OHIO SCHOOL BUS LAWS REVIEWED
Driving in the same direction
as the bus:
Vehicles are required to stop when the
red lights and the stop sign on the bus
are flashing, while the children are entering or leaving
the bus. That traffic must remain stopped until the
bus begins to move forward or the driver signals the
motorists to move forward.
Driving toward the school bus:
If the school bus is stopped on a street which has four
or more marked lanes, that traffic does not need to
stop, but should proceed with caution past the bus.
Traffic must stop if there are three or fewer lanes.

Status of the Central Fairmount Elementary
School Property
This information was gathered from Deb Leonard
(Community engagement, MSD), Andrew Reynolds
(Environmental Planner working with MSD), Joe Norton
[(Acquisition Manager for Cincinnati Metro Housing
Authority (CMHA)] and Reema Ruberg (Deputy
Executive Director of CMHA).
Parts of the properties, including the buildings,
were bought at auction by Southern Avenue
Partnership LLC of Indianapolis, Indiana from the
Cincinnati Board of Education. The sale price was
$310, 000 for the properties which are valued at
$889,000.
Theodore Roosevelt Public Community School
There are possible errors with the recording of plat
information on the County Auditor’s site as notes
refer to boundary surveys voiding some plats.
Roosevelt School on Tremont Street did not open for
students this school year, 2014-2015. According to a
reliable source, the school’s charter was revoked by its
sponsor because of continuing poor achievement test
scores and because of decreasing enrollment.
Ms. Ruberg said, “We are not involved with this
property and see no other indications of HUD
(Housing and Urban Development) involvement at
this point.”
It’s not clear, at this time, how the building will be used
in the future. Dr. Roger Conners, the owner, is now the
Superintendent of a charter school in Price Hill, the
Cincinnati Technology Academy.
The Community Council will try to get more
information about their intended use of the
property by contacting Southern Avenue
Partnership.
CUFA members and members of the
public met recently to discuss sewer
issues with County Commissioners Todd
Portune and Chris Monzel, and with
County Commissioner Christian Sigman.
The officials agreed to work toward public accounting for
money spent and progress made on Project Groundwork,
to form a committee to develop a program for lowincome sewer customers and to commit to training and
hiring local people for jobs with Project Groundwork.

WATER / SEWERAGE CHARGES
Help and information is available from the websites,
www.cincinnati-oh.gov/water [(Cincinnati Water Works
(CWW)] and www.msdgc.org/customer_care [(Metropolitan
Sewer District (MSD)], as well as CWW Customer Care at 513591-7700.
Your Cincinnati Water Works (CWW) bill can be difficult to
understand. It contains charges from both CWW and MSD.
Remember, for all bills:
* Charges are based on the number of
days in a quarter year (91) but are prorated when the number of days varies.
Charges are also based on the amount of
water usage.
* The minimum sewerage charge cap is
determined by the amount of water you
use in the winter. That is because extra
usage in the summer is often for
watering plants and perhaps filling
swimming pools, thus water that doesn’t
go into the sewers and doesn’t need to
be treated.
* 1 cubic foot of water = 7.48 gallons.
* Bills in the following example are for an average singlefamily home (ASFH). Renters’ usage charges are generally
included in their rent payment. The charges in the
example are based on a pro-rated 90-day quarter.
THE EXAMPLE: a summer bill of $157.86 during a 90-day
quarter
Part 1, the MSD Sewerage Charges:
$109.49 – The minimum charge, $110.71, includes an
allowance for the first 900 cubic feet used by the ASFH.
Even though this family only used 378 cubic feet, it still
incurs the minimum charge pro-rated for the 90-day
quarter. The charges pay for the treatment of wastewater
generated in your home.
Roughly half of the charge is for the operating costs to
provide daily services, capital investments to upgrade the
sewer system and administrative costs to run MSD.
$10.47 – Stormwater charge for the maintenance of
sewers
CINCINNATI LAND DEVELOPMENT CODE:
SECOND DRAFT 10-17-2014
The first draft of a new Land Development Code (LDC)
was released to property owners, residents, community
organizations, and other stakeholders of Cincinnati on
June 2, 2014 so that they could review it and directly
participate in the Code’s development. The draft
included maps that were also part of the review
process.
Four citywide public meetings, an interactive website,
stakeholder interviews, and phone calls/in-person
meetings were all a part of this two-month-long
process. More than 650 of the comments that were
received resulted in over 200 revisions to the draft text
of the LDC and over 270 revisions to the draft map.
All of the second draft documents and the second draft
interactive map can be viewed at www.cincinnatioh.gov/zoning.
A second public participation will last through January
30, 2015.
At that time, Planning & Buildings staff will take all of
the feedback received on the second draft and
incorporate revisions into a third draft (which will have a
public review period again).
Once again, all documents related to the second draft
and the second draft interactive map can be viewed and
downloaded at www.cincinnati-oh.gov/zoning. At this
website, you will be able to submit comments and
feedback directly to staff for consideration in the third
draft in 2015.

To keep this from happening to you,
Part 2, the CWW water charges:
follow these tips:
$25.90 – water usage charged at the base rate of $2.28 per
cubic feet. This family used 11.36 cubic feet of water.
* Carry only the identification and credit cards you need.
$12.00 – a service charge based on the size of the water
meter for the home. 5/8” is the usual size for the ASFH.
This is the standard charge pro-rated for days of service.
$157.80 – Total bill
* Maintain careful records of your banking and financial
accounts. Check your monthly statements to make sure
no one has made unauthorized transactions.
* Don’t include your Social Security or phone numbers
on your checks. Too much information is dangerous.

HARRISON AVENUE, PHASE B PROJECT
November, 2014 through May, 2015
Approximately 2,300 linear feet of new storm sewers will be constructed in the
street right-of-way along Harrison Ave. between the Western Hills Viaduct and
Queen City Ave., on Moellering Ave. and along Beekman just west of the viaduct.
The work will be done primarily during daylight hours Monday through Thursday.
There will be changes in traffic patterns to accommodate the project:
* Temporary lane closures will occur on Harrison and Moellering and Beekman.
* Access to businesses and all cross streets will be maintained but could temporarily be delayed at times.
Temporary sidewalk closures will occur on Harrison, Moellering and Beekman.
Noise, vibrations, dust, dirt, concrete barricades and fencing
Utility services will be maintained but temporary interruptions may occur.
