Minutes of the 187th EXIM Committee meeting for export and import of seeds and planting materials held under the Chairmanship of Additional Secretary (AKS), DAC, on 30th April, 2014 at 11.30 A.M. in the Committee Room No. 138 “Mahalabonis”, Krishi Bhawan, New Delhi. The 187th meeting of the EXIM Committee for export and import of seeds and planting materials was held on 30th April, 2014 under the Chairmanship of Additional Secretary (AKS), Department of Agriculture & Cooperation, Government of India. The list of participants is at Annexure-I. Item No.1: Action Taken Report for the 186th meeting of the EXIM Committee for export and import of seeds and planting materials held on 31st March, 2014. (a) The minutes and recommendation letters in respect of 186th meeting of the EXIM Committee held on 31st March, 2014 were issued to all concerned on 7th April, 2014. (b) Follow-up Action: (i) Import of banana tissue culture plants from Israel by T/C companies – Maintenance of sample of planting materials at NRC Banana, Trichy – clarification – reg. Director, NRC for Banana, Trichy vide letter No. PS/1-11/2014/3019 dated 2.4.2014 informed that many firms are sending the samples of imported tissue culture banana plants for its maintenance at NRCB, Trichy but the Institute did not receive any instruction/endorsement from Indian Council of Agricultural Research (ICAR) for such activities and also no mention about the cost of maintenance of the germplasm at NRCB. ADG (Hort.), ICAR informed that all the tissue culture material of Banana belongs to Grand naine variety and samples of this variety are already in the collection of NRC, Trichy and hence samples need not be stored. The Committee desired that the group already constituted under the Chairmanship of ADG (Seeds), ICAR for fixation of condition/criteria for deposition of seed sample may also discuss this issue and suggest a mechanism for submission of sample of planting materials with the ICAR Institutes, including maintenance costs, if needed. (ii) Import of total 50 kg Sweet Corn seeds c.v. ADVSW-1 (Hybrid-39) and ADVSW-2 (Hybrix-53) 25 kg each from Thailand by M/s. Advanta Limited, 3rd Floor, Krishnama House, 8-2-418, Banjara Hills, Road No.7, Hyderabad500 034. The Committee observed that the firm had deposited seed samples with ICAR for trial purpose and their request for further bulk import of seed of above two varieties was considered in the agenda item No.26 ibid. (iii) Import of 25000 plants of citrus c.v. Iwasaki, Okitsu Garbi, Fortuna, Ortanique, Valencia Delta Seedless, Navelina from Spain by M/s. Zopar, G15, Chanmari, Aizawl-796 001, Mizoram. The Committee observed that the proposal of M/s. Zopar, Mizoram was approved in 177th meeting for import of 25,000 Citrus plants of six varieties namely; Iwasaki, Okitsu Garbi, Fortuna, Ortanique, Valencia Delta Seedless, Navelina from Spain. The import did not materialize due to non-availability of the planting material of three varieties of Citrus namely; Fortuna, Valencia Delta Seedless and Navelina. The firm has now made request for import of three previously approved varieties (Iwasaki, Okitsu Garbi and Ortanique @ 3500 plants each) and three new varieties Clemenule (6000 plants), Marisol (5000 plants) and Nadorcott (3500 plants) from Spain. The Committee desired that firm may obtain ‘No Objection’ Certificate/ recommendations of National Research Centre for Citrus, Nagpur for import of the three new varieties namely; Clemenule, Marisol and Nadorcott of Citrus plants for consideration of the proposal while import of the 3 approved varieties may be allowed. (iv) Guidelines to provide seed sample to ICAR for trial purpose. The representative of PPA mentioned that for quarantine clearance the imported material should be free from all diseases and pests, whereas, ICAR has mentioned that for trial purpose untreated seed should be imported by importers. The Committee, therefore, desired that ICAR in consultation with PPA may develop a protocol in this regard on priority basis. (v) (i) Preparation of status report by PC (Forage Crops), Jhansi with regard to requirement and availability of berseem seed vis-à-vis total quantity of berseem seed imported in the country. The representative of the Department of Animal Husbandry, Dairying and Fisheries informed that JS (APF) has written to the Principal Secretary, Animal Husbandry of all the states with copy to MD, NSC as well as Project Coordinator (Forage Crops), Jhansi to furnish the relevant information directly to the Project Coordinator (Forage Crops), Jhansi with a copy to Department of Animal Husbandry for preparation of status report on Berseem seed. The desired information is awaited and will be made available on its receipt. The Committee desired that the Department of Animal Husbandry should obtain the information on urgent basis. (ii) Fixation of condition/criteria for deposition of seed sample. Deputy Commissioner (QC) reported that a Committee has already been constituted for fixing condition/criteria for deposition of seed sample and its meeting will be convened shortly. The Committee desired that process be expedited. (vi) Import of Tissue Culture Date Palm Plants – DAC permission is not required as per Plant Quarantine Order, 2003 – reg. The Directorate of Plant Protection, Quarantine and Storage (PPQ&S) has clarified that as per para 4.6 of the New Policy on Seed Development, 1988, Clause 3(4) under Chapter II of the PQ Order, 2003, the recommendation of DAC (EXIM Committee) is required for import of seeds/planting material of fruit crops. (vii) Assessment of requirement and availability of Strawberry planting material in the country by Horticulture Division of DAC – reg. The Horticulture Division of DAC submitted a report stating that strawberry is cultivated over an area of 250 ha. in the country, for which 10 million runners are required The CITH is currently producing about 1 lakh runners and they are capable of producing 5 lakh runners of above varieties if indented one year in advance. The Committee desired that the Horticulture Commissioner, DAC may prepare variety- wise and area-wise information about production and availability of Strawberry planting material. English Bazar, Distt. Malda, West Bengal Pin-732216. Item No.4: Proposal for export of 700 MT Jute seeds c.v. JRO-524 to Bangladesh by M/s. Paramount Enterprise, Luskarpur, P.O. Trimohini, District Dakshin Dinajpur (WB) Pin 733 155. Item No.5: Proposal for export of 150 MT Jute Seeds c.v. JRO-524 (Certified) to Bangladesh by M/s. T.P. Seeds Firm, Prop. Tonmoy Pandey, Vill,. Neragagipur, P.O. Ghonja, North 24 pgs. (WB). Item No.6: Proposal for export of 50 MT Jute Seeds c.v. JRO-524 (Certified) to Bangladesh by M/s. Pandey Krishi Bhandar, Prop. Suderson Pandey, Vill,. & P.O. Ghonja, North 24 pgs. (WB). The EXIM Committee of Department of Agriculture and Cooperation considered the above proposals (Items No.2 to 6) for export of jute seeds. Keeping in view the comments of ICAR and Crop Division, the Committee approved the proposals for export of Jute seeds by the above said firms (Items No.2 to 6) subject to the condition that the aforesaid firms shall report to the Seed Division about the actual quantity of seed exported by them. Bharat Seeds Corporation, 85, Indra Market, Old Subzi Mandi, Delhi-110007. NHRDF, Nasik, Horticulture Division of ICAR and Horticulture Division of DAC stated that due to hailstorms and heavy rains during the seed setting stage of onion in Rabi season, the onion crop is severely damaged and there may be likely shortage of onion seed. In view of this, the Committee while deferring the proposal for export of onion seed directed the Horticulture Commissioner, DAC to prepare a report on variety-wise, state-wise requirement and availability of onion seeds in the country in a week’s time. Item No.20: Proposal for import of total 1100 MT Berseem seed c.v. Mescavi from AL Shrouk Import and Export Co. and EL Wahba Co., Egypt @ 550 MT each by M/s. Hoshiarpurian Di Hatti, Old Subzi Mandi, Amritsar-143 001. Item No.21: Proposal for import of 1342 MT Berseem seeds c.v. Mescavi from Egypt by M/s. Ganga Seeds Corporation, 136, Indra Market, Old Subzi Mandi, Delhi-110007. The EXIM Committee of Department of Agriculture and Cooperation considered and approved the above two proposals (Items No. 20 and 21) for import of Berseem seeds c.v. Mescavi from Egypt by these firms subject to the Plant Quarantine (Regulation of import into India) Order, 2003 and amendments made therein. The import of berseem seed is also subject to following conditions: i) ii) iii) iv) v) Submission of certificate from the National Plant Protection Organization (NPPO) of the country of origin of the seed certifying disease free field inspection report. Furnishing of morphological characters and features of the imported variety obtained from the competent authority of the country of origin for matching with the Indian cultivar. Furnishing of Orange certificate by ISTA Accredited Laboratory. Depositing the seed sample of 500 gm. in Gene Bank of NBPGR through representative of PPA for accession and future reference. Compliance with the provisions of Section 17 of the Seeds Act, 1966. Item No.22: Proposal for import of 20 kg Hybrid Papaya seeds c.v. Red Lady (MG) from Taiwan by M/s. Suvarna Hybrid Seeds Pvt. Ltd., # 173, N-HIGB, 5th Phase, Ground Floor, Block No.3, KHB, Yelahanka New Town, Bangalore-560 001. The EXIM Committee of Department of Agriculture and Cooperation has considered and approved the import of 20 kg Hybrid Papaya seeds c.v. Red Lady (MG) from Taiwan by M/s. Suvarna Hybrid Seeds Pvt. Ltd., Bangalore subject to the Plant Quarantine (Regulation of import into India) Order, 2003 and amendments made therein. The firm shall deposit 10 grams of seed as sample with IIHR, Bangalore for further evaluation and maintenance of germplasm and also certify that the imported material is GM free. Item No.23: Proposal for import of 60,000 plants of Strawberry c.v. Nabila (55,000 plants) and Camarosa (5,000 plants) from Italy by M/s. Liberty EXIM And Trade (India), Flat No.6, Shriram Palace, Baner Road, Pune-411 045 (M.S). The EXIM Committee of Department of Agriculture and Cooperation considered and approved the import of 60,000 plants of Strawberry c.v. Nabila (55,000 plants) and Camarosa (5,000 plants) from Italy by M/s. Liberty EXIM And Trade (India), Pune subject to the Plant Quarantine (Regulation of import into India) Order, 2003 and amendments made therein. The firm shall deposit 10 plants of each cultivar with CITH, Srinagar for further evaluation and maintenance of germplasm. Item No.24: Proposal for import of total 5,200 Nos. Date Palm plants – Suckers/Offshoots c.v. Barhee, Khunezi, Khalas, Medjool (1,000 Nos. each), AAC Madsari Male and Ghannami Male (600 Nos. each) from UAE by M/s. Atul Ltd., Floras Department, Infrastructure Unit, P.O. Atul-396020, Distt. Valsad, Gujarat. Item No.25: Proposal for import of total 15,600 Nos. Date Palm plants – Suckers/Offshoots c.v. Barhee, Khunezi, Khalas, Medjool (3,000 Nos. each), AAC Madsari Male and Ghannami Male (1800 Nos. each) from UAE by M/s. Atul Rajasthan Date Palms Ltd., P.O. Atul-396 020, District Valsad, Gujarat. The EXIM Committee of Department of Agriculture and Cooperation has considered and approved the above two proposals (Items No.24 and 25) for import of Date Palm plants – Suckers/Offshoots by the aforesaid firms subject to the Plant Quarantine (Regulation of import into India) Order, 2003 and amendments made therein. The firms shall deposit 10 plants of each cultivar with CIAH, Bikaner for further evaluation and maintenance of germplasm. Item No.26: Proposal for bulk import of total 100 MT Sweet Corn seeds c.v. ADVSW-1 (Hybrix-39) and ADVSW-2 (Hybrix-53) @ 50 MT each and total 30 kg untreated seeds of c.v. ADVSW-1 (Hybrix-39) and ADVSW-2 (Hybrix-53) @ 15 kg each of Sweet Corn from Thailand by M/s. Advanta Limited, 3rd Floor, Krishanama House, 8-2-418, Banjara hills, Road No.7. Hyderabad-500 034. The EXIM Committee considered the above proposal for bulk import of Sweet corn seeds and observed that the cultivars ADVSW-1 (Hybrix-39) and ADVSW-2 (Hybrid-53) have been tested in ICAR trials and performed well as per test results report provided by ICAR. In view of this, the Committee approved the bulk import of 100 MT Sweet Corn seeds c.v. Hybrix-39 and ADVSW-2 (Hybrix-53) @ 50 MT each and also 30 kg untreated seeds including parental line of c.v. ADVSW-1 (Hybrix-39) and ADVSW-2 (Hybrix-53) @ 15 kg each of Sweet Corn from Thailand by M/s. Advanta Limited, Hyderabad subject to the Plant Quarantine (Regulation of import into India) Order, 2003 and amendments made therein. After completion of the regular agenda, the Committee reviewed the progress made by PP Division about revision of Schedule-V of PQ Order, 2003. The representative of Plant Protection and Quarantine informed that as it is voluminous work, it may take some time. The Chairman desired that concerted efforts should be made by PPA to complete the work. The Committee also desired that Horticulture Commissioner in consultation with ICAR review the provisions for import of seeds/planting material of Fruit Crops especially Strawberry, Date Palm, Papaya etc under New Policy on Seed Development, 1988 and examine whether they can be allowed under OGL subject to the Provision of PQ (Order), 2003. At the end, the Chairman stressed that all the members of the EXIM Committee should ensure their presence in the EXIM Committee meeting, which is being held on the last working day of every month. All members of the EXIM Committee are well aware of this and may avoid other engagements on this day. Under exceptional circumstances, the members may keep the Chairman informed of their programme in advance. The meeting ended with a vote of thanks to the Chair.
