REQUEST FOR PROPOSAL (RFP) FOR PRODUCING RADIO SPOTS
FOR THE DEPOSIT GUARANTEE FUND
The USAID-funded Financial Sector Development Program (USAID/FINREP-II), implemented by
Financial Markets International, Inc. (FMI), is soliciting proposals for the development and production of
three radio spots for the Deposit Guarantee Fund (DGF), www.fg.gov.ua.
Objectives:
The general purpose of the radio spots is to communicate key provisions of the deposit guarantee
system to bank depositors and prospective bank depositors and build confidence in the safety of
deposits.
The radio spots are intended for a broad audience and produced with the aim to:






Provide bank depositors and prospective bank depositors with general information about DGF
and its role in the banking/financial system;
Emphasize that the Fund is established to protect the rights and legitimate interests of bank
depositors;
Inform bank depositors and prospective bank depositors that DGF guarantees deposit payouts
and the guaranteed amount, including interest, is UAH 200,000;
Raise awareness of the importance of risk diversification (deposit money with several banks but
not more than UAH 200,000 per bank, etc.) among depositors to make them better informed,
ensure that they understand advantages and restrictions of the deposit guarantee system
operations;
Inform depositors of guarantees or their absence, depending on the type of deposit, a deposited
amount, etc.;
Provide information about DGF’s web-site, address and hotline phone number.
Radio spots are expected to be posted to various information sources to promote wide public awareness
of DGF’s activities and its main purpose of protecting the rights and legitimate interests of bank
depositors.
Scope of Work:
During the production of the radio spots, the producer will work in close cooperation with representatives
of USAID/FINREP-II and DGF.
A bidder should:
 Develop scripts to ensure that the main idea of the radio spots is communicated consistently;
 Organize casting;
 Record sound (score), provide background music, etc.;
 Make all amendments required by the Customer (up to five (5) rounds of amendments during the
performance of the work without additional charges);
 Produce three radio spots (with timing of 30 and 15 seconds each);
 Edit the material to make sure that the final product complies with the USAID branding and
marking guidelines.*

The producer of the radio spots should inform authorized representatives of USAID/FINREP-II and DGF
about progress made during the entire process of creating the radio spots, provide draft radio spots to
USAID/FINREP-II and DGF and amend them as required by USAID/FINREP-II or DGF.
USAID/FINREP-II is soliciting proposals for creating three (3) radio spots:

All radio spots should be self-sufficient and should contain the following information:
- the guaranteed payout is UAH200,000;
- the guarantee applies to bank depositors;
- DGF website and telephone number.
The script of the radio spots will be developed by the winner with input from DGF representatives. The
scripts of the radio spots should explain the ideas given below:
Spot 1. Deposit payouts are guaranteed by the state represented by the Deposit Guarantee Fund.
The amount of guaranteed payouts is UAH 200,000. DGF guarantees apply to deposits with all banks
that have an effective banking license.
Spot 2. To protect your savings, it is worth diversifying risks by depositing money with several banks,
no more than UAH 200,000 per bank, including interest charged, or depositing money with one bank
for different family members but no more than UAH 200,000 per depositor.
Spot 3. It is necessary to make sure that money deposited with a bank is guaranteed by DGF,
because there are certain exceptions. It is also necessary to read the contract carefully before signing
it.
2. The radio spots should be submitted on a CD, in MP3 and WAV format or in any other format that
makes it possible to present the final product on radio, in a public forum, post it on the DGF web-site
or other websites or in other mass media. A radio spot submitted on a media should comply with all
the requirements to be suitable for radio broadcasting, uploading and playing on an Internet
resource.

There should be created two versions of each radio spot: for 30 seconds and for 15 seconds.

The production term is expected not to exceed seven (7) business days for the production of one (1)
radio spot and twenty one (21) business days for the production of three (3) spots after the scripts
for radio spots are approved.
5.
Each radio spot should contain the following required text: “For more information, visit the Deposit
Guarantee Fund website – www.fg.gov.ua and call the hotline at 0 – 800 – 308 – 108.”
6.
Radio spots should have the sound recorded in Ukrainian.
7.
USAID/FINREP-II and DGF will approve the final version of the radio spots.
Proposal Submission Requirements:
The proposal, all documents and correspondence related to the RFP must be written and submitted in
Ukrainian or English. Supporting attachments (e.g. company registration, references, etc.) may be in
Ukrainian only.
The following required documents comprise the proposal:
1.
A cover letter signed by an authorized company representative and stating the company’s
acceptance of the terms and requirements of the RFP. The letter must designate a person with
contact details for any communications needed during the bid review process.
2.
Documents that indicate that company is incorporated or legally organized under the laws of Ukraine
and is more than 50 percent beneficially owned by individuals who are citizens of Ukraine, namely
an extract from the Single State Register of Legal Entities and Individual Entrepreneurs and an
extract from the Charter. If company founders are legal entities, it is also necessary to provide
copies of their formation documents that prove that more than 50% of their authorized capital is
owned by Ukrainian citizens.
3.
Corporate qualifications/experience that are relevant to the above scope of work, including
examples of work on previous engagements where different means necessary for creating similar
radio spots were used, resumes of key staff members that will be involved in preparing the radio
spots and, where possible, references from recent clients (references should be no older than 2
years) and information on any professional awards.
4.
Short example of the script for Radio Spot 1, Radio Spot 2 and Radio Spot 3.
5.
Detailed phased schedule with the indication of activities necessary to produce the radio spots
within the time specified.

Cost Proposal:
The cost proposal should contain a budget for the production of three (3) radio spots. This budget should
disclose major cost items (salary, fees, overheads, profit, etc.) to allow for comparison.
The cost should be indicated in both Ukrainian hryvnyas and US dollars at the official exchange rate
established by the NBU as of the date of the cost proposal submission. The payment will be effected in
Ukrainian hryvnyas at the official exchange rate of hryvnya to US dollar established by the NBU as of the
date of issuing the invoice. A VAT charge must be indicated as a separate item (No payment of VAT will be
made*).
The cost proposal should be signed by an authorized representative of the firm and submitted in a sealed
envelope, separate from the technical proposal.
The validity period directly stated in the cost proposal should be at least forty five (45) calendar days after the
proposal deadline.

in Ukraine in accordance with the Agreement between the Government of the United States of America and the Government
of Ukraine Regarding Humanitarian and Technical Economic Cooperation of May 7, 1992 and procures goods, work and
services of the bidder for the implementation of the above International Technical Assistance Program, then, in accordance
with the aforementioned Agreement and the Policy on Raising, Utilizing and Monitoring International Technical Assistance,
as approved by Cabinet of Ministers of Ukraine Resolution 153, dated February 15, 2002, on Establishing a Single System
of Raising, Utilizing and Monitoring International Technical Assistance, the value of such goods, work and services is exempt
from the value added tax.
The procurement of goods, work and services is made at the expense of the international technical assistance program and
complies with the category (type) of goods, work and services indicated in the procurement plan.
Therefore, the FINREP-II Program will pay for services without accruing VAT and will provide to the winner a copy of the
registration card, within the framework of which goods, work and services are procured, issued by the Ministry of Economic
Development and Trade of Ukraine as well as a copy of the procurement plan certified by the Program’s stamp.
Proposal Evaluation Method:
All proposals that meet the above submission requirements will be evaluated and selected according to
the following criteria:

Technical proposal – Total 45 points:
o Quality of ideas for the production of Radio Spots – 20 points;
o Experience of performing similar work and qualification of staff assigned to the project –
20 points;
o Completion time under the contract – 5 points.
The best three technical proposals will be evaluated based on the cost proposal in the following manner:

Realism of the budget attached to the technical proposal and price – 55 points.
Technical proposals will be evaluated against the above criteria by the Selection Committee composed
of representatives of USAID/FINREP-II and DGF.
Cost proposals will be evaluated based on whether proposed costs suggest a clear understanding of
engagement requirements and whether they comply with the key elements of the technical proposal.
USAID/FINREP-II intends to award a contract based only on written proposals; therefore, both technical
and cost proposals must be the best and final proposals of bidders. USAID/FINREP-II reserves the right
to conduct discussions and request clarifications before awarding a contract if the Head of the Selection
Committee deems it necessary.
USAID/FINREP-II may exclude a bid if it is so deficient as to essentially require a new technical
proposal. USAID/FINREP may exclude a bid so unreasonably priced, in relation to more competitive
bids, as to appear that there will be little or no chance of becoming competitive. USAID/FINREP-II may
exclude a bid requiring extensive discussions, a complete re-write, or major revisions such as to allow a
Bidder unfair advantage over those more competitive bids.
Proposal Submission Deadline and Other Requirements:
Technical proposals must be submitted in a sealed envelope by 21:00, on October 24, 2014, to the

Envelopes must be marked: “RFP - Production of Radio Spots for DGF.” In addition, bids shall be sent
by electronic mail to [email protected] with the subject: “Production of Radio Spots for DGF.”
Cost proposals must be submitted in a hard copy in a separate sealed envelope by 21:00 on October
24, 2014 to the attention of Ms. Victoria Buchynska at the address mentioned above. Cost proposals
should not be sent electronically.
Proposals received after the specified deadline will not be considered. Proposals sent via fax will not be
considered.
Telephone inquiries are not permitted. Questions may be submitted via email to [email protected] by
October 22, 2014; answers to these questions will be sent to all bidders that sent questions, and they
will also be posted on the FINREP-II website: www.finrep.kiev.ua.
The release of this RFP does not constitute an obligation on the part of USAID/FINREP-ІІ to award a
contract. USAID/FINREP-ІІ reserves the right to reject any and all proposals. Nevertheless, it is the
intention of USAID/FINREP-II to award a contract if it receives acceptable bids.
USAID/FINREP-II can terminate this RFP at any time at its discretion. USAID/FINREP-II, DGF and
USAID are in no manner responsible for any of the costs associated in the preparation or submission of
any proposals.
Sample Terms of Contract:
The contract for this procurement should include the following:
1. Parties to the Contract
“Contractor” means the company providing the services under the contract,
“Customer” means Financial Markets International, Inc. implementing the Financial Sector Development
Program (USAID/FINREP-II),
“Recipient” means the Deposit Guarantee Fund (DGF).
The contract should be entered into between the CONTRACTOR and the CUSTOMER for the benefit of
the RECEPIENT.
2. Payment Schedule
Payment 1.

50% should be paid in advance within 5 (five) business days after signing the contract;
50 % should be paid within 5 (five) business days after the acceptance of work performed
under the contract in accordance with the signed Transfer and Acceptance Statement.
3. Exemption from Payment of Value Added Tax (VAT)
Since the Customer is a contractor of the international technical assistance project (program), it shall pay
for the services according to the Contractor’s invoice and contract without the valued added tax in
accordance with the Policy on Raising, Utilizing and Monitoring International Technical Assistance
approved by the Cabinet of Ministers of Ukraine Resolution 153 dated February 15, 2002 as amended,
and the Agreement Between the Government of the United States of America and the Government of
Ukraine Regarding Humanitarian and Technical Economic Cooperation of May 7, 1992.
4. Eligibility of Suppliers
Any procurement resulting from this tender will be financed by USAID and will be subject to USA Federal
Acquisition Regulation (FAR) and USAID regulations.
No equipment, materials or services shall be eligible for USAID financing if offered by a supplier or
subcontractor included on any list of suspended, debarred, or ineligible bidders used by USAID.
5. U.S. Anti-Terrorism Executive Orders and Laws
“The Contractor is reminded that U.S. Executive Orders and U.S. law prohibits transactions with, and the
provision of resources and support to, individuals and organizations associated with terrorism. It is the
legal responsibility of the Contractor to ensure compliance with these Executive Orders and laws. This
provision must be included in all subcontracts/sub-awards issued under this contract/agreement.”
