ROSEMARY CAMPBELL-STEPHENS
CHAIR

Rosemary has extensive experience working at the highest levels in education. A former
Secondary Head teacher and OFSTED Inspector, Rosemary combines extensive whole
school experience with advisory work at local authority level involving training, advice
and support for school leaders in a wide range of primary and secondary schools in the
UK. She was a Local Authority Adviser in London with responsibilities for school
improvement, leadership, management and equality across schools and colleges. She has
also been an Adviser and consultant to the Department for Education helping to shape and
deliver the Aiming High government programme working with schools across the UK to raise
levels of attainment for those groups of students that have historically under-achieved within the schooling
system. Her role in the National College is as one of only two associates who between them have the brief for
equality and diversity within succession planning and leadership preparation for the whole of the UK.
PAULETTE OSBORNE
HEAD TEACHER
ST MATTHEW’S CHURCH OF ENGLAND PRIMARY SCHOOL
EXECUTIVE HEAD TEACHER OF HARPER BELL SDA
Paulette has been the Headteacher of St Matthew’s Church of England Primary School,
Nechells since 2009 and was recently handpicked to take up the position of Interim
Executive Headteacher for Harper Bell Seventh Day Adventist Primary School. After
leaving Bradford University in 1988, Paulette set up one of the first Black Theatre
Companies in Yorkshire called Kuffdem Theatre Company. In 1992 she was awarded
the Yorkshire Black Achievers Award for contributions to the development of the Arts
within the Yorkshire region. Following her passion for teaching, she joined Cromwell
Primary School in 1997 back in Birmingham and was responsible for developing the
subjects of History and Geography. In May 2000, Paulette was successfully recruited to
undertake her first leadership role at Park Hill Primary School in Moseley focusing on
assessment and target setting. In 5 short years, Paulette was promoted to Deputy Head
teacher before taking up her headship at St Matthews 4 years later. Paulette’s reputation and vision doesn’t stand
still and her team works with her to strive for continued excellence across all levels. St Matthew’s is now one of
the strategic partners for the St Mary’s Teaching Alliance and Paulette was elected as a member of the
Birmingham Anglican Diocesan Board of Education in 2012.
AVA STURRIDGE-PACKER
EXECUTIVE HEAD TEACHER
ST MARY’S C OF E PRIMARY ACADEMY AND NURSERY AND ST MICHAELS C OF E PRIMARY
Ava has been a primary school teacher for 31 years. During this time she has taught
in a range of primary schools in contrasting communities ranging from schools in
areas of high social deprivation to schools in economically affluent areas. For the
last 18 years she has been the Head Teacher at St Mary’s Church of England
Primary School and Nursery in Handsworth, Birmingham and led the school out
of Special Measures in December 1998. She was awarded a CBE in 2000 for
services to education. In February 2013 St Mary’s School converted to Academy
Status as an outstanding school. In addition to this, in March 2013, St Mary’s was
awarded Teaching School status. Ava is currently a National Leader of Education
and supports schools in difficulties. Following a period of school to school support in
the role of National Leader, Ava took on the role of Executive Head Teacher at St
Michael’s Church of England Primary Academy. She led the school out of Special Measures
in 11 months. Ava is operational Head Teacher in both schools.
PASTOR LORANCE JOHNSON
PRESIDENT
THE NORTH ENGLAND CONFERENCE OF SEVENTH-DAY ADVENTISTS
Lorance Johnson is a foundation governor and is the president of the North England
Conference of Seventh-day Adventists. He has served the church for over 20 years
as a pastor and more recently as an administrator. As his role is to oversee in the
ecclesiastical affairs of the conference and to plan for the development and
growth of the church and its institutions, he serves on the IEB to provide guidance
and support in the area of ethos and values. Lorance’s desire is to see the school
fulfil its mission and values as a Seventh-day Adventist School – a school that exists
to “help each child to receive a balanced intellectual, spiritual, social, emotional,
cultural and physical education A school that promotes “The More Excellent Way.”
ANNE PILMOOR
EDUCATION DEPARTMENT
BRITISH UNION CONFERENCE OF THE SEVENTH-DAY ADVENTIST CHURCH
Anne is a foundation governor on the IEB, representing the Education Department of the British Union Conference
of the Seventh-day Adventist Church. Anne has in excess of 35 years experience in education, as a teacher both at
the primary and secondary levels in maintained and independent schools and as a part-time lecturer in Philosophy
of Education. Anne led a successful school as a Headteacher during which time her school was placed in the top
50 in the country in the league tables. Anne’s particular specialism is in school effectiveness and school
improvement and some of her work is quoted in the published work of Chris Watkins, Eileen Carnell and Caroline
Lodge. Anne has always had high aspirations for her pupils and instilled in them a sense of personal responsibility
and mastery. That same flame of aspiration continues to burn as brightly as ever for each Harper Bell pupil. Anne is
passionate about the sound philosophy that underpins Adventist education and the good citizens it nurtures. She
is honoured to serve the school as a committed governor and to play her part in supporting the school in regaining
its pride of place and recognition in the Birmingham community.
SHARON WARMINGTON
LICENSED ASSESSOR FOR SCHOOL GOVERNANCE
DIRECTOR, SUITE OF SERVICES LTD
A specialist in Corporate and School Governance, Sharon works across all sectors to
increase strategic compliance at Governor and Board level whilst improving operational
results. Despite serving as a School Governor for 7 years at Sutton Coldfield Grammar
School for Girls, Sharon’s interest in Governance accelerated and she undertook the
rigorous training process and examination to become a qualified Licensed Assessor
working with The Governance Forum based in Birmingham. Sharon’s track record
includes working with an independent school in Birmingham to prepare them for
OFSTED registration. As a Governor at Sutton Coldfield Grammar School for Girls, Sharon
also sat on the Personnel and Curriculum Committee’s ensuring policies and procedures
were upheld. Being a qualified trainer, she regularly delivers personal development seminars
across the UK and to a global audience via online Webinars. Sharon has recently completed a
Foundation Degree at Aston University in Leadership and Management. Her 2 children (now 20 and 17 years old)
both attended Harper Bell SDA so she has a personal interest in ensuring its success.

IAN-MICHAEL WILLS
TEACHER
LOCAL SECONDARY SCHOOL
Ian has been a Local Authority appointed governor at Harper Bell Seventh Day
Adventist School since September 2013. In addition to serving Harper Bell’s pupils and
staff he holds the position of Parent/Lead Safeguarding Governor at a secondary
school in north Birmingham. He is also an executive board member for the
Birmingham Governors Network. Ian-Michael is passionate about school governance
and improving the life chances for the children and young people of Birmingham. He
is currently employed as a member of the support staff team for a primary school in
Erdington and has significant experience in supporting Years 5 and 6 in accelerated
learning. Ian-Michael’s previous occupation was at Jaguar Land Rover where he held a
number of positions including managerial roles over a 21 year period. In his spare time he
enjoys relaxing with his wife and 4 daughters. Ian-Michael’s passion for learning has not
stopped and he has recently completed a degree in Integrated Services for Children and is
embarking on a Bachelor’s degree in Children’s Education.
