region means that the
prime construction season is also in full
swing. Everywhere you look there is
something being built – retail buildings,
new restaurants, and of course, new
homes. This construction signifies our
continuing economic prosperity in the
Tri-Cities – something we can all be
happy about. Housing starts remain
fairly steady in our region compared
to last year, which is what we expected
going into 2014. It’s a pace that I hope
we can sustain throughout the rest of
the year, and of course, we definitely
wouldn’t mind seeing an uptick over

of “Top 10” or “Top 20” lists ranking
cities and regions nationally for a
variety of reasons. Richland was
recently ranked the “7th Best Small
City to Live In” by the financial
website NerdWallet and the TriCities MSA was ranked the “8th
Best City to Work”, according to
the recent Gallup-Healthways WellBeing Index. Seeing these rankings
shouldn’t surprise any of us who live

area is. What these rankings will do,
however, is show other people how
great the area is, making our region
a top consideration for businesses to
locate and people to move here. Of
course, if that continues to happen,
we will all get to continue doing what
we love – building! It’s a win-win for

Parade™ tickets will go on sale later
this month – I would urge you to buy
your tickets as soon as you are able
because it will certainly be a sold-out
event once again this year. I’m always
excited to see all that our area has to
offer and all the great events put on
through our local HBA. If you’re not
a participant in one of these events,
then you can be an attendee and show
your support to your colleagues and
to the HBA.
In closing, please don’t forget that the
holiday this week is about more than
barbeques and fireworks. Celebrating
our nation’s independence is an honor
and a privilege, and I hope that while
you are enjoying your celebration you
take a moment to remember. In the
words of Louis Brandeis, “Those who
won our independence believed liberty
to be the secret of happiness and

Certified Erosion and
Sediment Control Lead
(CESCL) Training
August 6-7, 8am-5pm
Do you need a Construction Stormwater General Permit
from Ecology? If your project disturbs over an acre of
land or is in a subdivision, you probably do. Part of the
requirements of this permit states: all sites disturbing over
an acre must have a Certified Erosion and Sediment Control
Lead (CESCL). The CESCL is trained to inspect, install,
and manage stormwater controls on your site. Because
Ecology requires CESCL to be on-call at all times, most
companies will need more than one employee trained as a
CESCL.
• 3 Year Certified Erosion & Sediment Control Lead
Certification ~ BIAW
• 16 CE, Appraiser Continuing Education ~ BIAW
• 12 CE, National Association of Home Builders
(NAHB)
Cost: HBATC Member $75 / BIAW Members $250 /
Non-members $325

CESCL Recertification
August 8, 8am-5pm
HBA Marketing Minute
The internet is more of
an elimination tool than a
selection tool, especially for
big purchases like homes.
Buyers are trying to narrow
it down to just a few whom
they’ll reach out to. When
they do the ball is back in your
court and you’ve already made
the first cut!
Is your Certified Erosion and Sediment Control Lead
(CESCL) designation about to expire? The Department
of Ecology requires a CESCL on all stormwater
permitted construction sites over an acre, and CESCL
certifications must be renewed every three years with a
one-day class. Designed for residential builders, BIAW’s
CESCL recertification course will answer the most-asked
builder questions, including what BMP’s perform best on
construction sites, how to keep those BMP’s working, what
red flags signal erosion problems, and how to effectively
work with local and state inspectors. This course will also
walk you through the planning and execution of erosion
control in a subdivision.
