The draft Active Living Plan should be available early June. There was a question about whether the Active Living Plan will address more than just bike trails. Andrea said, yes, the Active Living Plan will address making walking, biking, and physical activity part of everyday life. Kelly gave an update on the Comprehensive Plan from Jason Gilman who could not attend. Kelly shared draft vision, goals, and strategies in the Comp Plan for a Community Health and Well Being section. Commissioner Ward commented that the Comp Plan committee has a strong rural focus/representation. 9:45 – 10:30 Review Stakeholder Engagement Plan (group) Kelly asked the group to review the stakeholder analysis on pages 4-5 that identifies the Advisory Committee and whether Michelle and Jake should be removed from the analysis or if clarification that they were not part of the Advisory Committee could be noted in the paragraph following the chart. The group agreed that the participants in the Advisory Committee could be clarified in the paragraph following the chart. A discussion followed on whether there are people who are missing from the Advisory Committee and how/if they could be added to the HIA. This conversation led into a discussion of survey dissemination, which follows below. Focus Group Schedule • Winona State: 4/9, 3-4:30pm • ECFE: 4/24, 1-2:15pm • High School: TBD – Andrea will try again to reach health teacher; a back-up option would be to contact Service Learning classes – Jodi has contact information and will send to Andrea • Friendship Center: 5/22, 10:30-11:45am Peter asked if we should have a more “general population” focus group? Possible venues to reach them would be through the Friends of Winona Library or the History Center “Food for Thought” group – Kelly will follow-up and see if there is any interest Kelly briefly reviewed stakeholder engagement for the remaining steps of HIA. Specifically, there will be little public engagement during Assessment – unless asking partners for data or analysis. More engagement will happen to develop Recommendations and get feedback on Recommendations. The HIA Advisory Committee will discuss this at a future meeting. The Reporting step of HIA involves communicating the findings and recommendations to stakeholders, the public and decision makers. The final step of HIA, Monitoring & Evaluation, Minnesota Department of Health 625 Robert St N, PO Box 64975 St. Paul, MN 55164 651-201-5000 Phone 888-345-0823 Toll-free [email protected] 5 will ask stakeholders for their input on the HIA process: did they learn about HIA; how effective was HIA for this project or as a tool in general; did the HIA impact the Active Living Plan; etc.? 10:30 – 11:25 Presentation on Scoping and Pathway Diagrams Exercises (Kelly Muellman/group) Kelly presented on the purpose of Scoping (develop plan for HIA and select priority health measures). The group then did an exercise brainstorming issues that could be related to Active Living Plans (using example policies from other Active Living Plans). The group came up with a wide variety of health determinants and outcomes, including: air quality/emissions; traffic; safety; physical activity; equity issues, such as access (to public transit, bicycles), or specific effects on disabled or elderly (positive or negative); lifestyle issues (need to drop off kids); angry drivers; and impacts on shopping/sales/economy. Kelly presented on pathway diagrams (also known as logic models) that help visualize the thought process of making a decision and its impacts on health. The group used the policy examples from the previous brainstorming exercise to develop pathway diagrams to visualize their thought process. The diagrams for the three Active Living Plan scenarios follow below. This exercise will be repeated at the next meeting using the draft Winona County Active Living Plan policies/recommendations.
