The African Development Bank (AfDB) hereby invites Individual Consultants to indicate
their interest in the following Assignment: Senior Training Consultant to support the
establishment of the AfDB’s “Task Manager Academy”. This position is funded
through the AfDB-DFID Technical Cooperation Framework Arrangement (TCFA)
“Improving the results culture of the AfDB”. The purpose of the TCFA is to strengthen the
Bank’s institutional capacity in areas identified for improvement in the UK’s Multilateral
Aid Reviews conduced in 2011 and 2013.

The African development Bank is a leading development institution in the continent,
focused on promoting economic development and poverty reduction. It engages with the
full range and complexity of development challenges in Africa. The Bank has integrated
operations, lending directly the public and private sectors through a variety of instruments.
It also provides advisory services and has an increasing country presence -34 locations in
2012.
Within the Vice Presidency of the Chief Operating Officer (VP/COO) the Quality
Assurance and Results Department (ORQR) provides advice and support in the design,
preparation and, implementation of operational policy matters, and spearheads the
implementation of the Bank’ Agenda on Quality and Results. The department comprises
four divisions: Results Reporting; Quality Assurance; Compliance and Safeguards; and
Gender and Social Development Monitoring. The key mandate of the Quality Assurance
Division (ORQR.2), as a service unit, consists of supporting the quality and results focus of
Bank operations. To this end, it is responsible for (i) setting operational quality standards,
(ii) developing / upgrading tools and processes throughout the operational cycles, and (iii)
strengthening staff capacities and facilitating operational knowledge sharing and
dissemination. Over the past years, ORQR.2 has led the development of an integrated and
harmonized project rating system providing performance assessments throughout the
operational cycle (at entry, during implementation and at exit). The new system has been
fully in place since January 20013 and in order to support its effective implementation,
ORQR is exercising the functions of (i) quality control, (ii) reporting to management and
(iii) staff training and coaching.
With respect to the later point, there are clear capacity gaps in terms of mastering the
evidence-based and resulted focused rating system. Additional training and sensitization
efforts are critical to ensure the viability and sustainability of the new rating system and to
develop a culture of results in Bank operational complexes. ORQR in collaboration with
other units of the Bank - including those in charge of human resources, training,
operational policies and business processes – is working to develop comprehensive
curriculum on quality assurance throughout the project cycle and to deliver an e-learning
course called Task Manager Academy which will be institutionalized into the Bank’s
routine training activities. The purpose of the course is to equip Task Manager with those
skills necessary for ensuring quality project design, quality project management and quality
project reporting, ultimately with a view to improving the Bank's portfolio performance
and operational results.
Specific Duties — The Senior Training consultant, in collaboration with ORQR.2 staff and
under the supervision of the Manager, will assist in developing the series of e-learning
training modules on quality assurance as part of the Task Manager Academy. Specific
activities will include:
o Review the content of existing materials on QA tools (at entry level, at
implementation and at exit) prepared by ORQR.2, including Power point presentations,
case studies/exercises, exams and certification scheme, and assess their suitability for
online delivery;
o Assess needs for developing the existing materials into a full-fledged curriculum
aimed at Bank’s Task Managers;
o Develop complementary modules as may be required to establish the Task Manager
Academy
o Support the development of multimedia materials (video recording), presentations,
discussion topics for each course, question Bank for each course, participant Workbook
and additional Reading Materials;
o Advise on the training methodology to be implemented through the Bank's e-learning
platform (coordinated by EADI) with clear delivery schedule for each course including
Instructor-led support (learning guide for each module);
o Upload the materials to the e-Institute in close collaboration with the E-learning
specialist from EADI (African Development Institute);
o Assist in the delivery of the modules and the testing of participants;
o Assist in the dissemination of the Task Manager Academy including development of
flyers/brochures and others;
o Liaise with concerned Bank units including CHRM, OPSC, COSP, EADI and
operational departments;
o Undertake other tasks as may be required for the establishment of the Task Manager
Academy.
Selection Criteria:
o Master’s degree in a subject area relevant to project management/Results-based
Management;
o A minimum of 10 years professional experience in developing training materials,
preferably in the area of project design and management and results-based management;
o Experience with e-learning methodologies required;
o Strong interpersonal skills, with a proven ability to work well with teams in a
multicultural environment;
o Demonstrated ability to establish plans and priorities and advance initiatives with
energy and commitment;
o Superior written and verbal communication skills in English and/or French.

The Quality Assurance Division (ORQR.2) invites Individual Consultants to indicate their
interest in providing the above-described services. Interested Consultants shall provide
information on their qualifications and experience demonstrating their ability to undertake
this Assignment (documents, reference to similar services, experience in similar
assignments, etc.).

The eligibility criteria, the establishment of a short list and the selection procedure shall be
in conformity with the Bank’s Rules and Procedure for the Use of Consultants. Please,
note that interest expressed by a Consultant does not imply any obligation on the part of the
Bank to include him/her in the shortlist.

The estimated duration of services is 6 months and the estimated starting date is April 15,
2015 to October 15, 2015.

A shortlist of three to six individual consultants will be established at the end the request of
expressions of interest. The consultants on the shortlist will be judged on the following
criteria on the basis of their updated resume.
