Connection Standards for the Class B Accounting Terminal
This rule provides the standards for connection of all Class B bona fide coin operated amusement
machines (COAMs) to the Class B accounting terminal (also referred to as the central accounting system
and central monitoring system). Intralot is the vendor who will connect all Class B COAMs to the Class
B accounting terminal on behalf of the Georgia Lottery Corporation (GLC), and standards must exist for
an orderly and timely transition for connection.
CONNECTION
(1) All Class B COAMs available for play shall be connected to the Class B accounting terminal as
scheduled by the GLC.
a. If any license holder (or person acting on their behalf) impedes connection of COAMs to
the Class B accounting terminal resulting in delays, the license holder responsible for the
delay may face: monetary vendor fees; severity level 4 fines as stated in GLC Rule 13.1
to include up to a $10,000 fine and loss of license(s); and/or suspension of their COAM
license until the connection is made. Additional sanctions for significant delays or repeat
violations will be determined by the GLC President based on a totality of the
circumstances.
(2) Class B COAMs that have current SAS 6.02 protocol as well as existing, legacy COAMs that are
not currently upgraded to SAS 6.02 protocol may be connected to the Class B accounting
terminal as stated below.
(3) All Class B COAMs available for play will be certified SAS 6.02 COAMs as set forth in the
technical standards in the document titled “Georgia COAM SAS Requirements” (see attachment
A) no later than December 31, 2016.
SAS 6.02 CONNECTION STANDARDS
(1) All minimum requirements listed in the document titled “Georgia COAM SAS Requirements”
shall be followed for connection to the Class B accounting terminal to occur (see attachment A).
(2) SAS 6.02 COAMs must be equipped with a wiring harness prepared for connection to the site
contoller as set forth in the document titled “Georgia COAM SAS Requirements” (see attachment
A). The Master License Holder is responsible for any cost associated with having the proper
wiring harness provided that the site controller is located within an on-site COAM or within close
proximity to the COAMs in the location.
LEGACY/EXISTING COAM (non-SAS) CONNECTION STANDARDS
(1) Legacy/existing COAMs that do not currently have the SAS 6.02 protocol shall be retrofitted
with a transitional device that meets all minimum requirements listed in the document “Georgia
COAM Transitional Solution Requirements” (see attachment B).
(2) The transitional device may be purchased from any source provided all connection requirements
and certification standards are met. The cost of the transitional device and its installation shall be
the responsibility of the Master License Holder.
CERTIFICATION
(1) The Class B accounting terminal (also known as the Central Monitoring System) and associated
hardware to include the site controller shall be certified by a recognized gaming lab (BMM
Testlabs, Gaming Laboratories International, or Eclipse Gaming Systems). Proof of certification
shall be provided to GLC.
(2) All SAS 6.02 Class B COAM communication software shall be certified as described in the
document titled “Georgia COAM SAS Requirements” (see attachment A) by a recognized
gaming lab (BMM Testlabs, Gaming Laboratories International, or Eclipse Gaming Systems)
prior to connection to the Class B accounting terminal. Proof of certification shall be provided to
GLC and Intralot.
(3) Any transitional device utilized to connect legacy/existing Class B COAMs to the Class B
accounting terminal must be certified as described in the document titled “Georgia COAM
Transitional Solution Requirements” (see attachment B) by a recognized gaming lab (BMM
Testlabs, Gaming Laboratories International, or Eclipse Gaming Systems). Proof of certification
shall be provided to GLC and Intralot.
SECURITY
(1) All Class B COAMs will have the necessary security features in place to prevent illegal
manipulation of data to the GLC as described in the document titled “Georgia COAM SAS
Requirements” (see attachment A) and “Georgia COAM Transitional Solution Requirements”
(see attachment B).
(2) All costs associated with physical security requirements are the responsibility of the Master
License Holder.
WAIVER
Any exception to any requirement mandated in this rule must be approved by GLC. A license holder
must submit any request for a waiver of any requirement in this rule to the GLC COAM Division via
certified mail. Upon receipt of a waiver request, the GLC will respond in writing to the requester via
certified mail within ten (10) business days.
