Through a U.S.D.A. Rural Development loan and grant, the
Leigh W.S.C. is making major improvements to the system
in order to bring the system into compliance and provide
for future growth. The improvements consist of installing
three ( 3) - 500 G.P.M. booster pumps and a 10,000 gallon
pressure tank at Existing Plant No. 1; Construction of a
new Plant No. 6 with a 50,000 gallon ground storage tank,
a 5,000 gallon pressure tank and two ( 2) 400 G.P.M.
booster pumps; Constructing a new Plant No. 7 with a
120,000 gallon ground storage tank, a 12,000 gallon
pressure tank, and two ( 2) - 500 G.P.M. booster pumps;
Drilling a new 175 G.P.M.
Well No. 1A, drilling a new
175 G.P.M. Well No. 5, and drilling a new 175 G.P.M.
Well No. 6, and installing approximately sixty-six (66)
miles of new pipeline ranging in sizes from 3" to 12".

An additional elevated storage plant will be added to
serve the customers presently being served by the City of
Marshall. Larger booster pumps will be added at the
existing Plant 1 with increased pressure to "float" on
the system with Plant 2. An additional filter for
reducing iron level and an aeration tank will be added at
Plant 1. An elevated tank will be added at the existing
Plant 2 to provide required water storage 81' above the
highest customer served by Plant 2. New 500 gpm each
transfer pumps will pump the water from standpipe tank
into the new elevated storage tank to provide required
storage and pressure. Larger parallel lines will be added
throughout the system to provide 35 psi pressure to all
customers served and provide for future growth. The
quality of the water supply will be closely monitored to
prevent health hazards to the community. The proposed
project is necessary to achieve compliance with TCEQ and
to protect the health, safety, and welfare of its
existing and future customers. New water distribution
lines will be installed to serve the new customers. These
families currently rely on shallow wells, hauling or
purchasing bottle water. The proposed system improvements
will provide these families with safe and sanitary water
monitored by the Leigh water Supply Corporation.

wages, and utility cost. A total of $ 175,369.16 was
spent in the year 2007 for water purchased from the City
of Marshall. Water purchase amounted to approximately $
17.21 per customer per month for 849 total customers
served in the year 2007. The savings realized from
eliminating water purchase will be applied to the
proposed budget to keep the monthly increase for
customers served as low as possible.
