OCTOBER 20–23, 2014|NORTHAMPTON, MA Post Auction FCM: Critical Path Schedule (CPS) Monitoring Forward Capacity Market (FCM 101) Simmi Chaudhury ENGINEER RESOURCE ANALYSIS AND INTEGRATION Objective At the completion of this training, you will be able to describe the ISO’s process for monitoring the updates to the Critical Path Schedule (CPS) . 2 Topics • Critical Path Schedule Monitoring • Examples 3 CPS Monitoring Requirement • For each new resource required to submit a CPS in the qualification process, the ISO monitors that resource’s compliance with its CPS, if: – Capacity from that resource clears in the Forward Capacity Auction or – Resource elects the ISO continue monitoring its CPS • Project sponsor must provide a CPS report to ISO New England at least once each calendar quarter MR 1. Section III.13.3.1.1 4 Purpose of CPS Monitoring • Track the progress of new resources on CPS monitoring until they achieve commercial operation • Maintain qualified capacity in reconfiguration auctions or bilateral periods consistent with the expected commercial operation date (COD) MR 1. Section III.13.3.1.2 5 CPS Report • An update to either a Full CPS or a Simple CPS submitted and accepted during the qualification process • CPS report must include: – Milestone or date changes from previously submitted schedule – Proposed changes to project design and the impact on capacity amount the resource will be able to provide – Explanation of proposed changes – Documentation of milestones achieved – Additional relevant information and/or documentation regarding the status or progress of the project, or any of the project milestones that might be relevant to ISO’s evaluation MR 1. Section III.13.3.2. 6 Full CPS Applicable Resource Types New Generating Capacity Resource New Import Capacity Resource backed by a new external resource New Demand Resource with a single facility with Demand Reduction Value of 5 MW or greater 7 Full CPS Documentation of Milestones Achieved Must provide evidence to demonstrate completion of the following milestones: • Major Permits • Interconnection Request • Project Financing • Substantial Site Construction • Major Equipment • Commissioning • Transmission Upgrades • Commercial Operation Examples: To demonstrate completion of Major Permits Obtained milestone, generating capacity resources may provide a copy of, or the cover letter for the permit(s) from the permitting agency. MR 1. Section III.13.3.2.2.1.b. 10 Quarterly CPS Reports Reporting requirement: • Submitted to ISO via FCTS by project sponsors • Submitted no later than five (5) business days after the end of each calendar quarter until 23:59 on the due date – January, April, July, and October If not submitted on time: • ISO notifies the project sponsor of failing to comply with this reporting requirement. • ISO allows an additional five (5) business days for submission of CPS reports not submitted by the due date • Issues handled by Customer Support: [email protected] 11 12 CPS Reporting Review Process • If the ISO determines that a CPS milestone date has been missed, or if the project sponsor proposes a change to any milestone date in a quarterly CPS report, the ISO will: – Consult with the project sponsor to determine the impact of the missed milestone or proposed revision, and – Determine a revised date for the milestone and for any other milestones affected by the change including commercial operation of the project • If a milestone date is revised for any reason, the ISO may require the project sponsor to submit updates to the CPS on a monthly basis until the revised milestone has been achieved MR1 Section III.13.3.3. 13 Withdrawal from CPS Monitoring • Project sponsor may withdraw its project from CPS monitoring at any time by submitting an Ask ISO ticket • ISO may deem a resource withdrawn from CPS monitoring if the project sponsor does not adhere to the requirements of MR1 Section III.13.3 - Critical Path Schedule Monitoring MR1 Section III.13.3.6. 14 Eligibility for Termination • A new capacity resource becomes eligible for termination when it has: – Failed to cover its Capacity Supply Obligation(CSO) for the months the project is non-commercial, or – Successfully covered its CSO for two consecutive capacity commitment periods but has not yet achieved commercial operation, or – Lost the queue position associated with the project (generating resource only) • After consultation with the project sponsor, the ISO may initiate the termination process MR1 Section III.13.3.4. (c) 15 Termination Any resource withdrawn from CPS monitoring or subject to termination will: • Lose the non-commercial portion of its CSO • Lose its right to any payments associated with that CSO • Forfeit any financial assurance provided with respect to that CSO through a FERC order • Have its qualified capacity adjusted accordingly • Have its capacity network resource capability adjusted accordingly (generating resources only) MR1 Section III.13.3.4. (c) 16 Commercial Operation • A new capacity resource is deemed to have achieved commercial operation when it has: – Completed all milestones on the CPS including system upgrades required for qualification, and – Demonstrated/verified 100% of its monitored capacity • Then, a final commercial operation date is determined and CPS monitoring ends 17 18 EXAMPLES 19 Example 1: Full CPS Update Click Monitored CPS to access the current, approved version Click Create Report to submit a CPS Report. This screen displays the currently approved Simple CPS information. 23 Example 2: Simple CPS Update Click Submit to enter the report. Review and update milestones as appropriate. Be sure to enter reasons for changes entered as well as provide supporting documentation. Milestones are reviewed and updated on this screen.
