Changes to FIS in all Funding Years
1 Purpose
This document provides a guide to supplement the release of the Funding
Information System (FIS) version. It describes the changes and other notable
information about the FIS application Framework and Component Sets across
all Funding Years for which FIS is active.
The framework of the FIS application is the ‘shell’ application into which
component sets and resource data can be imported and selected to give it the
functionality for a specific funding year.
This document does not provide user guidance for the whole application.
Please see the relevant documentation on FIS on GOV.UK for further
information (full URL shown in section 4 of this document).
2 User advice
Users should be aware of the following:

Update FIS with the latest reference data sets and component sets for
funding year 2014/15 before processing data

FIS and the latest 2014/15 Component Sets have only been tested
using the standard setup, with default pre-requisite software (SQL
Express 2012 and .NET 4.5). Any deviations from this setup have not
been tested and as a result are un-supported. Please see section 6
below for instructions on how to report any associated issues

3 FIS Framework
The FIS Framework implemented for Funding Year 2014 to 2015 has been changed and now has a slightly different user interface and
improved functionality. These changes are described in the following table:

Bug fixes:
 Known Issue 4.40 - Export Access mdb database now includes invalid learner
and learning aim records (Internal ref – JIRA 1126).
 Rule violations summary report now shows the Aim Sequence number for rules
DateOfBirth_25 and LearnerHE_03.

Validation Rule fixes
 TBFinType_01: The rule was amended to ensure that the Trailblazer
Programme Aims have Total Training Price information returned.  Added grade A* to be valid for the following category: 0003 (GCSE), 1422
(GCSE), 2999 (Short course GCSE).
 R21 fixed the defect where the rule was using “C” instead of “CL” which is the
data held in LARS for validation.
 DateOfBirth_21 fixed the defect where the rule was using “Q” instead of “QU”
which is held in the LARS for validation. Destination outcome and progression validation rules:  Validation Rule OutULN_02 was amended to allow the use of ‘9999999999’.
 Rule R71 added to flag duplicate learner destination and progression records
where they have the same learner reference number.
 OutStartDate_01 changed to only accept Outcome start dates that are only one
year older than the current funding year and no more.
 OutCollDate_02 New rule added to ensure that the Outcome collection date is
no more than one year older than the current funding year.

Learner Destination Monitoring code changes
 Valid to date has been added to several LDM codes: LDM 135, LDM 136, LDM
300, LDM 301, LDM 305, LDM 311, LDM 316.

No changes to Validation or Calculation functionality. Some minor bug fixes to reports and
other functionality.
Bug Fix
 Access mdb exports only contained whole numbers, all funding figures and factors it
held were truncated to have no decimal places. This has now been fixed.
Bug fixes:
 Known Issue 4.31 – Learner HE financial information was not amalgamating correctly
(internal ref – JIRA 858)
 Known Issue 4.34 - Significant amalgamation performance improvement (please be
aware of a known issue of amalgamation failing the first time it used, see known issue
4.36 for more info)
 Known Issue 4.35 Learner FAM Code reporting issue in EFA English and Maths report
found and fixed (internal ref – JIRA 995)
 Known Issue 4.36 Amalgamation fails the first time it is executed when a new
component set is downloaded and selected (internal ref – JIRA 992)
 SFA Funding Claim Report – Fixed an issue whereby funding was being calculated
incorrectly for some funding line types (internal ref – JIRA 880)
 Files failed to amalgamate in some circumstances in component set 7. The root cause
of this has now been identified and addressed (internal ref – JIRA 954)
 The Export MDB failed to generate in some circumstances (internal ref – JIRA 978)

The component set with the highest version number will always be the latest to be made available. Unless there is a relevant Known
Issue, users are advised to select this version when processing ILR data to achieve the most up to date results from FIS.
