Irrigation meters or dedicated fireline sprinkler system services will be charged the water FCR Fee for
the specific line size. A sewer FCR Fee will apply to any water meter providing a discharge into the
SCPW wastewater collection system.

High Volume User:
Food service establishments, commercial residential facilities (nursing homes, hospitals, major
medical treatment facilities, institutions, prisons), school facilities, hotels and motels, apartment
complexes, laundromats, hair care facilities, car washes, grocery stores and industrial facilities using
production or cooling water.
Master meters with multiple residential or commercial users may be classified as a high volume user.
The staff may designate any user as "high volume" based on the actual water use of the customer or
similar customers within the water system. A "high volume" will generally be a user that exceeds
300% of the minimum use for the specific meter size. A "high volume" apartment or multiple
residential unit will be the user that exceeds the number derived when the high volume fee is divided
by the standard residential fee. Example: 2" meter – High Volume Fee of $11,430.00 / standard
residential fee of $715.00 = 15.98. Sixteen (16) units would be a high volume user.
Change in Use:
A change in the use of an existing water meter to a high volume water use will be charged a FCR Fee
based on the difference of the standard fee and the high volume fee and will apply to both the water
and sewer FCR Fee.

The monthly volume charge is based on the total usage of all meters assigned to the customer’s
account.
A monthly meter charge of $54.00 per meter would also be applied.
Specific account requirements and/or conditions will be included in a water service customer
contract.
Public, wholesale water customers will be required to pay for the cost of any metering device and
its installation. Any Facility Cost Recovery Fee will not apply.

PRIVATE WASTEWATER SERVICE REPAIR POLICY (revised 08/23/11):
If corrective measures have not been completed within the allotted time period, SCPW may assess
the customer a monthly fee to recover the costs associated with additional line maintenance efforts,
depleted capacity and treatment of groundwater/stormwater. The monthly fee may be charged until
the identified problems have been satisfactorily corrected. SCPW personnel are also authorized to
address and cure the defect immediately to prevent a failure of the collection system or an overflow of
the sewer system. If repairs are made by SCPW personnel, the customer may be assessed an
additional sewer service charge on their account. Assessment amounts are described below

SEWAGE BLOCKAGE POLICY REIMBURSEMENT (rev 09/01/12)
The Commissioners have established a policy to reimburse our customers for plumber’s
fees up to but not exceeding $200.00 for work performed on the customer’s property if
the work was required because of a problem in the sewer tap or sewer main.
