MEMORANDUM FOR NG J1 RRF (All-Entire RRF)
SUBJECT: SMOM 14-016, Tier One Performance Screen (TOPS) Change 2 - Expansion
of TAPAS Screening and Suspension of TTAS
1. Effective 03 March 2014, the Tier One Performance Screen (TOPS) pilot program
through Tailored Personality Adaptive Assessment System (TAPAS) is revised as cited
below. Tier Two Attrition Screen (TTAS) is suspended and will no longer be used for
enlistment.
2. All applicants that are required to take the TAPAS (regardless if passing scores are
required or not) must have their scores input into GCRc and their test results scanned into
the ERM by the MEPS Guidance Counselor. There are No Exceptions to this
requirement. Failure to do so could result in the MEPS Guidance Counselor's loss of
system access and could potentially lead to the applicant being discharged.
3. TAPAS testing is required for (includes Alaska, Hawaii, Virgin Islands, and Puerto
Rico):
a. Tier 1 - Test Score Category (TSC) I-IIIA who have taken the ASVAB test at MEPS.
b. Tier 1 - TSC IIIB.
c. Tier 2 - TSC I-IIIA/B.
d. Tier 1 and 2 - TSC I-IIIA/B Glossary Non Prior Service (GNPS) not MOS qualified
(MOSQ).
e. Tier 1 - TSC CAT IV.
f. Tier 1 - TSC CAT IV, 09C/Foreign Language Recruiting Initiative (FLRI).
4. TAPAS test is not required for:
a. Tier 1 - TSC I-IIIA who have a valid ASVAB score from the Student ASVAB or MET
site.
b. Applicants who are enlisting outside the continental United States (OCONUS), with
the exception of Alaska, Hawaii, Virgin Islands, and Puerto Rico.
c. Tier 1 and 2 - 09L/Interpreter Translator.
d. Tier 1 and 2 - Prior Service (NON MOSQ Prior Service must test).

e. Las Vegas remote processing.
5. Las Vegas remote processing:
a. Applicants are exempt from TAPAS screening (testing) per DA G1 memo dated 29
April 2013 and VOCO dated 11 February 2014.
b. GCs are required to manually build TAPAS scores under the Process App Tab-test.
c. GCs will use a score of 100 for both WD and CD for both tier 1 and 2 applicants.
d. GCs will contact the ROC for override. The ROC will annotate the following
statement in override remarks:
"Applicant is exempt from TAPAS screening per DA G-1 memo dated 29 April 2013
and VOCO dated 11 February 2014 for Las Vegas Applicant Remote Processing only.
Passing TAPAS scores were manually built to pull reservation; no override currently
exists in REQUEST for TAPAS."
e. GCs will annotate the same comments into Packet Prep-Free Form Remarks of the
DD 1966.
6. The minimum passing scores for TAPAS:
a. Tier 1; 74 WD (Will Do) and 74 CD (Can Do)
b. Tier 2; 90 WD (Will Do)
NOTE: Although tier 2 applicants are required a passing score of 90 in WD only, the
TAPAS test cannot be separated into two different test; the complete test will be taken.
GCs MUST input both the WD and CD scores. If the CD score is not entered into the
record, the record will not pass to REQUEST.
7. Tier 2 credential holders must be 18 years old prior to reservation. ETP is not
authorized. A TTAS ETP must be sent via workflow to trigger the work around until all
systems are online. Once the ETP is approved by Policy, the GC must call the ROC for
an AIM override.
8. TAPAS screening criteria:
a. Tier 1 - TSC I-IIIA
*passing score not required
b. Tier 1 - TSC IIIB
*must pass with scores of 74 and above in WD and CD

c. Tier 1 - TSC CAT IV
*must pass with scores of 74 and above in WD and CD
d. Tier 1 - 09C/09E (FLRI)
*passing score not required
e. 09L - regardless of education category
*not required to take or if taken, pass TAPAS
f. Tier 2 - TSC I-IIIA/B
*must pass with score of 90 and above in WD, see note above for CD
9. The following applicants are not eligible for enlistment if they fail TAPAS:
a. Tier 1, I-IIIB.
b. CAT IV (excluding 09C/09E/09L).
c. All Tier 2s.
10. TAPAS retesting:
a. Applicants who do not receive a passing score on TAPAS must wait 30 days before
they are eligible for a retest. Subsequent retests will be conducted according to ASVAB
retesting policy reflected in AR 601-210, chapter 5.
b. Applicants who do not receive an initial complete score on TAPAS are eligible for a
one-time immediate retest.
