Allen Sports Association Basketball Rules 2014-2015 WINTER (revised 10/02/14) I. POLICIES AND PROCEDURES A. AUTHORITY The ASA Basketball program is conducted by authority of the Board of Directors of the Allen Sports Association, Allen, Texas. B. PURPOSE The purpose of ASA Basketball is to promote the highest ideals of sportsmanship, fellowship, athleticism and fair play by providing recreation, fun, and cooperation through voluntary participation. In no manner is this program intended to hinder school athletic programs, but rather, it is intended to give all eligible individuals the opportunity to participate in the tradition of basketball. C. ADMINISTRATION 1. Basketball Commissioner will act as the presiding officer of the Basketball Board, which shall have the responsibility for the administration and conduct of the ASA Basketball program within these By-laws. 2. The League Director for each playing league will be designated by the Commissioner, and shall have the responsibility for assisting the Commissioner in the direction of their league. They cannot be a director for the same league they are coaching. 3. No individual will be considered to be on the Basketball Board unless they meet the following criteria: a) Coached one full season of ASA basketball (Winter or Spring) b) No prior issues in any other ASA sport c) All board members are free to voice opinions on issues but only directors will have voting privileges on those issues. D. ELIGIBILITY Players 1. Boys and girls, grades 1 through 12, are eligible to play in the Basketball program. 2. All leagues are formed by grade. Participants must be in the appropriate grade. 3. A player may play on more than one ASA basketball team per season, but not on more than one team in the same grade. 4. Players may play in their grade or one grade higher. (EXCLUDES Kindergarten) 5. The Basketball Board reserves the right to move a player up or down a grade. Coaches 1. A person may be denied coaching privileges for past violation of ASA code of ethics, coach’s contract or conduct code. 2. The Basketball Board shall be the judge of fact in all questions of eligibility. 3. Eligibility for adults as coaches in the ASA Basketball Program is as follows: a) Coaches must register by completing & signing the Official Coaches Application and Code of Ethics statement. These two documents must be completed prior to practicing with a team and will be kept on file at the ASA office. b) Must demonstrate a knowledge of basketball rules. c) They must be an adult, 21 years of age or older and cannot be enrolled in High School. 4. The assignment of coaches shall be at the discretion of the ASA Basketball Board using the following guidelines: a) Previous coach within the league and no disciplinary history b) Parent of league participant and no disciplinary history c) Previous ASA Basketball Commissioner or League Director d) Other qualified individuals E. TEAM AND LEAGUE ORGANIZATION 1. ALL players must register individually by the registration deadline. There is NO team registration. 2. Each team is allowed a Head Coach and an Assistant Coach. They must be an adult, 21 years of age or older and cannot be enrolled in High School. Both coaches must participate in 50% of games and practices. 3. Coaches cannot coach in a league they are eligible to play in. 4. Player coaches are not allowed 5. The ASA Board reserves the right to merge some grades into one league if enrollment numbers justify such action. 6. Teams can be formed in the following manner: Blind Draft* Participants for this process are any players not on a “Pre-Formed” Team. 1. Teams will be reviewed after a tryout by all players*. Teams will be formed by coaches and directors using a blind draft lottery format in an effort to ensure equal distribution of all talent levels by team. 2. Each new team in the league can protect up to two players in the draft. Each being the child of the coach and/or assistant coach. If the coach has more than one child, they cannot protect a third player of an assistant coach without a two thirds (2/3) approval from all teams (each team gets one vote). Both coaches’ kids must go through the draft and will be evaluated for team parity. 3. Returning teams cannot protect more than two players for the life of that team. Coaches cannot protect a new player by saying it is their new assistant coach without the same two thirds (2/3) approval by all teams (each team gets one vote). 4. If a player cannot be present at the try-outs, they will be assigned to a team by the draft facilitator. 5. No player may be added to any team after the draft without the express consent of the Basketball Commissioner and the Board and under no circumstances will a player be added to any team once the season has started. 6. A request from a player or parent that a coach not select a player for a particular team must be in writing to the Basketball Commissioner prior to the draft. 7. The ASA Basketball Board will review any parent or player refusing to accept the coach or team in which they were selected. * The board reserves the right to by-pass a tryout and form blind draft teams based on a players school then closest geographic location of surrounding school(s). Pre-Formed Teams Participants for this process are any players returning to the same team from the previous Winter season or any players on a newly formed team. 1. Coaches may “Bring Their Own Teams” (pre-formed teams) provided the head coach submits a roster of player’s names to ASA by the specified deadline. This deadline will precede the draft. Roster forms are available on the ASA website. This is NOT an official player registration! 2. Each player must register individually and must have paid their registration fees by the registration deadline. There are no exceptions! 3. When registering, parents MUST request that their child be placed on the head coach’s pre-formed team. 4. Coaches of pre-formed teams should ensure that each parent registers their child correctly. 5. Rosters will consist of a minimum of 7 players and cannot exceed 10 players. 6. The original roster submitted by each coach must match up to all individual parent requests. 7. Coaches will NOT be allowed to add to their rosters AFTER the set deadline. 8. Under no circumstances will a player be added to any team once the season has started. 9. Teams will be seeded in each via two criteria: rd a) Previous performance history (3 – 8th grade only)** b) Specific request by a head coach to be placed in a specific league. F. UNIFORMS AND EQUIPMENT 1. All ASA players must wear a jersey that is the same color as their team and is numbered on front (4”) and back (6”). Numbers may be up to two digits. Reversible jerseys are recommended. 2. The HOME team will wear light color jerseys and VISITORS will wear dark color jerseys. (Two teams w/ contrasting colors will be allowed). If both teams arrive w/ the same color jerseys, the team violating the home/visitor color requirement will forfeit the game. The referees cannot call a game when the jerseys are not clearly distinguishable. . 3. All players must wear gym appropriate shoes for basketball. 4. Officials will not allow players to play with jewelry, including earrings and/or band-aids covering the earrings. Players cannot wear anything “hard” like plastics or metals in their hair (beads, berets, etc). 5. Balls are the responsibility of the coaches and players. G. PRACTICES AND GAMES 1. No player, coach, or assistant coach may participate in any team meetings, workouts or games until he or she is officially assigned to the team and has completed his or her player/coaches registration process. 2. The total number of practice sessions for each team shall not exceed one per day and no practice shall be longer than two hours in length. 3. Coaches or assistants will be responsible for their team to practice when scheduled by ASA. Coaches are responsible for the school gym and property at practice. 4. Each coach should provide a monitor during practice to observe behavior of those not in active participation with the coach (sideline and restroom activity). 5. To ensure the protection of gym property, ASA recommends that you close your practices to team and family members only. Coaches have the authority to request that all others leave the premises. ASA scheduled practices are for players and coaches only. Scouting another team’s practice is prohibited and will result in disciplinary action. 6. Coaches MUST remain at the practice/game site until all players have been picked up by their parent/guardian. 7. Only water will be allowed in the gyms. H. CONDUCT CODE 1. Coaches and fans must remember that the purpose of the ASA Basketball program is to develop basketball skills, teamwork, achievement and good sportsmanship among all participants. Winning is secondary to these objectives. 2. All coaches must demonstrate good sportsmanship and fair play at all times to fans, officials, and players. 3. Players, coaches, parents, officials and participants are subject to the following conduct code: a) No profanity will be tolerated b) No acts of violence c) No threats or aggressive behavior against another player, coach, referee or ASA official d) Poor or questionable sportsmanship e) Behavior which is not in the best interest of ASA youth participants 4. Coaches are responsible for the actions of their team’s fans. It shall be mandatory that all coaches have a team meeting with all parents to explain the Rules and By-laws which the team will be playing. Coaches must explain to their parents and players that any negative actions they take before, during or after a game in relation to the officials, coaches, players, or spectators will have a negative impact on the game and will potentially result in game penalties against their team. 5. It is a school policy and city ordinance that NO ALCOHOLIC BEVERAGES will be taken on or allowed on school property where any sports activity is taking place. 6. No smoking, eating, or drinking of any type is allowed inside the gym or building. 7. Noise makers (horns, cow bells, etc) are NOT permitted in the gym. 8. All coaches and players must meet at mid-court and shake hands at the conclusion of their game. 9. Violators of these rules may result in an immediate suspension. I. FINAL REGULAR SEASON STANDINGS AND TROPHIES (Winter League ONLY) 1. The following criteria will be used, in order listed, to determine the final regular season standings: a) Win and loss percentage b) Head to head competition c) Average Total Points Against for the Regular Season* * When determining “average points against”, games decided by “Forfeit” will not be counted in average. * Under no circumstance will “Total Points For” be used as a tie breaker criteria. 2. The following will be used for distributing awards in the following leagues at the end of the regular season: a) Grades 1 and 2 will receive participation trophies. b) Grade 3 will receive either league placement trophies or participation trophies but not both. c) Grades 4 and 6 will receive league placement trophies. NO participation trophies are awarded. d) Middle and High School grades will not receive regular season trophies. e) For Grades 3 – 6, placement awards will be given to first place finishers. II. GENERAL RULES FOR ALL LEAGUES The official rules of the Allen Sports Association (ASA) Basketball Program are the current and regular UIL High School Basketball Rules as published by the National Federation of State High School Associations except where modified by ASA Basketball Rules. A. GAME TIME 1. Games will start at the listed game time or five minutes after the end of the proceeding game, whichever is later. The wall clock in the gym where the game is to be played will be used as the official clock in regards to game time. If no wall clock is present in the game gym, then the watch of the senior or lead official will be used to determine game time. 2. Game forfeit time is five minutes after the listed game time or 5 minutes after the end of the proceeding game if later then the listed game time. These games will be played in their entirety! Games can start with four players on a team. B. POINT SPREAD RULE 1. Team Ahead by “X” or More Points in 2 nd Half: st th: nd a) Grades 1 -8 If one team is ahead by twenty five or more points in the 2 half, the clock becomes a running clock, stopping only for time-outs, free throws and official discretion. In addition, the losing coach may also request that the score no longer be tracked on the scoreboard, only the time clock. NO half court pressing or full court defensive pressure will be allowed. b) For High School, the point spread must be thirty or more points before this option can be used. 2. Team Ahead by “X” or More Points During Last Two Minutes of Final Half: a) Grades 1st-8th: If one team is ahead by fifteen or more points during the last two minutes of the final half, the clock then becomes a running clock, stopping only for time-outs, free throws, and official discretion. NO half court pressing or full court defensive pressure will be allowed. 3. Once the game clock becomes a running clock, it stays a running clock the balance of the game regardless of the score. C. DEFENSIVE RULES 1. 2. Defense will be at the discretion of the coaches. Some restrictions apply and are listed under each Grade’s “Specific Rules”, pages 6A, 6B, 6C, 6D & 6E. D. TIME-OUTS During a regulation game, each team will be allowed (4) one minute time-outs for the entire game. They do not carry into the overtime period. E. PLAYER DISCIPLINARY ACTION 1. A coach or their assistant may deduct minutes from a player’s playing time for disciplinary reasons upon discussion of the problem with the child’s parent and with the approval of the League Director or Basketball Commissioner. 2. Reasons for disciplinary action may be for missing an excessive number of practices, misconduct, profane or abusive language or behavior, fighting, etc. As noted, the parent must be notified of this behavior and intended actions. At game time, the game officials and the opposing coach must be informed of this disciplinary action. F. HOME TEAM 1. The home team will be designated on the schedule and will wear the white jerseys. 2. At the beginning of each game, the home team will be seated in the bench area which corresponds to the home team indicator on the scoreboard. The team indicated as visitors, shall sit on the opposite side of the scorekeepers table, in the area which corresponds to the visitor’s indicator on the scoreboard. Each team must sit at the far end of their respective bench area (i.e., past the open area between the scorer’s table and the end of the first row of benches). Teams will warm up and shoot during the first half of the game at the goal which is opposite to their bench and defend the goal immediately in front of their bench. During the second half of play, teams will shoot at the goal immediately in front of their bench and defend the goal opposite their bench. G. COACHES, PLAYERS & FANS 1. Only coaches with current ASA badges are allowed on the bench during any game. Badges must be worn at all times. nd 2. Only ONE coach is permitted to stand during the game and provide direction. A 2 coach can stand briefly to acknowledge a good play or effort by their team. 3. There will be no one allowed on the court during the game except the teams and their coaches. 4. All spectators must remain seated in the stands. 5. A coach is not allowed to enter the floor of play unless directed to by a game official. 6. If a coach receives a technical foul, the “seat belt” rule will be in affect. The coach will no longer be allowed to stand and must remain seated. 7. Any Coach or Player who receives two technical fouls during a game will be automatically ejected from the game in progress. They will also be suspended from the next scheduled game involving the team where the infraction occurred and will not be allowed to be in the gym. In the case of a coach, the suspension also applies for any other scheduled games for other teams they are scheduled to coach that same day. If a Coach or Player is ejected from a second game during the season, they will be immediately suspended until they appear before the Basketball Board with the potential for further disciplinary actions and permanent suspension. 8. Fighting will not be tolerated. Players, coaches or fans who fight, start or instigate a fight will face disciplinary action. If a punch is thrown, whether it connects or not, that individual will be suspended from further league play pending an investigation. 9. If a coach, player or fan is ejected from a gym by an official before, during or after a scheduled game, the ejection and suspension policy noted above is in effect. H. PLAYER PLAYING & SUBSTITUTIONS TIME 1. For Division II – Silver, Division III – Bronze and Division IV – Platinum all players in uniform must play 50% of each game, unless disciplinary action, injury, illness or foul trouble prevents any individual player from satisfying their playing time. Division I – Gold requires 50% playing time in the first half and participation in the second half. It is the responsibility of the coaches to see that players meet the playing requirement rule. 2. For Division II – Silver, Division III – Bronze and Division IV – Platinum, substitutions can ONLY be made on st the quarter or at each three-minute interval in each of the first three quarters (four-minute interval for 1 Grade) for Grades 1 through 6. The clock will be stopped at the nearest dead ball for these substitutions. Substitutions need to be made in a timely manner or a team may be assessed a time out. Free substitutions outside these scheduled stoppages will ONLY be permitted under the following conditions: th a) Free substitutions will be allowed in the 4 quarter. Every effort should still be made to assure that the player(s) satisfies their playing time. b) If a player obtains three personal fouls in the first two quarters of a game, or receives a fourth personal foul, a coach will be allowed to insert a “free” substitute for that player at that time. Every effort should still be made to assure that the player(s) in foul trouble still satisfies his playing time. c) If player gets injured and cannot continue to stay in the game. 3. For Division I – Gold, substitutions can ONLY be made on the quarter or at each three-minute interval in each of the first half and free substitutions will be allowed in the second half. 4. Free substitutions for Middle School and High School are allowed the ENTIRE game. 5. Prior to entering the game, all players must report to the scorers table. Failure to do so may result in a technical foul. 6. Violation of the playing time rule by any coach or team will result in the potential forfeit of the game in which the violation occurred. The Basketball Commissioner and Basketball Board will review all reports of violation of this rule. Repeated violation of the playing time rule by any coach will result in disciplinary actions against that coach as determined by the Basketball Commissioner and Basketball Board. 7. Playing time requirements can be waived under the following circumstances: a) If a player arrives after the start of the game BUT before the start of the second half, the coach must play the player 50% in the second half and is not obligated to play the player in the first half. b) If a player arrives after the start of the second half, the coach is not obligated to play the player. c) The game officials and the opposing coach must be informed of this action during the game. I. FANS AND FAN CONTROL 1. Coaches are responsible for the actions of their team’s fans. 2. Fans should remain seated in the bleachers. 3. Abusive behavior by game spectators, fans, players or parents, toward other spectators or any ASA basketball coach, official or player will not be tolerated. Any such actions reported or witnessed in an ASA sanctioned basketball event will be subject to review and potential suspension from future ASA basketball events by the Basketball Commissioner and Basketball Board. 4. Any spectator who demonstrates rude or abusive behavior will be required to leave the game site immediately. They may cause their team to be assessed one or more technical fouls as well as a possible forfeiture. 5. No coolers containing team drinks or treats for distribution after a game will be allowed in the gyms. These containers should be left outside the gyms. Team drinks and treats must be distributed outside of the gyms. J. TECHNICAL FOULS 1. In accordance with current UIL rules, any technical foul against a player is also counted as a personal foul as well. K. OVERTIME GAMES 1. In the event of a tie after four quarters of regulation play, the teams will play a three minute overtime period with a running clock. If no winner is determined after the overtime period, the game will result in a tie. Note the running clock will stop for free throws and time outs only. 2. During tournament play, teams will play a three minute overtime period (on running clock). If the game is still tied after the first three minute overtime, an additional two-minute overtime period will be played. If the game st is still tied after two overtimes, “sudden death” overtime periods will be played with the 1 team to score winning the game. “Sudden death” overtime will have a maximum time limit of two minutes on the play clock. This “sudden death” format will continue to be used until a winner is determined. 3. During each overtime both teams will be allowed one (1) minute time out. st nd 4. There is no overtime in 1 or 2 grade leagues. L. SCOREKEEPING AND SCOREBOOKS st 1. ASA will provide an official scorekeeper and timer for each game (except for 1 grade). This scorekeeper is a member of the officiating team conducting the game and should be treated as such. 2. The coach of each team shall, prior to each league game, provide their team roster to the scorekeeper listing the starters and substitutes, as well as, others that are absent or being disciplined. This list should be made in ascending order by the player’s jersey number and on the ASA scorecard that is posted on the ASA website. The starting players should also be noted. The scorebook kept by the official scorekeeper will be the official record of each game and will be signed by the game officials. 3. During game play, coaches and players should maintain a distance of six feet from the official scorekeeper, scorekeeper’s table, and their bench area. A coach or player should only approach the scorekeeping table and scorekeeper when entering the game or when such contact is granted by a game official. M. COMPLAINTS AND PROTESTS 1. If a game is being protested, the protest must be recorded in the official scorekeeper’s book at the conclusion of the game and signed by the protesting coach and official scorekeeper. 2. All game protests and written complaints must be submitted in writing and addressed to the applicable League Director within 72 hours of incident or occurrence. They will then be reviewed & evaluated by the ASA Basketball Board. 3. Coaches may not protest a referee’s judgment call. N. POST SEASON TOURNAMENT (Winter League ONLY) 1. The following criteria will be used, in order listed, to determine tournament seedings: a) Win and loss percentage b) Head to head competition c) Average total points against d) Draw teams from a hat * When determining “average points against”, games decided by “forfeit” will not be counted in average. * Under no circumstances will “total points for” be used as a tie breaker criteria. 2. During the tournament, the higher seed will be the home team. st nd rd 3. Trophies are awarded for 1 , 2 and 3 place. 4. Reference Section 2 of General Rules, Line “L” for special overtime rules during tournament play. 5. The board reserves the right to move teams either up or down a league based on their regular season results when determining Post Season seeds and league breakouts. III. EXCEPTIONS 1. Any item not covered by the by-laws will be decided by the Basketball Board. 2. Any complaints should be submitted to the Basketball Board in writing. 3. The Basketball Board reserves the right to make exceptions in special cases for all rules, procedures and policies with the approval of the competition committee. IV. 1st GRADE SPECIFIC RULES A. Game Time 1. Games consist of 4 eight-minute quarters with a running clock and one minute allowed between quarters. 2. The clock will stop for time outs, technical foul free throws or injuries. Halftime is five minutes. 3. Substitutions can be made on the quarter or at each four-minute interval in the quarter. The clock will be stopped for these substitutions. Thirty seconds will be allowed to make these substitutions and give directions to players. B. Basket Height Boys and Girls: 8 ft C. Ball Size Boys and Girls: 27.5” D. Defensive Pressure: 1. Full court defensive pressure will not be allowed at any time. Once ball control has been established on a rebound or turnover, the defensive team must release and withdraw back past the half court line. 2. Initial defensive pressure is not allowed until the ball passes the red “volleyball” line inside the ½ court line. In gyms where the red line is not in place, the officials and coaches will agree upon an imaginary line approximately 6 feet inside the ½ court line during their pre-game meeting. The team on offense must make a timely attempt to advance the ball across the line at the top of the key, or the referee will call a “held ball” and award the ball to the other team. After the initial penetration, defensive pressure is allowed to continue until change of possession. 3. Double-teaming will only be allowed inside the 3-point line and NEVER allowed outside the 3-point line. a) Violations of this rule in any game will result in two warnings followed by the award of a single technical foul shot and repossession of the ball to the team against which the violation is committed. E. Three Second Lane Violations Three second violations will not be called. F. Free Throws G. Non-shooting fouls result in the ball being taken out on the side by the offended team (no bonus rule). All shooting fouls will result in the ball being taken out under the basket by the offended team. Technical fouls will be shot at the red volleyball end line located in front of the standard free throw line. Players will line up beginning in the lane space closest to the end line just BELOW the block. Overtime No overtime V. 2ND GRADE SPECIFIC RULES A. Once ball control has been established on a rebound or turnover, the defensive team must release and withdraw back past the half court line. However, the defense must allow the offensive team sufficient room to bring the ball across the half-court line. 2. Double-teaming will only be allowed inside the 3-point line and NEVER allowed outside the 3-point line. a) Violations of this rule in any game will result in two warnings followed by the award of a single technical foul shot and repossession of the ball to the team against which the violation is committed. D. Three Second Lane Violations Three second violations will be called in all leagues third grade and up. E. Foul Line The foul line will be located at the volleyball end line in front of the regulation marked free throw line. Players will line up beginning in the lane space closest to the end line. F. Mercy Rule See Page 4, Section 2B, “Point Spread Rule” VII. 4th GRADE SPECIFIC RULES A. Game Time Games consist of 4 six-minute quarters with one minute allowed between quarters. Halftime is five minutes. B. Basket Height Boys and Girls: 10 ft C. Ball Size Boys and Girls: 28.5” D. Defensive Pressure 1. Full court defensive pressure is only allowed in the second half. 2. For the first half, once ball control has been established on a rebound or turnover, the defensive team must release and withdraw back past the half court line. However, the defense must allow the offensive team sufficient room to bring the ball across the half-court line. 3. Double-teaming will only be allowed inside the 3-point line and NEVER allowed outside the 3-point line. a) Violations of this rule in any game will result in two warnings followed by the award of a single technical foul shot and repossession of the ball to the team against which the violation is committed. b) When full court pressure is allowed, double-teaming will also be allowed anywhere on the court. 4. Full court defensive pressure is allowed in the 2nd half with the following exception: a) Full court defensive pressure will be allowed by either team provided they are NOT ahead by ten or more points. The first violation of this rule will result in a warning by the official. The second and subsequent violations will result in a Single Technical foul shot per violation. 5. During overtime play, the full court press will be allowed. E. Foul Line The foul line will be located at the volleyball end line in front of the regulation marked free throw line. Players will line up beginning in the lane space closest to the end line just BELOW the block. F. Mercy Rule See Page 4, Section 2B, “Point Spread Rule” VIII. 5th GRADE SPECIFIC RULES A. Game Time Games consist of 4 six-minute quarters with one minute allowed between quarters. Halftime is five minutes. B. Basket Height Boys and Girls: 10 ft C. Ball Size Boys and Girls: 28.5” D. Defensive Pressure 1. Any full court defensive pressure is permitted for the entire game. 2. The following exemption rules applies to all full court pressing: Middle School Leagues: a.) Full court defensive pressure will be allowed by either team provided they are NOT ahead by 15 or more points. The first violation of this rule will result in a warning by the official. The second and subsequent violations will result in a Single Technical foul shot per violation. High School: b.) Full court defensive pressure will be allowed by either team provided they are NOT ahead by 20 or more points. The first violation of this rule will result in a warning by the official. The second and subsequent violations will result in a Single Technical foul shot per violation E. Foul Line Foul shots are taken from the regulation free throw line. F. Substitutions G. Dunking H. Free substitutions are permitted the entire game. Substitutions can only be made during dead ball situations. NO dunking, grabbing/hanging on the rim, or grabbing/pulling on the net will be allowed at anytime during games (including warm-ups and halftime). Each violation of this rule will result in a technical foul against the player committing the infraction and the opposing team will be awarded one free throw.
