Dear Sirs and Madams,
ORLEN GAZ Ltd. invites your Company to take part in the request for the information (RFI)
on on-board computers (Handheld) for the auto-gas vehicles for LPG deliveries with
the possibility of integration with mass dispenser unit and the application for on-board
computers supervising the processes of product loading and unloading.
The subject of the request for information (RFI) is getting the knowledge on mobile computes
type ‘on-board computer’ and application solutions for the industry of LPG. Due to the mobile
character of using and the unique conditions in which such a device shall be used, ORLEN
GAZ requires from the Supplier the presentation of the below defined solution issues.
1.1 Device technical architecture
•
How is the device calibrated? What degrees? Can the suggested device be extended
and technically improved, i.e. by adding the RAM memory to it or hard disk memory?
•
Is the screen opaque or glossy? Does the screen allow for working in the intense
daylight?
•
Is the screen touch-on?
•
Is the device resistant to the weather conditions such as low and high temperatures,
heavy rainfall and/or snowfall, high humidity, dust? Please provide the parameters
and certificates.
•
Is the device resistive to downfall and shaking? How?
•
Does the device have communication interfaces? What?
•
Is there a possibility to scan documents, bar codes, query codes, etc?
•
In what standard(s) is/are reading bar codes operated?

What kinds of recharges are there in the kit with the device: net, car, net docking
station, car docking station?
•
What is the battery capacity and how long does it operate on battery?
•
Can the device work in the explosion hazard compartment (EX)? Please provide
certificates.
•
Are there any additional accessories with this device, i.e. a cover, blinds protecting
communication ports? What are they?
•
Does the device have the in-built GPS modem?
•
Is the device adjusted to working with WiFi/ GPRS nets?
•
Does the device include the matrix and the pencil lead enabling to put the electronic
signature down?
•
Does the device have the protection of communication slots?
•
Does the device have any additional slots for outside memories, i.e. memory cards?
1.2 Application technical architecture
•
Does the suggested solution by the Supplier base on the prepared software or does it
assume to build a dedicated system based on defined requirements by ORLEN GAZ? In
case of the prepared solution, please provide the customers' references, examples of
implementation and the demo version.
•
What technologies were/will be used to the building and what are required to launch
the solution (operational systems, databases, application services, developers' platforms?)
•
Is the suggested software adjusted to the service in many languages (availability in
the following language versions is essential: Polish, English, German, Czech, Lithuanian)?
•
What is the way of making the application available for the end-user? Will the user
have the possibility of switching the application off and using the operational system?

How is the device and/or the system used adjusted to the effective acting operating
with the main database in the geographically dispersed environment of users (asynchronous
data exchange)?
•
To what degree is the suggested architecture of the system calibrated? Is the
suggested solution prepared to the destination operating of a big number of users, intense
net communication, difficult conditions, i.e. interrupted linking, lack of power and so on)?
•
Will the remote connection with mobile terminal be possible, i.e. through the screen
take-over, mobile desktop, interface to realize the support function?
•
Does the solution have the possibility of transactional data transfer?
•
Does the customer's application perform the data transfer by FTP protocol,
Webservice and/or XML files?
1.3 Authorization and safety issues
•
Does the suggested solution ensure the authorization mechanisms allowing for
limiting the access to users/ group of users?
•
Does the system ensure the mechanisms of remembering the history of the system
usage and the history of crucial data changes registered in the system?
•
Does the device have any form coding, i.e. of disk, connections?
•
Does the application have a solution which allows for audit, i.e. following the
processes, history of processes, changes, and so on?
•
Does the device have any form of physical protections, i.e. the possibility to join to
docking station or protection against the use of an unwelcome device (USB pen-drive, SD
card and so on)?
•
Does the application have the possibility of work in corporation network VPN via GSM
network?
•
Is the service warranty included in the device? If yes, how long?

1.4 Integration technical aspects
•
Is there the possibility of integration with any particular dispenser units of mass
tanks, adder SAMPI-TE550 with the mass counter Endress+Hauser and the adder Micro
Motion MVD3700 with the mass counter Micro Motion (Emerson) F100?
•
Can such an integration be mobile enough (i.e. by radio waves, bluetooth, and so on)
to take the solution from one tank into another one?
•
Does the system make the dedicated components (i.e. web-services) available or
other API making the access to data and processes from the external applications and/or
sending data/processes to external systems?
•
Does the solution assume the integration hub which will be responsible for taking the
communication form an on-board computer and their propagation to external systems, i.e.
ERP or logistics platform?
1.5 Licensing model
•
What licensing model is used/ suggested for the device and the software?
•
In case of building a dedicated solution, ORLEN GAZ requires the transfer of the
source codes property and the copyrights for the solution.
•
Would – apart from the direct license for the suggested application – the
implementation require the purchase of the license of additional components from another
supplier?
•
Is the solution diversification possible between the hardware and software suppliers?
1.6 Implementation project model
•
What implementation approach is recommended by the Supplier in order to maximize
the chances for successful launching of the solution and support the particular business
processes?

Is the suggested implementation approach confirmed in some reference projects
realized by the Supplier? Please provide such reference list related to analogical projects
realized by the Supplier.
•
Assuming the implementation for 3 units, what is the estimated date of building/
delivering such suggested solution?
•
What conditions must be fulfilled by an organization to join the implementation project
(it is about minimizing the risk related to improper/ incorrect preparation of implementation
project?)
1.7 Potential to performing the after-implementation services
•
Is the supplier's organization ready for performing maintenance and developing after-
implementation services?
•
What is the model of after-implementation services recommended by the Supplier?
•
What is the warranty period for device/ software/ service?
•
Does the technical maintenance of the devices (or sub-contractor) exist on the
territory of Poland or is the technical maintenance available in Polish?
•
Do the technical maintenance in German, Czech, Lithuanian exist and so does the
maintenance in these countries?
•
Is training on the device operating predicted within the Agreement?
•
Are any updates of equipment (technical corrections) and/or the software predicted
within the Agreement? If yes, for what period?
•
What are SLA timings for particular reports?
The offer should include the following information: price, references, pricing offer of works
with details of particular elements and total amount given in net prices (without VAT), the list

of entities for which such comparable works to this request have been realized for the 3
recent years, supporting software, work realization schedule, the use of technology, the
concept of the system, device technical specification, the manual, warranty and maintenance
conditions, realization date, warranty.
The expiration date of the offers should not be shorter than 30 days.

This request constitutes the invitation to negotiations in understanding of art. 72 of Civil Code and at the same time the regulations
