Workshop Objective:
One day workshop in Safe Commissioning & Decommissioning of Various Oil, Liquefied
Gases and Bulk Liquid Chemical Storage Tanks. This includes Internal, External and Fixed
Roof tanks as well as Liquefied Gases Storage Tanks.
This workshop will provide clear guidelines for a practical and step-by-step commissioning
and decommissioning of large hydrocarbon storage tanks. Starting with the planning stage
and finishing with bringing the tank into full operation. This workshop suits operational,
health & safety, and management personnel who have interest or are involved in the
decommissioning and commissioning of various types of hydrocarbon storage tanks. After
the introduction presentation providing guidance on the safe commissioning and
decommissioning of the various types of storage tanks, the participants will be split into
working groups to carry out and share their experiences in identifying the hazards involved,
assess and evaluate the risks and then produce a step-by-step safe method statement or
procedure for carrying out a safe and practical commissioning and decommissioning
process.

storage and handling of oil, liqueﬁed petroleum gases and bulk liquid chemicals. It also suits
personnel who have an involvement or are interested in the design, construc on, opera on and
maintenance of Storage tanks.

A qualiﬁed ex-Merchant Navy Oﬃcer and a graduate Chemical & Process Engineer, educated in the
USA, Japan and the UK.
A former employee of ARCO and CEO of the C-MIST Group, he has extensive experience in the ﬁelds
of Opera onal and Loss Preven on in the Oil, Gas & Petrochemical Industries. Mehdi heads a team
of specialists who provide scien ﬁc and engineering solu ons to the storage and transporta on of
oil, gas and bulk liquid chemicals industries. He advises governmental and industrial organisa ons
on Fire Safety and Opera onal ma ers.
Mehdi La avi carried out several ﬁre, explosion, and industrial accident inves ga ons around the
world and has taken charge of a number of serious rescue opera ons. He has prevented the loss at
sea of two bulk liquid and gas carriers, which could have resulted in disastrous pollu on of a large
sec on of the Mediterranean Sea. He has undertaken numerous inves ga ons into compliance
with Fire and Environmental Safety standardsand presented a wide range of technical papers and is
the author and co-producer of several manuals related to the Storage and Transporta on of Oil,
Liqueﬁed Gases & Bulk Liquid chemicals.
