Welcome to BPA|2014…
What is BPA?
BPA is short for Baden Powell Anniversary. It is a multi-activity adventure hike in Norfolk for
Explorer Scouts, that normally takes place on or around Baden Powell’s birthday.
This 12 hour event is focused around 3 or 4 zones where teams undertake several activities
known as ‘stunts’ in order to earn valuable BPA points. The Explorer Scouts must also
successfully navigate their way between zones.
The team at the end of the competition with the most points take home the coveted BPA
Trophy. Oh, and if that wasn’t enough, this all takes place overnight in the middle of winter!
Where & when?
BPA will take place on Saturday 22 February 2014.
Full details of exactly where your Explorers need to meet on the night, times and directions
will be sent to registered units closer to the date. This secrecy helps to keep the BPA
challenging. All we are going to say is that BPA will be in the Southern Norwich area.
Although timings are fluid at present as a guide:
 Event registration and kit-checks will commence from 17:30.
 BPA will start at 20:00.
 Participants should start arriving back at HQ around 08:00.
 Breakfast and presentations will be finished by 09:00 for parent pick-up.
Who can take part?
BPA is primarily for Explorer Scouts, however it is also open to Network teams and teams of
leaders.
How much does it cost?
The cost to take part is £10 per person paid by cheque made payable to Norfolk County
Scouts.
How does my unit register?
The following information needs to be sent to the below address:

Volunteering
Fancy getting involved? We are looking for a number of volunteers to:
 Assist with check-in on Saturday.
 Set-up / run a zone and activities.
 Man checkpoints (possibly on rotation with zone staff).
Zones
We are planning on having 3 or 4 zones each providing 3 activities, lasting about 20 minutes.
Each activity will need to accommodate 2 teams, meaning a zone will potentially have 6
teams at a time on activities.
Locations have been found for zones, and we are in the process of ensuring we can use
these locations. Most locations have a building that can be used by zone staff and to provide
water, toilets and a dry area for Explorers. They also all have a reasonable amount of outside
space for activities.
Route
The current proposed route is about 38Km in length. There are two main road hazard points.
We envisage mitigating the hazard by having staffed checkpoints at these areas. We also
hope that these staff will form part of the nearest zone team, and the volunteers can swap
between the zone and checkpoint.
Communications
Southern Norwich will be providing central communications for the event.
Communications between busses, zones and HQ should be via radio, but we have yet to test
signal in each location. We will also use mobile phones where necessary, both to zones/HQ,
and with BPA teams should problems arise.

Scoring
There will be several areas where BPA teams can pick points up. Most points will be awarded
at bases for tasks, for example, for teamwork, leadership, completion. Points may be awarded
for how much of a route was completed, although this will be a relatively small number
compared to completing the zones.
Points may also be awarded/deducted for how a team approaches and arrives/leaves a base.
Most of the desired zone locations have residents around them and the aim is for teams to
behave in a sensible, quiet manner in these areas.
Points may be awarded/deducted for other reasons as deemed fit by the event organisers on
the night.

Kit List
It will be cold. It may be wet. There may even be snow. Therefore in true Scouting style
Explorers will need to be prepared for BPA|2014. At the start of the event our safety team will
check teams kit to make sure they have the right equipment to be able to safely compete in
the competition.
Explorers will require all of the equipment on the list. If certain items are missing, they may be
refused to participate in the event on the grounds of safety. Please ensure your Explorers
have the required kit, to avoid disappointment.
Personal Equipment



Necker (to be worn during the event)
Walking Boots (trainers or wellies are not appropriate)
Socks (thick wool socks and thin inner pair are ideal)
Trousers to walk in (jeans are not appropriate)
Base layer (a warm thermal top or other wicking material)
Mid layer (fleece top or other thick warm garment)
Waterproof jacket (with hood) + waterproof trousers
Hat (wool or fleece ideal)
Gloves (waterproof if possible, or other thick warm material)
A complete change of clothing in a sealed bag
Watch
Torch & spare batteries (preferably a head torch)
Rucksack (of appropriate size to contain all kit)
Waterbottle, full (approx 1 litre)
Sealed emergency rations (chocolate, sweets etc.)
Plastic/camp mug
Sleeping bag & roll mat (to be left in a bag at the start, with your name on)
Hi-Vis vest/jacket.

Participants should carry their own medication, clearly marked for their use and dosage. They should know
how to administer this treatment. Another member of the team should be made aware of any medical
condition and how it should be treated.
I understand that the Leader reserves the right to send any participant home if necessary.
If it becomes necessary for the above named young person to receive medical treatment and I cannot be
contacted to authorise this, I hereby give my general consent to any necessary medical treatment and
authorise the Leader in charge to sign any document required by the hospital authorities.
Photographs may be taken at this event and used for publicity within the guidelines of the Scout Association
(this could include use on a website). If you are NOT happy for pictures of your son/daughter to be used in

*Note: The medical profession takes the view that the parent’s/carer’s consent to medical treatment cannot be delegated. This view is explicit
in The Children’s Act 1989. Thus, medical consent forms have no legal status and a doctor or nurse insisting on the consent of a
parent/carer to a particular treatment has the right to do so.
For this reason we do not recommend that Leaders insist on parents/carers signing the statement above. However, it can be a comfort to
medical staff to have general consent in advance from parents/carers or to have a Leader on hand able to sign forms required by medical
