Twin Cities Local Initiatives Support Corporation (LISC) is seeking proposals from
consultants to assess the impact of and collect learnings from LISC programming to inform
its 2016 – 2018 strategic plan and make recommendations on how to enhance program
delivery.

Introduction
LISC is seeking proposals from qualified consultants to conduct a qualitative assessment of the
impact of LISC’s programming to inform our 2016-2018 strategic planning process and
enhancements to our program delivery.
Twin Cities LISC’s mission is to Help People and Places Prosper. LISC is particularly
interested in supporting efforts that are community-led, comprehensive, and collaborative in
nature. Please see the attached “2013-2015 Twin Cities LISC Strategic Plan” for details on how
LISC works towards this mission. LISC’s primary supports include:

Scope of work
Consultants should propose how they would collect, analyze and present data to assess the extent
to which LISC support to our nonprofit partners and grantees impacts their ability to develop and
preserve physical assets, improve the economic conditions for residents and businesses, and
successfully collaborate among diverse stakeholders. Key questions include:

What is the perceived “value-add” of LISC to our community partners and the
residents/businesses they serve?
What resources and capacity building are needed to support community-based
partners to achieve their work?
How does LISC support compare to or complement services other intermediaries and
community development financial institutions (CDFIs) are providing?
How are LISC supports helping advance collaboration by and among our partners
within our focus geographies?
What gaps in capacity building support exist for our partners?
Data sources that are immediately available include grantee reports to LISC, reports written by
LISC to our funders (and other stakeholders), and other written reports and materials. The
consultant would be expected to collect data from grantees through appropriate methodologies
that can include, but not limited to interviews, focus groups, surveys, etc. Additional supporting
information should be gathered from other key stakeholders including funders, public agencies,
other intermediary partners, and others.
LISC’s major program areas include:
COACTION: The focus of the 2013-2015 COACTION program is to build the capacity of
nonprofit organizations to implement physical development projects or support business
development activities that lead to positive outcomes for people. LISC provides support to 17
partner organizations representing 12 grantee organizations or partnerships with technical

assistance, peer to peer learning opportunities and operating dollars. Over the course of the
program LISC will invest $2.4 million in capacity building grants.
Building Sustainable Communities (BSC): From 2012-2013 LISC provided over $300,000 in
capacity building grants to 7 community-based organizations to serve as “backbone
organizations” to develop a common agenda from resident voices, coordinate the mutually
reinforcing activities of a variety of community-based implementation partners, and
communicate and evaluate progress. LISC provided technical assistance, peer to peer learning
opportunities, operating dollars and other communications and evaluation resources to support
comprehensive community development in five focus geographies.
Financial Opportunity Centers (FOC): The FOC model is recognized as an innovative strategy
for improving the financial situation of low income families by addressing employment
placement, job retention and skill improvement needs; providing financial coaching; and helping
them access income supports. LISC supports five grantee organizations with technical assistance,
peer learning opportunities, and implementation funding to provide financial and employment
coaching to low-income residents. From 2011 to 2014 LISC has provided between $700,000 and
$900,000 annually in operating support grants to these partners as part of a national effort to
support asset and income building in neighborhoods.
Project Financing: LISC supports the development of physical assets such as affordable housing,
commercial space and community facilities by providing both technical assistance and a fullrange of financial support including small feasibility and technical assistance grants,
predevelopment loans, acquisition and construction financing, short-term “permanent” financing,
and equity. Annually, LISC deploys $5,000,000 in project financing and $350,000 in flexible
project related investments.
Proposal Format
To facilitate review, submissions should respond to and conform to the following format:
1. Overview: Description of services that your organization provides.
2. Approach: Outline how you might approach achieving the desired objectives given the
background, knowledge, and experience you may have with community-driven,
comprehensive and collaborative community development.
3. Key Staff: Please provide background information and experience of key staff involved in
this effort.
4. Work Samples: Please provide work samples that reflect your ability to measure changes in
understanding/sentiment, harvest key learning and effectively communicate findings.
5. References: Please provide 3 references (preferably past clients).
Submissions (including items 1, 2, 3, and 5) should not exceed 4 pages.

Selection & Project Timeframe
LISC will select a qualified consultant by the end of 2014 with work commencing by early 2015.
LISC anticipates a 3-6 month timeline so the results can be incorporated into the above
mentioned 2016-2018 strategic plan.
