Message to foreign visitors to Japan

Japan’s public and private sectors are now joining hands to implement all kinds of initiatives in order to promote our
country as a tourist destination. At the moment, we are aiming at the objective of achieving 20 million foreign visitors a
year based on the fact that the government target of 10 million was achieved for the first time in 2013, last year.
Last year was a year when Japan had quite a few opportunities to be in the spotlight on the world stage such the listing of Mt. Fuji as a UNESCO World Heritage Site, Tokyo’s winning bids for the 2020 Olympics and Paralympics and
the designation of washoku (Japanese cuisine) as an Intangible Cultural Asset by UNESCO. I’m convinced that Tokyo’s
hosting of the Olympics and Paralympics will be a great opportunity for many foreigners to discover and visit Japan.
To make the Japan’s tourist spots more accessible for foreigners, we at the Tourism Agency are taking measures such
as the installation of signs friendly to foreigners, the use of multiple languages including English and the increase of free
wifi coverage.
“Washoku” is a great charm of Japan for foreign visitors. You can enjoy a wide variety of “washoku” anywhere in the
country . No other city in the world has more 3-star restaurants than Tokyo in the Michelin guide. You can treat yourself
to a wide range of dishes there.
Japan has many other attractions foreign visitors can enjoy such as the New Year visit to Shinto shrines and Buddhist
temples, regional festivals, kimono as well as “traditional culture” including kabuki, flower arrangement and tea ceremony. Please come and visit Japan. We would like as many people as possible to experience wonderful things in Japan and
tell others about them once returning back home to their country.
現在、日本では官民一体となって観光立国の推進に向けた様々な取組みを実施しており、昨年 2013 年は訪日
外国人旅行者数が初めて、政府目標である 1000 万人を達成したことを踏まえ、現在は 2000 万人の高みを目指
しているところです。
昨年は、富士山の世界遺産登録、2020 年オリンピック・パラリンピックの東京開催の決定、和食の無形文化
遺産への登録と、我が国が世界に認められる機会の多い年でありました。特に東京でオリンピック・パラリンピッ
クが開催されることは、多くの外国人の方に日本を知っていただき、日本を訪れていただく絶好の機会になると
確信しております。
観光庁では、外国人に分かり易い案内標識の整備や、英語をはじめとした多言語化、無料で Wi-Fi が使用でき
るスポットの拡大など、外国人の方が容易に移動できる観光地づくりに取り組んでおります。
日本は、
「和食」が外国人旅行者にとって大きな魅力となっており、日本各地で様々な「和食」を楽しむこと
ができます。また、東京はミシュランガイドにおいて世界で最も多く三ツ星を獲得しており、様々な食を堪能す
ることができます。
他にも初詣やお祭り、着物や歌舞伎、華道、茶道などの「伝統文化」等、外国人の皆様に楽しんでいただくこ
とができる魅力がたくさんあります。是非とも日本にお越しいただき、日本の良さを一人でも多くの皆様に体験
して、本国の方々に紹介していただきたいと考えております。

南端、北端、内陸の人気リゾート
Okinawa Prefecture located at the southern end of Japan is a tropical resort. Yakushima,
near Okinawa, is an island designated as a UNESCO natural world heritage site, and
described as “Japan’s lost world.” At the northern end of Japan is Hokaido, where you can
enjoy a multitude of things, especially in winter. Kisoji, the mountainous old road in Nagano
Prefecture, is known for its remaining towns of the real samurai era.
Besides, we also introduce unconventional sightseeing spots: Bonsai Museum, Snow
Museum, Takeda Castle Ruins – so called “The Heavenly Castle,” the Floating Garden on top
of Sky Building, and others.

日本の最南端の沖縄県は南国リゾートの島です。そこからほど近い屋久島はユネスコ
の世界自然遺産にも指定され、
「日本の失われた世界」とも言われます。最北部に位置
する北海道にはたくさんの楽しみが、特に冬にあります。長野県の山中にある古い道、
木曽路は侍時代そのままの宿場町が残っています。
この他、風変わりなスポットも紹介しています。盆栽美術館、雪の美術館、
「天空の
城跡」がある竹田城、スカイビル空中庭園などです。

kinawa Prefecture is located in the southernmost
part of Japan, and is reachable via direct flights from
major cities such as Tokyo, Osaka, Nagoya and
Fukuoka. As the only subtropical region in Japan, Okinawa is
warm all year round, boasting an annual average temperature
of about 22º C, and a winter temperature never falling below
10º C. All this strong sunshine makes the native hibiscus
plants, and the sparkling emerald ocean, look even more lush
and beautiful.

The northern part of Okinawa’s main island is just a few
hours’ drive from Naha Airport and remains a precious part
of the main island, preserving its rich natural environment.
The area’s most popular tourist spot is the Okinawa Churaumi
Aquarium, one of the world’s largest, located within the
Ocean Expo Park in Motobu-cho. Featuring “The Kuroshio
(Black Current) Sea,” and “The Coral Sea” tanks, which allow
for direct interaction with creatures that
live in the shallows, the aquarium introduces the waters of Okinawa from every angle,

The captive breeding of several whale sharks and manta
rays, along with the large scale exhibit of living coral sustained in an “open system” (in which water pumped directly
from the sea flows into the tank and then directly back out
again) are the first such attempts at this in the world. Through
one of the world’s largest acrylic windows, you can peer
across the huge Kuroshio Sea tank’s massive 7,500 cubic
meter size, and see whale sharks and manta rays swim vigorously. While just outside you can further enjoy a dazzling dolphin show at the open-air Okichan Theater.

Five minutes by car from the Ocean Expo Park is Bise
Village, offering streets lined with fukugi trees (Garcinia subelliptica), some of them 300 years old. They were originally
planted across Okinawa long ago to protect village houses
from typhoons and sea winds.

soms. Hikan cherry trees, which have bell-shaped blossoms in
deep pink, bloom in the area in late January, with later blooms
happening further down south. At the popular viewing spots
such as Yaedake (Motobu-cho) and near the Nago Castle
Ruins (Nago City), various festivals are held while the cherry
blossoms are in bloom. Furthermore, throughout Okinawa,
cherry trees are planted along slopes so people can enjoy the
seasonal ritual while taking long walks through the rows of
blooming trees.

In Naha City, the center of Okinawa, popular tourists spots
including the busy Kokusai Street, and Shuri Castle can be
found. Naha City also boasts a number of cultural assets,
including the ruins of “gusuku”
(meaning “castle” or “fortress” in
Okinawa) that dates back to the
Ryukyu Kingdom era. Of the prefecture’s nine designated World
Heritage Sites, four are located
in Naha City, with the Ruins of
Shuri Castle, the king’s royal residence, playing an important role
as the center of politics, where
most official ceremonies took
place.

The Shuri Castle Festival, held annually in end of October to early November,
is a big event that celebrates the Ryukyu
Kingdom era through traditional dance and
a gorgeous procession of people dressed in
the costumes of the royalty, and nobility of
that period. Around Shuri Castle there are
many spots where strolling can be enjoyed,
including the stone-paved road in Kinjocho, where Bingata (Okinawa’s traditional
dyed cloth) studios are also located.

Naha City’s Makishi Public Market, a.k.a. “Okinawa’s
Stomach,” offers a huge variety of local food, but what immediately catches your eye upon entering the building, is the
fresh fish corner displaying such vividly colored catch as irabucha (parrot fish). In the meat corner, every part of the pig is
sold, from chunks of meat to feet and chiraga (skin from the
head). There is even a restaurant on the second floor where
you can have food you purchased on the first floor cooked for
you right then and there.

one island – Yakushima. This round island is located
about 60 km off the coast of Kagoshima Prefecture, Kyushu,
in a subtropical area of Japan, making its snow capped peaks

there, about half the year.

A large section of Yakushima
was listed as a World Natural
Heritage Site by UNESCO in
1993, and one can easily see
why. Probably the main draw is
the giant cedar (sugi) trees, aka
“Yakusugi,” that dot the mountains and make up much of the
forest’s canopy. You can see these all
over the island, by roaming any number
of trails.

cascades over the rocks from high above.

the trail to Miyanoura-dake, Yakushima’s highest mountain at

to the top, a wonderful site to see is the Hananoego highland
marsh, where bone white trees, stripped of their bark, contrast

can take you to Kuromi-dake (1,831 meters) or continue on to

At the waterfalls, and just about everywhere else, wildlife can be found in many forms. Monkeys (yakuzaru) can
sometimes be seen, and seem to be considerably more docile
than their annoying mainland counterparts. Deer (yakushika)
are everywhere, especially deeper into the mountains. On
Yakushima you can also witness sea turtles laying their eggs
on the western beach of Nagata
Inaka-hama from May to July.

t takes about an hour and a half to fly from Tokyo’s
Haneda Airport to the New Chitose Airport in Hokkaido.
Located in the northernmost part of the Japanese
Archipelago, Hokkaido is a large, roughly diamond-shaped
island. While cool there in summer, the prefecture is better
known as a mecca for winter sports, featuring an abundance
of natural scenery, hot springs and delicious seafood. As such,
Hokkaido attracts a great number of tourists, both from other
parts of Japan and abroad. Approximately 40 minutes from
New Chitose Airport by rapid train, sits Sapporo, the largest
city north of Tokyo, with a population of roughly 1.9 million.

In a country-wide survey, Sapporo, with its various, regularly scheduled seasonal events, was chosen as Japan’s most
attractive city. The largest of all these events is the Sapporo
Snow Festival, which takes place each year for one week
between early and mid February. Started in 1950 by high
school students who built six snow statues in Odori Park, the
festival now welcomes 2.43 million annual visitors, and is so
popular that booking flights for this time has become extremely difficult.

are enthralled by the 12 sections (numbered 1 ~ 12-Chome)
featuring large, dynamic and precise snow and ice sculptures
modeled after world-famous buildings and characters, as well
as a variety of smaller models skillfully created by the locals.
The annual International Snow Sculpture Contest is also held
there.
Created by uniquely molding hairy crabs, squid and salmon
into ice, some people take commemorative photos in front of
these popular displays. Families with children usually visit the
Tsu-dome site, where giant snow slides and kid’s shows take
place.

From December through February, the average Sapporo
temperature is below freezing. So, even if dressed warmly in
heavy winter clothes, when walking outside, you will inevitably feel the chill. So to warm up you can enjoy some of
the local specialties, such as
Sapporo ramen or jingisukan
(Genghis Khan) barbecue.
Traditionally, Sapporo ramen
features miso-based soup
with relatively thick noodles, but more recently some
shops are serving different
varieties of the same dish.

You may also want to try some winter sports if you visit
Hokkaido at that time. Sapporo offers several alpine areas
where you can fully enjoy skiing all day long. If you prefer ice-skating, rinks can be found in Makomanai Park and
Maruyama Stadium, which are both located just a few kilometers away from city centre. If you are not very confident about
trying either one of these sports, you can enjoy cross-country
skiing through Nakajima Park, just south of Susukino, where
rental equipment is readily available.

Kanjiki snowshoes ／かんじき

As a lighter outdoor
activity, “kanjiki walking” is highly recommended. Kanjiki are
traditional Japanese snowshoes made by curving tree branches
and vines into circular shapes then binding them. Also located
not far from the city centre is the outdoor sculpture garden
Sapporo Geijutsu no Mori (Sapporo Artpark), which is free
and open to the public every winter from January through
March. There you can rent kanjiki and boots to visit over 70
sculptures while crunching snow under your feet.

The origin of jingisukan dates back roughly 70 years, when
Hokkaido’s residents first began eating the meat from sheep
that they sheered for their wool. Now, the typical jingisukan

soy sauce, fruit and vegetable paste dipping sauce adds to the
dish’s tastiness, making it very popular among Hokkaidoans.

n central Japan there are the once “inn towns” of Tsumago
(Nagano Prefecture) and Magome (Gifu Prefecture),
where you can feel as if you have been transported back
to the Edo era (1603 ~ 1867). Even at present, they look just
like the towns you often see in Japanese samurai films, but
surprisingly, ordinary people live there.

In the Edo era, the Emperor used to live in Kyoto, which
was the capital of Japan, and the Shogun, who actually governed the country, lived in Edo (present-day Tokyo). These
two major towns were connected by the main roads of
Tokaido and Nakasendo. Tsumago and Magome are situated
almost in the center of Nakasendo, which is about 530 km in
total length. Along Nakasendo there were 69 inn towns, and
Tsumago was the 42nd and Magome the 43rd of these inn
towns counting from Edo. The road in this region was called
Kisoji (Kiso valley).

In 1976, the 500-m long town was selected as an important
traditional building preservation area. In this way the precious
town atmosphere of the Edo era is successfully being passed
down to future generations. Tsumago was once a location for
the popular samurai drama movie series “Zatoichi” starring
KATSU Shintaro, but they filmed in the surroundings almost
as they are now.

Recommended in Kisoji is the hike from Magome to
Tsumago, which is about 9 km and takes about three hours
walking slowly. The road to the Magome Pass (801m above
sea level) is a steep, short slope from Magome and the road
from Tsumago to the Magome Pass is a slow, long slope. So,
it is easier for hikers to walk from Magome to Tsumago. It is
also a good idea to go from Magome by bus to the Magome
Pass and then walk down the gentle slope to Tsumago. That
will take you about one and a half hours.

get off at Nagoya station from where you take the JR Tokai
Central Line and get off at Nagiso station for Tsumago or
Nakatsugawa station for Magome. From both stations buses
are running. During the spring to autumn season, and especially during the summer vacation, thousands of tourists flock
to the area. It takes about three hours by train from Tokyo.
At the old-times festival parade held on November 23 each
year in Tsumago, about 130 men and women, both young and
old, wearing old-times travelers’ costumes, walk 4 kilometers
through the town.

Together with Tsumago and Magome, Narai is another popular sightseeing spot where the atmosphere of the Edo era is
deeply reflected. It is the 34th inn town along Nakasendo and
it takes 80 minutes from Tsumago by car. Narai Town has been
preserved by actual residents like Tsumago and has been selected as an important traditional building preservation area. In
1989, the town was given the Construction Minister’s “Tezukuri
Machinami Award” (resident built town award).

The inn town of Narai used to be referred to as “thousand-inn
Narai” and was the most thriving among the 11 inn towns in the
Kisoji area. Travelers used to stay and recover from tiredness
in Narai before going through the Torii Pass, which is 1197m
above sea level and one of the hardest parts of Kisoji. In comparison to the undulating ground of Tsumago and Magome,
Narai is situated in the rather flat ground before starting the
mountainous Torii Pass road, so you won’t get tired walking
around the town.

Various shops like local food shops selling oyaki, goheimochi,
noodles and sweets, lacquer ware shops, Japanese pickle shops
and craft shops line a roughly 1-km-long section of Nakasendo
along the Narai River. In the annual “Narai Inn Town Festival”
held on the first Friday, Saturday and Sunday of June, the parade
of people carrying tea to present to the Tokugawa Shogun from
Uji, Kyoto in the Edo era is relived on a large scale by the residents of Narai. The nearest railroad station is Narai on the JR
Tokai Central Line (Nagano Prefecture).

Boating” and “Dusk/Early Evening Boating” (about 60
minutes) are trips that take you through Nihonbashi River
and Kamejima River – unchanged since the Edo era – along
the Sumida River visiting Rainbow Bridge and the Tokyo
Tower area. You can see the contrast between canals that still
retain vestiges of their old banks, narrow waterways, and
the Sumida River – also called the “big river.” In addition to
Tokyo Skytree, you’ll also enjoy the many unique bridges
that span the Sumida River. In the evening, the reflections of
bridge lights on the river’s surface are particularly romantic.

This museum has been attracting attention as a place where
visitors can immerse themselves in the world of the Disney
film, “Frozen.” The exterior reminiscent of a mediaeval
European castle and the snowy interior will delight those who
want to feel like a princess. As you go through the entrance,
a 62-step spiral staircase leading down to the basement – 18
meters underground – will appear. At the bottom of the stairs,
ice in different shapes can be seen through a sheet of glass.

Takeda Castle Ruins

This ruined castle sits at
the summit of a mountain
353.7 meters above sea
level. A stone wall made at
the end of the 16th century
runs north to south for 400
meters and east to west for
100 meters. On fine days
from autumn to winter
a morning mist makes
it look as if the castle is
floating in the clouds. It
is also known as the “The
Heavenly Castle” and
“Japan’s Machu Picchu.” Because the road that leads to the
castle site is steep and a flight of steps continues, visitors are
advised to go wearing casual clothes. The site is often used as
a film location.

of Mt. Fuji, this
is a festival with
a rich history. A
couple of mikoshi
(portable shrines)
in the shape of
Mt. Fuji, called
“Oyama-san”
(Mr. Mountain),
are carried out of the shrine. When they arrive at the otabisho
(a place where the mikoshi is placed for a brief period),
roughly 70 large torches, in addition to torches piled up in
front of residents’ houses, are all lit up at once, transforming
the town into a magical wonderland. As dusk approaches the
following day, spectators join the two mikoshi on a journey
back to the shrine.

is a museum
that archives
rocks. Using
man u a l l a b o r,
rocks have been
mined in Oya
Town, Tochigi
Prefecture since
the Edo period.
A display of
tools shows how that process has become automated in modern times. Thirty meters below the surface are the remains of
a massive 20,000 square meter underground mining site. With
its fantastic atmosphere, this space is also used for art exhibitions and concerts.

skyscrapers are joined together to create this building and on
top of them is an open air viewing platform. To ascend, visitors take a see through escalator from the 35th floor. From the

Amphibious bus “SKY Duck” was open for business for
the first time in Tokyo in March last year. It is a strange looking vehicle that looks like a boat and also like a bus. It is a
popular ride because it attracts so much attention when riding;
you can feel like a star as you wave to the people that make
eye contact with you. The highlight is the moment when you
enter the river’s water. The unexpected amount of spray and
the amount of force as the SKY Duck enters the water are
very attractive visually. If you sound the SKY Duck’s whistle
you receive as a commemoration of the ride, you can return to
your childhood and enjoy the tour. Guidance is only available
in Japanese.
