STATION AND COKE DISPATCH FACILITY – EPCC1
PACKAGE FOR “AISHWARYA” PROJECT AT IOCL HALDIA
REFINERY, WEST BENGAL, INDIA

1.0 INTRODUCTION:
1.1
Indian Oil Corporation Limited (“IOCL”), India’s largest refining & marketing company
and is a Fortune “Global 500” company engaged in the business of refining,
transportation and marketing the Petroleum products.
1.2
IOCL intends to Engineer, Construct, and Commission operate “AISHWARYA” Project
along with associated facilities at its Haldia Refinery in the State of West Bengal, India.
1.3
Engineers India Ltd. (EIL), New Delhi, India on behalf of IOCL, invite Pre-Qualification
(PQ) Bids against Pre Qualification Booklet for execution of EPCC-1 package,
comprising of DCU, CGOT, LPG Treater, Control Room, Unit Sub Station and Coke
Dispatch Facility on Lump Sum Turnkey Basis from the competent EPCC contractors
with sound technical and commercial capabilities meeting the pre-qualification criteria
stated in para 5.0.

Bidders who qualify the subject PQ, only, will be issued tender document on limited
basis, to submit the bids for execution of EPCC-1 package, consisting of DCU, CGOT,
LPG Treater, Control Room, Unit Sub Station and Coke Dispatch Facility on Lump
Sum Turnkey Basis.
1.5
Qualified Bidders shall be required to sign Non-Disclosure Agreement with all the
Licensor’s before issue of the Tender Document.
1.6
FEED is being prepared by EIL based on the BDEPs received from respective
Licensors.
2.0
2.1
BRIEF SCOPE OF WORK:
Bidder shall execute the work on Lump Sum Turnkey Basis (LSTK). The scope of work
shall include project management, residual process design, detailed engineering
(including HAZOP study), procurement, fabrication, inspection, transportation of all the
equipments/ materials to work site, storage, assembly, erection, installation,
construction and testing of all above mentioned facilities, including statutory approvals,
and to achieve mechanical completion, pre-commissioning, commissioning,
performance guarantee test run (PGTR) and handing over of all the facilities to Client
including supply of mandatory/ recommended spares based on FEED Package
provided by EIL.
2.2
The Bidder shall be the single point responsible Contractor for the entire scope of work.
2.2.1
Process/ other units covered under this package shall be as under:i.
Delayed Coker Unit (DCU) with a unit capacity of 1.7MMTPA (Licensor- M/s
Foster Wheeler, USA).
ii.
Coker Gas Oil Treater Unit (CGOT) with a unit capacity of 1.4MMTPA
(Licensor- M/s Axens, France).
iii.
Coker LPG Treater with a unit capacity of 70TMTPA (Licensor- M/s UOP LLC,
USA).
iv.
Coke Dispatch Facility through Rail and Road
v.
Unit Sub Station and Control Room.
3.0
TIME SCHEDULE FOR COMPLETION :
26 (Twenty Six) Months for Mechanical Completion + 2 (Two) Months for
Commissioning {+2 (Two) months Grace period on Mechanical completion} from the
date of issue of Fax of Acceptance/ Letter of Acceptance.
