The Telecom Regulatory Authority of India vid.e 57th Amendment dated l41fi
July 2OI4 & sgth Amendment dated 01.08.2OL4 to Telecommu.nication Tariff Order
Wgg (TTO) has prescribed new ceiling tariff rates in respect of 2 Mbps and above
Domestic Leased Line Circuits (DLC) w.e.f. 01.08.2OL4.
Accordingly, the tariff circulars of BSNL on the above subject especially
circular No. 4-il2gos-R&c dated 11.05.2005 is amended as below.The existing
instructions whether in circular No. 4-312005-R&C dated 11.05.2005 and No' 4'
2/gg-R&c dated l3.o4.gg or otherwise and are not amended here under, will
continue to aPPlY.

It is mandatory for domestic
leased. circuits to be provided, through
utilization
of spare capacity, when such capacity is available arr-.d when not available, on Rent
and Guarantee Terms or Special Construction or Contribution basis, as the case
may be.
tariff for DLCs of less than 2
Mbps capacity are under forbearance, therefore, the existing order for circuits
below 2 Mbps will continue to apply till further orders. Hence, this tariff order
is applicable only fot 2 Mbps and above DLC'
As per above-mentioned TRAI amendements,
The Tariffs, enclosed. as Annexure-I, are applicable with effect from l't August
, 2OL4, but not applicable to those cases where circuits are taken under Rent &
Guarantee terms, Special Construction or on Contribution basis
A.
TARIFF FOR HIGH SPEED CIRCUITS
a.
The Annual Rental of the Domestic Leased Circuits will be in accord.ance with
the Annexure- I of this tariff circular'
b.
The d.istance referred in the- tariff table is the "Chargeable Distance" i.e equal
to L.2S times of the radial distance between the points connected.
c.
The tariff of 2 Mbps,45 Mbps (DS3), 155 Mbps (STM-l) and 622 Mbps (STM-4)
is based on the ceiling prescribed by TRAI. The tariff for B Mbps and 34 Mbps
circuits shall be d.etermined by multiplying the tariff of leased circuit' of 2
Mbps by the the factor of 3.5 and 6.4 respectively. For L4o Mbps, the tariff as
applicable for 155 Mbps/STM-I, shall apply'

The tariff mentioned in Annexure-I of this letter is specified for minimum of 5
Kms for E1 (2 Mbps) and minimum of 50 Kms for DS-3 (45 Mbps), STM-1 (155
Mbps) and sTM-4 (622 Mbps). The calculation of tariff for intermediate

Discount on DLC :, The present discounting powers, for 2Mbps and above
band width DLCs, to field uints and ECT EBU of BSNL CO will not be applicable on
tariffs mentioned. at Annexure-I of this letter. The revised discountuing powers, if

TRAI has left tariff of below 2 Mbps DLC under forebearance. BSNL has
decided to keep the below 2 Mbps DLC tariff & discount same as earlier.
