The management, Airport Security and at businesses established on the airport site have these regulations and the evacuation plan available for examination by any interested party. 2. Companies whose staff work at the airport are required to notify their personnel of these regulations and the evacuation plan. 3. Anyone carrying out work at the airport is required to examine these regulations and the evacuation plan. Depending on the position they are to occupy, they will be tested on their knowledge by means of the Security Awareness Program. See procedure in appendix F, this is available for inspection at the management and Airport Security. 4. The management reserves the right to have persons who, following due warning fail to comply with the provisions of these regulations, removed from the airport site and the buildings of Den Helder Airport, and to determine that their access to the airport site and the buildings will be refused for a period still to be determined. 5. Visitors must be notified by the company they are visiting of the escape routes and safety measures as described in the information brochure for visitors. 2 Airport Regulations Den Helder Airport 25 September 2014 Article 2 Definitions The following definitions apply to these regulations: aircraft site/airside a designated site equipped for take-off and landing of aircraft, with the exception of the sections of the military airfield not used for civilian air traffic; Airport Security persons employed by a private security organisation charged by the management with ensuring security; airport site section of the airport site used for starting, taxiing, towing, parking and handling aircraft; airport Den Helder Airport, comprising the area and buildings outlined in appendix B to these regulations; Auxiliary Power Unit (APU) (Internal) turbine engine intended for power supply if the engines are not operating; camera supervision There is closed circuit camera supervision on the airport site and in the station building; CERT organisation Company Emergency Response Team organization; draining the draining of fuel or other liquids from special drainage points or using a pump; engine any propulsion device for an aircraft and vehicle; Foreign Object Debris (FOD) all objects, materials and substances which cause damage to an aircraft; freight goods which are not luggage, offered for transport by air, including postal deliveries; Ground Power Unit (GPU) external power supply for aircraft, with a combustion engine or as transformer; 3 Airport Regulations Den Helder Airport 25 September 2014 handling all activities relating to flight operations that must be undertaken following arrival at or prior to departure from the airport; handling equipment vehicles and materials necessary for handling helicopters and aircraft; hangars buildings located outside the area of the airport site as indicated in appendix B; used for parking, storing and maintaining aircraft; hazardous goods/substances explosives or other objects and liquids or solids which could threaten the security of the aircraft and/or property of the airport or could endanger human life; ID/Key card an identity document issued by Den Helder Airport, depending on authorization with a key function for certain doors; The field authorizations are represented by means of a colour on the ID/Key card. Every field has his own colour. There are colour combinations possible when a person has authorization for more fields. identity document a valid passport or valid ID card; large traffic fixed-wing aircraft with a permitted MTOW (maximum take-off weight) of more than 6,000 kg and rotary wing aircraft with a total mass of more than 390 kg; locker lockable area in which items can be stored; luggage goods belonging to passengers; management a person duly appointed by the airport responsible for day-to-day supervision of order and security at their airport; in this person’s absence, the task is entrusted to Airport Security; Navy Fire Brigade the section of the Royal Netherlands Navy responsible for the fire service for aircraft at the airport; objects representing a threat weapons, explosives or other objects and liquid/substances that represent a threat to personal safety or security of the aircraft, possessions, buildings or the 4 Airport Regulations Den Helder Airport 25 September 2014 surrounding site; operations the handling body/company appointed by the management responsible for day-today supervision of (air) traffic on the platforms and spots; operator/exploiter the management of Den Helder Airport; parking spaces for vehicles the areas specified in appendix C to these regulations intended for vehicles owned by or used by personnel, passengers and visitors of the airport; Personal Protective Equipment equipment for protection against hazards which could represent a threat to health and safety; refuelling The transfer or pumping out of aviation fuel; secured areas secured areas not open to the public. To enter these areas, an ID/key card is required, or permission from the management or Airport Security. See appendix A; Security Awareness Program a test programme for staff of Den Helder Airport aimed at raising awareness of overall security and security on the airport site and in the buildings. See procedure in appendix F, this is available for inspection at the management and Airport Security. small traffic small fixed-wing aircraft with a permitted MTOW (maximum take-off weight) of less than 6,000 kg; spot a hard standing marked by non-permeable asphalt, identified with numbers 1 through to 12 and a hard standing produced in industry slabs identified with number 6, as specified in appendix B; start trolley see Ground Power Unit (GPU); terminal the building located within the area of the airport site as indicated in appendix A; 5 Airport Regulations Den Helder Airport 25 September 2014 test running testing helicopter or aircraft engines following maintenance or repair other than during normal taxi or flight movements; vehicles all vehicles and carriages, whether or not with a propulsion device, which also include moving or rolling stock, used as a tool for handling aircraft, freight and passengers; walkie-talkie compact, portable radio transmitter/receiver for very high frequencies, with a limited transmission capacity, and usable within a limited radius; work permit a document required to carry out work at the airport and its sites/buildings. A work permit is issued by Airport Security. 6 Airport Regulations Den Helder Airport 25 September 2014 CHAPTER II General regulations Article 3 Regulations 1. Everyone on the airport is required: a. To behave in accordance with the requirements of these regulations and all other measures adopted by or on behalf of the management; b. To follow instructions as issued to him/her by or on behalf of the management in the form of words, signals or symbols; c. To provide the information requested of him/her by or on behalf of the management on the basis of these regulations. 2. Anyone acting in contravention of the requirements as stated in the previous paragraph or arising from statutory regulations shall be refused access to the airport. 3. To notify to the management all damage caused to persons, property, buildings or surrounding area. Article 4 Further measures 1. The management reserves the right to extend security/safety measures in exceptional situations. 2. In all cases not covered by these regulations, further measures may be laid down by or on behalf of the management. 3. Airlines/handling companies may operate additional security regulations/ instructions and measures in respect of these airport regulations. These additional measures may not be in contravention of the airport regulations and legislation. 7 Airport Regulations Den Helder Airport 25 September 2014 4. Additional (security) instructions/regulations and measures which deviate from the airport regulations must always be notified in writing to the management, and will be assessed. Article 5 General regulations Anyone on the airport is prohibited from: a. depositing or leaving behind waste, paper, food, food remains or other waste items anywhere other than in the places intended for that purpose as determined by the management; b. feeding birds; c. without cause, moving outside the compulsory walking routes, passages, platforms and surrounding areas; d. occupying non-admissible or specifically identified areas of Den Helder Airport or themselves accessing these areas, without prior permission from the management; e. driving with vehicles on footpaths and lawns, or placing vehicles in these locations; f. cleaning or repairing vehicles in any location other than that specifically appointed by the management for that purpose; g. parking cars, motorcycles and bicycles in, before or against the terminal; h. storing, depositing or leaving behind cargo goods, barrels, crates, construction materials, spare parts and other movable objects, outside the locations or areas intended for that purpose as appointed by or on behalf of the management; i. j. clearly being in a state of drunkenness and from being under the influence of any narcotic drug; using, transporting, trading in or being in possession of alcohol, drugs or any narcotic drug; k. smoking other than in the so-called smoking areas appointed/identified as such by the management; l. carrying with them weapons or objects that, according to the law are banned, or which could cause damage to persons or possessions; 8 Airport Regulations Den Helder Airport 25 September 2014 m. carrying with them or transporting objects that could represent a threat; n. weapons, explosives and other hazardous substances that could represent a threat to individuals or which could endanger the safety of an aircraft; o. leaving luggage behind, unattended; p. activating fire-extinguishing equipment without cause, or reducing the effectiveness thereof, or rendering access to this equipment more difficult; q. occupying any location following a request from the person tasked with supervision at that location to remove oneself from the area in question; r. roller-skating, skating or skateboarding, riding a scooter or motorcycle or bicycle in the terminal; s. deactivating or damaging built-in electronic or optical/visual (camera) equipment used for safety and security purposes; t. generally undertaking any action that could disrupt the peace and security of the airport, or as a result of which physical injury to individuals or damage to property could be caused. u. hindering Airport Security, emergency services or the CERT organisation in their work; v. allowing children below the age of 12 years access to the airport, unsupervised by parents/guardians; Article 6 Special regulations Without permission from the management, on the airport site/in or around the terminal everyone is prohibited from: a. exercising a profession or having a profession or any other transaction of a commercial nature exercised, or causing such to be exercised, including the provision of services and goods in whatever form, acting as guide, luggage porter, orderer, supervisor of bicycles and motor vehicles, cleaner, streettrader, lender, sales person, mediator, courier, etc.; b. storing or carrying with them hazardous substances and/or liquids. If the hazardous (liquid) substance is packed according to the statutory requirements, this must be reported to the management, the security personnel and the company emergency services organisation, in connection 9 Airport Regulations Den Helder Airport 25 September 2014 with disasters; c. These substances may only be taken airside (airport/airport site) via the duly designated accesses. Storage is only permitted at the locations duly designated by the management. Depending on the type of hazardous substance, the management may impose further measures. For guidelines relating to hazardous substances, see article 70; d. installing or having installed advertising signs, billboards, etc., and distributing flyers, printed matters, circulars or illustrations, or having them distributed, or in any other way organising an advertising activity; e. providing excursions/tours without prior permission from the management; f. in public, holding speeches or any other action of a propagandist nature; g. drawing, painting or scratching any letters, figures or symbols on or around buildings, fences, walls, posts, signposts or paving; h. holding any public form of collection; i. either for themselves, or for or on behalf of others, offering public entertainment or organising meetings for relaxation and entertainment open to the public, or holding or organising parades; j. fishing in ditches, waterways or canals; k. without authority, reactivating or having put back into action the structure or engines of aircraft, and air traffic protection equipment. Article 7 Handling areas and waiting rooms in the station building 1. Access to the departure and arrival hall is exclusively reserved for passengers, air crew members, handling staff, Airport Security and border security organisations. 2. Access is granted to anyone to the central hall or restaurant, unless public order is disrupted, in the judgement of the management. 3. The sale and consumption of alcoholic drinks in the station building is permitted, subject to the following conditions: a. for everyone with the exception of outgoing offshore passengers and persons below the age of 18 years; 10 Airport Regulations Den Helder Airport 25 September 2014 b. alcoholic drinks may only be consumed in the restaurant; c. without permission from the management, the carrying and consumption of alcoholic drink is forbidden, in areas where no privacy can be provided. Article 8 Lockers 1. Lockers are available in the building to be used upon payment of a charge, for the temporary storage of items. 2. Conditions of use for lockers; a. The following may not be stored in the locker: - alcohol, drugs, narcotics; - weapons, hazardous liquids/substances and explosives; - dirty and smelly clothing; - food products. b. The management reserves the right to open and to empty the locker in the event of suspicion of abuse. c. If objects/substances are found which are forbidden by law, the police will be notified. d. Maximum period of use 1 month (after which time the locker will be emptied). e. In the event of loss of the key, an amount of € 15 will be charged. f. The management is not liable for theft and/or damage to personal possessions. Article 9 Photographing/Filming 1. Permission is required from the management for the making of professional photographs, film and/or video recordings for commercial purposes in sections of the airport site not open to the public. 2. To the satisfaction of the management, it must be demonstrated that there 11 Airport Regulations Den Helder Airport 25 September 2014 are no objections on the part of the airline or owner for making photographic recordings on the platform of aircraft or making recordings in aircraft. 3. The making of photograph, film and/or video recordings of security and the constructional measures relating to security is forbidden. Article 10 Dogs and other animals 1. Everyone must ensure that any animal in their care at the airport: a. causes no nuisance to third parties; b. does not enter any part of a platform, taxiway or the airport site. 2. Dogs must at all times be kept on a short lead, and remain under the supervision of their owner. 3. Escaped animals must be immediately recalled or retrieved. If this is not possible without leaving areas of the site open to the public, Air Traffic Control, Operations and/or Airport Security must be immediately informed. 4. Unsecured animals at the airport and/or the airport site must be immediately reported to Air Traffic Control, Operations or Airport Security. 5. Paragraphs id 1b and 2 do not apply to dogs used in the exercising of their task, by the operator or government. 6. In respect of the provisions of this article, further provisions may be imposed by the management. Article 11 Lost property 1. Anyone who finds an object at the airport must immediately hand in this object to the security service, to the counter of the handling company, the Royal Netherlands Military Police or the management of Den Helder Airport. 2. The finder must release the item into custody, if so demanded by the management. 3. The owner shall receive the lost property if claimed within the time limit listed below. The person claiming the item can be charged a keeper’s fee. 12 Airport Regulations Den Helder Airport 25 September 2014 4. Valuable items must be kept in custody by the management for a period of twelve months. If these items have not been claimed within this period, during a period of 1 month following expiry of the above referred to period of 12 months, the finder may claim the items. 5. All found objects will be reported to the municipality of Den Helder. Lost objects can be found 2 weeks after the loss via www.verlorenofgevonden.nl 6. For other legislation and regulations, we refer to Book 5 of the Dutch Civil Code. Article 12 Unusual or suspicious objects/property/individuals 1. Anyone observing an unusual or suspicious object/item of property/individual is required to immediately duly notify Airport Security and to refrain from moving the objects/items. 2. If in doubt concerning the content of a delivery or post item received, the item in question must be submitted to Airport Security for X-Ray inspection; only, however, if this represents no threat to personal safety. Article 13 Parking 1. Always park within the specifically-designated parking areas (appendix C). The vehicle may only be parked in the spaces designated for that purpose. 2. Parking in front of the terminal is not permitted. At this location, drivers are only allowed to pick up/drop passengers and load/unload luggage/cargo. In all other cases, the driver must park the vehicle in the duly designated area. 3. Parking is at the owner’s risk. Staff in possession of a Den Helder Airport parking card is required to park in the designated car park, and must park in such a way that other car park users and entrances, access routes and exits to the car park are not blocked. The same applies to commercial vehicles. 4. Any (environmental) damage caused to the car parks and parking installations will be claimed against the driver/owner of the vehicle. 5. Vehicles may only be parked on the car park as intended in paragraph 1, 13 Airport Regulations Den Helder Airport 25 September 2014 following payment. The management accepts no liability whatsoever for loss of items from or damage caused to a vehicle. Car parks A, B and C and the motorcycle and bicycle parking areas are only intended for parking vehicles belonging to passengers, airport staff and visitors. 6. The management reserves the right to have vehicles not belonging to individuals as described above, or which remain parked for longer than 3 months removed from the car park. The costs of removal and any overdue parking fees will be claimed from the owner. 7. End-of-life vehicles, caravans/campers and trailers may not be brought onto or parked on the airport site and car parks. End-of-life vehicles should be taken to include vehicles not complying with the requirements and conditions referred to in article 14, paragraph one of the Road Traffic Regulations, or in as much as said vehicles are clearly in a state of disrepair. 8. The management may make exceptions from paragraph 7 referred to above. 9. For all other provisions, see article 67 paragraph 3. Article 14 Accidents and fire, other disasters or incidents 1. Anyone discovering an accident, fire or unsafe situation is required to immediately duly notify the management or Airport Security. a. Incidents, defects and shortcomings of significant importance in respect of security must also be reported. 2. In the event of an aircraft accident or a fire, the contingency plan of the municipality/Navy/Airforce shall apply. 3. In the event of an accident, fire or other disaster, all persons are required to strictly comply with any instructions issued by or on behalf of the management, naval or municipal fire service, CERT organisation or Airport Security. 4. In the event of an accident or fire, everyone is required to strictly comply with the instructions issued by the management, Navy/Airforce or municipal fire brigade or security staff. 5. Without prejudice to the requirements in these regulations, further rules may be adopted by the management to prevent, restrict and fight fire, to limit the 14 Airport Regulations Den Helder Airport 25 September 2014 risk of fire and to prevent and limit accidents in the event of fire and all related incidents. Article 15 Area open to the public For people not employed or authorised to be on the platform, access to the airport site is prohibited without supervision. Article 16 Airlines and Handling companies 1. The airlines and their representatives/handling company on the airport are required to inform the management of the timetables for arrival and departure times of their aircraft or the aircraft for which they are providing handling services. They are also required, each month, to issue in writing to the management a matrix of the current arrival and departure times and further relevant details such as passenger numbers, quantity of cargo of incoming and outgoing flights of their aircraft or aircraft for which they are providing handling services. 2. If more than normal interest is expected in the arrival or departure of an aircraft, this must be duly notified to the management in advance. 3. A notice must also be issued at least 1 hour in advance and if possible in writing, to the management of the arrival or departure of passengers in whom particular interest is expected or can reasonably be expected, or for whom measures must be taken, deviating from the normal handling, including the reservation of conference space. 4. In addition if requested, if possible following arrival or prior to departure of the aircraft, all relevant statistical data relating to the aircraft, the crew, the passengers and the cargo must be issued to the management. 5. The obligations of this article also apply to handling companies employed at the airport, in respect of aircraft not in regular service. 6. The management may, for example in connection with an incident and busy periods, alter the arrival and departure times of aircraft. 7. The management may adopt further rules concerning the handling of aircraft, 15 Airport Regulations Den Helder Airport 25 September 2014 passengers and cargo. 8. Crews of (external, insourced) airlines must be instructed by or on behalf of the management of companies based on the airport, in respect of the specific rules relating to (military) traffic control. In that connection, attention should particularly be focused on opening times, alterations to arrival and departure times and routes. Article 17 ID/Key card and Security Awareness program 1. Persons on the platform or in the secured area are required to visibly display an ID/Key card or visitors’ pass issued by the management. 2. Users of the airport site and companies undertaking work on the airport site and organisations carrying out independent ground handling services on the airport site are required to cooperate with the Security Awareness Program (aimed at ensuring security and safe use of the airport site). 3. An ID/Key card is issued following presentation of a valid passport or ID card and a Certificate of Good Conduct (VOG) to the management ,and the successful completion of the Security Awareness Program test. An ID/Key card is valid for a period of 5 years. If the passport/ID card expires within these 5 years a new ID/Key card must be requested and also the Security Awareness Program test has to be made again. 4. The Good Conduct Certificate (VOG) must have been specifically issued for the position to be occupied on the airport, the Certificate must be valid for maximum 6 months. 5. Foreign employees are required to submit a document equivalent to the VOG, from their country of origin. 6. A visitors’ pass will only be issued following presentation of a valid passport/ID document, and stating the reason for the visit. 7. An ID/Key card is used for identification and for opening certain doors. 8. You are not permitted to pass on a personal ID/Key card or visitors’ card to another person or to allow other persons to accompany you into/out of secured areas. 9. The carrier of an ID/Key card/visitors’ card is required to present the 16 Airport Regulations Den Helder Airport 25 September 2014 document for inspection at the request of Airport Security, the Royal Netherlands Military Police or the management. Upon refusal, the holder will be refused access to the airport site, airport hangers, secured areas and nonpublic areas. 10. If the ID/Key card/visitors’ card is lost, stolen or forgotten, this must be immediately duly notified to Airport Security or the management. A replacement document must also be collected from Airport Security, upon presentation of a valid passport/ID document. 11. If the identity of the holder can no longer be checked as a result of damage and/or wear, the ID/Key card must be replaced. 12. In accordance with the provisions of article 1 paragraph 3, the ID/Key card will be withdrawn/not issued, if sufficient knowledge of the Airport regulations cannot be demonstrated. 13. The field authorizations of the ID/Key-card are represented by means of a colour on the ID/Key card. Every field has his own colour. There are colour combinations possible when a person has authorization for more fields. 14. Den Helder Airport retains the decision authority with regard to the authorization of the ID/Key-card. 15. The ID/Key card remains the property of Den Helder Airport. At the end of any employment, the ID/Key card must be returned to the management or Airport Security. The supervisor of the employee is responsible for reporting the retirement and returning the ID/Key-card. 16. Anyone moving in the secured areas or on the airport site can be stopped and checked by Airport Security for their identity and the legality of their presence on the airport site. 17. Other provisions relating to the ID/Key card and visitors’ cards are specified in the Security Awareness Program. Article 18 Examination of luggage / clothes 1. (Hand) luggage of individuals boarding an aircraft as a passenger must be checked by Airport Security for the presence of forbidden objects and liquids/substances which could represent a threat. 17 Airport Regulations Den Helder Airport 25 September 2014 2. Luggage checked in to be stored in the cargo hold of a passenger flight must be checked by Airport Security for the presence of objects that represent a threat, using any relevant detection equipment. 3. If necessary, Airport Security can randomly require a voluntary further examination of checked-in or hand luggage belonging to a passenger or visitor. 4. If necessary, Airport Security can demand a voluntary further examination of clothing, vehicles and goods brought in by staff wishing to enter the secured areas or platform, in accordance with article 37 of the Aviation Act. 5. Persons, including visitors, who refuse to subject themselves or their (hand) luggage to inspection will be refused access to all areas and parts of the airport, and as necessary will be removed in accordance with article 37 a to v of the Aviation Act. 6. If necessary, a further examination can be demanded, in the form of voluntary questioning of a passenger or visitor, in connection with their reliability and security (public order). If the request is refused, action may be taken to refuse further access to all areas and parts of Den Helder Airport. Article 19 Inspection of cargo The inspection of cargo is compulsory for cargo agents and will include a visual and external inspection. The security personnel are responsible for carrying out this inspection, both manually and using X-ray equipment. Article 20 Work 1. All work in, on and around the buildings of Den Helder Airport undertaken by external companies must be reported to the management and Airport Security. This also applies to work undertaken on behalf of tenants/users. 2. Before starting work, companies carrying out the work must request a work permit from Airport Security, following presentation of a valid identification document. 18 Airport Regulations Den Helder Airport 25 September 2014 CHAPTER III Regulations relating to the sections of the airport not open to the public Article 21 Landing area 1. Access to the landing area is prohibited to all, unless permission has been granted by or on behalf of the Royal Netherlands Airforce. 2. The landing area is open for landing, take-off and taxiing of aircraft, except for the authority of the Royal Netherlands Air force to temporarily withdraw full or partial availability of the area for use by aircraft, due to the area being unsuitable or unsafe. 3. Landing and take-off and taxiing on the landing area by aircraft not equipped with radio equipment according to which a two-way connection with the local traffic control can be maintained is prohibited except – under special circumstances – if permission is granted by the local air traffic control (Royal Netherlands Air force). 4. If the landing area or part thereof is not available for landing, take-off or 19 Airport Regulations Den Helder Airport 25 September 2014 taxiing of aircraft, because it is unsuitable or unsafe, this will be notified and indicated on site in accordance with the requirements in the Aviation Supervision Regulations. 5. The management is at all times authorised to forbid or delay the departure of an aircraft from the airport, for example if the provisions of paragraphs one and two of article 45 and article 22 have not been complied with. 6. For landing and take-off for teaching and instruction flights, permission from air traffic control is required. 7. In as far as applicable, the priority rules listed in article 28 also apply on the airport site. 8. The airport site must be free from Foreign Object Debris (FOD). Any FOD on the airport site must be immediately reported to Operations, Airport Security or the management. 20 Airport Regulations Den Helder Airport 25 September 2014 Article 22 Payments 1. Payments due for landing, parking and storage of aircraft on the airport site appear in the charge list for the airport, which is also published on the website. 2. Unless otherwise agreed with the owner, holder or captain of the aircraft, the payments specified in paragraph one must have been paid prior to departure of the aircraft. Article 23 Work on platform or taxiway 1. The management may issue an exemption from the prohibition to enter the platform or taxiway for people having to carry out work in these areas. 2. In each individual case, these persons must report to the management or Airport Security. They are required to visibly display the visitors’ card issued by Airport Security and to request a work permit. Further provisions are listed in article 24. 3. Conditions imposed by or on behalf of the management must be strictly complied with. 4. Persons having carried out work on the airport site or involved in the handling of aircraft must always leave the site or platform clean, after use. Article 24 Access to the platform and secured areas 1. Access to the platform and secured areas is only granted to: a. passengers and aircrew members embarking on or disembarking from an aircraft; they are required to follow the lines marked on the platform and to follow instructions from personnel responsible for handling, supervision and monitoring of these passengers and aircrew members. (platform steward(s)). b. individuals in possession of a valid ID/Key card or visitors’ card issued by the management or Airport Security, but only in as much as carrying out work operations at that location. 21 Airport Regulations Den Helder Airport 25 September 2014 c. freight or roller/speed doors may only be used by handling staff for cargo and luggage handling. 2. Persons carrying out work or responsible for the handling of passengers (platform stewards) on the platform must wear personal protective equipment such as effective ear defenders and safety shoes and a high visibility vest or jacket. Visitors must at all times wear a high visibility vest. Non-compliance with this paragraph will result in refusal of access to the platform. 3. Mobile telephones may only be used if their use represents no risk to general security, and is necessary for the work. The occurrence of sparking must also be prevented. During refuelling, there is an overall ban on the use of mobile telephones, and all telephones must be switched off. 4. Walkie-talkies may only be used for work-related communication. During refuelling, the risk of sparking must be prevented. Walkie-talkies must comply with the legal requirements. 5. Sound carriers (MP3 players/ iPod, etc.) must be switched off on the airport site. 6. Persons visiting a company based on the airport site must report to Airport Security if they intend to enter the platform or the secured areas of the station building. Thy must visibly display their visitors card and must be accompanied by a representative of the company they are visiting. If the visitors are passengers of a (private) flight, tour flight or otherwise, they too must report to Airport Security. 7. Other personnel working in the station building or surrounding buildings and wishing to enter the platform must make themselves known by wearing a reflective vest and visibly displaying the ID/Key card. You are required to take the shortest possible route across the platform, and to make use of marked walkways. You are not permitted to remain on the platform longer than is strictly necessary. Article 25 Payment for passenger accommodation For accommodation made available at the airport such as meeting rooms and other facilities, payment will be required. The management may determine otherwise. 22 Airport Regulations Den Helder Airport 25 September 2014 Article 26 Concession agreement Businesses supplying products or services or having them supplied to operators of aircraft must be in possession of a concession. Only businesses that have entered into a concession agreement with the management may directly or indirectly supply goods to airlines making use of the platform, unless otherwise agreed. The amount of the concession fee will be determined in each individual agreement. 23 Airport Regulations Den Helder Airport 25 September 2014 CHAPTER IV Regulations relating to traffic on the platforms Article 27 Platform traffic control service 1. Requirements of traffic in the form of aircraft, vehicles and pedestrians on the platform will take place subject to these regulations. 2. An aircraft may only move across a platform to and from the holding points, via the marked routes. 3. Following receipt of a taxi clearance, a departing aircraft may taxi to the runway identified by the local air traffic controller, via the marked routes. 4. Captains of all aircraft must contact the local air traffic controller to request engine start up and taxi authorisation. Article 28 Platform priority rules On a platform, the categories of platform user listed below have priority over one another in the specified order: a. fire brigade and emergency services on call, if operating the specified optical and sound signals; b. taxiing aircraft; c. towed aircraft; d. passengers (and other pedestrians) en route to and from the aircraft, by foot; e. tankers in as much operating the compulsory hazard lighting as specified in article 32; f. other vehicles. 24 Airport Regulations Den Helder Airport 25 September 2014 Article 29 Vehicle access The owner or operator of vehicles used on the platform must insure these vehicles for legal liability. 1. Access to a platform and the immediately adjacent road system is only permitted for vehicles belonging to the following categories: a. commercial vehicles of organisations and businesses based on the airport, on condition they are involved directly in aircraft handling, and are required for that purpose; b. military vehicles in as much as necessary for good order and security on the platform or on the basis of an agreement between the Ministry of Defence and the management concerning platform use by Defence personnel; c. all other vehicles, only in as much as and if special permission has been obtained from the management, in advance. 2. Drivers of vehicles with access to the platform must report to Airport Security to obtain an access pass and vehicle permit, upon presentation of a valid identification document. 3. Vehicles must always be placed on the handbrake or parking brake, before passengers descend. 4. External vehicles must always be accompanied by the handler and/or Airport Security. 5. No vehicle may be driven on the airport site if the vehicle: - is in unsound condition; - has insufficient all-round visibility; - is leaking; - could lose its cargo. 6. Vehicles located or moving around the airport or the airport site must always keep their warning lights and an amber flashing light lit. 25 Airport Regulations Den Helder Airport 25 September 2014 Article 30 Construction, colour, maintenance, etc. 1. All vehicles operating on the area of the airport site not open to the public, and intended exclusively for use in that area, must be maintained in such a way that their maintenance level, equipment, cargo and lighting are such that safe use of those vehicles on the platform and taxiways is guaranteed. 2. Vehicles operating on the roads on the airport site but not otherwise intended exclusively for use on the airport site must fulfil the requirements imposed in the Road Traffic Act and the Road Traffic Regulations and, when operated on the airport site, all further requirements to be imposed by the management in respect of colour, markings and lighting. Article 31 Lighting Vehicles located on the airport site between sunset and sunrise and during daytime with visibility below 500 metres must illuminate (warning) lights. Main beam headlights should not be illuminated. Article 32 Hazard indicating light on tankers 1. Tankers in operation that are difficult to manoeuvre must be fitted on both sides of the vehicle at all times with at least four lamps emitting red light. These lamps must be positioned at a minimum height of 1.80 metres and a maximum height of 2.50 metres, measured from the road surface. 2. In addition, at the rear of vehicles as intended in paragraph one and at the back of the tractor unit, at least two lamps emitting red light must be fitted. 3. The lighting specified in this article may be deviated from, subject to permission from the management. Article 33 Driving proficiency 1. Drivers of vehicles participating in traffic on the airport site must be in possession of a valid driving licence applicable for the category of vehicle 26 Airport Regulations Den Helder Airport 25 September 2014 they are driving. 2. Driving over the platform at a speed at which persons or property are or could be placed at risk is forbidden. A maximum speed of 15 km per hour must be complied with. 3. The management may impose further rules on the use of vehicles. Article 34 Parking and storage The parking and storage of vehicles on the airport site is forbidden, unless prior permission is obtained from the management. Vehicles that make up the equipment of a company based on the airport, and intended for operation at the airport location, are exempt from this restriction. Article 35 Standing and parking vehicles on or nearby platforms 1. The standing and parking of vehicles on or near a platform is forbidden, except: a. in the immediate vicinity of aircraft stood on the platform, only if and in as much as the vehicles are involved in the handling of an aircraft; b. at locations duly designated for that purpose by the management or handling company. 2. The parking brake or blocking system of all vehicles stood or parked on or close to a platform must be activated, at all times. 3. For parking/storing tankers, special provisions apply, see article 62. 4. The management may impose additional rules in respect of the use of vehicles. Article 36 Approaching aircraft 1. Aircraft approaching or stood on a platform may only be closely approached – except by the crew and/or the persons responsible for aircraft handling – after 27 Airport Regulations Den Helder Airport 25 September 2014 the following actions have been taken: a. the aircraft engines have been shut down and the rotors or propellers are fully stationary; b. the wheel chocks have been put in place. 2. It is forbidden to drive between a signaller issuing parking or start signals to an aircraft and the aircraft in question, or to stand close to a signaller, or to position equipment in such a way that the signaller is hindered in the exercising of his task. Article 37 Passing an aircraft 1. If an aircraft is about to depart (engine/propellers running and anti-collision lights illuminated), the aircraft may not be passed either at front or rear. You must at all times wait beyond the yellow line, maintaining a minimum separation of 8 metres. 2. An aircraft moving under its own power may only be passed at the rear, and then only at a distance at which no damage can be caused to aircraft or persons. Article 38 Taxiing aircraft 1. The route to be taken by taxiing aircraft must be kept free of all other traffic. 2. If taxiing aircraft are preceded by a vehicle from the platform traffic control service, a rotating amber-coloured lamp will be lit on the roof of the vehicle. 3. For further provisions relating to taxiing aircraft, see article 44. Article 39 Anti-collision lights 1. In as much as aircraft present on the platform are equipped with anti-collision lights, these lights must be lit shortly before starting the aircraft engines. 2. In the situation referred to in paragraph one, all other traffic in the vicinity, 28 Airport Regulations Den Helder Airport 25 September 2014 including pedestrian traffic, must take account of the fact that the aircraft is about to be set in motion. 3. Between sunset and sunrise and during daytime with visibility of less than 500 metres, aircraft on the runway, carriageways and a platform must always illuminate their navigation lights. Article 40 Keeping platforms clear 1. All vehicles and other equipment involved in handling an aircraft must be parked in such a manner as not to prevent it from being readily driven or towed away from an aircraft in case of an emergency. 2. Ramp equipment shall be parked in designated storage areas when not in use. Ground equipment shall not be left unattended when outside of these designated areas. (appendix B) Article 41 Measures in the event of strong winds and storms 1. At wind force 7 (30 knots or more) or if such high winds are expected, the handling company or airline company must take measures to fix or anchor any loose objects (such as empty containers) solidly. 2. Owners must anchor their aircraft in such a way, or position their aircraft nose into the wind, so that there is no risk of shifting or damage. Article 42 Passengers 1. The carrying of passengers on a platform by vehicle is forbidden, unless permission for passenger transport has been granted by the management. 2. During passenger transport, a member of staff of the airline or handling company in question must always be present in the vehicle. 3. If passengers and visiting aircrew need to cross a platform/spot by foot, the company responsible for handling these passengers must ensure that they are at all times accompanied by an authorised person (platform steward). The platform steward must point out any (minor) risks to pedestrians. 29 Airport Regulations Den Helder Airport 25 September 2014 4. No headgear may be worn on the airport site (platform/spots). An exception applies to aircrew, platform staff and platform stewards, on condition the headgear is attached with a chin strap or a headset is worn on top to prevent the headgear being blown away. Platform staff and platform stewards are also permitted to wear a so-called ‘bump cap’, a safety helmet in the form of a baseball cap. Bump caps are fitted with an additional strap between the back of the head and the neck, as a result of which they cannot be blown away. 5. Mobile telephones, sound carriers (MP3 players, Ipod, etc.) must be switched off on the airport site. Article 43 Embarkation and disembarkation 1. Passengers are not permitted to embark onto or disembark from an aircraft on which one or more engines or rotors or propellers are operating. The management may allow exceptions to this ban for home based aircraft. 2. Passenger embarkation/disembarkation in the exception as intended in paragraph one must be supervised by a crew member or the person responsible for supervising the passengers (platform steward). 3. Any movements as referred to above must at all times be reported to Airport Security. 4. For passengers of home based helicopter operators, embarkation and disembarkation with engines and rotors in operation are permitted if the following conditions are met: a. Permission has been granted by the management. b. The helicopter is parked with the passenger door facing the gang path. c. At least two personnel (platform stewards or staff members designated by the helicopter operator) for supervision must be on hand, and positioned in such a way as to screen off the danger zones. d. Disembarking and embarking passengers are constantly supervised by at least one person (platform steward or member of staff designated by the helicopter operator). e. Passengers are taken directly in a straight line from and to the 30 Airport Regulations Den Helder Airport 25 September 2014 helicopter. f. No passenger activities (donning/doffing off lifejackets, picking up luggage, etc.) are permitted beneath the rotor field of the helicopter. g. No other activities (e.g. refuelling, loading/unloading luggage and cargo) are carried out during embarkation and disembarkation. h. No aircraft are located on the adjacent parking spot(s) on which the engines, rotors and propellers are operating or switched on. i. There must be no tanker in the vicinity of the helicopter. j. No work may be currently underway by third parties at adjacent parking spots. 5. The aircraft captain is responsible for compliance with the stipulations in paragraphs one and two. 6. The management reserves the right to temporarily withdraw this exemption under certain conditions. 31 Airport Regulations Den Helder Airport 25 September 2014 CHAPTER V Regulations relating to aircraft Article 44 Taxiing 1. Taxiing by aircraft on the airport site is only permitted on the surfaced carriageways intended for that purpose, according to the routes specified by the management, as published in the AIP and the Notam except – as the situation arises – in the event of other instructions issued by the management or the traffic control service. 2. The taking off and landing of a helicopter from or on a platform spot or taxiway is forbidden, unless the following conditions are met: a. permission is granted in advance by the local air traffic control service; b. the area which must be overflown/air taxied over is free from persons, obstacles and vehicles; c. the platform or taxiway on which the helicopter intends to land is free from persons, vehicles and other equipment; d. no injury or damage is caused to persons or property. 3. For further specifications relating to taxiing aircraft, see article 38. Article 45 Captains 1. Unless another settlement is reached with the airline in question, the captain of an aircraft must report to the Royal Netherlands Military Police and Airport Security immediately following arrival and prior to departure of the aircraft, and in other cases considered desirable by the management. 2. The captain is required, on request, to provide all information relating to the aircraft, the crew, passengers and cargo. 3. In connection with the possible movement of the aircraft, pilots of visiting aircraft may be required to hand over the keys to the aircraft, as long as they are parked or stored on the airport site. 32 Airport Regulations Den Helder Airport 25 September 2014 Article 46 Parking and storage of aircraft 1. The standing, parking and storage of aircraft, and carrying out repairs on aircraft are only permitted at the places and in the areas intended for that purpose, as designated by or with permission from the management (appendix B) 2. The standing of aircraft on the hard standings intended for that purpose is coordinated by Operations. Before the aircraft is towed to a standing, the operator must agree with Operations on which standing is to be used. 3. The management can have parked or stood aircraft relocated, if in the judgement of the management this is desirable for reasons of security, order or operational policy. Any related costs can be charged. 4. A decision may be taken by or on behalf of the management or the duly appointed handling company that an aircraft may not be parked at a particular location for longer than the previously agreed period of time. Article 47 Tow bars and tractors The airlines and handling companies based on the airport are required to have one or more tow bars and tractors available on the airport site that are suitable for the aircraft used or handled by these companies. Article 48 Handling equipment Safety requirements may be imposed by the management on the handling equipment. Article 49 Steering and towing of aircraft 1. An aircraft moving on the airport site under its own power must at all times be operated by a legally-authorised person. 33 Airport Regulations Den Helder Airport 25 September 2014 2. The towing of aircraft fitted with wheel brakes on the airport site is only permitted if a duly qualified person is present in the cockpit, to operate the brakes. 3. The vehicle towing an aircraft must at all times be preceded by a platform vehicle. A rotating amber-coloured lamp or flashlight must at all times be illuminated on the roof of the vehicle towing an aircraft. 4. In respect of the provisions of this article, the management may impose further conditions. Article 50 On-board radar As long as an aircraft is located on a platform, the on-board radar installation must not be in a powered up condition or in a standby mode. Article 51 Commissioning aircraft engines 1. Before an aircraft engine is commissioned: a. persons, vehicles and other equipment in as much as not necessary for starting the engines must be removed from the immediate vicinity of the aircraft; b. all aviation fuel, oils and greases spilt below or near the aircraft must have been removed; c. in the immediate vicinity of the aircraft, the handling company must have fire-fighting equipment of sufficient quality and capacity, suitable for fighting fuel fires, as determined by the management, available for use, equipped with a hose and nozzle of sufficient length to be able to easily reach the engine housings; d. the provisions in article 36 and 37 must be complied with. 34 Airport Regulations Den Helder Airport 25 September 2014 Article 52 Starting and running aircraft engines 1. During the starting and running of aircraft engines: a. a duly legally authorised person must be present in the cockpit, in control of the control devices and brakes; b. outside the aircraft, only if engines and rotors are out of sight of aircrew/captains, a duly authorised person must be present in such a position that he can pass on instructions to the person in the cockpit; c. this must be carried out in such a way that the backdraft (propeller), downwash (rotor) or exhaust backdraft can cause no damage to buildings or other property and that the safety of persons is not endangered. Article 53 Moving aircraft 1. When an aircraft is set in motion with operating engine/rotor, this must be carried out in such a way that no damage can be reasonably caused on the airport site, and the safety of persons is not put at risk. 2. Aircraft engines may not be started or kept running in hangars. Article 54 Test running 1. Test runs on aircraft may only be carried out at the locations duly designated by the management. (spot 5,6,9 and 12) 2. Test running is permitted during daytime hours (07.00 – 19.00 hours) but not more than twice a day for 10 minutes. On an incidental basis, due to unforeseen circumstances, it may be necessary to test-run engines more often or test running may last longer than 10 minutes. To make this possible, an exception to the noise levels is permitted, on not more than 12 occasions per year. 3. To maintain a record of how many times this entitlement to exceptions has been used, the operator must keep a logbook. The logbook records: 35 Airport Regulations Den Helder Airport 25 September 2014 a. b. c. d. e. date; aircraft type; standing location; times of start and finish of test running; power setting and duration of test run at this setting. The logbook must be submitted to the management, each month. 4. For test running, the local air traffic control service must have granted permission, and throughout the test running period, the specified radio frequency must be monitored. 5. If the aircraft is located on one of the platforms, the engine or rotor may only be operated at idling speed, unless a higher engine speed is necessary for carrying out a particular test. 6. The captain of the aircraft, the party issuing the order or the person acting under his own authority is responsible for compliance with this chapter. Article 55 Training flights 1. No training flights (fixed-winged aircraft with an mtow > 6,000 kg and all helicopters) are permitted on Sundays and national holidays. . On Saturdays, large traffic is permitted to carry out exclusively IFR training flights between 14.30 and 17.00 hours. 2. On Saturdays, Sundays and national holidays, hoisting/winching are not permitted unless strictly necessary for carrying out work. Any such work must always be requested in advance from air traffic control, and reported to the management. 3. In respect of the provisions in this article, the management may impose other conditions. Article 56 Flight planning Not more than 10 flight movements (incoming or outgoing) are permitted each hour. Only outgoing flights are planned between 07.00 and 08.00 hours. The time breakdown is as follows: At 07.00 hours: 3 flights 36 Airport Regulations Den Helder Airport 25 September 2014 At 07.15 hours: 3 flights At 07.30 hours: 3 flights At 07.45 hours: 1 flight During the course of the day, as far as possible, this timetable will be maintained, taking account of incoming flights. The management may impose additional rules or allow exemptions to the flight planning. 37 Airport Regulations Den Helder Airport 25 September 2014 CHAPTER VI Provisions relating to crashed or broken-down aircraft Article 57 Recovery of a crashed aircraft 1. An aircraft crashed on the airport must be immediately removed from the accident location by or on behalf of the owner or holder, after permission has duly been issued by the competent authorities. 2. Agreement must be reached in advance with the management on the manner in which the crashed aircraft will be recovered, and the handover location. 3. If the provisions in paragraphs 1 and 2 cannot be met, the crashed aircraft will immediately be transferred by or on behalf of the management to a location to be duly appointed by the management, where the aircraft will be stored for the account and risk of the owner or holder. 4. The management is authorised to have a crashed aircraft removed from the airport for the account of the owner or holder, all without prejudice to its right of retention arising from Dutch civil law. 5. This also applies to the remains of an aircraft crashed on the airport and, in as much as applicable, in respect of any aircraft that has broken down there. 38 Airport Regulations Den Helder Airport 25 September 2014 CHAPTER VII Provisions relating to hangars owned by Den Helder Airport Article 58 1. In hangars, it is forbidden; a. to start up or operate aircraft engines or auxiliary power units, also known as APUs; b. to store (aviation) fuels or other hazardous liquids/substances, other than at the storage locations duly designated by the management; c. to refuel aircraft/vehicles; d. during the period that an aircraft is located in the hangar, to operate or start up the on-board radar installation present in that aircraft. An exception may be made if relevant security measures are used and measures have been taken to prevent damage and disruption to people, equipment and the hangar; e. it is forbidden, without permission from the management, to store tools, materials, vehicles and other movable properties; f. without permission from the management, to park/store aircraft or vehicles and carry out repairs on aircraft and vehicles. 2. The provisions in paragraph 1.b do not apply to fuels and/or gases present in the normal tanks of aircraft or motor vehicles. 3. Persons/users who have carried out work or who own a stored vehicle in the hangar or who have been involved in the handling of aircraft must leave the hangar in a clean condition, following use. 4. The stored aircraft or vehicle must be parked in such a way that escape routes are not hindered. The aircraft must also be blocked with its blocking device or brake so that it cannot move independently. 5. Other provisions specified in the airport regulations also apply inside the hangar owned by Den Helder Airport. 39 Airport Regulations Den Helder Airport 25 September 2014 CHAPTER VIII Provisions relating to start up vehicles Article 59 1. A ground power vehicle may only be positioned at a point such that it can be driven away unhindered from the aircraft, at all times. 2. Refuelling a ground power vehicle during operation is prohibited. 3. Start-up vehicles equipped with a generator with combustion engine must be equipped with a spark-proof exhaust and noise attenuator. The exhaust may not be aimed downwards. 4. Ground power vehicles must be equipped with a parking brake which must be used when storing and parking these vehicles. 40 Airport Regulations Den Helder Airport 25 September 2014 CHAPTER IX Regulations relating to refuelling and the transport of aviation fuel Article 60 1. Refuelling in this chapter shall be taken to include transfer pumping, draining or pumping out of aviation fuel. 2. Unless permission has been obtained in advance from the management, the refuelling of fuel for aircraft anywhere other than in open air, whereby the tank openings and venting points are located at least 20 meters from hangars and other buildings, is forbidden (unless local conditions make it necessary to deviate from this requirement). Article 61 Spark producing objects 1. During the refuelling of aviation fuel, within a radius of 20 meters from the tank openings and venting points, no objects may be used that could cause a spark. 2. Refuelling personnel are prohibited to use or carry a mobile phone. 3. The person involved in refuelling aviation fuel is prohibited from wearing any hob-nailed footwear or footwear unsafely fitted with metal soles. 4. Refuelling personnel are not permitted to make use of any lights other than lights that are sealed gas proof. (see article 24, sub 3,4,5.) Article 62 Positioning and operation of fuel trucks 1. A fuel truck must be positioned in such a way in respect of the aircraft that it can be driven away from the aircraft unhindered, at all times. 2. In addition to the requirements in this chapter, further instructions may be issued by or on behalf of the management, for the positioning and operation of fuel trucks. 41 Airport Regulations Den Helder Airport 25 September 2014 Article 63 Extinguishers The management determines that during aircraft refuelling and in the immediate vicinity of the refuelling activities, fire extinguishers of sufficient capacity and suitability must be present. This is in addition to the fire equipment present on the refuelling truck. Article 64 Extinguishing equipment All aircraft parking spots and each fuel transport vehicle must be equipped with adequate fire fighting equipment of sufficient capacity and type. And at all times be ready for immediate use. Article 65 Earthing Before refuelling is started, the following actions must be carried out in the following order: a. The aircraft and the fuel truck or dispenser must be connected to the ground by an earth cable; b. The aircraft and the fuel truck or dispenser must be connected together by an earth cable; c. Before the filler opening on the aviation fuel tank is opened, the hose nozzle must be linked to the aircraft by an earth cable. Article 66 Activities during refuelling During refuelling, it is forbidden: a. to have passengers on board; b. to carry out any work on the aircraft close to the filling or venting opening of the tanks; 42 Airport Regulations Den Helder Airport 25 September 2014 c. in the aircraft and between the aircraft and any objects located outside the aircraft, to make or break any electrical contact; d. to place electrical switches, including those on the radio installation, to another setting, with the exception of those switches that belong to the equipment necessary for refuelling, and the necessary lighting; e. to refuel aircraft as long as parts of the landing gear, such as wheels, tyres and brakes are excessively heated; f. to allow engines and rotors to run in the absence of the navy/air force fire brigade (hot refuelling). Article 67 Spilt oil or fuel 1. During refuelling, personnel must avoid any action that could result in any fire hazard. Refuelling must be carried out in such a way that no fuel is spilt. 2. Any spillage/leak of oil or fuel on the platform must be immediately reported to Operations, Airport Security and the management. 3. Oil or fuel spilt on a platform or car park must be immediately removed for the account of the party responsible for the spillage, using agents intended for that purpose. Article 68 Thunderstorm During storm conditions above or within a radius of 13 km from the airport, a refuelling ban can be issued by or on behalf of the management. Article 69 Special security measures 1. Without prejudice to the provisions of articles 60 through to 69, aircraft may not be refuelled during embarkation or disembarkation of passengers, or while passengers are located on board, with the exception of the cockpit crew, unless prior permission has been obtained from the management. 2. Smoking is not permitted (all "no-smoking" panels must be correctly 43 Airport Regulations Den Helder Airport 25 September 2014 illuminated in the cabin(s)). 3. The position of electrical switches may not be altered. 4. Carrying out any action which causes or could cause a spark or open fire is forbidden. 5. Seatbelts must have been disconnected. 6. The passageways, entrances and exits and the stairs must be kept free from all obstacles; the path from and to the stairs may not be crossed by tank hoses or cables. 7. Refuelling must be immediately halted if and as long as fuel vapours are observed in the aircraft or any other fact is noticed which could represent a danger. 8. The airline or handling company must ensure strict compliance with the provisions in paragraphs 2 through to 7. Article 70 Transport, storage and use of hazardous substances 1. Hazardous substances may not be left unattended on the platform. 2. It is forbidden to transport aviation fuel or other fuels/liquids, unless the load is secured in such a way that safe transport is guaranteed, and permission has been issued by the management. 3. Hazardous substances may not be placed outside the duly designated location. 4. Hazardous substances may only be handled by duly authorised/trained personnel. 5. If the hazardous liquid/substance is packaged according to the Hazardous Substances Act for storage or transport, it must be notified (in advance) to the management and Airport Security. It is compulsory to store or transport these substances via the access routes designated for that purpose by the management, to the duly designated locations. Following the notification of these hazardous substances, the management may further specify whether these substances can be stored or transported. 6. Washing helicopter engines with chemicals (such as Ardrox) is not permitted. 44 Airport Regulations Den Helder Airport 25 September 2014 a. Washing helicopter engines must be done without operating rotors on a non-permeable flooring, in such way that no spray end up outside the non-permeable flooring (stipulated in the regulations ‘wet milieubeheer’ article 3.27) Article 71 Parking fuel trucks A fuel truck may never be left unattended at any time, unless the fuel truck is parked at a by the management designated location. 45 Airport Regulations Den Helder Airport 25 September 2014 CHAPTER X Concluding regulations Article 72 Supervision of compliance Day-to-day supervision of compliance of the requirements in these regulations is primarily the responsibility of the management; supervision may be fully or partially delegated to handling or security personnel. Article 73 Liability 1. The management accepts no liability whatsoever for itself or for its staff for any damage or personal injury occurring at the airport or airport site; furthermore, the management accepts no liability for theft, loss, destruction, damage or any losses whatsoever, except in as far as it is demonstrated that they are the result of serious shortcomings on its part. 2. The management accepts no liability whatsoever for losses which may arise if in the judgement of the management or any other authority the airport site or the accommodation can fully or partially not be made available. 3. Outside normal operating hours of the airport, as concerns use of the civilian part of the airport site, in addition to the provisions in these regulations, the general and special conditions relating to shared use of military airport sites by third parties apply. 4. Damage or suspected damage to the property of the airport or third parties must be immediately notified to the management and/or Airport Security. . 46 Airport Regulations Den Helder Airport 25 September 2014 Article 74 Introduction of the regulations These regulations become effective on the date of signature.
