Dear Friends,
The IMC Ramkrishna Bajaj National Quality Award process has been an enriching journey
for all of us. Be it our strong contingent of Examiners or our highly motivated group of
applicant Organizations – each one of us have been part of an exciting journey of growth
and learning on our path towards achieving excellence.
Started in 1995 the IMC Ramkrishna Bajaj National Quality Award Trust is a joint initiative
of the Indian Merchants’ chamber and the House of Bajaj. The first Award Cycle began in
1997.
At the Indian Merchants’ Chamber (IMC) we see the Ramkrishna Bajaj National Quality
Award(RBNQA) program as a nation-building exercise. The IMC RBNQ Award process
reaches out to Indian organizations across the country – over 500 organizations from
North, South, West and East of India have expressed their intent to apply. More than 400
organizations have gone through the entire evaluation process to achieve various levels of
recognitions.
The IMC RBNQA Criteria for Performance Excellence believes in a holistic approach
towards achieving organizational excellence. The universal standards and best practices
embedded in the IMC RBNQA criteria have transformed Indian leaders into accepting the
pivotal roles of customers and workforce in driving world-class processes. The criteria have
also enabled top management to action principle-centered leadership for performance
excellence.
Our Examiners are the foundation for the Award process. As ambassadors of the criteria
they help guide and encourage organizations to bring in improvements. We are proud to
say that we have trained over 1000 examiners in these 17 years of the evaluation process.
The IMC Ramkrishna Bajaj National Quality Awards has the unique distinction of having its
winners winning the Asia Pacific Quality Organization awards for the past 11 years
consecutively.
The criteria for Performance Excellence promoted by IMC RBNQA is holistic, transparent

Dear Friends,
New Factors Influence Interpretation of IMC RBNQA Criteria
The IMC Ramkrishna Bajaj National Quality Award (IMC RBNQA) was established in 1995. Over
the years, while the underlying performance excellence model has remained constant, it’s
interpretation has evolved.
In the early years the focus of IMC RBNQA was on Managing for Quality; this grew into Quality of
Management; and is currently on Benchmarking for Best Practices. All three phases have had
Shri Ramkrishan Bajaj’s values as a baseline. Key amongst these values was his incredible concern
for the consumer – a Gandhian mindset.
Also in parallel, the IMC RBNQA has demonstrated its universality and flexibility. Universality is
terms of sectors: Business, Healthcare, and Education. Flexibility in terms of applicability for any
size of organization. The model is a perfect organizational transformation engine. Several
applicants can and will support this claim.
In recent years multiple new factors have influenced the interpretation of the IMC RBNQA
criteria. Some factors have erupted after decades of dormancy. Others are new – technology
driven. Noteworthy for interpretation are governance, sustainability, risk management, knowledge
management, innovation and social media. In time to come disruptive events will also be center
stage. As also digital customers.
My wish for IMC RBNQA is that our high scoring applicants be benchmarked for customer /
patient / student satisfaction. This is a singular goal. I believe if this goal can be achieved all else
will fall in place for any organization.

A LOOK AT THE AWARD PROCESS
The IMC Ramkrishna Bajaj National Quality Award Trust was instituted jointly by
the IMC and the House of Bajaj in 1995 and the first Award Cycle began in 1997. The
award process was named after the Late Shri.Ramkrishna Bajaj, Past President and
leading Industrialist. He was a firm believer and preacher of the significance and
importance that quality of management performance plays in our economic and social
development.
The IMC Ramkrishna Bajaj National Quality Award encourage Indian organizations
to adopt a Performance Excellence model to bring in improvements and showcase best
practices. The Performance Excellence Model is based on the IMC RBNQ Criteria
for Excellence.

Yet, in a sense, “winning” is
counter to the ethic of
continuous improvement. It
implies that a finish line must
be crossed in order to succeed.
In the Bajaj view, however,
the pursuit of total quality is a
race without a finish line, in
which the reward lies in the
participation.
There are six applicant categories for the IMC Ramkrishna Bajaj National Quality
Award:
• manufacturing
• service
• small business
• overseas
• education
• health care
The four categories : Manufacturing, Service, Small Business and Overseas, have
common Performance criteria. These are presented in the Business Criteria for
Excellence booklet. The Criteria for Educaiton and Health Care are presented in
separate booklets.
Ideally, only one Award is presented in each of the six categories. If the standards of
the Award are not met, no Award is announced. An organization receiving an Award is
ineligible to apply for another Award in the same category for a period of five years.
IMC Quality Awards Committee
The IMC Quality Awards Committee evolved from the IMC Quality Improvement
and Technology Committee which advertises for and selects the Board of Examiners.
In addition, the Committee screens the applicant scores and feedback reports submitted
by the Certified Examiners. Finally, it shortlists organizations for review by the Panel
of Judges.
Board of Examiners
The Board of Examiners evaluates Award applications and prepares feedback
reports. The Board consists of quality experts and senior managers from industry,
academia, health care and consulting organizations.
All new members of the Board are required to take part in the examiner preparation
course, Certified Examiner for Quality Management. Experienced Examiners are
required to take part in a refresher course, annually.

Examiners for the IMC Ramkrishna Bajaj National Quality Award are required to
abide by the following ethical standards:
•
To conduct themselves according to the highest professional standards and
endeavor to promote at all times the IMC Ramkrishna Bajaj National Quality
Award
•
Upon invitation to examine a named applicant, to carefully consider whether
a conflict of interest could arise; if there is the slightest chance of a conflict of
interest, to inform the IMC Quality Cell immediately
•
To not serve as an Examiner with an organization if one has a consulting
arrangement with the organization or if one is employed in an organization
that is a close competitor, major customer or major supplier of the organization
that is being assessed.
•
To maintain in strict confidence to themselves, for all time, all information
entrusted to them in the course of examining award applications and visiting
applicants’ sites. The exception is, discussions of an application within their
own Team of Examiners and exchanges of information regarding an
application with the Panel of Judges, IMC Quality Awards Committee and
the IMC Quality Cell
•
To not accept commissions, retainers or any other valuable consideration in
respect of an Award applicant or other interested parties in respect of
disclosures of information regarding existing or previous Award applications.
Application Review & Feedback
Board members are assigned to applications taking into account the nature of the
applicant’s businesses and the expertise of the examiners. Assignments are made
in accordance with strict rules regarding conflict of interest.
Applications are reviewed and evaluated by members of the Board of Examiners
in a four-stage process:
•
Stage 1 - Independent reviews and evaluation by at least five members of
the Board
•
Stage 2 - Consensus review and evaluation by the above Examiners
•
Stage 3 - Site visits to applicants that score well at the end of Stage 2, by the
relevant Examiners
•
Stage 4 - Revision of scores and finalization of the feedback report by the
Examiners
The feedback reports are reviewed by the IMC Quality Awards Committee and
shortlisted for review by the Panel of Judges. All applicants receive feedback reports
commenting on their strengths and opportunities for improvement.

APPLICATION REPORT : INSTRUCTIONS
Objective
APPLICATION REPORT : INSTRUCTIONS
The objective of the Application Report is to allow applicants to provide information on quality management of
products and services and on results of quality improvement processes to permit a rigorous evaluation to be performed by the
Team of Examiners.
This section provides applicants with instructions for preparing the Application Report. These instructions include
information on typing, page limits, organization, assembly and other format considerations. Guidelines for responding to
Items are also given.
Requirements
Each applicant must submit a 2014 Application Report consisting of:
1. A brief Organization Profile (5 Pages)
2. Responses to each of the Areas to Address in the Criteria of the 2014 guidelines (60 Pages)
Organizational Profile
The Criteria are designed to permit evaluation of any kind of business. However, individual Items and Areas to Address may not
be equally applicable or equally important to all businesses, even to businesses of comparable size in the same industry. The
Organizational Profile is intended to “set the stage” for the Examiners’ evaluation. It should help Examiners to understand what
is relevant and important to the applicant’s business.
The Organizational Profile must be limited to five pages. These five pages are not counted in the overall page limit.
Format for the Application Report
The Application Report must contain the same Item numerical designation as in the 2014 Award Criteria. A table of contents
with the page number of each Item must be provided. The Application Report must be typed on Standard A4 size paper using
a fixed pitch font of 12 or fewer characters per inch or a proportional spacing font of point size 10 or larger. Any type may be
used. Helvetica, Arial and Times New Roman or equivalent type fonts are preferred. There must be the equivalent of two points
of lead between lines. The number or lines per page must not exceed 50, including the page headings and page numbers.
Note: Type on pages including picture captions, graphs, figures, data tables and appendices must also meet the requirements for size and
spacing.
Page Limit and Exclusions
The Application Report is limited to a maximum of 60 single-sided pages including pictures, graphs, figures, data tables and
appendices.
Though not required, the use of labeled section tabs would be appreciated. A glossary of terms and abbreviations must be
included. In all cases, the Organizational Profile, dividers, covers, tab separators, glossaries, organization charts and table of
contents are not counted as part of the page limit. All remaining pages should be consecutively numbered from start to finish
(e.g., 1, … 60).
The use of bulky binders or similar heavy covers is unacceptable. Their use decreases the ease of handling in all phases of the
evaluation process. Copies of video or audio tapes or other information aids will not be accepted.
Note: Any text, graphs, figures or data tables included on tab separators or dividers will be counted as part of the page limit.
Organization Responses to Award Criteria
Respond to each Award Criteria Item as a whole. Applicants are encouraged to respond to the Items in the order given in each
of the seven Categories. Respond to Items with prefix 1.1, 1.2, etc. corresponding to the specific category. If an Item does not
pertain to the applicant’s business or quality system, the applicant must provide a statement of one or two sentences explaining
why the Item is not applicable.

Document Assembly
A complete Application Report must contain the following components:
1. Title Page
2. Table of Contents
3. Organizational Profile
4. Organization Chart
5. Eligibility Determination Form
6. Application Form
7. Criteria Items (e.g., 1.1 through 7.6)
8. Glossary of Terms and Abbreviations.
All components of the Application Report should be securely fastened together to prevent separation during handling.

I. Purpose
The purpose of this section is to provide applicants with
information on the eligibility process, which is the first step
in applying for the IMC Ramkrishna Bajaj National Quality
Award. This information describes the eligibility categories
and eligibility restrictions and then provides step-by-step
instructions on how to complete the Eligibility
Determination Form.
II. Objective
The objective of the Eligibility Package is to provide
sufficient information to certify whether the organization is
eligible to apply for the Award. In addition, the package
presents a useful profile of the organization and often is the
first information about the applicant read by Examiners. The
information also is used by the IMC Quality Cell to avoid
conflicts of interest when assigning applications to
Examiners.
The role of the IMC Quality Cell in the process is to assist
with and offer advice on any questions or issues that applicants
may have concerning the process itself or the completion of
the required forms included in this document. Once the
completed Eligibility Package is submitted, the IMC
Quality Cell communicates its Eligibility decision, after
which applicants may begin work on the Award application
report.
The IMC Quality Cell relies on the information contained
in the forms that are submitted. If at any time during the
Award cycle the information is found to be inaccurate,
deeming the applicant ineligible, the IMC Quality Cell may
remove the applicant from Award eligibility. Should this
occur, the applicant would be eligible for a feedback report
only.
B.
Potential applicants for the 2014 Award are encouraged to
submit the Eligibility Package to IMC as early as possible.
The package must be postmarked not later than May 31,
2014.
IV. Eligibility Categories
Eligibility for the Award is intended to be as open as possible.
A. Business
Any for-profit business headquartered in India, including
Indian subunits of foreign companies, as well as any forprofit Indian owned business headquartered overseas, may
apply for the Award. For-profit businesses include domestic
or foreign-owned companies, joint ventures, corporations,
sole proprietorships, partnerships and holding companiespublicly or privately owned.
The four business categories are defined as follows:
1.
sell manufactured products or manufacturing
processes.
• Companies that produce agricultural, mining, or
construction products.
2.
A completed Eligibility Determination Form must be
signed by the highest-ranking official of the
organization.

students in India, as well as Indian educational organizations
located overseas. Eligibility is intended to be as open as
possible. For example, eligible organizations include
elementary and secondary schools; colleges, universities and
university systems; schools or colleges within universities;
professional schools; and technical schools. More than 50
percent of all faculty and staff members and/or the budget
must be devoted to providing teaching/instructional services
directly to students.
Departments within schools or colleges are ineligible.
Note: For-profit education organizations may choose to
apply under the service or small business or overseas business
category, as appropriate, using the Business Criteria, or under
the education category, using the Education Criteria.
C. Health Care
Participation is open to for-profit and nonprofit public,
private and government organizations and some subunitsincluding Indian subunits of foreign organizations-located
in India, as well as Indian health care organizations located
overseas. These organizations must be engaged primarily in
providing medical, surgical, or other health care services
directly to people. Eligibility is intended to be as open as
possible. For example, eligible organizations include
hospitals, health maintenance organizations, long-term care
facilities, health care practitioners’ offices and dialysis and
ambulatory surgery centers.
Organizations that do not directly provide health services to
people, such as social service agencies, health insurance
companies, or medical/dental laboratories, are ineligible
under this category. However, such organizations if they are
for-profit, might be eligible under the service or small
business categories. More than 50 percent of all staff members
and/or the budget must be devoted to providing health care
services directly to people.
Note: For-profit health care organizations may choose to
apply under the service or small business or overseas business
category, as appropriate, using the Business Criteria, or under
the health care category, using the Health Care Criteria.
When an applicant is both an education organization and a
provider of health care services to people, the appropriate

eligibility category is the activity that represents the larger
percentage of its budget.
V. Restrictions on Eligibility
The following restrictions and conditions ensure fairness
and consistency.
A. Conditions
1. The applicant must have been in existence prior to
April 1, 2010.
2. All subordinate elements of the applicant’s organization
must be included in the application.
B. Multiple-Application Restrictions
1. A subunit and its parent may not apply in the same year.
2. Subunits may apply under different award categories in
the same year. However, only one subunit may apply
per award category.
3. If an organization or a subunit that has more than 50
percent of the total employees of the parent receives an
Award, the organization and all its subunits are ineligible
to apply for another Award for a period of five years.
For five years, Award recipients are eligible to apply for
feedback only. If a former Award recipient selects the
option to apply for feedback only the organization will
not be eligible to receive the Award for that year. Its
application will proceed through the stages of the Award
process, but the applicant will receive only a feedback
report, outlining its strengths and opportunities for
improvement based on the Criteria for Performance
Excellence.
VI. Other Requirements
A. Site Visit Requirements
If some activities are performed outside the applicant’s
organization (e.g., by an overseas component of the applicant,
the parent organization, or its other subunits), the applicant,
if selected for a site visit, must make available in India
sufficient personnel, documentation and facilities to allow a
full examination of its operational practices for all major
functions of its worldwide operations.
B. Requirement for Award Recipients to Share Information
In the event that the applicant receives the Award, the
applicant must be able to share non-proprietary information
on the seven Criteria Categories at the Making Quality
Happen Conference. Sharing beyond the Making Quality
Happen Conference is on a voluntary basis.
