1. The Superintending Engineer, Dhenkanal(R&B) Circle, Dhenkanal on behalf of Governor of
Odisha invites Percentage Rate bids in double cover system in online mode for the construction of works
as detailed in the table below, from the class of eligible contractors as mentioned in coloumn-4(four)
registered with the State Government and contractors of equivalent Grade/ Class Registered with Central
Government/ MES/ Railways/CPWD for execution of civil works. The proof of registration from the
appropriate authority shall be enclosed along with the Bid. If successful, the bidder who has not registered
under State Government has to register under the appropriate registering authority of the State
Government of Odisha in appropriate class of eligibility before award of the work.

Bid documents consisting of plans, specifications, the schedule of quantities and the set of
terms and conditions of contract and other necessary documents can be seen in the website:
www.tendersorissa.gov.in.
4.
Bids must be accompanied by Earnest Money deposit/Bid Security of the amount specified for
the work in the table at Column-06 above, pledged in favour of concerned Executive Engineer as
specified for the work at Column-07 above payable as specified in contract data and will have to be in
any one of the forms as specified in the bidding documents. Bidders desirous to hire machineries or
equipments from outside the State or owned but deployed outside the state are required to furnish 2%
of the amount put to tender as Bid security.

The Bid documents will be available in the website: www.tendersorissa.gov.in from
Dt. 23.08.2014 to Dt.08.09.2014 up to 16.00 Hours for online bidding.
6.
The bidder must possess compatible Digital Signature Certificate (DSC) of Class-II or Class-III.
7.
Bids shall be received only “on line” on or before Dt.08.09.2014. up to 16.00 Hours.
8.
Bids received in on line shall be opened at 11.00 Hours on Dt.12.09.2014 in the office of the
Superintending Engineer, Dhenkanal(R&B) Circle, Dhenkanal in the presence of the bidders who wish
to attend. Bidders who participated in the bid can witness the opening of bids after logging on to the
site through their DSC. If the office happens to be closed on the last date of opening of the bids as
specified, the bids will be opened on the next working day at the same time and venue.
9.
After the date & time of receipt of bid is over, the original Bid security and Demand draft towards
cost of Bid documents as per Column-6 & 5 shall be submitted in the office of the undersigned/
office of the Executive Engineer, Dhenkanal (R&B) Division/ office of the Executive Engineer,
Charbatia (R&B) Division/ office of the Executive Engineer Angul (R&B) Division on or before
date & time of opening of Bid as specified at para -08 above, during office hours on working days
failing which the bid will be rejected.
10.
The cost of bid documents in demand draft issued from any Nationalized / Scheduled Bank may be
prepared in favour of the concerned Executive Engineer, mentioned under column 07 above payable at district
headquarter of concerned Division as mentioned in Contract Data. The above demand draft may be furnished
separately for Rs.10, 000.00 & Rs.500.00 towards cost of bid document & VAT respectively.
11.

12.
The authority will not be held responsible for any technical snag or network failure during on-line bidding.
13.
The bidder may ask questions in the e-procurement portal using his/her Digital Signature Certificate from
Dt.23.08.2014 to Dt.30.08.2014. up to 16 .00 hours related to the tender for clarification.
14.
The authority reserves the right to cancel any or all bids without assigning any reason The bidders have
to participate in online bidding only. The website for “ONLINE BIDDING” is www.tendersorissa.gov.in
