01 INTRODUCTION
This specification is written in two (2) parts:

02 DEVIATION
021 The supplier should clearly indicate the clauses in the specification not being complied
with. In the absence of a clear statement to the contrary, it will be assumed that the
equipment supplied will meet the requirements in full. In case there is conflict between
clause i n technical specification a nd in General Requirements of Electrical Equipments
clause in Technical Specification shall take precedence.
022 The supplier should not alter the binding drawings or the scope of supply or any other
aspect governed by this procurement requisition as finally agreed, without specific
concurrence from MDL, even if any other authority (Inspection authority or their
resident inspectors, subcontractors to the main equipment and machinery etc.,) seek such
alterations.

PART 1: TECHNICAL SPECIFICATION FOR TRANSFORMERS
1. BRIEF DESCRIPTION : This technical specification covers the manufacturing, testing and
on-board commissioning of the transformers for the application as specified herein below
of Project-15A ships total comprises of 03 Nos. ships (ie Y-12701, Y-12702 & Y-12703). The
transformer should be designed to meet the input/output characteristics of supply voltage
for the appropriate load and duty cycle. The design is to cater for the most adverse marine
environmental and electrical conditions. The transformer should be provided with tap
changing arrangement for adjustment of voltage as per requirement. The transformer shall
be dry type double wound and naturally air-cooled. The transformer shall conform to
specification NES-535 and other specifications referred this TSP.
2. SCOPE OF SUPPLY :2.1 Transformers as listed below has to be supplied. The vendor who have successfully carried
out Environment and Type Tests indicated para 9.A and para. 9.B for the transformer upto
20KVA shall only apply for this tender. The details of these tests should be enclosed with
the technical offer. .

4. CUSTOMER SPECIFIC REQUIREMENT :4.1 Transformer is to be made portable by permanently mounting it on a small trolley (of
approx. height of 150mm) with four wheels and handle of suitable size for easy
movement/ transport of trolley with transformer. Trolley should be fabricated from MS angle
frame and MS sheet of suitable gauge. Further, suitable handles(two handles, foldable) on either
side of transformer are to be provided for convenience during lifting. Detailed Trolley drawing has
to be submitted alongwith technical offer in order to analyse suitability of the offered trolley. If the
trolley design is not found suitable to customer/IN satisfaction, the technical offer shall be liable
to be technically rejected.
4.2 The cable(flexible LFH) of suitable rating, 75 meter long connected at input of transformer is
to be supplied along with it for providing power supply connection from onboard source. The
switch socket with plug of suitable rating has to be provided at another end of the cable. The
suitable cable stowage arrangement has to be provisioned on the transformer.
4.3 The power supply Distribution/ Extension board is to be vertically mounted on the
transformer/ trolley containing following. The Distribution/ Extension board should be box type of
suitable gauge. The rear side of box should be enclosed. The board should not be part of
transformer body. It should be installed on top side of transformer with supporting MS bar at the
height of 2 inches to 4 inches. The front side of board should be provided with foldable cover
facility. The incoming cables permanently connected from bottom side.
a. One MCCB(Double Pole) for Switching ON/OFF of incoming supply of transformer.
b. One MCCB(Double Pole) for Centralised ON/OFF of Outgoing supply of transformer.
c. 15 Amp Sockets : 06 in no with dedicated ON/OFF Double Pole Switch.
d. The Fuses are to be installed in outgoing supply prior to distributing it for 06 proposed sockets.
e. An indication lamp for incoming Supply Available/ Not Available
5. TECHNICAL REQUIREMENTS:
5.1 RATING: Continuous at 0.8 power factor (lagging)
5.2 REGULATION: Not exceeding 3.3% of UPF.
5.3 Efficiency: - The efficiency of transformer should be 97% and above at Full Load.
5.4 The primary side is to be provided with tapping terminals of +2.5% and -2.5% to adjust the
Voltage in addition to normal terminal for each phase.
5.5 PERFORMANCE: The transformer shall be capable of giving its full rated output
continuously or at any other specified loading cycle, within the normal ambient air
temperature and steady state tolerance of electrical supply conditions without exceeding
the permissible temperature rise of its winding (i.e. class H insulation-105 deg C) and
regulation (3.3%) requirements as specified in para 4.2 above. The tolerances of electrical
performance of transformer are to comply with BS-3399.
5.6 WINDING:- The winding of transformers should be double wound, dry type and
naturally air cooled.
5.7 The output terminals are to be marked with phase identification details. Also the
"Primary/Incoming Terminals" and "Secondary/Output Terminals" to be marked below

the terminals. The terminals and cable entry for primary and secondary are to be
provided on same side.
5.8 SATURATED REACTANCE: The value of the saturated reactance of primary winding
must be greater than 4.2Fp/k ohm/phase. Where Fp= Primary winding factor, 1 for star, 3
for delta connection, k=total KVA rating of transformer.
5.9 SHORT CIRCUIT PROTECTION: The transformer is to be designed that whenever being
supplied at the upper steady state limit of input voltage. It can withstand a short circuit at
the output terminals in accordance with requirement of BS-3399.
5.10 SELF INDUCED NOISE AND VIBRATION: Care is to be taken in the design and
manufacture to ensure that airborne noise and structure born vibrations produced by the
transformer are reduced to as minimum as possible. Target figures for noise and vibration
levels and methods of taking measurements are given in clause 0503 of specification NES537. The self-induced air borne noise level and vibration level not to exceed 60 dB. The'
other General Requirements for the Design of Electro Technical equipment are given in
specification NES-501.
5.11 CLASS OF INSULATION AND PERMISSIBLE TEMP RISE: Insulation classification Class "H", the max permissible temp rises when operating at a normal ambient
temperature of 55 deg C shall be 105 deg C. The temp rise in no case to reach such a value
that there is a case of injury to any insulation material on adjacent part.
5.12 CONTROL CIRCUIT WIRING: Only LFH cables are to be used for internal wiring.
6. CONSTRUCTION
6.1 ENCLOSURE: The panel enclosure shall be fabricated of Mild Steel 14 SWG , Drip proof,
protection against water spray up to angle of 60 deg from vertical.
6.2 ENCLOSURE PROTECTION: IP-23
6.3 LAMINATIONS: Laminations are to be cold rolled grain oriented steel, the grade being
selected to give minimum losses, size and weight. The laminations are to be tightly
clamped to reduce noise emission and all both passing through the magnetic circuit are to
be effectively insulated.
6.4 ELECTROSTATIC SCREENING: All double wound transformers are to be fitted with
an electrostatic screen between each high voltage winding and low voltage winding. It is to
comprise a single turn of copper or aluminium foil. The single turn must not form a closed
loop but the ends are to overlap and be insulated from each other. A connection is to be
brought out from the midpoint of this screen and connected to the earth stud within the
transformer case.
6.5 IMPREGNATION: All windings are to be impregnated with thermal setting varnish by
either of following methods:
a) Vacuum/ pressure impregnation and back, plus one dip bake.
b) Hot dip & bake- 3 times

A smooth even finish of the winding is essential and an air drying finishing varnish may be
applied after the impregnation process to achieve this, if necessary provided that:
a) The varnish is solvent less
b) Air ways are kept clean
c) It is properly cured
The varnish used is to meet the requirements of BS-5629
6.6 INSULATION: The insulation material of winding is to include a minimum thickness of
0.5 mm of mica or micanite or other approved insulation appropriate to the insulation class
between one winding and any of the following part:
a) Core
b) Another winding
c) Earthed screen
6.7 SHOCK STANDARD: Equipment offered shall be capable of withstanding NSS Grade-II
(Inherent) in conjunction with BR-3021.
6.7.1 General procedure for calculation of shock vulnerability:
Selection of shock level based on its weight and required shock standard.
Layout design of mounts and calculation of reaction forces on each mount.
- Calculation of response of mounts.
- Evaluation of shock level i.e. shock acceleration and pulse duration for all the
subsystem.
- Evaluation of stress on the base and all subsystem. Check deflection.
- Comparison of stress under shock calculations with permissible dynamic stress.
- Study the relative displacement between subsystems.
- Provision of shock dampers (if necessary between subsystems.
- Check material compatibility.
- Check the deflection of the mounts under worst conditions.
- Check fasteners for stress for shock loading conditions.
6.8 VIBRATION STANDARD : 5-33 Hz (Conforming to specification JSS-55555)
6.9 COOLING: Natural, air-cooled.
6.10 MOUNTING: The transformers are to be Deck mounted. The two in No. C-type MS
channel of suitable size to be fitted at the bottom of transformer are to be supplied along
with the transformer.
6.11 EARTHING: The transformer is to be fitted with a double ended threaded M 10 earth
stud and is to be fitted through the casing of the transformer adjacent to secondary cable
entry plate.
6.12 DIMENSIONAL LIMITATION: The maximum overall dimensions shall be kept to a
minimum.
6.13 LIFTING ARRANGEMENT: Lifting hooks are to be provided on top of the transformer.
6.14 CABLE ENTRY GLANDS: Cable glands of Type 1, zinc passivated mild steel and naval
brass gland nuts for incoming & outgoing cables shall confirm to specification No:
DGS/ EED/ VI/ 1535/ R6 or NES -512 Part 11 are to be supplied along with the main

equipment. Cable entry to transformer should be from side only. These glands are to be
fitted on a detachable plate. The detachable gland plate should be supplied undrilled.
The cable gland size of size 4, one in No. to be provided for incoming cable (primary side)
and cable gland size of size 4, one in No. to be provided for outgoing cable(secondary
side).
6.15 TERMINALS: Bolted type terminals and crimping lugs of reputed make of electrolytic
copper are to be provided for all incoming and outgoing cables. These are to be suitably
arranged and marked for easy accessibility, identification and connections. The crimping
lugs are to be supplied in PIP packing alongwith each transformer.
6.16 COMPONENTS:
a) All components shall be of naval approved type used for in-board frigate class ship.
b) Standard specification and graded of material of each type to be indicated in the
binding drawings.
7. PAINTING: Admiralty ships grey (conform to specification DGS-251).
8.1 SHIPS MOTION:
List: Max 20 deg from vertical, permanent..

8.2. ENVIRONMENTAL CONDITIONS: The equipment offered for marine application shall
achieve specified output and function smoothly under tropical conditions. It shall
withstand air contamination through oil, salts and other contaminants associated with the
marine environment. The equipment shall be water drip proof as a minimum requirement.
The equipment shall operate under the following environment conditions:
a) Ambient air temperature: 0 to 55 deg C
b) Sea water temperature: 2 to 35 deg C
c) Relative humidity: 30-100% but not exceeding at temperature of 35 deg C

12. INFORMATION TO BE SUPPLIED WHEN TENDERING:
a) A brief specification of the equipment offered including a statement showing any way
in which the equipment is deviated from this TSP.
b) Overall dimension & estimated weight of the equipment.
c) Voltage ratio at no load.
d) No-load current.
e) Full load losses (Fixed, copper & total).
f) Efficiency (at full load & half load) at UPF
g) Regulation
h) Maximum allowable temperature in deg. C.
i) Main details of insulation.
j) Output of abnormal ambient temperature, if applicable.
k) Type test details.
1) Routine test details.
m) Trolley details as indicated at para 4.1.
The technical offers submitted without above indicated details shall not be technically
considered.
13. INSPECTION:
a. Inspection Authority - Third Party as nominated by MDL/DND

14. QUALITY ASSURANCE PLAN AND BINDING DRAWINGS:The detailed design, material and workmanship shall be in accordance with the best
worldwide recognized marine practices, to ensure reliability, durability and ease of
maintenance , which comply with the ship's requirements . The design shall be such that
weight and size are reduced to the minimum practicable, ensuring no compromise in
reliability or significant design criteria . The drawings/ documents shall be prepared by using
following Softwares :-
i. Documents - Latest version of MS Word 2010.
ii. Orthographic Drawings & 3D Model of Equipment - AutoCAD 2013 or its latest version
or STP format.
Three sets of the following drawings/ documents along with QAP for transformer are to be
submitted for approval to MDL and one set to MDL nominated inspection agency (third
party) within two weeks of placement of order. The drawings/ documents to include the
information as indicated at NES 535 clause 1002 strictly.

a) General arrangement drawing indicating overall dimensions, fixing details, weight, Centre
of Gravity of the item, etc.
b) Dimensional layout drawings of the equipment's, installation and seating drawings.
c) Electrical circuits, cabling diagram, inter unit connection and seating drawings.
d) Bill of Material indicating part No., quantity, maker's name, and specification no. etc.
e) Cabling terminal connection/ Circuit diagrams.
f) A Quality Assurance Plan in detail is to be submitted indicating the tests proposed as
indicated in NES 511 and & NES 537 -Routine Tests as per clause 0608. The quality
assurance & control plan should meet the intents of ISO 9001 before commencing
production.
15. PACKING: Each of the items is to be individually packed with suitable identificationlabel giving details such as Sr. No. of the item, Order No., etc. are to be marked legibly on
outside the packing, which should be prominently visible. The lists are to be attached to
the cases.
16. SERVICES OF ENGINEERS: Services of Engineers are to be made available at MDL for
advice/ assistance in connection with on-board installation, testing, defect rectification and
on-board Commissioning of the equipment. Any installations material required during any
of these stages are to be supplied / replenished by the supplier at free of cost.
17. WARRANTY :- The equipment with associated controls/ instrumentation is to be
guaranteed for stipulated performance for 48 months from the date of delivery or 12
months after commissioning of the ship whichever is earlier. The equipment supplied shall
be warranted from defects, manufacturer and performance for the said period and cover all
the defects arising from malfunction through design faults, inappropriate material, bad
production and non- conformance to specifications. Any expense on account of
repair/supply of spares against guarantee defects is to be borne by the supplier
18. PRODUCT SUPPORT: The supplier should confirm product support for next 20 years for
the equipment offered by him.

20. FACTORY ACCEPTANCE TRIAL REPORT: Supplier to provide Factory Acceptance Trial
Reports indicating the actual values achieved during test along with inspection report
21. The firm which has facility to design, manufacture and testing as per stipulated standards
in the TSP should only submit the offer. The firm which cannot comply the above criteria
will not be considered for qualification.
22. SUPPLIER'S OFFER:
The offer should be strictly conforming to the details indicated in this specification
and the relevant Specifications / drawings / documents (All Latest Issues are to be
followed).

No omission in the specification shall relieve the supplier of his responsibility to
ascertain these requirements to perform work & furnish material in accordance with
codes specified.
Any clarification required regarding Technical Specification / Requisition should be
sought before submission of the technical offer.
A compliance matrix in the format as per Appendix-1 shall be submitted by
the manufacturer along with the offer, for each Para of this TSP. The technical
offer submitted without compliance matrix will not be technically considered.
Compliance matrix has to be duly signed , stamped and to be submitted with
technical offer.

PART - 2 GENERAL REQUIREMENTS OF ELECTRICAL EQUIPMENTS
1. The equipment / Item are generally required to withstand following marine conditions:
Ambient temperature 0 to 50 °C for Machinery Space and 45 °C at other places. Humidity
100% at 35 °C. Sea water temperature 35 °C, Roll +/- 30 ° P & S, pitch 0 +/-15 0, list 20 °.
2. All items must strictly conform to relevant drawings / specifications mentioned in the
requisition.
3. General arrangement drawing giving overall dimensions and approximate weight of the unit
and centre of Gravity is to be supplied along with the offer , for non-Patternised item.
4. Wherever applicable , the production drawings are to be approved by DQA (N) / Statutory &
regulatory agency. The manufacture of the items is to be started only on approval of the
drawings. A set of approved production drawings is to be made available to MDL for
dimensions, fixing details etc.
5. Wherever a pilot sample is required to be manufactured, the bulk production is to start only
after approval of the sample by inspecting Agency / MDL. No Component will be supplied
by MDL.
6. The items are to be of robust construction so as to withstand adverse marine conditions.
Similar parts are to be interchangeable. The castings are to be free from blowholes, sharp
edges to be rounded off, the threads are to be even and sharp. The switches, lamps, fuses,
internal wires etc. used in the equipment are to be either Patternised or type approved by
DQA / classification societies, as applicable. The details regarding this can be obtained from
respective agencies. The indicating lamps should be easily accessible by unscrewing the
bull's eye from the front. Fuses are to be clearly marked.
a. The holes for mounting the equipment should be on lugs outside the casing of the
equipment.
b. The equipment is to be suitable for bulkhead / deck mounting. If equipment
contains movable parts such as relays, contactors or electronics assemblies etc. the
equipment is to be suitable for mounting on shock / vibration mounts. The mounts
are to be supplied along with the equipment.
c. Suitable earthing arrangement is to be provided on the equipment.
d. Lifting arrangement is to be provided for heavy items.
7. For Ship's cables, the entries are to be through glands, unless otherwise stated. The glands
are to be as per specification DGS/EED/VI/1535/R6. The gland nut and washers are to be
left un-drilled, unless specified.
8. For connection of the ship's cables the terminals are to be easily accessible, For cables of sizes
of 7/0.044 and higher, crimped sockets and clamp type terminals are to be provided for
incoming & outgoing cable connection. An adequate space should be maintained between
terminals, terminal block, the casing of the equipment and the cable entry glands.
a. Internal wiring in the panels to be of Low Fire Hazard cables.
b. The installation material, Viz free end connectors, cable crimps, special tools if any,
mounts etc. to complete installation is to be supplied by you along with the
equipment.

The Part No./The Pattern number of each item is to be prominently and indelibly
cast/ embossed/ tallied.
10. The following engraved tallies of brass / anodised aluminium are to be screwed on each
equipment:
a. Manufacture's tally indicating name, description of the item, part / patt/No/ rating
Sr. No. Year of manufacture weight/etc.
b. Functional tallies for switches, lamps, push etc.
c. Danger tallies for equipment operating on 220 V and above, the tally should have
white letter on red background.
d. Where applicable 'MODIFICATION STATE' of the equipment tally.
e. Special tallies to be provided as applicable viz. Circuit diagram tallies, operating
instructions motor direction of rotation etc.
11. The item is to be painted with admiralty ship's grey paint as per approved painting
specification/ procedure.
12. Minor modifications required by Owner/ Inspecting Agencies / MDL are to be incorporated.
13. For any deviations, however minor, prior approval is to be obtained from DQA (Navy) /
MDL Deviations once granted will not be necessarily applicable for repeat manufacture.
14. Net weight of each item is to be recorded in the presence of the inspector and a certificate to
that effect is to be submitted along with supplies.
15. The equipment supplied by you will be installed on board the ship by MDL . The services of
your engineers , if required during installation, setting to work, harbour trials, sea trials, etc.
to prove your equipment to NAVY, be provided . Your service engineers are to bring their
own test equipments / tools and spares for this purpose.
