Patrick Mouton was also taking references by hand at the pre-proposal meeting. Proposals are due at 2.pm on March 27th. Change Proposals are only accepted for additional scope or unforeseen conditions. Aldine ISD will not pay overtime work performed by Change Proposal. Any overtime required as part of the Work must be included in the base proposal. The last day for clarifications and questions from GC’s and sub-contractors is Friday 3/21/2014. GC must provide two week notice to AISD and Engineer prior to any outages. Prevailing wage rates are listed in the specifications. Any substitutions to be considered are due by Friday March 21. Approvals will be granted by addenda. Substantial completion date is : Aug 11, 2014 for Fueling and Security portions of scope Final completion date is August 25, 2014. Substantial Completion date is December 22, 2014 and final completion date is January 5, 2015 for building additions. Proposal amounts are to be one lump sum for all the Work (base scope, allowances, and alternates). Schedule of values for pay application will be by site to reflect cost of the asset. This is necessary for AISD’s accounting department. GC shall take note of security integrator requirements: Intertech Security (832 -286-4080) is certified to provide and install all division 28 systems specified. Other integrators are acceptable as long as they are certified to provide and install the equipment. There are no mentions of this scope in proposal documents. Are these alternates valid? A: Alternate language is removed and this work is included in the base proposal. Revised sheets are issued in addendum 3. Q: Is there any anticipated abatement? A: No abatement is anticipated. Q: What is going to be done with excess fuel in tanks? A: Tanks will be empty when construction team mobilizes on site Q: Is water and electricity available for use GC use at the site? Will GC be charged for usage? A: Yes, GC can utilize and tie into existing electrical power and water. GC will not be charged for usage. Q: Is certified payroll required? A: No, GC to conform with Prevailing Wage rates. Q: What will happen to all the busses on the work sites during construction/ A: Site construction will be phased. Busses necessary for summer operations will be on site but away from construction area, others will be relocated. Reference specifications for details on scheduling and phasing. Q: Is there any landscaping expected in areas of dirt work? A: Seed or hydro-mulch in areas where applicable is acceptable. Sodding is not required. Q: Is cutting across drives acceptable? Any directional boring required? A: Saw cutting and trenching is acceptable. Locations will need to be coordinated with AISD and engineer prior to any cutting to take place. Q: Who is permitting authority at all sites? A: Harris County Q: Who pays for Permit? A: 1st project permit to be paid for by AISD. All other subsequent permit to be handled by GC. Q: What is start date? A: Notice to proceed will be give the day after April board meeting, April 23. Transportation centers will need 100% operability of their site until June 9th. GC can mobilize on site and perform work before then as long as it does not affect bus deployment schedules or repair bays Q: Can work for new parking lots be started before the last day of school? A: Yes, so long as it does not impact bus traffic. Comment: The District is open to collaboration and suggestions regarding construction phasing with GC. Suggestions are welcome. Q: At the West side building expansion are there any temporary barriers required? Barriers are necessary to keep AISD away from construction areas. Barriers will conform to GC’s insurance requirements. AISD staff will remain on site during construction. There are conflicts in End dates in the specifications, Proposal form reads Jan 5 and Aug 25, in the scheduling section dates of Aug 21 and Dec 22 are listed. Which dates are valid?
