REACH: Six New Substances Added to the
Candidate List and Four Substances Reevaluated
On 17 December 2014 the European Chemicals Agency (ECHA) announced that six
new Substances of Very High Concern (SVHC) have been added to the candidate list
under REACH regulation (EC) 1907/2006. The ECHA candidate list now contains 161
SVHC. Four phthalates were re-evaluated.
Background
After inviting interested parties to comment on the addition of potential new SVHC, the Member States
Committee of the EU agreed on including six new substances to the ECHA Candidate List. Therefore the
list now contains 161 substances in total. Four phthalates (DEHP, DBP, DIBP, BBP), already listed on the
candidate list, were re-evaluated for an additional new classification of equivalent level of concern (EQC).
By this, the entry for properties of DEHP was updated to equivalent level of concern having probable
serious effects to the environment.
Once a substance is put on the candidate list, producers, importers or suppliers may have information
obligations if the article contains more than 0.1% of an SVHC. Notification might be requested as well if the
total amount of the specific SVHC exceeds 1 Tonne/ year.

UV-absorbers, especially for transparent plastic
materials. UV-protection agents in coatings especially
for cars and special industrial wood coatings. UVprotection agents for plastics, rubber and polyurethanes.
The rest is used in cosmetics (e.g. as sun protection
agents).
Might be used as intermediate for industrial production
of inorganic cadmium compounds, and as laboratory
reagent. Impurities in pigments (plastic, ceramic, glass,
rubber, paper, ink). As an additive it might increases the
performance of lead acid batteries.
Use in research applications, e.g. in solid ionic transport
studies. Cadmium fluoride is fluorescent and can
therefore be used in certain phosphorus for luminescent
screens. Other uses are for manufacturing of glass, in
nuclear reactor control, for electric brushes, hightemperature dry-film lubricant, optical applications, and
as starting material for crystals for lacer. Was used as
an active component in fluxes for soldering of aluminum
and its alloys.
