The Philippine Sports Commission will be conducting the 2014 Batang Pinoy National Finals on
December 9 - 13, 201'tin Bacolod City, Negros Occidental, to be participated by athletes from public and
.private schools of Muntinlupa Cio/.
For complete list of athletes and details of the said event, please see attached letter of Mr. Joshua
Robert S. Cosare, head, Sports Division, Youth Affairs & Sports Development Office (YASOO).

Ang Philippine Sports Commission ay magdaraos ng 2014 Batang Pin~y NATIONAL FINALS sa
darating na Disyembre 9-13, 2014 na gaganapin sa Negros Occidental, Bacolod City. Ito ay
lalahukan ng mga atletang Muntinlupeno sa larangan ng arnis, athletics, muay thai, taekwondo,
at wrestling.
Kaugnay po nito, kami po ay humihiling na mabigyan konsiderasyon ang mga batang kalahok na
lumiban sa kanilang mga klase sa kani-kanilang paaralan para mairepresenta ang Muntinlupa sa
nasabing palara.
Kalakip po nito, ang listahan ng mga atleta kasama ang kanilang tagapagsanay, gura, YASDO­
sports staff, DepEd Memorandum at imbitasyon ng Philippine Sports Commission (Batang
Pinoy).

We are pleased to inform you that the PSC is set to conduct Batang Pinoy 2014 pursuant to
Executive Order No. 44, also known as the Philippine Youth Games - Batang Pinoy.
In partnership with the Philippine Olympic Committee, the Department. of the Interior and Local
Government! the Department of Education and the respective Local Government Units, this
national program enjoins participation of children born 1999 onwards.
This year, the actual competition schedule is as follows:

OBJEcrIVES OF THE BATANG PINOV PROGRAltI
•
Being integral part of the national policy and program for sports development will
effectively address our need for a comprehensive grassroots sports program centered
on values formation inherent in the practice of sports and play.
•
Inculcate in the young minds of Filipino athletes the value of patriotism, nationalism,
self discipline, respect for law and order, hardwork, teamwork, camaraderie,
sportsmanship and fair play, thus elim'inating the child's chances of becoming a juvenile
delinquent.
•
The program can also serve as recruitment baser for sports speciali~atjon including
-- training for other hrgh~eve'leagtres/-'nati'01lat-tournaments and international
competitions.
GENERAL GUIDELINES
AGE AND REPRESENTATION
Batang Pinoy is an open tournament for children 15 years old and below. Based
on the Batang Pinoy calendar year 2014, an athlete must be born in 1999 and
the years thereafter.
Representation is strictly by Local Government Unit (LGU). This may be in the
form of provincial, city, municipality and barangay representation. No athlete
shall be accepted without accreditation of a particular LGU.
Batang Pinoy is also open to all Filipino whether by birth or naturalized. Foreign­
Pinoy may also join provided he/she represents a particular LGU.
An athlete shall represent only one (1) LGU
No tournament or participation fee shall be collected by the Host LGU and PSC.

Pursuant to Executive Order No. 44 dated December 2, 1998 entitled
Declaring the Philippine Youth Games-Batany Pinoy as the National Sports
Development Program for Children, the Department of Education (DepEd) and the
Department of Interior and Local Government (DILG), being the lead agencies of the
National Physical Fitness and Sports Development Program (PFSDP), shall assist
the Philippine Sports Commission (PSC) in planning, information dissemination,
coordination, monitoring. and actual implementation of the program. In this
connection, the 2014 PJlilippme Youth Games (PY01l)-Batang Pinoy and the
Phfli.ppifte National Games will be held by cluster on the following dates and

Games aim to address the country's need for a comprehensive grassroots program
centered on values formation inherent in the practice of sports and play such as
patriotism, nationalism, self-discipline, respect for law and order, hard work, team
work, camaraderie, sportsmanship and fair play. Thus, these games eliminate the
child's chances of becoming ajuvenile delinquent.
3.
The DepEd through its regional and schools division offices shall extend its
support to the successful staging of the 2014 PYGs-Batang Pinoy and the
Philippine National Games.
4. . The guidelines on the participation of public school elementary pupils and
. secondary students as athletes, and the involvement of school officials and
personnel, teachers, as well as coaches and officiating officials are as follows:
a. Expenses of the pupil/student-athletes and school coaches
relative to their participation in the 2014 PYGs-Batang Pinoy and
the Philippine National Games activities shall be shouldered by
the local government units (LGUs), which they represent. No funds
coming from the DepEd shall be used" for the 2014 PYGs- Batang
Pinoy. There shall be no fund raising activity by field officials,
public school administrators or teachers for the same purpose;
b. The LGUs shall coordinate with the schools division physical
education and school sports (PESS) supervisors regarding the
identification, recruitment and participation of the pupil/student­
athletes, and the designation of coaches. It is desired that they be
guided by the performance standards set in their last district or
division athletic meets on deciding the events in which their
athletes can compete;
c. Physical Education and other public school teachers and non­
teaching employees selected by the National Sports Associations
(NSAs), as confirmed by the PSC and approved by DepEd, through
their respective schools division superintendent or head of office,
shall serve as officiating officials in the 2014 PYGs-Batang Pinoy
and the Philippine National Games. They will be allowed to serve
on oMcial time only;
d. Make-up classes which shall be held after each cluster and the
national championships for all participating pupil/student­
athletes will be arranged accordingly by their respective class
advisers and school principals;
e. PSC shall allocate funds for the 2014 PYGs-Batang Pinoy and the
Philippine National Games, which shall include, but not limited
to, food, accommodations, honoraria and transportation expenses
of all DepEd technical officials to and from the host city; and
f. Public school premises shall not be used as sports competition
venues, billeting areas, and other related purposes; unless
otherwise approved by DepEd through the Office of the
Undersecretary for Regional Operations.
5.
