Sh. Subhas Goswami, DG ITBP called
on Sh. Rajnath Singh, Hon'ble Union Home
Minister on 30th May, 2014 at North Block.
After reviewing security situation of Indian
Embassy and Consulates in Afghanistan by
a team led by himself, Sh. Goswami briefed
Sh. Singh about the insight of lethal attack
in Herat (Afghanistan) on 23rd May, 2014.
Sh. Rajnath Singh while interacting with
Sh. Goswami, lauded ITBP for successfully
repulsing the attack on Indian Consulate. He

also praised the Force for dedicated service
to the nation by upkeeping highest order of
professionalism. Sh. Singh also said that the
Ministry of Home Affairs (MHA) will address
the requirements of the Force.
Hon'ble Home Minister wished to visit
to BOPs manned by ITBP on Indo China
Border in the near future. Sh. Singh also
discussed about the internal security senario
with the DG and role of ITBP in various
security duties in the country.

ITBP foiled a fidayeen attack on Indian Consulate in
Herat (Afghanistan)
Herat (Afghanistan)/New Delhi: Indian Consulate
General in Herat guarded by ITBP commandos was
attacked by unknown terrorists on 23rd May, 2014. Four
heavily armed terrorists attacked the consulate at around
0345 Hrs local time. Immediately after firing a Rocket
Propelled Grenade (RPG) towards the consulate building,
one of the terrorist tried to cross the security fence from a
side wall. Alert ITBP rear guard of the consulate challenged
him and bravely retaliated when fired upon.
Following recoveries were made from the slain
terrorist killed by ITBP :-

The back pack of the terrorist got stuck in the concertina
wires on the fence and he was forced to jump inside the
consulate premise. In the course of exchange of fire, the
terrorist was gunned down on the spot. It only took 44
seconds for ITBP commandos to neutralise the terrorist.
Witnessing ferocious response by the ITBP commandos,
the other three terrorists who were accompanying the
leading terrorist trying to enter the consulate building
forced to take shelter in the nearby building.
Local 'Quick Reaction Forces' (QRF) of Afghanistan
including other Afghanistan Forces then took charge
of the situation and followed the three terrorists hiding
inside a civil building near Indian Consulate. After almost
10 hrs of fierce gun battle between the terrorists and the
Afghan forces, all the three terrorists were also killed.
It was reported that 5 security force personnel of the
Afghan forces received minor injuries during the course
of encounter.
The fidayeen who entered the consulate premise had
been left dead for over four hours on the suspicion of
being strapped with an IED. Only after it was ascertained
that he was not a suicide bomber, the body was thoroughly
searched by Afghan Police authorities.

Later on, a special delegation of ITBP headed by
Sh. Subhas Goswami, Director General alongwith Sh.
R.K. Saini, IG (Ops) and Sh. A.K. Gautam, DIG (INT)
visited the ITBP secured installations in Afghanistan to
take stock of security situation. DG met with the brave
commandos of ITBP at Herat who thwarted the plan of
terrorists and appreciated their indomitable response to
the fidayeens. Ct Rakesh Kumar and Ct Praveen Kumar
who were in the rear guard of the consulate gunned
down the terrorist trying to enter into the premises.

Kabul and Consulates in Mazar-e-Sharif, Jalalabad and
Kandahar, which are being guarded by ITBP commandos
to review the security situation after the Herat attack.
ITBP will recommend names of 5 commandos for
award of gallantry medals who thwarted the lethal attack
on Indian Consulate in Herat.

Rajadera in Distt.Rajnandgoan of

ITBP Coys deployed for election duty in the second
phase of polling in Distt Rajnandgaon, Chhattisgarh
have succeeded in recovering on IED weighing 6Kg
(Approx) in general area Sarda near Aundhi. As
reported by ITBP's Nodal officer in Chhattisgarh, the
IED was fitted at the door of one of the polling booth
at Sarda with anti handling mechanism. The IED was
defused and destroyed on the spot.
OP-2
A joint op code name Agni-XVI was launched by
ITBP and Chhattisgarh Police (STF) in general area
Ghotiyakanhar, Distt Rajnandgaon Chhattisgarh on
15-05-2014.
During an encounter that took place during the course
of this op, 02 (Two) naxals were killed. However, dead
body of only one naxal could be recovered and identified
as Pankaj @ Najuk, Commander, Pandry Dalam being
active in bordering area of Maharashtra. 01 (One) naxal
of Pendry Dalam later identified as Partap @ Prashant
had also sustained injury and apprehended by SFs. Op

Students to think of the poor : DG
Foundation stone laying Ceremony held at ITBP Public School
Dwarka, New Delhi: As children become more and more
individualistic in a consumption-driven economy, Sh.
Subhas Goswami, DG, ITBP exhorted young students to
understand the value of economic equity in the society
and asked teachers to use them on the right path.
Speaking at the foundation laying ceremony
of an ITBP school in Sector 16 B, Dwarika.
Sh. Goswami narrated a French short story that spoke
of a well-to-do family sitting in an upmarket restaurant
frowning upon a hungry and poor family outside. The
rich family also asked for the poor family's immediate
removal from the spot. Through the story, the Director
General intended to drive home the message that all had
have the facility of multipurpose auditorium, science
laboratory, computer laboratory, library, and canteen
etc. Rainwater harvesting system is also included in
the proposed design of the school building. The school
would also provide indoor and outdoor sports facility
to the students. There would be total six floors in the
proposed building including the basement.
The function was attended by senior officers of the
Force besides Anoop Kumar Mittal, CMD, NBCC. Sh.
Nitin Agarwal, IG (Training) delivered the vote of thanks
to all dignitaries.
The school was opened on 1st July, 2013. Initially, the
School have classes from Pre-Primary to 4th Standard.

Sh. Goswami said, "It is important to have empathy
for others. These are the values that need to be inculcated
through schools. The responsibility is on teachers. When
I was a student, I was once punished for a mistake.
My punishment was to read a book. That's the kind of
environment we need in schools."
The school being constructed by National Buildings
Construction Corporation (NBCC) with an estimated
cost of Rs 23.75 crore is funded by contributions from
ITBP personnel through ITBPF Employees Education
Society(ITBPFEES). The School building would be
constructed in a time span of two years. Following
completion, about 1820 students could be admitted in
this School.
Construction once completed, students up to class
XII would be eligible to get admission in this school.
With a capacity of 52 rooms, the proposed school will

current academic year and in next two years, the School
will be upgraded to a middle school (By April, 2017).
The School will also have hostel facility subsequently.

New Delhi: A workshop on e-office was organised
in Directorate General, ITBP. e-Office (ElectronicOffice) is a Mission Mode Project of Govt. of India
under e-governance plan which is a step forward into
an era of less paper administration.
Initially, e-Office is being implemented at ITBP Dte
Genl, where key officials/branches will be using it. The
hands on training and other infrastructure required for
this has been provisional for various users/offices which
is expected to be put in regular use shortly. It would be a
step forward in realising the mission of IT Governance.
Apart from representatives from NIC, senior officers of
CISF (Being first user of e-Office in CAPF) were also
present on the occasion.

Relocation Process completed by ITBP Contingent in DRC
Bunia (DRC); INDIAN FPU-1(ITBP) has been
re-located from Kinshasa to Bunia in Democratic
Republic of Congo (DRC) and has been operationally
re-deployed itself on the new location from 27th March
2014. The decision to relocate from west (Kinshasa) to
East (Bunia) was taken by UN security council resolution
in March, 2014 due to changing security scenario in DRC.
INDFPU -1 (ITBP) was earlier deployed in Kinshasa
since November 2005 as part of Formed Police Unit in
MONUSO. INDIAN FPU (ITBP) replaced Bangladesh
FPU in Bunia which has been deployed in South Sudan.
The whole relocation process took more than a month to
complete moving of all its contingent's equipments, men
and material in a very smooth and professional manner.
All men and material were shifted from Kinshasa to
Bunia by air which took huge air efforts. Bunia is the
headquarter of Ituri District, province orientale & situated
in the North Eastern part of DR Congo.
In the North, Ituri district borders with South Sudan
and in the East with Uganda. Bunia is hardly 40 Km away
from Ugandan border. Overall security situation in Bunia is
normal but unpredictable and volatile. There are incidences
of inter communal clashes, Armed rebel movements
ITBP Troops arriving to the airport of relocated
area from Kinshasa to Bunia in DRC
and isolated armed robberies especially in Bunia town.
Presently INDFPU-1 is performing, static duties, Mobile/
Joint Patrolling and Special Task Force escort duties
within its AOR with full dedication, professionalism
and high sense of security. The ITBP contingent is
ensuring cordial, friendly and humanitarian relations
with local population, as a part of UN mandate. The whole
process of shifting was completed under the leadership of
Sh. G.S. Chauhan, Commandant, Contingent Commander,
INDFPU-1.

• 96 vehicles have been authorized to 03 RTCs/01CIJW
School@ 24 Nos vehicles to each RTCs/CIJW

• MHA has conveyed the sanction for fixation of life
of type of various category of vehicles in the ITBP
as per existing army scale.
• MHA has conveyed the authorization of 32 Nos.

Kailash Mansarovar Yatra 2014
Mirthi: ITBP has been the source of support and security
for Kailash Mansarovar Yatris. This year too, the Yatra
has been sheduled by Ministry of External Affairs
(MEA).
According to MEA, the Kailash Mansarovar Yatra,
2014 would be organised from 8th June to 9th September,
2014 in 18 batches, each batch comprising a maximum
of 60 Yatris. The main route of the Yatra on the Indian side was
badly affected last year, which forced the Yatra 2013 to
be cancelled after the first batch. According to the feed
back of all agencies involved, the Yatra-2014 can go
ahead as per schedule.
Government has appointed one Liaison officer each
with the respective batches proceeding for the Yatra. The
batches would be provided with communication sets to

GUWAHATI : 2nd May, 2014 – The 7th Raising Day of
33rd Bn Indo Tibetan Border Police (ITBP) was celebrated
at a function held at Sonapur on Thursday. On this
occasion, Sh. Suresh Kumar Yadav, Commandant took
salute by a ceremonial guard of ITBP, followed by an
oath by all rank and file of the unit to serve the nation
with dedication and courage.
Addressing the gathering, Sh. Yadav congratulated
all men of the unit for discharging their duties with
commitment and determination during the recently held
Lok Sabha polls in Dhemaji, Karbi Anglong, Bongaigaon
and internal security duty in Kokrajhar. He further added
that many unemployed youths of Sonapur area will get an
opportunity to be recruited in the Armed Police Forces of

nine Indo-Tibetan Border Police (ITBP) jawans passed
out at the convocation ceremony held in Shivpuri. Sh.
Adarsh Katiyar, IG Gwalior took the guard of honour
of the march past along with Sh. Surinder Khatri,
Commandant. Out of the 349 jawans, 144 were from
Bihar, 109 from West Bengal, 83 from Andhra Pradesh
and 12 from Jammu and Kashmir.

Designating retired CAPF personnel as 'Ex-Central
Armed Police Force (Ex-CAPF) personnel'
There has been a demand from various retired
Central Armed Police Force (CAPF) personnel that
they may be given the status of Ex-CAPF personnel.
Accordingly, a proposal was sent to the Government
for consideration. Cabinet Committee on Security
has approved the proposal of MHA to declare retired
Central Armed Police Force personnel CRPF, BSF,
CISF, ITBP and SSB as 'Ex-Central Armed Police
Force' (Ex-CAPF) personnel.
Based on such designation, the State/UT
Government concerned may extend suitable benefits to
them on the lines of the benefits extended by the State/
UT Governments to the Ex-Serviceman of Defence
Forces.
Clarification on increase in certain allowances by further
25% as a result of enhancement of Dearness Allowances
Department of Personnel and Training (DOPT) has
forwarded certain clarification on increase of certain
allowances by further 25% as a result of enhancement
of Dearness Allowances w.e.f. 1.1.2014 . This provides
that the limits of Children Education Allowance would
be automatically raised by 25% every time the Dearness
Allowance on the revised pay structure goes up by 50%.
References are being received from various quarters with
regard to the amount of Children Education Allowance
admissible consequent upon enhancement of Dearness
Allowance payable to Central Government employees @
100% wef 1-1-14 announced vide Ministry of Finance,
Department of Expenditure O.M. No. 1/1/2014-E-II-(B)
dated 27th March, 2014.
In accordance with the above, the following shall be
the revised limits :
a.The annual ceiling limit for reimbursement of Children
Education Allowance shall be Rs. 18,000/- per child.
Accordingly, the quarterly claim could be more than
Rs. 4500 /- in one quarter. The Hostel Subsidy shall be
Rs. 4500 /- per month per child.
b.The rates of Special Allowance for Child Care to
women with disabilities stands revised to Rs. 1500/- per
month ; and
c.The annual ceiling for reimbursement of Children
Education Allowance for disabled children of Government
employees shall be treated as revised to Rs. 36,000 /per annum per child and the rates of Hostel Subsidy for
disabled children of Government employees shall be
treated as revised to Rs. 9000 /- per child per month.
These revision are applicable with effect from
1-1-2014.
These revisions shall be subject to other terms and conditions mentioned in this Department’s O.M. No.
12011/03/2008-Estt (Allowance) dated 2-9-2008, O.M.
No. 12011/04/2008 dated 11-9-2008 and 12011/07/2011Estt (AL) dated 21-2-2012.
Ministry of Finance vide their O.M. No. 1/1/2014-EII (B) has communicated that the Dearness Allowance
payable to Central Government employees shall be
enhanced from the existing rate of 90% to 100% with
effect from 1st January, 2014.
It was also mentioned that provisions contained in
paras 3, 4 and 5 of the Ministry's O.M. No. 1(3)/2008E-II(B) dated 29th August, 2008 shall continue to be
applicable while regulating Dearness Allowance under
these orders.

New Delhi: The Union Home Ministry pressed the
services of a specially-trained squad of Indo-Tibetan
Border Police (ITBP) dogs to secure and senitise
Rashtrapati Bhavan during the swearing-in ceremony
of Prime Minister and Cabinet Ministers.The elite 'K9'
dogs of the ITBP, who have earlier secured the CWG
games venues and been part of infantry patrols in Naxalaffected areas and insurgency-prone operational theatres
in the country.ITBP entrusted primarily with the security
and vigil of the Indo-China border, is credited with being
a 'Centre of Excellence' for training of combat, police
and paramilitary dogs.About a dozen dogs have been
pressed into service from 25th May onwards along with

ITBP to train Royal Bhutan Police dogs
New Delhi: As a goodwill gesture, India has decided to
train five special sniffer dogs for the Royal Bhutan Police
at the famed canine training centre of paramilitary Force
ITBP. BTC, Bhanu based dog training centre known as
National Training Centre for Dogs(NTCD) of the IndoTibetan Border Police will train five sniffer and tracker
dogs for the police force of that country after a request
was made by the authorities in this regard.The ITBP
dog training centre has been declared as the centre of
excellence in this domain.
The dog breeds, which will be trained to aid police
personnel in counter-narcotics and anti-sabotage tasks
in Bhutan, will be drawn from the local Labrador and
German Shepherd breeds and they will form the first elite

New Delhi : Keeping high traditions of security related
duties in the electoral process in the country, ITBP has
once again perfomed in a professional manner during
General Elections- 2014. In the 9 phased electoral process,
ITBP performed security related duties in accordance
with the guidelines from Election Commission. The
Force alongwith other Central Armed Police Forces
was deployed in 20 states across the country during the
course of election process.
During respective phases, various static and
mobile duties were assigned to the Force apart from
securing the hyper sensitive and sensitive polling
booths during polling days. During various phases of
election, following nos of ITBP Companies were part
