Human Rights Funds – III (HRF-III)
Introduction:
The Asia Foundation (the Foundation) is implementing third phase of the Human Rights Fund
(HRF) I and II, which have been developed and managed with the support of the Embassy of the
Kingdom of the Netherlands (EKN), in the Islamic Republic of Pakistan. This third phase, building
on and drawing lessons from HRF I and II, began in November 2012 and will continue for a period
of three years.
The objective of HRF III is to increase the protection and promotion of rights of expression,
assembly, association and thought (REAT) including religious freedoms in Pakistan, especially at
the provincial level and in targeted districts where rights are most at risk. REAT freedoms are
enshrined in the International Covenant on Civil and Political Rights (ICCPR, Articles 18-22),
ratified by Pakistan on 23 June 2010.
REAT Network is established as a network of civil society organizations working for the
promotion and protection of Rights of Expression, Association, Assembly and Thought with
specific focus for the freedom of religion of religious minorities. Network has member
organizations from all provinces of Pakistan and committed to the vision and mission of the
Network. They are working together for almost a year now and in the process of developing their
own independent secretariat and strategic plan.
Objectives of the Consultancy:



Preparation of necessary documents for registration of REAT network under an appropriate
Act.
Get registration certificate of REAT Network from concern authority.
Opening of bank account of REAT Network
Consultancy Duration:
Duration of the consultancy is 120 days.
Request for proposal:
The Asia Foundation is inviting Technical and Financial Proposal in hard copy for the
aforementioned consultancy. The proposal should be sent in a sealed envelope with two inner
sealed envelopes (one envelope with technical and the other with financial proposal). The proposal
must be accompanied with following documents:
Who can apply?
1. Reputable Law firms, Chartered Accountants firms, Consulting Firms with proven track
record of relevant experience of similar work.
2. Ability to deliver quality work on time.
Deadline for Proposal Submission:
The proposal must reach at following address by the close of business on July 10, 2014.

Proposals submitted after the deadline shall not be entertained. The sealed envelope must clearly
