In accordance with the IMDS (International Material Data System), auto manufactures request NSK to
disclose 90 mass % or more of the chemical composition of NSK products. It is the common rule for the
IMDS to disclose at least 90 mass %: i.e., a non-disclosure of only 10 mass % or less is allowed. As a rule,
NSK requests its suppliers to disclose 100 mass %. However, if there is some restriction due to know-how
protection or the like, please disclose at least 90 mass %. Regarding the questions concerning the
investigation of substances posed in the Investigation Sheet for Environmentally Harmful Substances, please

Guidelines for the Check Sheet for the Assurance Program for Managing NSK Environmentally Harmful Substances (1/2)
Items to be confirmed
1. Establishment and maintenance of the company's own assurance program for managing environmentally harmful substances
1) The company's own assurance program (for the design and manufacturing
(1) The provisions and standards regarding environmentally
stages), by which NSK prohibited substances are prevented from being
harmful substances at the stage of design and development are in
contained or mixed into the products, shall be established, and the current status place.
of its implementation shall be periodically evaluated.
(2) The state of no-content of NSK prohibited substances is
confirmed at the design stage, and the relevant records are kept.
(3) That the manufacturing process shall be free from NSK
prohibited substances is clearly incorporated into the process
control manual and QC schedule.
Specific measures
・If there are no in-house design/development stages, no management of NSK prohibited substances at the design/development stages is required. There must be a system equivalent to
design review (DR) or product assessment at the product development stage, where environmentally harmful substances can be effectively controlled.
・ Based on the above system, records on the implementation of such system must be kept.
‐ For example, there must be records demonstrating that product assessment was done at the trial production stage and that it was confirmed that no NSK prohibited substances were
contained in or attached to the products.
‐ For example, there must be records demonstrating that it was confirmed through the trial mass-production that no NSK prohibited substances were contained in or attached to the
products.
・ The process control manual and/or QC schedule shall clearly indicate that no other materials or sub-materials than those clearly identified with the specific part number and/or product
name can be used.
- For example, adequate control shall be exerted based on the work instructions (work procedures), which specify the list of sub-materials (tape, marker pens, ink, etc.) to be used.
- For example, sub-materials shall also be kept under control by assigning them part numbers and by applying them to the control provisions for environmentally harmful substances.
(4) The measures to be taken for environmentally harmful
substances when changes have been made to the manufacturing
process are well documented and established clearly.
・ Using the control standard (provisions) for process changes, the concrete measures to be taken for environmentally harmful harmful substances when changes are to be made shall
be clearly documented.
・ If the ISO-9001 certification is already obtained, it is desirable to incorporate the measures mentioned above into the section describing change control.
・ By means of change notices or the like, material changes or changes made to the party from whom materials are procured shall be kept under control.
・ When changes are to be made at the supplier, be sure to obtain relevant evidence from that supplier to ensure the no-content status with respect to NSK prohibited substances.
(5) The records on the measures taken for environmentally
harmful substances whenever changes are made to the
manufacturing process are appropriately kept.
・ In accordance with the control standard (provisions) for the process changes mentioned above, relevant records on all process changes shall be kept.
・ If any changes have been made to materials and/or product brands, the process control manual, QC schedule, work instructions (work procedures) and so on shall be updated to reflect such
changes.
(6) The status of process improvement in terms of
・ The company's own assurance program to manage environmentally harmful substances shall be internally audited for its functionality at least once a year: emphasis shall be put especially

means of audits.
・ Internal audit plans and audit records shall be prepared (in an optional format) and kept for at least three (3) years.
2. Evidence that no NSK prohibited substances are contained in the products to be supplied to NSK
1) The NSK prohibited substances defined in the NSK Group Green
Procurement Standard shall be stipulated as prohibited substances in the
supplier's own standard or provisions.
(1) The company's own standard or provisions are in place.
・ The company's own standard or provisions shall reflect the NSK prohibited substances and relevant control standards.
・ Specifically, when evidence is obtained from suppliers, the related specific standards shall be referred to.
2) As for the procurement items (parts/materials, sub-materials, etc.) which are (1) The procurement items (parts/materials, sub-materials, etc.) ・ Regarding the NSK prohibited substances other than the six RoHS substances, since it is rather difficult to obtain analytical data for them, obtain relevant chemical composition tables or

mill sheets or analytical data cannot be obtained are well
documented and clearly established.
3) The measures to be taken when any NSK prohibited substances have been
found shall be clearly defined.
(1) The procedures for how to handle an abnormality involving
NSK prohibited substances are well established.
What constitutes an abnormality involving NSK prohibited substances?
‐ There is a claim from a client or supplier regarding an abnormality.
‐ Evidence confirmation has revealed that NSK prohibited substances are contained (and that their content levels exceed the threshold values).
The procedure to be applied for such a case shall be readily available for implementation, including immediate communication with NSK,
emergency countermeasures, corrective actions and measures to prevent recurrence.
・ Establish a traceability program so that, when an abnormality has occurred, the lots in question can be traced back throughout the manufacturing process,
from the product lots to part/material lots.
・ If the ISO-9001 certification is obtained, it is desirable to incorporate the measures to be taken against abnormalities involving NSK prohibited substances into the supplier's ISO-9001
system.
3. Evidence that no ELV/RoHS substances are contained in the products to be supplied to NSK
1) The analytical methods stipulated in the NSK Group Green Procurement
Standard shall be incorporated into the supplier's own inspection provisions
(inspection standard) or the like.
(1) The supplier's own provisions/standards are in place.
・ It is desirable for the analytical methods stipulated in the NSK Group Green Procurement Standard to be specifically reflected in the supplier's own inspection provisions (inspection
standard) or the like.
2) As for the procurement items (parts/materials, sub-materials, etc.) which
constitute the products to be supplied to NSK, confirm that no ELV/RoHS
substances are contained based on the relevant analytical data, and maintain the
records for at least five (5) years.
(1) Analytical data obtained by the supplier (including those obtained by an
outside laboratory).
(2) Analytical data obtained from the Tier 2 supplier.
(1) Analytical data are available for the procurement items
(parts/materials, sub-materials, etc.)
(2) The measures to be taken in case no analytical data are
available are well documented and clearly established.
・ The no-content state of ELV/RoHS substances shall be verified based on analytical data.
・ If no analytical data can be obtained from the sub-supplier, the supplier must conduct the necessary analysis work by itself, including the contracting of an outside laboratory.

Items to be confirmed
Specific measures
4. Supply-chain management
1) All procurement items (parts/materials, sub-materials, etc.) shall be identifiable.
Therefore they shall be kept under control individually.
(Those items which are incorporated into the products to be supplied to NSK are
subject to this requirement.)
2) The supply chain of the procurement items shall be clear.
[Note]
Consider direct suppliers to be Tier 1, the suppliers of Tier 1 to be Tier 2,
and the suppliers of Tier 2 to be Tier 3.
(1) A list of procurement items is in use.
・ All of the procurement items (parts/materials, sub-materials, etc.) which constitute the products to be supplied to NSK must be put on a list and kept under list control.
・ Due attention must be given especially to sub-materials (such as tape, marker pens, etc.), because they tend to be left out.
・ Including sub-materials (tape, marker pens, etc.), all of the procurement items must be controlled individually by allocating them part numbers.
(2) Part numbers are provided to individual items, and all the items are kept
under list control.
(3) The list of departments responsible for managing environmentally harmful ・ The department responsible for the management of environmentally harmful substances in the procurement items must be clearly defined.
substances is in place.
(1) The Tier 2 suppliers for individual procurement items are clearly defined. ・ All the procurement items (parts/materials, sub-materials, etc.) which constitute the products to be supplied to NSK must be listed, and the Tier 2 suppliers who supply them must be appropriately
controlled: special attention must be given to sub-materials (tape, marker pens, etc.) because they tend to be forgotten.
(2) The contact department/person responsible for environmentally harmful
substances at each of the individual Tier 2 suppliers is clearly defined for each
procurement item.
(3) Regarding each procurement item, the specific degree of precaution
required for environmentally harmful substances is appropriately recognized.
(4) Including Tier 3 suppliers and downward, the supply chain is kept under
appropriate control.
・ As for the choice of contact department in charge of environmentally harmful substances, the department actually involved in the area of environmental protection, environmentally harmful
substances, quality assurance, etc., is preferable.
・ For each of the individual procurement items, the no-content/no-mix state of environmentally harmful substances must be verified based on analytical data, and the parts/materials which need
special attention must be clearly pointed out.
・ The items which need special attention may be separated into a category for a different management level.
→ Parts which need special attention (examples): resin, rubber, paint, adhesive, surface treatment coating, oil/fat, solder, etc.
・ Keep the supply chain for individual component items under control, and establish it in such a manner that all of the relevant raw materials can be readily identified
・ Especially for the items which need special attention, keep the relevant supply chain clear: exert supply-chain management down to at least the Tier 2 suppliers for the materials, and
the Tier 3 suppliers for the parts and others.
5. Clarification of the requirements to be made to Tier 2 suppliers
1) The management system used for controlling environmentally harmful substances
contained in procurement items shall be clearly established.
(1) In-house provisions/standards requiring Tier 2 suppliers to maintain a
management program for environmentally harmful substances are in place.
・ The assurance system for managing environmentally harmful substances must be clearly stipulated in in-house standards/provisions, and the rules of that system must be put into practice.
2) The requirement of no-content of NSK prohibited substances shall be clearly
instructed to Tier 2 suppliers in the relevant drawings, inspection method instructions,
etc.
(1) The basic business agreement clearly includes the requirement that Tier 2
suppliers deal with environmentally harmful substances.
・ It is preferable for the basic business agreement with the Tier 2 supplier to explicitly include and describe the requirement of the no-content of NSK prohibited substances.
(2) For each procurement item, the requirement of “no-content of NSK
prohibited substances” is clearly specified in the relevant drawings and/or
procurement specifications.
→ As an alternative, the obtainment of a statement on the no-content of NSK prohibited substances is acceptable.
・ Describe the requirement of the no-content of NSK prohibited substances in the supplier's drawings, procurement specifications or other documents used for specifying the requirements given to
the Tier 2 suppliers.
→ As for the in-house items which can be controlled by allocating them part numbers, specifically provide a note on the no-content requirement.
→ If a part containing NSK prohibited substances and another part for which there is a no-content requirement happen to have the same part number, be sure to allocate two different part numbers.
(3) Inspection provisions are in place for environmentally harmful substances. ・ When procuring parts/materials, clearly establish the requirements for the submission of analytical data and the use of specific analytical methods for verifying the no-content state of ELV/RoHS
substances.
→(1) In order to verify whether or not ELV/RoHS substances are contained, clearly define their threshold values, the analytical instruments to be used, the measurement frequency, etc., in the
relevant provisions or specifications.
3) The requirement that Tier 2 suppliers have an assurance program to manage
environmentally harmful substances shall be clearly defined and explained to them.
(1) Specific requirements are provided in the form of check sheets or the like. Request the sub-supplier to establish an assurance system to manage environmentally harmful substances, and organize the items to be checked into a check sheet or the like.
→ Regarding the information reported by Tier 2 suppliers on NSK prohibited substances, there must be rules stating that those substances must be checked by collecting evidence.
(2) Specific requirements are provided and explained at seminars or the like
・ At the seminars designed for explaining the relevant procedures to Tier 2 suppliers, specifically request them to supply products to NSK which contain no NSK prohibited substances.
designed for Tier 2 suppliers.
→ Disclose the supplier's own provisions/specifications on the management of environmentally harmful substances and the restriction of use to the Tier 2 suppliers, and clearly explain the
requirement items and the measures to be taken.
6. Thorough management of procurement items purchased from Tier 2 suppliers
1) Business management rules on how to handle environmentally harmful substances in (1) Provisions/standards to ensure the no-content of environmentally harmful
the procurement items supplied by Tier 2 suppliers at the time of material reception
substances at the time of receiving procurement items are in use.
shall be defined clearly.
The specific measures mentioned in Item (1) are the same as those given in Item 5-2)-(3) above.
2) Regarding all the procurement items (parts/materials, sub-materials, etc.), no-content (1) A statement of no-content effort involving the entire company has been
certificates shall be obtained from the Tier-2 suppliers.
obtained.
(2) Evidence for each procurement item has been obtained from the relevant
Tier 2 supplier.
・ The statement must be submitted by the person responsible who is entitled to guarantee the no-content status on behalf of the relevant Tier 2 supplier.
・ If any changes have been made to the substances in question due to the enactment of new regulations/directives or changes thereof, obtain a new statement.
・ As an alternative, if the basic business agreement specifically refers to this matter, no new statement is required.
・ If no evidence is available for the parts/materials in need, including sub-materials, it is vital to obtain a no-content certificate.
・ The evidence must be kept for at least five (5) years.
(3) Item (2) above is based on the analytical data obtained.
・ As for the screening analysis, a qualitative analysis method is sufficient. If no elements have been detected through this analysis, the results obtained are considered to be good
evidence for no-content. If some elements have been detected, conduct a detailed (quantitative) analysis as well.
・ Prior to the analysis, confirm that the degree of precision (lower detection limit) of the analysis instrument can cover the threshold values of the applicable NSK prohibited substances.
3) The assurance program to manage environmentally harmful substances shall be
confirmed at the Tier 2 suppliers.
(1) The procedures on how to conduct a process investigation (audit) to check ・ Basically, this requirement refers to those companies which cooperate with the purchaser and are capable of managing the manufacturing process by themselves

not familiar with the specified analytical methods, contact NSK.
(2) Implementation standards based on which actual surveys are to be
conducted are clearly established (e.g., a ranking program to be used for
applicable parts).
(3) Actual surveys are conducted in accordance with the implementation
standards.
・ As for the verification of the no-content status of ELV/RoHS substances of the parts which need special attention, it is vital to obtain analytical data. In the following cases, it is
necessary to take actual measurements:
(1) No analytical data are available from the Tier 2 supplier, (2) changes have been made to the material, (3) or changes have been made to the Tier 2 supplier.
・ In accordance with the requirement mentioned in Item (2) above, records of the implementation mus t be available.
・ The analysis records must be kept for at least five (5) years.
