Dear Board Members:
RECOMMENDATION
It is recommended that the Board of Supervisors approve the appointment of Dr. Michael A.
Herrera to the Commission of the Health Plan of San Joaquin effective February 1,2014.
REASON FOR RECOMMENDATION
In accordance with the requirements of the Bylaws of the Health Plan of San Joaquin County, the
appointment of Dr. Michael A. Hen-era to serve on the Commission of the Health Plan requires
Board of Supervisor approval. The qualifications and category of membership for this position
is delined by the Health Plan Bylaws and are specifically designated to represent San Joaquin
County Medical Society. Dr. Michael A. Herrera was originally appointed in May 2012 to fill
the unexpired term of Dr. Hatton, who voluntarily resigned. The original term of this
appointment was January 17, 2011 to January 17, 2014.
Dr. Herrera has been an active Commissioner since his appointment and he continues to be
endorsed by the San Joaquin County Medical Society for this role.
FISCAL IMPACT
There is no fiscal impact as a result of this appointment.

The Commission will: oversee activities of the Health Plan of San
Joaquin; establish policies; hire executive staff and supervise and
evaluate their work; assure the fiscal integrity of the organization;
appoint members to advisory committees; and be responsible for
assuring that the goals of the Health Authority are met.
