Control Costs Throughout Lifecycle Incentivize Productivity & Innovation • CAC2S: 2012 DoN Major Acquisition Activity Award/$84M savings for efficient program execution and 'Should Cost' initiative application. • AAV: Working with several FMS customers to finalize LOAs for additional procurements Eliminate Unproductive Processes • G/ATOR: Team initiated a streamlined SOW and RFI/RFP development process to reduce cycle times. • G/ATOR and CAC2S: Requested lower level executive approvals for certain documents at MS C to streamline the review and approval process. • ACV 1.1: Requesting streamlined approach to documentation review and approval. Promote Effective Competition • LW 155: PBL base contract, includes 5 One Year Performance Based Term Extensions. • Conducting BCAs on MTVR and JLTV to assess performance based logistics, organic support, or a combination to determine the support strategy for the lifecycle of the vehicles • JLTV, AAV SU, and ACV: Programs retain independent vendors throughout the EMD phase providing for competitive environment at LRIP/Production contract award. • ACV 1.1: Multiple opportunities to discuss P-Spec with Industry to include open Industry Days, Briefs to Industry, and one-on-one monitored discussions. Improve Tradecraft • ACV 1.1: Consistent socialization of the P-spec with industry. PM AAA and CD&I are controlling requirements growth through the conduct of multiple demonstrations with industry that helped determine a realistic and achievable set of requirements.
