If nothing is done to address the situation, Katanga could risk having one million displaced persons before the end of 2014 making it once again a major humanitarian crisis in RDC. The current CHF special allocation of US$5M is expected to support 120,000 beneficiaries (see table above for allocation details by sector). North Kivu The crisis in Masisi, North Kivu began in mid-February 2014 with a series of clashes between FARDC and the armed group APCLS in the west of the territory. In the south of Masisi, battles between FARDC and Nyatura groups and RaiaMutomboki also caused large-scale displacements around Kinigi, Katoyi, Luke and surroundings. There have also been cases of numerous acts of violence perpetrated by FARDC against civilians accused of sympathizing with armed groups. These violations involve forced labour, extortions, arbitrary arrests, rape and tormenting young people suspected of belonging to the armed groups. Since the beginning of April 2014, in the territory of Lubero (that was under FDLR and UPCP control) new alliances have been formed between existing armed groups from different territories (Rutshuru, Masisi and Walikale) in the province to control the area and its natural resources. These new alliances (FDLR and MM NYATURA against MM& CHEKA) ignite new clashes which trigger waves of insecurity (violence against civilians, vandalism, and loss of social structures, destruction of health centres, schools and other public places) resulting in renewed population movements. The CHF special allocation of US$ 3.2m is planned to benefit 170,000 people. Province Orientale Recently, 500 000 people moved after having lost their homes and their means of subsistence. In the conflict affected zones, 20 percent of children under the age of five do not get to live to their fifth birthday, one woman out of 200 dies during childbirth, 24 percent of households are food insecure. The province has a record malnutrition; global acute malnutrition (GAM) estimated at 12,6 percent while 3 percent of the children suffer from severe acute malnutrition (SAM). More than half the population does not have access to drinking water. One quarter of the children in the province do not attend school.
