgereikt. Eerder dit jaar werden ook al DLO-Innovatievouchers beschikbaar
gesteld. De belangstelling daarvoor was zo groot dat DLO extra capaciteit beschikbaar heeft voor een tweede ronde. De vouchers
passen in het topsectorbeleid waarin kennisinstellingen hun kennis beschikbaar stellen voor het Nederlandse MKB.
Loket innovatievoucher
Ondernemers kunnen zich met hun kennisvragen melden bij het MKB-loket van de Topsector Agri & Food. De adviseurs van het MKBloket verkennen samen met de ondernemer of de vraag aansluit bij een DLO-innovatievoucher. Is dit het geval, dan wordt de
ondernemer in contact gebracht met de juiste experts van DLO. De Groene Helpdesk van DLO begeleidt dit proces.
Voorwaarden innovatievoucher

De voorwaarden zijn gelijk aan de eerste ronde die in het voorjaar liep:
•
De aanvrager is een MKB-ondernemer die actief is in de agrifoodsector
•
Minimaal één bedrijf vraagt om kennis
•
Elk bedrijf kan maximaal eenmaal per jaar een voucher aanvragen. Ondernemers die een innovatievoucher uit de eerste
ronde hebben ontvangen, zijn dus automatisch uitgesloten
•
Meerdere bedrijven kunnen hun vouchers stapelen voor dezelfde vraag
•
De naam van het vragende bedrijf/bedrijven en de vraagstelling komen op een publieke website te staan
•
Alle voucherprojecten worden uitgevoerd onder Algemene Voorwaarden van Stichting DLO
•
Eigen bijdrage van het bedrijf/bedrijven is 50% cash, te betalen aan Stichting DLO
•
De vouchers worden volgens het ‘first come first serve’ principe uitgezet
•
De vouchers hebben een omvang van minimaal 2.500 tot maximaal 7.500 euro inclusief BTW. Met de eigen bijdrage van de
ondernemer is de totale opdracht tussen de 5.000 en 15.000 euro inclusief BTW.

Veranderingen in Fonds Nieuwe Chemische Innovaties (30 september 2014)

Per 1 november 2014 wordt een aantal voorwaarden van het NWO Fonds Nieuwe Chemische Innovaties (Fonds NCI) aangepast. Op
het moment van publicatie van dit nieuwsbericht moeten het bestuur van het TKI Nieuwe Chemische Innovaties en het Gebiedsbestuur
Chemische Wetenschappen de nieuwe Gids voor aanvragen uit het Fonds NCI nog definitief vaststellen.
Onder het voorbehoud van hun goedkeuring, gaat het om de volgende aanpassingen:
•
Introductie van de nieuwe werkvorm LIFT. LIFT-projecten hebben een minimale omvang van k€ 35 en een maximale van k€
300. LIFT-projecten bestaan uit twee fases. De eerste fase vergt een lage cash-bijdrage van bedrijven, zodat projecten snel
van start kunnen. Dit geldt ook als de financiering voor de volledige looptijd van het project nog niet helemaal rond is. De
gemiddelde cash-bijdrage van bedrijven over de twee fases tezamen is 25%.
•
Buitenlandse bedrijven kunnen met ingang van 1 november 2014 meedoen in consortia, ook als ze geen R&D-activiteiten in
Nederland hebben. Met hun bijdragen versterken de buitenlandse bedrijven de Nederlandse kennisinfrastructuur.
•
Met ingang van de nieuwe Gids zijn consortia vrij om de mix van kosten die ze uit Fonds NCI willen laten vergoeden, af te
stemmen op hun projectactiviteiten. Het is wel noodzakelijk om in de aanvraag de gekozen mix goed te motiveren. Het accent
van het Fonds blijft liggen op het aanstellen van nieuw wetenschappelijk personeel.
Tevens geeft de nieuwe Gids een duidelijker overzicht van welke organisaties wel of niet rechtstreeks vanuit het Fonds geld kunnen
ontvangen, welke wel of niet meetellen bij de berekening van de Fondsbijdrage, en welke wel of niet meetellen voor TKI-toeslag.
Voor CHIPP-, TA- en LIFT-aanvragen wordt de eerstvolgende deadline medio februari 2015 verwacht. Later in 2015 volgen nog twee
deadlines. Raadpleeg de nieuwe Gids voor de precieze data.
Net als de afgelopen jaren kunnen KIEM-aanvragen doorlopend worden ingediend.
Topsector Chemiebeurs slaat brug tussen industrie en onderwijs (30 september 2014)

Vandaag ontvangen vijftig nieuwe chemietalenten de Topsector Chemiebeurs tijdens het World of Technnology and Science (WoTS)
evenement in de Jaarbeurs Utrecht. Daarnaast studeren talenten uit de eerste lichtingen af. Sinds de start van dit beurzenstelsel in
2011 is er een duidelijke toename te zien in de instroom van chemie-opleidingen. Ook zorgen de beurzen voor intensiever contact
tussen bedrijven en opleidingen, waardoor beide partijen beter kunnen inspelen op de behoefte van het werkveld.
Doel van de Topsector Chemiebeurs
De Topsector Chemiebeurzen zetten in op excellentie. Daarnaast helpt de beurs de interesse in een chemieopleiding te vergroten en
daarmee het tekort op de arbeidsmarkt aan goede afgestudeerde scheikundigen en procestechnologen te verminderen. In de
afgelopen vijf jaar is het aantal inschrijvingen voor chemie-opleidingen aan de universiteiten met twintig procent gestegen. Voor
hogescholen is dat zelfs vierendertig procent. Ondanks de duidelijke toename van het aantal universitaire chemiestudenten, is de
toekomstige vraag vanuit de sector - als gevolg van vergrijzing van de beroepsbevolking en de stijging van het aantal vacatures - nog
steeds groter dan de toestroom van studenten. Ook stromen veel afgestudeerde chemiestudenten niet vaak genoeg de chemiesector
in. Met de realisatie van inmiddels meer dan 100 beurzen voorziet de Topsector Chemie nu al in meer dan 10% van de ambitie van
1000 beurzen die door Techniekpact is gesteld. De Topsector Chemie is daarmee koploper. Doekle Terpstra, aanjager Techniekpact,
benadrukt de urgentie dat meer bedrijven in toekomstige medewerkers moeten investeren door middel van het toekennen van beurzen
aan talenten.

RAAK-PRO wil nadrukkelijk de samenwerking tussen de hogescholen bevorderen. Samenwerking tussen lectoren van verschillende

Call for proposals Breed4Food: Predicting Phenotypes of Livestock (25 September 2014)

Breed4Food is an initiative of four Netherlands-based animal breeding companies (TOPIGS, CRV, Hendrix Genetics and Cobb
Europe), prominent global players in animal breeding. Dutch animal breeders, associated in Breed4Food, generate an annual turnover
of 600 million Euro and invest 60 million Euro annually in R&D. The Breed4Food companies are dedicated to be the world leading
research consortium in animal breeding and genetics, enabling the partners to breed better products to benefit society’s needs.
Unique aspects of the approach of this programme
•
Operate as one large team of university researchers together with the Breed4Food researchers;
•
The team constitutes a coherent effort to contribute to the challenges put forward by Breed4Food;
•
Management and administration of project (proposals) is according to usual STW procedures;
•
Scientific quality is safeguarded and guided by university professor project applicants;
•
Possibility for HBO institutions to participate in research projects.
The main deliverables of the STW-Breed4Food Partnership are:
1. New excellent and distinct knowledge to be applied in animal breeding;
2. Methods and tools for efficient and effective individual phenotyping;
3. Accurate prediction of the phenotype using genomic approaches.
Proposals can be submitted on all application areas as further defined in the Breed4Food Partnership programme plan, which can be

Applications
The Breed4Food companies will use the results of this Partnership programme to improve the effectiveness and efficiency in
commercial breeding programmes and to increase the number of potentially interesting traits to be selected for.
Budget
For this program a budget of € 3,000,000 is available. The maximum of project costs that can be requested from STW is € 750,000 per
project. Typical Partnership project duration is between 2 to 4 years, but may not exceed 5 years.

Who can apply?
Scientists employed by Dutch universities or para-academic institutes eligible for STW-funding can submit a (pre-)proposal (see
Appendix 1 for eligibility criteria www.stw.nl ).
Project proposals must involve two or more research groups from different engineering or scientific disciplines, because of the inherent
multidisciplinary character of the Breed4Food-STW Partnership programme. HBO institutions are encouraged to participate in the
research projects, but are not eligible to apply.
Pre-proposals – Deadline 1 December 2014, 12 noon
Pre-proposals consist of a short description (maximum of 4 pages) of the proposed research, a utilisation paragraph and a breakdown
of the estimated budget needed for carrying out the research. Proposals should be written in English with a minimum font size of 10
point. Research proposals should be submitted electronically via Iris, STW’s electronic grant application system. To submit research

Full proposals – Deadline 27 February 2014, 12 noon
Full proposals must consist of a detailed description of the expected results, planning of the research and a utilisation paragraph. The
utilisation paragraph should include the important industrial challenges that will be solved, the timeframe to implementation and the
expected bottlenecks during the implementation. The format of the full proposals should be according to the structure as described in
Appendix 2 . Breed4Food should be involved bottom-up during the preparation of the proposal.

Third Rubicon call closes 27 November 2014 (23 September 2014)

Rubicon aims to encourage talented researchers at Dutch universities and research institutes run by KNAW and NWO to dedicate
themselves to a career in postdoctoral research.
Purpose
International research experience is often essential for building up one’s scientific career. Rubicon offers talented researchers who have
completed their doctorates in the past year the chance to gain experience at a top research institution outside the Netherlands, as
international research experience is likely to be an advantage at a later stage in the applicant's academic career.
Rubicon is open for all scientific disciplines for a research project at a foreign research institute. For certain typically Dutch topics, there
is also a limited opportunity to apply for a research period at an excellent Dutch research institute. However, preference will be given to
researchers who apply for a grant to spend time outside the Netherlands.
Who can apply
Postgraduates who are currently engaged in doctoral research or who have been awarded a doctorate in the twelve months preceding
the relevant deadline. Applicants who are still engaged in doctoral research may only apply if their supervisor provides a written
declaration approving their thesis.
Women especially are urged to apply.
In the five years directly preceding the submission deadline, applicants must have conducted scientific research at an academic
research institute in the Netherlands for a period at least equivalent to three years fulltime.
Applications must be submitted by individual researchers and not by pairs or teams of researchers.

Vetten zijn een cruciale energiebron voor talloze organismen. Een overschot aan energie wordt opgeslagen als vet in vetcellen en in
kleinere hoeveelheden in niet-vetcellen. Om te garanderen dat elke cel optimaal voorzien wordt van de nodige brandstof, is een

nauwkeurige regulering noodzakelijk van de afbraak van vetten. Dit onderzoek wil die regulering ophelderen. De nadruk ligt daarbij op
een recent door ons gevonden eiwit dat de afbraak van vet lijkt te remmen. We willen de moleculaire en fysiologische werking van dit

De richting waarin individuele cellen delen bepaalt de vorm en groei in planten. Recent is ontdekt dat het hormoon auxine cellen in
staat stelt om af te wijken van een natuurkundige regel die celvorm omzet in delingsrichting. Zulke afwijkingen leiden zonder
uitzondering tot de vorming van twee verschillende soorten cellen, en zijn belangrijk voor de aanleg van nieuwe weefsels en organen.
Dit project onderzoekt op moleculair niveau hoe dit hormoon cellen ongehoorzaam maakt.

Binnenkort start een nieuw OP-Zuid programma voor de periode 2014-2020. OP Zuid is een programma voor Zuid-Nederland, onder
andere bedoeld voor MKB bedrijven die willen starten met innovatieve en risicovolle ontwikkelingstrajecten (product, markt of dienst)
die leiden tot een betere concurrentie-positie. Het officiële startschot voor het nieuwe OP-Zuid zal gegeven op woensdag 29 oktober
2014 in het gouvernement in Maastricht. LIOF wil voor deze startbijeenkomst graag geïnteresseerde innovatieve (MKB) bedrijven
uitnodigen. LIOF is betrokken bij de opzet en de uitvoering van OP Zuid.
De voorbereiding op het nieuwe Operationeel Programma Zuid-Nederland 2014-2020 van het Europees Fonds voor Regionale
Ontwikkeling nadert zijn voltooiing. Landsdeel Zuid-Nederland (Limburg, Brabant en Limburg) wenst haar regionale ’Smart
Specialisation Strategy’ (RIS3: RIS3: De Research & Innovation Strategy for Smart Specialisation draagt bij aan economische groei en
maatschappelijke uitdagingen) te vertalen in een ambitieus programma dat een bijdrage gaat leveren aan de Europa 2020
doelstellingen.
Vooropgezet doel daarbij is dat bedrijfsleven, kennisinstellingen en overheden gezamenlijk zullen optrekken en investeren in het
nieuwe programma met als speerpunten innovatie en koolstofarme economie.
Start
Het officiële startschot voor het nieuwe OP-Zuid, zal gegeven worden tijdens een bijeenkomst voor alle stakeholders met als thema:
“RIS3 als vliegwiel voor de nieuwe industrie”. Deze startbijeenkomst OP-Zuid vindt plaats op woensdag 29 oktober 2014 van 13.30 tot
18.00 uur in het gouvernement in Maastricht.
Tijdens deze bijeenkomst willen prominente vertegenwoordigers van de Europese Commissie, kennisinstellingen en bedrijfsleven hun
visie op het voorgestelde thema met regionale ondernemers uit onze doelgroep delen.

Ambitieuze Navracsics onder vuur (2 oktober 2014)

Onderwijs centraal in het EU-beleid, Europa 2020 doelstellingen verwezenlijken, modernisering van het onderwijs, jeugdwerkloosheid
bestrijden, een vernieuwd Europees burgerschap en het promoten van meertaligheid. Kandidaat-commissaris voor Onderwijs, Cultuur,
Jeugd en Burgerschap Tibor Navracsics heeft grootse ambities. Het Europees Parlement nam hem echter ook stevig onder vuur over
zijn handelen in de Hongaarse politiek.
Modernisering onderwijs
Navracsics vindt dat, hoewel modernisering van het onderwijs een bevoegdheid is van de lidstaten, de Europese Commissie (EC) een
taak heeft. Onderwijs is namelijk één van de belangrijkste pijlers voor de concurrentiekracht en het is noodzakelijk dat jongeren
benodigde kennis voor de toekomst kunnen verwerven. De EC zal lidstaten er volgens Navracsics aan moeten herinneren dat er
geïnvesteerd moet worden in onderwijs om in de toekomst niet in een nieuwe crisis te belanden.
Erasmus+ Europese identiteit
Navracsics deed een oproep aan het Europees Parlement om lidstaten te verplichten de financiële afspraken over Erasmus+ na te
komen. Op deze manier kunnen veel jongeren deelnemen aan het programma, dat volgens Navracsics staat voor de Europese
identiteit. De Europese waarden worden in dit programma meegegeven aan jongeren en het leert jongeren de waarden van actief
burgerschap en tolerantie aan, aldus Navracsics.
Een zorg van het Europees Parlement is dat onderdelen van Erasmus+ verdeeld worden over verschillende Europees commissarissen.
Navracsics stelt echter dat de EC niet in silo’s zal gaan handelen. Coherentie en coördinatie van beleid zullen daarom geen problemen
kennen. Daarnaast kent Erasmus+ één doelgroep, die mobiel moet worden binnen de EU. Daarom kan er volgens de kandidaatcommissaris geen verdeeldheid over ontstaan.
Onderwijsstructuur
Het beter aansluiten van het hoger onderwijs op de behoeften van de arbeidsmarkt, beschouwt Navracsics als een fundamentele taak.
Jongeren kunnen op deze wijze beter inzetbaar worden. Dit zal de jeugdwerkloosheid in de toekomst tegengaan en de
concurrentiepositie van de EU ten goede komen. Vaardigheden die mensen in staat stellen te concurreren moeten daarom worden
aangeleerd en onderzoek zou meer impact gedreven moeten worden.
Tijdlijn
Het Europees Parlement zal tot en met 7 oktober 2014 hoorzittingen houden met de kandidaat commissarissen. Hierna zal het
Europees Parlement beslissen of de Europese Commissie in haar voltalligheid zal worden aangenomen of verworpen. Als de Europese
Commissie door het Europees Parlement wordt goedgekeurd, zal de nieuwe Commissie op 1 november 2014 worden geïnstalleerd.

Hoorzitting Carlos Moedas goed verlopen (1 oktober 2014)

De kandidaat commissaris voor onderzoek, wetenschap en innovatie, Carlos Moedas is positief ontvangen door de leden van de
commissie ITRE in het Europees Parlement. Als commissaris zal Moedas prioriteit geven aan de voltooiing van de ERA, het effectief
besteden van de middelen van Horizon 2020 en zich richten op excellentie in wetenschap en onderzoek. “I will focus on delivering,
delivering, delivering.”
Carlos Moedas werd door de leden van de commissie Industry, Research and Energy (ITRE) van het Europees Parlement grotendeels
positief ontvangen en werd geprezen om zijn kennis van dossiers. Zo gaf de Duitse Europarlementariër Hans-Olaf Henkel Moedas het
compliment dat hij “very well prepared” was. Tijdens de hoorzitting gaf Moedas drie prioriteiten aan waar hij zich op zal richten als
eurocommissaris:
1. 1ste prioriteit: Het voltooien van de ERA. De EU zal een kader moeten creëren om innovatie te faciliteren en de
implementatie van de Innovation Union realiseren.
2. 2de prioriteit: De middelen van Horizon 2020 effectief en efficiënt besteden. Speciale aandacht zal hierbij worden besteed
aan maatschappelijke uitdagingen en het vergroten van de toegankelijkheid van de programma’s voor het mkb.
3. 3de prioriteit: Verbeteren van excellentie in wetenschap en onderzoek en het verhogen van de innovatiepositie van de
EU wereldwijd. Moedas gaf aan een supporter van de European Research Council te zijn.

Enkele andere onderwerpen die aan bod kwamen tijdens de hoorzitting waren de volgende:
•
De noodzaak om meer investeringen in onderzoek en innovatie te genereren vanuit de private sector, onder meer door de
Public-Private-Partnerships (PPP’s).
•
Het oplossen van het toenemende verschil tussen de vastgelegde bedragen aan onderzoeksprogramma’s en onderzoekers
en de uitbetaling hiervan.
•
Vertaling van onderzoek naar producten op de markt.
•
Het maximaliseren van synergiën voor onderzoek en innovatie met structuur- en investeringsfondsen.
•
Inspanningen om nationale onderzoeksagenda’s meer op elkaar af te stemmen in Europa.

Ondanks vooruitgang blijven belangrijke uitdagingen bestaan voor universiteiten binnen de European Research Area (ERA). De
European University Association (EUA) stelt dat de ontwikkeling van de ERA samen zal moeten gaan met de ontwikkeling van de
European Higher Education Area (EHEA) en er een juiste balans gevonden moet worden tussen autonomie en verantwoording door
universiteiten.
De Europese Commissie (EC) heeft in 2012 in een mededeling vijf prioriteitsgebieden aangegeven voor het realiseren van
verbeteringen in de onderzoekprestaties in de ERA. Universiteiten hebben hierin een belangrijke rol in. De prioriteiten van de EC liggen
op de volgende terreinen: effectievere nationale onderzoek systemen, optimale transnationale samenwerking en concurrentie, een
open arbeidsmarkt voor onderzoekers, gendergelijkheid en vrije toegang tot onderzoekspublicaties en -data.
Het EUA voortgangsrapport evalueert de huidige activiteiten van de universiteiten rond de prioriteiten in de ERA. Hieruit komen zeven
aandachtspunten naar voren die voor universiteiten belangrijk zijn voor hun ontwikkeling in de ERA:
•
Een adequate mix van overheidsfinanciering voor universiteitsactiviteiten.
•
De rol van universiteiten in het ontwerp en de implementatie van succesvolle onderzoeks- en innovatie strategieën voor
Smart Specialisation (RIS3) zal onderkend moeten worden.
•
De ontwikkeling van een onderzoek infrastructuur en gelijke toegang voor doctorale kandidaten zal moeten worden
vergemakkelijkt.
•
Een open arbeidsmarkt voor onderzoekers, met name bij samenwerking tussen universiteiten en het bedrijfsleven.
•
Vrije toegang tot onderzoek publicaties, waarbij de overstap naar vrije toegang geen verhoging van de publicatiekosten met
zich mee moet brengen.
•
Verbeterde ontwikkeling en efficiëntie van de overdracht van kennis en technologie.
•
Balans creëren tussen het beschermen van individuele data en de beschikbaarheid van data voor wetenschappelijk
onderzoek.
In het rapport werden eveneens twee principes geformuleerd die essentieel zijn voor kwaliteitsverbetering van universiteiten in de ERA:
•
De ontwikkeling van de ERA zal samen moeten gaan met de ontwikkeling van de EHEA: universiteiten zijn de aangewezen
instituties die doelstellingen voor onderzoek en onderwijs combineren om studenten en onderzoekers op te leiden.
Ontwikkelingen binnen de ERA zouden meer moeten worden afgestemd met ontwikkelingen in het Bologna proces.
•
De juiste balans tussen autonomie en verantwoording is essentieel om universiteiten succesvol en competitief te maken in het
hoger onderwijs en onderzoek: De EUA steunt de nadruk die de EU legt op het behoeden van Europese universiteiten voor
overregulering en micro-management.
Achtergrond
De EUA ondertekende in 2012 samen met andere Europese organisaties voor onderzoek en innovatie een Memorandum of
Understanding met de Europese Commissie, om te komen tot een goed georganiseerde en effectieve ERA. In september 2014 werd
het tweede voortgangsrapport over de ERA gepubliceerd door de Europese Commissie.

EU BUDGET: "(not) enough is (not) enough! (24 September 2014)
"(not) enough is (not) enough! Highlights of EU budget Commissioner Jacek Dominik's statement at the interinstitutional meeting on the
payments situation in the EU budget.
What is the situation of the EU budget today, in simple terms? Budget implementation 2014 is record-high: overall, 80% of the available
appropriations have already been used, and important programmes and actions are quickly running out of appropriations. We have
never seen this before, as early in the year. Furthermore, only € 175 million are available for transfer to cover payment needs elsewhere.
We have fully exhausted the room for redeployment within the 2014 budget.
To make matters worse, the payments ceiling for 2014 is € 9 billion below the implemented budget 2013. Clearly, we are no more "in
business as usual". It is therefore essential to mobilise the Contingency Margin for 2014 in full, and to rapidly adopt the draft amending
budgets 3 and 4 in full. Let us not forget that the net impact on national treasuries of the 4 amending budgets we have tabled this year
amounts to a mere € 100M to be divided between 28 Member States. Let us not forget that draft amending budget 3 originates from events
and decisions beyond the control of the Commission: the unforeseen excess backlog for Cohesion policy at the end of 2013, the
frontloading of Horizon 2020, Erasmus and COSME and the financial package agreed for Ukraine.
The € 2.1 billion cuts as proposed by the Council in its reading of the 2015 Draft Budget will further worsen the tight situation of payments.
For Research (Horizon 2020), the 10% reduction would concretely affect around 600 projects involving around 1.400 SMEs! But, you will
ask me, what are the practical consequences of the current situation of payment shortages on individual programmes? Well, let's talk about
them in detail:
Horizon 2020: The Commission has had to reduce the level of pre-financing for new commitments, from 60% under FP7 to 35% under
Horizon 2020. Currently over 70 projects amounting to € 36 million are blocked, and are incurring interests for late payments.
Erasmus+: We expect a disruption in the payment of grants to beneficiaries (mainly students).
Cohesion: Payment delays hit the smallest and most vulnerable beneficiaries (SMEs, NGOs, small local organisations) the hardest – they
do not have the financial capacity to "pre-finance" expenditure already incurred for a long time.
Environment: and climate action (LIFE+): 26 invoices to public bodies amounting to € 11 million are suspended, waiting to be reimbursed.
Development Cooperation Instrument (DCI): Unpaid pending invoice amounting to € 14 million due since 7 July.
European Neighbourhood Instrument (ENI) – Ukraine, Georgia and Moldova: Lack of EU support puts the implementation of key reform
strategies at risk.
Humanitarian Aid: Africa Projects and the Sahel region, in Haiti and the Horn of Africa are delayed.
You can see why my key message for today is that "business as usual" can no longer be the case. Enough is enough… or should I say not
enough is not enough!
The past practice by which the voted budget, due to Council pressure, is set well below the level proposed by the Commission in the Draft
Budget, and well below the real needs for payments is against the principles of sound financial management. From now on we have to
avoid this vicious circle of having to repair cuts in the voted budget via painful amending budgets: the two-step procedure is bad for
beneficiaries of EU funds as well as for the budgets of the Member states.
The so-called "backlog" amounting to €26 billion at the end of 2013 consists of invoices received in a given year which are not paid by the
end of that year. Consequently, the backlog of invoices needs to be paid the following year; the larger the backlog, the larger the share of
the following year's budget needed to cover it.
We will not solve the situation overnight. We need a step-by-step approach: the first step is to have our proposal for the 2015 EU budget
adopted as it stands as well as the draft amending budget for 2014. This would stabilise the volume of the backlog. Then in subsequent
years we need to keep the same sound approach to budget planning, mainly adopting annual budgets that match the needs and using
flexibility to its maximum to gradually decrease the backlog.
We need to simply implement the political deal reached on the MFF as subscribed by all three Institutions. That deal stated that the 20142020 period will see reduced payment ceilings BUT this would be compensated by the use of maximum possible budgetary flexibility.
Pushing payments into future years is not a solution: this is not sound management and it would have serious negative consequences for
the beneficiaries of EU programmes, such as regions, farmers, researchers, SMEs and NGOs.
Let me summarize the situation as follows: Imagine a big house with 500 Million people in it and the EU budget being the roof: that roof has
been leaking for years due to under-financing and the Commission is running from one room to another with buckets to catch the water.
We urgently need to address this roof problem, to seal those leaks and to invest in that roof. The last thing Europe needs is for someone to
retort: "but where is the problem? You still have spare buckets"!!!

Topsectoren zorgen voor nieuwe dynamiek (2 oktober 2014)

Bedrijven en wetenschappers die samen onderzoek doen naar diepzeemijnbouw of zoutarme voeding. Lange tijd was dat niet
vanzelfsprekend, maar het komt nu van de grond. Mede dankzij het topsectorenbeleid. Het beleid gericht op innovatie in negen
topsectoren kreeg afgelopen jaren een kritische ontvangst, maar kan geleidelijk rekenen op meer enthousiasme, ook bij Nederlandse
bedrijven. Er is sprake van ‘veel nieuwe dynamiek’, zo concludeert de adviesraad AWTI vandaag in het rapport ‘Balans van de
topsectoren’.
‘De stemming is positief en constructief, dat krijgen we terug uit veel gesprekken met deelnemers,’ zegt Arno Peels, hoofdauteur van
het rapport en voormalig bestuursvoorzitter van de Technische Universiteit Eindhoven. De AWTI roemt onder meer de
onderzoeksplannen van de topsector Agri & Food, waarin landbouwers en producenten van voedingsmiddelen samenwerken.
‘Voorheen waren dit gescheiden werelden.’ Bedrijven en wetenschappers onderzoeken nu gezamenlijk mogelijkheden om minder zout,
suiker en vet in voedsel te verwerken, met behoud van smaak. De bevindingen van Peels en de AWTI sluiten aan op die van andere
waarnemers. Het World Economic Forum stelde vorige maand dat Nederland beter scoort met innovatie, mede dankzij het
topsectorenbeleid.
Voorzitter Hans de Boer van VNO-NCW signaleert een omslag in zijn denken. ‘Aanvankelijk was ik sceptisch. Ik zag het
topsectorenbeleid als een truc, een poging om bezuinigingen te verkopen. Maar ik zie nu dat in de topsectoren heel concreet wordt
gewerkt.’ Het topsectorenbeleid kende een moeizame start na de lancering ervan in 2011 door de toenmalige minister van
Economische Zaken, Maxime Verhagen. De keuze van de negen topsectoren zou arbitrair zijn en het beleid zou niet zijn toegesneden
op het midden- en kleinbedrijf. Het rapport van de AWTI onderschrijft veel van deze kritiek.
Zo dreigden veel topsectoren aanvankelijk te verdrinken in ‘bestuurlijke drukte’, oftewel eindeloos overleg. Ook stelt de adviesraad dat
de overheid te weinig de regie heeft genomen bij afspraken die de afzonderlijke topsectoren overstijgen, bijvoorbeeld over intellectueel
eigendom bij gezamenlijke innovaties. Niettemin is het voorlopig oordeel van de adviesraad positief. ‘Veel partijen gaan met elkaar in
gesprek’, zegt Peels. ‘Neem de Topsector Creatieve Industrie, die mensen leren elkaar nu pas kennen.’ Met als concreet resultaat
gezamenlijke bezoeken aan grote beurzen, waaronder de Hannover Messe, en pogingen iets te doen aan het gebrek aan financiering
voor creatieve bedrijven. De komende jaren moet blijken of de samenwerking ook leidt tot innovaties waar bedrijven hun voordeel mee
kunnen doen.
De Topsector Water, vooral het onderdeel TKI Maritiem, geldt als een van de succesvolste voorbeelden van het nieuwe beleid. De TKI
Maritiem is erin geslaagd een onderzoeksagenda te formuleren waar ook kleinere bedrijven baat bij kunnen hebben, zo concludeert het
Rathenau Instituut. ‘Echt nieuw is dat er veel meer fundamenteel onderzoek in deze sector plaatsvindt’, zegt Jasper Deuten van het
Rathenau Instituut.
‘Bijvoorbeeld naar diepzeemijnbouw, dat is echt een technologische uitdaging. Of naar onbemand varen — iets langzamer varen,
zonder bemanning aan boord, kan enorme besparingen aan brandstof opleveren.’ Dat de tussenbalans van de AWTI positief uitvalt,
komt ook doordat het beleid flink is bijgesteld. In de woorden van Peels: ‘Een aantal thema’s is opgepakt.’ Zo zijn de regels voor
bijvoorbeeld het aanvragen van belastingvrijstelling vereenvoudigd.
Het aantal TKI’s — topsectoren zijn organisatorisch verdeeld in meerdere van deze ‘topconsortia’ — wordt teruggebracht. Om het mkb
tegemoet te komen, kwam er vorig jaar een aparte subsidieregeling, de MIT-regeling. Peels: ‘Het gaat erom nu het momentum vast te
houden en door te pakken.’

afgestudeerden in technische studies onder 25– tot 34- jarigen.
De Europese Commissie (EC) concludeert in haar rapport ‘Research and Innovation performance in the EU: Innovation Union progress
at country level’ dat het Europese systeem voor onderzoek en innovatie de laatste jaren aanzienlijk is verbeterd, maar dat verdere inzet
nodig is om een kennisgerichte en innovatie gedreven economie te bewerkstelligen. Het rapport geeft een analyse van de research &
innovation (R&I) prestaties van 33 individuele landen en toont de vooruitgang die is gemaakt in de verwezenlijking van de Innovation
Union, een flagship initiative van de Europe 2020 strategie.

Bevindingen op EU-niveau
Enkele belangrijke bevindingen van het rapport op EU-niveau zijn:

Publieke investeringen in onderzoek en innovatie zijn bepalend voor het creëren van kennis en talent voor innovatieve
bedrijven en zij stimuleren investeringen vanuit het bedrijfsleven.
•
Een groot aantal Europese landen moet een betere overeenstemming creëren tussen wetenschappelijke output en de
behoeften vanuit het bedrijfsleven.
•
De EU presteert op innovatiegebied relatief goed op wereldniveau. Na Zwitserland en Japan volgt de EU bijna op
eenzelfde niveau als de Verenigde Staten.
Landenrapport Nederland
In 2012 werd 2.16% van het bruto binnenlands product (bbp) aan research & development (R&D) uitgegeven, waarmee Nederland
boven het EU-gemiddelde presteerde van 2.07%. De R&D intensiteit van het bedrijfsleven ligt relatief laag (1.22% in 2012), maar
neemt toe. Om de groei van het innovatieve mkb te stimuleren zijn door de Nederlandse regering fiscale instrumenten beschikbaar
gesteld en is het programma ‘Topconsortia voor kennis en innovatie’ opgezet.
Het Nederlandse R&I systeem heeft haar innovatieve kracht weten te behouden gedurende de financiële crisis, waarbij het systeem
gekenmerkt werd door een hoge mate van efficiëntie en effectiviteit van publieke investeringen in R&D en een verdere verbetering van
science & technology (S&T) specialisaties. De Nederlandse economie is kennisintensief en het mkb toont een grotere innovatiekracht
in de ontwikkeling van producten en processen dan het Europese gemiddelde.
Beleidsaanbevelingen concentreren zich op het herstellen van vertrouwen en inspannen voor groei. Ondanks de goede prestaties van
het Nederlandse onderwijssysteem bestaat de noodzaak om aandacht te besteden aan kwaliteit, met name bij technische opleidingen.
De uitwerking van programma’s om mismatches en tekorten aan vaardigheden op de arbeidsmarkt te adresseren zullen nog
geëvalueerd moeten worden.

Politics and science strengthen their ties (25 September 2014)

The Dutch House of Representatives and the science organisations KNAW, De Jonge Akademie, NWO and VSNU have decided to
convert the ‘pilot Parliament and Science’ into a structural collaboration. What started three years ago as an experimental project will
now be continued indefinitely. Through the collaboration the Dutch House of Representatives wants to strengthen its knowledge
position, whereas the science organisations want to contribute to the parliamentary process with scientific knowledge.
The Chair of the Dutch House of Representatives, Anouchka van Miltenburg, together with Hans Clevers (president KNAW), Jeroen
Geurts (chair De Jonge Akademie), Jos Engelen (chair NWO) and Karl Dittrich (chair VSNU) will mark the official start of the
collaboration with an opening meeting on Wednesday 1 October 2014. Those present will include Members of the Dutch House of
Representatives and scientists who participated in the pilot. The pilot Parliament and Science ran from November 2011 to July 2014
within the remit of the permanent parliamentary committees for Social Affairs and Employment and for Infrastructure and the
Environment. Following an evaluation it was decided that from 1 October 2014 onwards all parliamentary committees can make use of
three instruments: the breakfast meeting, the scientific factsheet and the network exploration.
A breakfast meeting gives Members of Parliament the opportunity to informally exchange ideas with scientists about a given theme. A
scientific factsheet presents the current scientific knowledge in a given policy or knowledge area. The network exploration is a
document that gives the Dutch House of Representatives a quick overview of scientists, research groups and research institutes with
expertise in a specific area and can be used, for example, to prepare for a roundtable discussion.

The world university rankings were published today, with the California Institute of Technology maintaining its position as the top-ranked
university worldwide
The Times Higher Education (THE) magazine has today published its 2014/15 world university rankings, placing the California Institute
of Technology in top place for the fourth consecutive year.
Harvard University has retained second place, while the University of Oxford has slipped one place from joint second to third, Stanford
University holds fourth place and the University of Cambridge has moved up two places to fifth.
The global league table uses 13 separate performance indicators to examine a university's strengths; including research, knowledge
transfer, international outlook and, uniquely among global rankings, the teaching environment.
While the UK has lost three universities from the top 200 list - the University of Reading, the University of Dundee and Newcastle
University - London continues to dominate with the greatest concentration of first class universities. Four feature in the top 40 - more
than any other city in the world.

De Europese Unie en Canada zijn tot een akkoord gekomen over een vrijhandelsverdrag en een strategisch partnerschapsakkoord.
Het vrijhandelsverdrag is gericht op liberalisering van de handelsrelaties. Het strategische partnerschapsakkoord heeft een intensievere
samenwerking op het gebied van onderzoek, innovatie, wetenschap en technologie als doel. Verwacht wordt dat het vrijhandelsverdrag
de handel in goederen en diensten laat toenemen met 23% en dat het bbp van de Europese Unie met twaalf miljard euro per jaar zal
toenemen.
Vrijhandelsverdrag
Het vrijhandelsverdrag, ofwel het Comprehensive Economic Trade Agreement (CETA), zal van grote invloed zijn op het intellectuele
eigendomsrecht. De Europese farmaceutische industrie heeft onder CETA voordeel bij ontwikkelingen in het Canadese octrooienbeleid
en Europese innovaties zullen beter beschermd worden. Daarnaast erkennen beide partijen dat ”.. the interdependence of science,
technology, research and innovation, and international trade and investment in increasing industrial competitiveness and social and
economic prosperity.”
Tevens zal CETA de volgende componenten bevatten:

end custom duties;

let EU businesses bid for Canadian public contracts;

step-up regulatory cooperation;

protect European innovations and agricultural products from a specific geographical origin;

Strategische partnerschapsakkoord
De ambitie voor een intensievere samenwerking op het gebied van onderzoek, innovatie, wetenschap en technologie is verankerd in
het strategische partnerschapsakkoord. Daarnaast willen beide partijen de huidige samenwerkingen onder de Agreement for Scientific
and Technological Cooperation versterken. Dit willen ze bereiken door een actieve deelname aan Horizon 2020, met als prioriteit het
arctische- en maritieme onderzoek.
Tijdlijn
In juli 2013 zijn de onderhandelingen tussen de Europese Unie en de Verenigde Staten gestart voor het vrijhandelsverdrag genaamd
Transatlantic Trade and Investment Partnership (TTIP). De ambitie is om deze onderhandelingen in 2015 af te ronden. De zevende
onderhandelingsronde zal 3 oktober 2014 worden afgerond.

Afsluitende conferentie ERA-NET SUSFOOD Parijs 21 oktober 2014
Het ERA-NET SUSFOOD (Sustainable foodproduction and – consumption) is een samenwerkingsverband van 25 financiële partners
uit 16 verschillende landen dat zich ten doel hebben gesteld om het Europees onderzoek op het terrein van duurzame voedselproductie
en –consumptie te versterken en de samenwerking te verbeteren. Nederland is als één van de initiatiefnemers nauw betrokken
geweest bij het oprichten van het ERA-Net dat, met ondersteuning van de Europese Commissie, formeel van start gegaan in 2012 voor
een periode van drie jaar. In die drie jaar zijn diverse producten opgeleverd, zoals de Website (www.susfood-era.net ), het
Landenrapport, de Strategische Onderzoek Agenda en de online Meta Kennis Databank. Daarnaast zijn er twee succesvolle oproepen
geweest voor het indienen van gezamenlijke onderzoekvoorstellen, waaronder ook voorstellen met betrokkenheid van enkele
Nederlandse kennisinstellingen als projectpartner of zelfs projecttrekker. Voor beide oproepen gezamenlijk hebben de financiële
partners van het ERA-NET SUSFOOD een totaal budget van ca. € 20 miljoen op tafel gelegd.
Op dinsdag 21 oktober as. wordt door het ERA-NET SUSFOOD de afsluitende conferentie georganiseerd. Naast een presentatie van

1. Aim

The aim of the second Annual Conference of the European Innovation Partnership on Water is to connect innovation demand and
supply by:

"Showcasing impact" e.g. via presentations / an exhibition of successful experiences in accessing markets/implementation

"Identifying demand for innovation", in particular for the water policy implementation and the private sector.
•
Looking into the gaps and barriers between innovation demand and supply in the water sector and developing possible answers
for overcoming that gap and removing the barriers
2. Participants and target audiences of the 2104 Conference
The main target audiences of the EIP Water Conference 2014 are water managers/launching costumers (innovation demanders) from
private and public sector (cities, regions and EU Member States), water using sectors and innovation providers.
Furthermore, attendees from other sectors which are related to innovation development, uptake and financing are very much
encouraged to attend. The conference is free of charge for participants; travel and accommodation costs cannot be reimbursed and
need to be borne by each participant.
3. Date, Venue and Registration
The Conference will take place on Wednesday, 5 November 2014; on 6 November, conference participants can choose to participate in
several site visits. The city of Barcelona, European Innovation Capital 2014, will host the conference. The Conference venue will be
announced during the summer 2014 and registration will start in September.

Bio-based Plastics – How do we Grow the EU Industry?, Brussels 1 December 2014
This workshop aims to identify workable solutions to the major hurdles hampering the development of the bio-based plastics sector in
the EU. We are especially interested in PLA and PHA as we consider these bio-based plastics as having the highest potential for

deployment in the EU. Input from market, policy and technological experts within the area of bioplastics is crucial to allow us to develop
recommendations which best answer the needs of industry.
Today, bio-based plastics have an established market, demonstrating rapid growth both in Europe and globally. While Europe is
currently the largest producer and user of bio-based plastics, this situation is expected to change in the future with production
increasingly being based in countries where feedstocks are cheaper and where production costs are lower. Even with increasing fossil
fuel prices expected to make bio-based plastics more competitive compared to fossil-derived plastics, ensuring the costcompetitiveness of EU bio-based plastics production compared to other regions globally is expected to become an increasingly difficult
challenge.

You are invited to participate in The Third International Conference on E-Technologies and Business on the Web (EBW2015) that will
be held at the ESG Management School, Paris, France on March 26-28, 2015. This year, the conference focuses on Interdisciplinary
conference on digital business and consumer behaviour.
New technologies have revolutionized our daily world, as well as the commercial or market relations. In connection with this change,
patterns of consumption and purchasing have changed radically: companies should review their digital strategy and management of
information systems in order to integrate this new channel of communication (by deploying multichannel strategies, SEO, affiliation,
search marketing, viral marketing and e-CRM). The business model must at the same time evolve to take into account not only social
networks (Facebook, Twitter …) and mobile devices interconnected via the cloud (Smartphone, Tablets …) but also issues of the legal
dimension (privacy, digital footprints, security, privacy) as well as new financial structures (crowd funding, etc.).
Social Media (SM) and digital marketing have radically transformed and revolutionized the way consumers interact, communicate, and
even consume nowadays (Aral et al. 2013). Many platforms (such as Facebook, YouTube, Google+, Instagram, Pinterest, etc) have
emerged and impacted the relationship between consumers and brands (Kaplan and Haenlein, 2010). As SM and mobile are exploding
in popularity, companies are challenged to deal with this phenomenon and are trying to extract value from it. How can we measure the
ROI of a digital strategy? How can we enhance the CRM by using social media? What are the next business models on these
platforms? (Hoffman and Fodor, 2010; Proulx et al., 2012). Many questions that highlight many study fields that we still need to cover.
In addition, the themes of digital and consumer behaviour have been the source of an increasing number of researches. Beyond the
large amount of research, the popularity of this area is reflected, among other things, by the establishment of scientific and
management conferences on issues such as consumers’ perception of e-commerce (Anderson et al., 2010), online customization (Jing
and Lewis, 2011), online social networks (Wilcox and Stephen, 2013), multi-channel strategies (Zhang and Wedel, 2009), e-shopping
experience (Badot and Lemoine, 2013), brand’s online experiences (Morgan Thomas and Veloutsou, 2013) and online brand
communities (Zhouet al., 2013; Stephen et al., 2010.). Empirical researches have gradually produced significant results for
professionals and allow them to develop new digital strategies. Despite these results, this field of digital business and consumer
behaviour allows additional conceptual and empirical research. Hence the objective of this international conference is the continuation
of this work.

The second Instruct Biennial Structural Biology Meeting at Convitto Della Calza, Florence, Italy 20-22 May 2015 will showcase
integrative structural biology and its impact on biological research. The program will include sessions that represent recent advances on
structural biology toward cellular biology, emerging methods and technologies and results of biomedical importance.

Confirmed speakers are: Wah Chiu (Baylor), Patrick Cramer (Ludwig-Maximilians-Universität München), Marc Baldus (Utrecht
University), Teresa Carlomagno (EMBL Heidelberg), Sriram Subramaniam (NIH), Edward Arnold (Rudger), Helena Käck (Astrazeneca)
and Anne-Claude Gavin (EMBL). A session will focus on Instruct in the wider context of integrated European infrastructures. Eero
Vuorio, Director of Biocenter Finland (BBMRI) and David Stuart (Instruct director, University of Oxford) have confirmed their
participation to speak in this session. Young scientists who want to know where structural biology is and where it is going are especially
encouraged to attend. Instruct a biomedical ESFRI projects has been offering access to structural biology infrastructure since 2012.

About the International Helpdesk
Wageningen International Helpdesk provides, in close collaboration with Science Group liaison officers, information and support on
fund raising, proposal writing and project management. The helpdesk can supply you with information on specific national and
international programmes and funding schemes, best practices and templates.
Rooted in the EuropaDesk that focused mainly on EU funding mechanisms, the services were broadened to include other international
funding schemes as well as national and regional subsidies. Our approach is demand-driven. We look for tailor-made solutions, liaise
with regional and institutional account managers, National Contact Points and EU officers and can support project coordinators for
example with contract negotiations and audits.
The Helpdesk is committed to provide advice in the whole process from proposal development to project execution and beyond.
Whether you are looking for consultancy with regard to fund raising and proposal writing, are seeking dedicated support in developing
(inter)national strategic initiatives, or are looking for advice on legal, financial or other project management related subjects.
