Sealed quotations are invited from the experienced Solar PV System
Integrators for Design, Supply, Installation, Testing & Commissioning with
5 years Comprehensive Maintenance (CMC) of 102 KWp Solar Roof PV System
in Nellore, Andhra Pradesh With Net Metering Facility under Off-Grid and Decentralised Solar Applications Of JNNSM,MNRE, Govt. of India and Net
Metering Policy of Govt. of A.P.
SCOPE OF WORK :
1. Design, Supply, Installation, Testing & Commissioning of 102 KWp Solar
Roof PV System with Net Metering Facility at the following locations:

2. 5 years Comprehensive Maintenance (CMC). The System Integrator shall
undertake the site visit once in every quarter apart from attending to the
service calls by the Use agency.
3. Arranging the Bi-directional meters through DISCOM and arranging Net
metering facility along with mandatory protection equipments as per the
guidelines of APTRANSCO/DISCOM.
4. Arranging Warranties/Guarantees for various components of the Solar
PV system as per the guidelines of MNRE, Govt. of India.

ELIGIBILTY
The System Integrator shall fulfill all the following conditions:
1. Registered SPV suppliers/manufacturers/System Integrators, empanelled
with NREDCAP/TNREC in the year 2014-15, who are having validity upto
31.03.2014.
2. The System Integrator shall have experience of installation of at least
50 Kwp Solar Grid-connected /Off Grid systems in the State of Andhra
Pradesh and Telangana.
3. The System Integrator shall have the experience of supply, installation,
testing & commissioning and maintenance/ after sale services in the
field of Grid Connected Solar Rooftop PV systems.
GENERAL CONDITIONS
1. All the components of Solar PV system shall be as per MNRE
specifications available in MNRE web-site.
2. The Tenderer may inspect the sites by contacting the Executive Engineer
(RE), NREDCAP, Nellore before submission of offer (Mobile No: 9000
550981/ 9440266636)
3. Necessary MNRE Test certificates/IEC approval copies are to be
enclosed along with the quote.
4. The quote shall be inclusive of all installations, civil works, Taxes,
transport to the site, etc.
5. The structure for installation of SPV modules shall be Hot Dipped
Galvanized to withstand wind speed upto 150 KMPH.
6. All the fasteners shall be of Stainless steel only.
7. MNRE has been empanelling the manufacturers of components from
time to time. The components of empanelled manufacturers/suppliers
must be used in the SPV rooftop plant.
8. The guidelines of APTRANSCO/DISCOM for arranging Net Metering
facility shall be followed.
9. The total SPV Rooftop system along with net metering facility shall be
completed in all respects within 30 days from the date of issue of work
order.

10.The Tenderer shall enclose demand draft for Rs. 5,000+ @14.5% VAT
(Rs. 5,725/-) by way of demand draft drawn in favour of NREDCAP
towards non-refundable Cost of Tender document.
11.The Tenderer shall enclose demand draft for Rs. 1,00,000 by way of
demand draft drawn in favour of NREDCAP towards E.M.D. The EMD of
unsuccessful renderers will be refunded after finalisation of system
integrator. The EMD of successful tenderer will be released after
execution of the project and after completion one month successful
operation of the system.
12.The quoted rates shall be valid upto 31.03.2014.
PAYMENT TERMS
Payment will be released as detailed below:
1) 70% of purchase order value will be released on installation, testing and
commissioning of total system including net metering facility and handing
over of the systems to Authorised Official of District Collector, Nellore
after joint inspection of NREDCAP and District Collector office concerned
officials and supplier. The payment will be released after receipt of funds
from District Collector, Nellore and on receipt of funds towards eligible
CFA from MNRE.
2) Tenderer shall submit the performance guarantee and Warranty
Certificates for a period of 5 Years for Invertors performance guarantee
and warranty certificates for SPV modules as per MNRE guidelines
3) 20% will be paid after 30 days of successful performance and on receipt
of funds towards eligible CFA from MNRE, New Delhi and on receipt of
funds from District Collector, Nellore.
4) Balance 10% of the contract value shall be released at the end of 5 years
from the date of commissioning of the system on successful completion
of CMC period duly certified by Authorised Official of District Collector,
Nellore.
No price escalation due to any reason (including any change in the
applicable taxes, duties etc.) shall be considered by NREDCAP during the
validity/ extended validity of the contract period.

SUBMISSION OF OFFER
1. The quote shall be submitted in a sealed cover duly enclosing all
certificates and supporting documents and shall reach NREDCAP,
Hyderabad duly super subscribing on the cover as ‘ Offer for 102 KWp
Solar Rooftop PV system in Nellore ’, to reach on or before 12th
November, 2014 before 3 PM.
2. The sealed quotation will be opened on 12th November, 2014 at 3.30
PM in the presence of tender Committee constituted for the purpose
and representatives of Tenderers who wish to present.
3. The Financial quotation shall be submitted in the prescribed format
enclosed.
4. All the pages of this tender document shall also be signed by the
authorised representative of the tenderer and enclosed with the
quotation.

FINANCIAL BID
The cost of SPV power plants shall include their respective components as per
their respective technical specification, including cables, MCBs, switches, fuses
etc., as per the site requirement.
