Ninth CSO Forum on the African Charter on the Rights and Welfare of the Child nd th 2 – 4 April 2014 Dakar, Senegal ‘‘A child friend, quality, free and compulsory education for all children in Africa’’ Concept note Article 11 of the African Charter on the Rights and Welfare of the Child (ACRWC) provides for the right of every child to education, including the duty of state parties to provide free and compulsory basic education. The ACRWC also encourages state parties to develop secondary education in its different forms and to make it progressively free and accessible to all. A unique provision of the ACRWC is the responsibility of states to encourage regular attendance of schools and reduction of ‘drop-outs’. To encourage attendance, the state needs to, among other things, provide incentives for attendance such as feeding schemes in predominantly poor areas and creation of awareness on the benefits of education and regular school attendance. According to the ACRWC, education should be aimed at the promotion and development of the child’s personality, talents, mental and physical abilities to their fullest potential. Education also ought to prepare children to live responsibly in a free society. In view of the above, the 2010 African Union’s report on the State of Africa’s Children noted that education in most African countries was characterized by poor completion rates, high withdrawal rates, poor indicators for secondary education, and poor continental commitments to pre-primary education. In the 2012 Millennium Development Goals report, it was indicated that Africa, particularly Sub-Saharan Africa, still has the highest number of out of school children. It is therefore the responsibility of CSOs to ensure that the norms and standards on the interpretation of the right to education are developed and followed through. The determination of whether the state is fulfilling its duties with respect to the right to education therefore entails an assessment of whether each of these features of education has been implemented. th It is our sincere hope that the 9 CSO Forum will go beyond merely deliberating on and providing recommendations to the African Committee of Experts on the Rights and Welfare of the Child (ACERWC). We look forward to concrete commitment in practical actions through collaboration with the ACERWC and amongst CSOs across regional blocks in tackling the issues raised by the theme. 1 th Objectives of the 9 CSO Forum 1.
