Schedule A – Allocation Method
Arizona Congressional Victory Fund
1. All contributions to the JFC permissible under FECA will be allocated among the Committees
from the net fundraising proceeds as permitted by FECA and according to the allocation method
set forth in this Schedule:
a. Each Committee shall receive, for deposit in its general account, one third (33.3%) of any
contribution to the JFC made by an individual or non-multicandidate federal political
committee, and designated up to a maximum of $2,600 for the general election;
b. Each Committee shall receive, for deposit in its general account, one third (33.3%) of any
contribution to the JFC made by a federal multi-candidate political committee, and
designated first up to a maximum of $5,000 for the general election per Committee.
c. The NRCC will receive, for deposit in its general account, any contribution made by an
individual or non-multicandidate federal political committee to JFC after the first $7,800 in
an amount not to exceed $32,400 per calendar year;
d. The NRCC will receive, for deposit in its general account, any contribution made by a
federal multi-candidate political committee to JFC, after the first $15,000, in an amount
not to exceed $15,000 per calendar year.
e. Any contribution made to the JFC by any corporation, labor union, federal government
contractor, foreign national without a green card, or by any other federally impermissible
source, shall be returned to the donor.
f. Any Committee may decline to accept any contribution from any source, the legality of
accepting said contribution notwithstanding.
g. The allocation formula may change if a contribution is received which may exceed the
amount a contributor may give to any participant. Any contribution or portion of a
contribution to the JFC from an individual, a federal non-multicandidate political
committee, or a federal multi-candidate political committee, which upon allocation to any
Committee shall be determined to exceed the contribution limit of that donor to any of the
Committees, as proscribed by 2 U.S.C. § 441a, shall be re-allocated to the other
Committee(s),
2. For the purposes of this formula, “net fundraising proceeds” shall not include cash advances to the
JFC from any Committee. All such advances shall be based on a good faith estimation of the net
proceeds made up of contribution allocations to the Committees. 11 CFR 102.17.
3. Pursuant to 11 CFR 102.17(c), any donor may designate his or her contribution for a particular
Committee. Any designated contribution which exceeds the contributor’s limit to the designated
Committee will not be re-allocated to the other Committee(s) absent the prior written permission
of the contributor as required by 11 CFR 102.17 (c)(6)(ii). Notwithstanding the foregoing, the
Committees specifically agree that any contribution which is not so designated shall be distributed
pursuant to the allocation formula set forth above, that each Committee’s share of net proceeds is
not earmarked for any other particular candidate or use, and that each Committee shall use its
share of net proceeds in its sole discretion.
4. Any contributor may make his or her contribution payable directly to McSally for Congress, Andy
Tobin for Congress, WendyRogers.Org, or the NRCC.
