Introduction Dear skipper and team captain, At last! The ninth edition of the Race of the Classics for Young Professionals is about to start! You're reading the Race Plan for the upcoming week. Of course, our intention is to stick to the plan as much as possible, but since we are sailing at sea and are very dependent on the weather, we cannot guarantee that everything will go as planned. Should there be any major changes to the Race Plan, you’ll be informed by the Race Officials. The Race Officials (/Race Control) - Wedstrijdleiding in Dutch - as the name suggests are mainly involved in the Race itself, but also in nearly all other events during the week. Should you have any questions, you can always ask the Race Officials, they usually have the latest information. This race plan is part of a set of readers and other plans. There is the navigational reader, a safety reader, the rules and regulations and a log book. This plan contains practical information you need for the Race. This channel is used for safety and the organization of the Race of the Classics only. Regulations concerning the use of VHF radio apply. VHF channel 77 will be used during the Race of the Classics. If your ship has multiple VHF radios, we kindly request that one of the VHF radios is set to the channel of the Race of the Classics at all times. However, please make sure that you also listen to your location-specific channel, such as channel 16 at sea. That’s the reason why there is a joint ‘show start’ on the Maas river. The setting of the sails is especially appreciated, however since the Maas river is usually quite busy, this may not always be possible. The following policies apply, when leaving the Veerhaven port, between 10:45 hours and 11:30 (again, Dutch Summer Time (GMT+2 / BST+1)) Ships departing from the ‘Westerkade’ quay (the most western quay) and from the ‘Willemskade’, cross the river Maas directly to the opposite pier called ‘Wilhelminapier'. Ships departing from the Veerhaven port cross the river Maas directly to the other side and take position near the port ‘Rijnhaven’. At 11:45 (GMT+2) the start of the Race will be signaled by a canon shot from the ship ‘Zr. Ms. Urania’ (HMS Urania). Vessels located near the pier called ‘Wilhelminapier’ will set sail first, by sailing first towards the Erasmusbrug and then turning back so they pass the ‘Veerhaven’ dock. Ships waiting near ‘Rijnhaven’ dock will follow the line of ships that departed from the ‘Wilhelminapier’. If you need assistance to identify which is which, best to ask the Race Officials before departure, as everything can be easily seen from the ‘Veerhaven’. The river ‘Maas’ will not be closed for the event, so we advise you to keep your VHF radio stand-by and listen to the appropriate channels from the port authorities of the Port of Rotterdam. You may set your sails directly South of the ´Wilhelminapier´, or in the ´Rijnhaven´ docks to prepare for the Show Start. If, for whatever reason, you cannot leave port ´Veerhaven´ before 11:30 (GMT+2) you are kindly requested to proceed to the end of the line of ships after heading towards the sea, due to the heavy traffic on the river Maas. Page 11 Race of the Classics for Young Professionals Overall race plan Edition 9 2014 Assemble 10:45 11:30 Figure 1: Departure port ‘Veerhaven’ between 10:45 and 11:30 hours Prior to the canon shot by the Dutch Navy, a countdown procedure will be transmitted via VHF radio. The Show Start is planned to start at 11:45, however this may vary depending on the traffic on the river Maas. This procedure will be broadcast on VHF radio channel 77. After this signal, all ships will sail simultaneously towards the dock ‘Willemskade’. From the ‘Willemskade’ all ships will sail in a straight line to the starting line on the North Sea. Ms. Urania’ After the showstart in Rotterdam, the ships set sail towards Vlaardingen and Maassluis, and finally towards the Maas river mouth at ‘Hoek van Holland’. The Maas is also open to all other (commercial) shipping, therefore please stay on the starboard side of the channel. Please mind the many dams in the Maas river controlling the flow of water. Nautical terms and conditions for the Maas river: In the nautical area controlled by the Rotterdam Port Authority, several rules and regulations apply to the Race of the Classics: A. The other ships on the ‘Nieuwe Maas’, ‘Nieuwe Waterweg’ and the ‘Maasmond’, or Maas approach, must not be hindered or delayed because of the Race of the Classics; B. All participating ships of the Race of the Classics must listen continuously to the appropriate VHF radio channels of the Vessel Traffic Services (VTS); C. VHF channels 16 and 67 must not be used by the organization of the Race; D. All participating ships are required to sail as close to the north side (starboard side) of the river; E. If deemed necessary due to circumstances, the RPA (Rotterdam Port Authority) retains the right to specify additional terms and conditions; F. The use of red pyrotechnical devices, other than an emergency signal, is not allowed. G. Normally ships need to check in with the RPA when entering a sector. During our voyage from the Veerhaven to the end of the river Maas the RPA has agreed this is not necessary for the individual ships. The Race Officials will check in for the fleet as a whole. Off course you are responsible to do this again once when we exit the river Maas. H. Make sure you are using the correct signals and lights. Locks Freeflow passage through the locks between 1 and 1.5 hours before HW and HW. Bridge When sailing from Harwich to Ipswich you will have to pass beneath the Orwell bridge. This is a fixed bridge with a clearing height of 43,07 meter – the height of the tide (Ipswich). See the above tide tables for Ipswich. So the height below the Orwell bridge will vary between 39,67 meter at HW and 42,07 meter at LW. Please take this into account! Exact calculation: Air draught above Chart Datum = 43.07 meters - minus height of tide (Ipswich) = Air draught beneath Bridge. Power Power (220V AC) is available at the docks. Drinking water and fuel Drinking water and fuel can be obtained from the Orwell Quay at your own expense. Please contact harbor services. In Ramsgate harbor we berth outside the locks. Because of this there is no lock delays, but we will be subject to the influences of the tide. The difference between HW en LW can be more than 2 meters during our visit. At LW parts of the harbor are very shallow. Therefore it is of utmost importance that all the ships are in possession of the latest depth charts of the Port of Ramsgate. To prevent problems with shallows we avoid sailing around LW. During LW it is possible that the vessels with the biggest draught will sink a few centimetres into the soft muddy bottom. See the tide tables for Ramsgate on Thursday 16th and Friday 17th of October. Other berths are on the “Floating Breakwaters”. There is limited space in the Outer Marina of Ramsgate. Therefore it is necessary to stack the ships. The Race Officials will assign fixed berths for several ships. Electricity Electricity from the shore will be available for most berths, except those on the “East Pier” and the “Customs Dock”. On berth locations where there is no electricity available, generators may be used. Drinking water Drinking water will be available on all berths. The ships are responsible for having enough hose length on board to reach the water outlets. Fuel It is possible to obtain fuel at your own expense by contacting the harbor services. By default there is red diesel and unleaded petrol available. If absolutely necessary normal diesel can be arranged. This must be communicated to the harbor services at least 2 hours in advance. They will than put out a special order for a fuel truck. If a ships expects to use this service than it should express this to the Race Officials as soon as possible. Safety Within the harbour of Ramsgate the high quay’s pose a significant safety risk. Therefore please make sure to only move around in groups of at least three people, so in case of an emergency, there will be enough people available to assist. VHF overview Ramsgate: When approaching the harbor it is necessary to contact Port Control. Contact about berths is possible through Ramsgate Marina, except when the Race Officials have expressed otherwise. In order to reach this port, it’s necessary to pass 2 bridges and 1 sluice in the following order: ‘Moormanbrug’ (bridge) ‘Koopvaarderschutsluis’ (sluice) ‘Van Kinsbergenbrug’ (bridge) The Moormanbrug and the Koopvaarderschutsluis are in operation 24H/day. The Van Kinsbergenbrug is in operation until 23:00 hours. In case the ROTC-fleet has to pass after 23:00 hours, the Race Officials will arrange it with the harbour master. The Moormanbrug en the Van Kinsbergenbrug are closed at the following times on week days because of Marine traffic: Monday – Thursday Friday 07.05-08.10 07.05-08.10 12.00-12.15 12.00-12.15 12.45-13.00 12.45-13.00 16.00-17.00 Electricity There is (limited) electricity available. Drinking water/ Oil/ Bilge/wastewater The capacity for filling up with drinking water on the ‘Flaneerkade’ is very limited. When ships want to fill up they’ll have to do this in the outer harbour at their own costs. The same applies to filling up with fuel and dumping bilge/wastewater. Therefore, you are asked to contact the harbour master on VHF 12 or on the phone number mentioned above. Ships with a draught bigger than 3,4 meters need a permit to enter the harbor. When will we travel to Terschelling the Race Officials will do this for you. Electricity Whitin the harbor the use of generators is forbidden. If you are unable to shut down your generator then you are required to obtain a permit for this yourself. Drinking water and fuel It is possible to obtain drinking water and fuel at your own expense. Please contact the harbor service. VHF overview Terschelling: Ships are mandatory to listen on VHF 02 when entering the VTS-area Terschelling on the Wadden Sea. Ships entering the harbour have to report themselves on VHF 12. In case of absence the Coastguard centre can be reached on VHF 16. It is important that all the skippers will be present at this meeting. This morning, Sunday 19th of October the VIP’s will arrive in IJmuiden and board the ships at 09h30. For those ships who want to tank water, please contact the port centre. Payments need to be made in cash (euro’s). Sunday morning we will be cruising to Amsterdam in convoy. It’s important that all ships will be in the sluice on Sunday at 10:30 in order to cruise to Amsterdam with the whole fleet around 11:30. We want to organize a so called sail-in in front of the Central Station. This means that when the weather allows us to we’ll pass the Central Station under sail. Hereby it’s important to stay in close contact with the traffic station. We’ll end with a “show finish” in front of the Sumatrakade (see overview). In Amsterdam we’ll moor at the Sumatrakade (by the ‘Azartplein’) between poles 57 and poles 102. Ships that decide to stay in Amsterdam for a longer period of time are asked to arrange a place to stay themselves. The berths at the Sumatrakade will be reserved until Monday the 20th of October at noon. If there’s an intention to stay in Amsterdam longer, contact the harbour master in time. Costs are not included. It’s strictly prohibited to generate electricity with a generator. It’s mandatory to use the on-shore electricity (220V AC). The organisation will organaze the connections on Sunday. You can find more info at www.walstroom.nl if you need a connection on Monday. On Sunday the 19th of October the end ceremony/party will start from 15:30. From the Sumatrakade it’s a 15 minute walk to Fifteen (see the round spot in the overview). For all participants of the race a meal is available on own account. Vouchers are only available before the start of the race. We are pleased to welcome teams, captains and crew for the award ceremony and to enjoy a nice enclosure of the Race of the Classics for Young Professionals 2014. IMPORTANT The municipality of Amsterdam repeatedly received complaints about nuisance in on Sunday of the Race of the Classics in recent years. We are now only allowed in Amsterdam under strict agreements with the municipality and the port of Amsterdam. If we fail to comply with these agreements, the Race of the Classics is no longer welcome in Amsterdam. We therefore ask the cooperation of all teams and skippers to ensure that the immediate neighbours minimize burden of our experience. This means no loud music is played during arrival in Amsterdam and after party at Fifteen. Race information The rating During the Race of the Classics we will sail with a variety of ships. All ships have different sailing characteristics which causes their speed to differ greatly. To create a fair contest, we use a rating system. This is a factor with which we correct the sailed time. This means that we increase the time sailed by fast ships and we decrease the time sailed by slow ships. The start procedure The start is always one of the most exciting moments during a sail race. Therefore it’s important to be well prepared. To make sure everything is safe, the start area will be far away from the shipping lanes. The Avatar will be the starting ship and will also give the start signal. There are two possible start options: the traditional line start, a line between two marker points. This can be a cardinal together with a virtual point or a buoy. The other method, which has preference with heavy weather, is the time start. On every ship the time will be noted when passing a certain point (coordinate or buoy). The exact start procedure and method will be presented during the last captains- and team captains meeting. When a ship crosses the starting line to early, the Race Officials will directly inform the other ships. There won’t be a new start. The specific ship will be given a time penalty. The start signals At every start a same signal schedule will be used with the VHF: ## 30 minutes before start: Call off the definitive starting time and location ## 15 minutes signal ## 10 minutes signal ## 5 minutes signal ## 4 minutes signal ## 3 minutes signal ## 2 minutes signal ## 1 minute signal ## 10 seconds count down until the start signal All the signals will be given through channel 77, unless told differently in the last captains- and team captains palaver. The race track / Route A race track exists of different legs: lines that connect the starting line, the buoys and the finishing line with each other. Teams are free to deviate from the straight lines in order to sail faster because of the wind direction, stream, waves etc, although the Race Officials are able to prohibit certain areas or to obligate certain areas because of safety. Information on this will be given to you in the captains- and team captains meeting before the race. Page 31 Race of the Classics for Young Professionals Overall race plan Edition 9 2014 Shipping lanes When we sail to England, we most certainly will pass the official shipping lanes during the Race of the Classics. Be aware of the official rules and our regulations. The North Sea is one of the busiest shipping areas in the world. Most of the traffic takes place in the lines marked on the sea charts. When the safety of a ship and crew cannot be guaranteed when crossing a certain area; use of the motor is allowed, especially in situations with lots of commercial ships, in combination with poor visibility, weather conditions or at night. The rules are as follows: Before and after passing the Shipping Lane the actual logbook information will be communicated to the Race Officials by VHF. The motor can be started at maximum 30 minutes before entering the Shipping Lane. The shipping lane will be crossed in a straight angle. The passage times will be noted clearly in the logbook In case the Race Officials cannot be reached the logbook information needs to be communicated to another participating ship. Finish Location and time Because the weather is uncertainty in October, and we want to collect many results in a short amount of time. In order to reach a fair result we have a finish line after each stretch. In principal, the last of these lines is the finishing line. In case the wind changes, it’s optional that the Race Officials will change this line to an earlier line. A finishing line counts when 50% of the group has passed this line; Ships that did not finish will get the amount of points, 2 positions below the last finishing ship; When 5 ships finshed, de ships that didn’t finish will be given a 7th place; InPort-races will have one finishing line because the stretches are very short ; Exact time- and GPS coordinates need to be filled out in the logbook when passing every finishline. Finishline The finish will be different per stretch or InPort-race. This will be made clear during the captains- and teamcaptainsmeeting. One of the options you’ll see below: A team has finished when a part of the ships has passed the finishing line, this can be an in between or the official finishing line. A finishing line can be between two buoys, a coordinate or a combination of both. There also the option of finishing at a buoy, the team is finished when a ship is within a circle of 0,5NM of the coordinates of the buoy. Logbook at the Finish When a ship has finished the next steps need to be taken: Report the endtime in combination with the logbookdata on the specific area of the logbook; Contact the Race Officials and supply them with the reported information of the logbook; Note the ships which are within your vield of view; When the Race Officials cannot be reached try to contact another participating ship and inform them with your details. Page 32 Race of the Classics for Young Professionals Overall race plan Edition 9 2014 8. Ranking Like every year we use a ranking system. The team with the least amount of points will be the winner. Every team in the ranking will start with 0 points. Stretches The race contains of two stretches: Holland-England and England-IJmuiden. After every stretch the rating will be used to form the ranking. Points will be given according to the table below. InPort-races During the Race of the Classics, when time allows it, we’ll organize InPort-races. This will be short stretches before the coast of a port. The points given are shown in the table below. The scores of these races will be kept in a separate sprint ranking. These guidelines cover the basic requirements that apply on ABP’s premises and have been prepared for your benefit. ABP’s objective is to provide a safe, healthy and secure working environment for all workers and members of the public on its premises. By following these guidelines, you will be helping to ensure your own health and safety and that of other people working on or visiting the premises. Nothing in these guidelines absolves you from your duty to comply with all existing relevant legislation, including the Health and Safety at Work, etc. Act 1974 and the Management of Health and Safety at Work Regulations 1999. 9th edition 14th of October until the 19th of October 2014 Version: 2014-10-7 Final Please ensure that you read and retain this publication for reference. Security The visitor is to comply with all security procedures currently operated by ABP. Contractors should submit a list of the contract workers before work commences on site, and provide names of those working in buildings or sheds, or any quays/berths outside normal working hours to the manager responsible for the contract 24 hours before night work or weekend working. Contract workers may be issued with a security pass which, when issued, must be displayed at all times whilst on site. All contract workers working in ABP offices must sign in and out of the premises at reception. This rule must be adhered to irrespective of the reason for leaving the building (eg. tea breaks, phone calls, etc.). For sheds and open areas, the person in charge of the work team may have to inform main gate security on a daily basis with the numbers of people who will be on site. Fire and Emergency Procedures Do not remove or obstruct fire extinguishing equipment or other emergency equipment. Do not block fire escape routes or fire doors at any time. Action on Discovering a Fire On discovering a fire, the following procedure should be followed. • Break the glass of the nearest fire alarm point. • In offices, inform reception, in sheds, inform security of the location and extent of the fire. • Tackle the fire with the equipment provided only if it is safe to do so and only if you have been trained in the use of the firefighting equipment. • Leave by the nearest available fire exit. • Assemble in the designated area. Action on Hearing the Fire Alarm • Leave the building by the nearest available fire exit. • Assemble in the designated area. • Do not use lifts in the event of a fire. • Do not return for personal belongings and tools. • Do not return to the building for any reason until authorised to do so. Please pay particular attention to the following rules. Working Area • Work only in your designated area and carry out operations related to your project/work • Do not enter any other area unless authorised to do so. • Inspect the working area for potential hazards at the start and finish of every shift and report any findings to your supervisor or ABP’s authorised representative. Equipment • Do not remove any existing guards, barriers or locks without express permission. • Do not use makeshift tools or equipment. • Do not climb upon any structure unless authorised to do so. • Transport equipment/materials in a safe manner along agreed routes. • Do not enter machinery enclosures unless the power has been properly isolated. • Do not leave plant and/or equipment in a dangerous condition and unguarded. • Wear personal protective equipment if it is required for the tasks to be undertaken. Electricity • All electrical equipment is to be suitably tested and marked as required under the Electricity at Work Regulations 1989. • Do not carry out any electrical isolation or reinstatement of electrical equipment without permission. Permits to Work Do not commence work without first obtaining a Permit to Work or permission from ABP. Barriers Ensure that barriers and signs are placed around the working areas, where appropriate, and that they are removed upon completion of the work. Housekeeping • Keep all aisles, corridors, access and exits clear. • Do not allow rubbish to accumulate. Rubbish is to be properly bagged prior to removal from site. Accidents and First Aid Page 35 Report all accidents/near misses and hazards to ABP. The names and locations of first aiders are given on the Company’s noticeboards. General • Obey all safety signs. • Do not work alone without authority. • Do not smoke in areas which are not designated smoking areas. Cameras Cameras are not permitted on ABP’s premises without authority. Speed Limits Obey all stated speed limits over the whole site. Conduct The Contractor is to ensure the good conduct of the contract staff during the occupancy of the site and his staff are to behave in a responsible manner at all times. Alcohol The consumption of alcohol on the premises is strictly prohibited
