TV CSG: Merger and Consolidation
Purpose:
• Encourages grantees to enter into new operating
agreements to
• Maintain universal service
• Increase operational efficiency
• Involve at least two stations
• With a signed operating agreement

• TV Merger – Universal Service
• Funds up to the equivalent of the FY2014 CSG of
Grantee facing closure
• At least one station at high risk of closure
• No more than 20% duplicate coverage area
• Deadline: July 1, 2014

• TV Merger – Operational Efficiency
• Requires proof of scale or efficiencies
• Funds up to 25% of combined FY2014 CSGs of
participating stations, distributed equally
• Deadline: July 1, 2014

CSG: Television Collaborative Bandwidth
Purpose:
• Encourages CSG grantees in overlap coverage
markets to agreements to cooperatively use their
bandwidth in a more creative and efficient manner.

CSG: Television Collaborative Bandwidth
Requirements:
• At least 2 participants must have at least 80% overlap.
• Stations in multi-provider markets get preference.
• Collaborating agreement in writing and ratified.
Funding:
• 3 or fewer stations, $250,000 each station for 3 years
• 4 or more stations, $750,000 divided equally for 3 years
• Deadline: July 1, 2014

• Goal: To provide an incentive and support strategic
alignment of the public radio system to achieve more
effective and efficient scale, and maximize station
resources and assets to significantly increase public
service.

• Local Service Plan (“LSP”): An agreed upon plan that lays out
the goals, budgets, costs, benefits, organizational structure
and clearly defined roles for key staff.
• Annual Certification collaboration/consolidation still in effect.
