Objective
At the completion of this training, you will be able to
describe the ISO’s process for monitoring the updates
to the Critical Path Schedule (CPS) .

CPS Monitoring Requirement
• For each new resource required to submit a CPS in the
qualification process, the ISO monitors that resource’s
compliance with its CPS, if:
– Capacity from that resource clears in the Forward Capacity Auction
or
– Resource elects the ISO continue monitoring its CPS
• Project sponsor must provide a CPS report to ISO New England
at least once each calendar quarter

Purpose of CPS Monitoring
• Track the progress of new
resources on CPS monitoring until
they achieve commercial operation
• Maintain qualified capacity in
reconfiguration auctions or
bilateral periods consistent
with the expected commercial
operation date (COD)

CPS Report
• An update to either a Full CPS or a Simple CPS submitted and
accepted during the qualification process
• CPS report must include:
– Milestone or date changes from previously submitted schedule
– Proposed changes to project design and the impact on capacity
amount the resource will be able to provide
– Explanation of proposed changes
– Documentation of milestones achieved
– Additional relevant information and/or documentation regarding the
status or progress of the project, or any of the project milestones that
might be relevant to ISO’s evaluation

Must provide evidence to demonstrate completion of the

• Transmission Upgrades
• Commercial Operation
Examples: To demonstrate completion of Major Permits Obtained
milestone, generating capacity resources may provide a copy of, or the
cover letter for the permit(s) from the permitting agency.

of CPS submitted for qualification, then the project sponsor
must provide a pipeline analysis

Quarterly CPS Reports
Reporting requirement:
• Submitted to ISO via FCTS by project sponsors
• Submitted no later than five (5) business days after the end of
each calendar quarter until 23:59 on the due date
– January, April, July, and October
If not submitted on time:
• ISO notifies the project sponsor of failing to comply with this
reporting requirement.
• ISO allows an additional five (5) business days for submission of
CPS reports not submitted by the due date

CPS Reporting Review Process
• If the ISO determines that a CPS milestone date has been
missed, or if the project sponsor proposes a change to any
milestone date in a quarterly CPS report, the ISO will:
– Consult with the project sponsor to determine the impact of the
missed milestone or proposed revision, and
– Determine a revised date for the milestone and for any other
milestones affected by the change including commercial operation
of the project
• If a milestone date is revised for any reason, the ISO may
require the project sponsor to submit updates to the CPS on a
monthly basis until the revised milestone has been achieved

Withdrawal from CPS Monitoring
• Project sponsor may withdraw its project from CPS monitoring
at any time by submitting an Ask ISO ticket
• ISO may deem a resource withdrawn from CPS monitoring if
the project sponsor does not adhere to the requirements of
MR1 Section III.13.3 - Critical Path Schedule Monitoring
MR1 Section III.13.3.6.

Eligibility for Termination
• A new capacity resource becomes eligible for termination
when it has:
– Failed to cover its Capacity Supply Obligation(CSO) for the months the
project is non-commercial, or
– Successfully covered its CSO for two consecutive capacity commitment
periods but has not yet achieved commercial operation, or
– Lost the queue position associated with the project (generating
resource only)
• After consultation with the project sponsor, the ISO may
initiate the termination process

Termination
Any resource withdrawn from CPS monitoring or subject to
termination will:
• Lose the non-commercial portion of its CSO
• Lose its right to any payments associated with that CSO
• Forfeit any financial assurance provided with respect to that CSO
through a FERC order
• Have its qualified capacity adjusted accordingly
• Have its capacity network resource capability adjusted accordingly
(generating resources only)

Commercial Operation
• A new capacity resource is deemed to have achieved
commercial operation when it has:
– Completed all milestones on the CPS including system upgrades
required for qualification, and
– Demonstrated/verified 100% of its monitored capacity
• Then, a final commercial operation date is determined and
CPS monitoring ends
