Summary: The ICARE Project serves unaccompanied immigrant children, including those in removal proceedings
at the New York City Immigration Court. The position includes extensive contact with youth, including youth who
have suffered abuse, abandonment, neglect, or other trauma.
The Migration Counselor will work with staff attorneys to provide legal services to unaccompanied immigrant
children in New York City, the Lower Hudson Valley, and the greater New York area. Core services include:
legal orientations, legal intake interviews, supporting attorneys to provide representation before the United
States Citizenship and Immigration Service (USCIS), the Executive Office for Immigration Review (EOIR)
including representation on immigration court “surge” dockets and state courts.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
1. Work with the supervising attorney and staff attorneys to coordinate and ensure provision of services to
unaccompanied minors who appear on the New York City “surge” dockets. This includes reviewing
surge docket lists, preparing client files, communicating with ICARE partners and EOIR, and making
legal referrals.
2. Conduct legal screenings of unaccompanied minors, prepare minors for immigration and state court,
provide legal referrals, and follow-up assistance.
3. Conduct legal orientations for minors and their custodians.
4. Under attorney supervision, provide legal services to unaccompanied minors who qualify for
immigration relief in matters including, but not limited to: asylum, Special Immigrant Juvenile Status
(SIJS), U and T visa applications, deferred action, and adjustment of status.
5. Under attorney supervision, provide legal services to unaccompanied minors in New York State family
courts in order to obtain the special findings order necessary to apply for special immigrant juvenile
status.
6. Assist the staff attorneys to train, mentor and supervise law student interns and new staff to: provide
KYR presentations and conduct screenings, identify forms of immigration relief, work on substantive
cases, and conduct research on legal issues and country conditions.
7. Comply with program reporting requirements, such as maintaining monthly statistics and case reports,
and reporting to partners and stakeholders.
8. Maintain and update electronic files in LawLogix, as well as physical case files.
9. Translate materials from and into Spanish, as needed.
10. Participate in calls and meetings with stakeholders and ICARE partners.
11. Assist in other special projects for unaccompanied minors, as assigned.
Position Type and Expected Hours of Work:
This is a full-time position. Days and hours of work are generally 9:00 AM to 5 PM Monday - Friday.
Additional hours are required to meet court and/or program deadlines, or client needs.
Working conditions and physical demands required:
The demands described here are representative of those that must be met by an employee to successfully
perform the essential functions of this job.
 Travel at least 50% of the time using public transportation or vehicle, traverse city streets,
occasionally ascend/descend stairs, and be exposed to outside weather conditions.
 Remain stationary at a work station, in court/meetings, and use a computer at least 50% of the time.
 Remain stationary and/or ambulate to instruct and monitor during trainings and presentations.
 Carry a laptop to offsite work locations.
 Ability to operate standard office equipment i.e. copier, fax, scanner, postage machine and printer.
 Ability to use and respond to phone calls.
 Ability to file client documents in cabinets.
Qualifications
Education and/or experience required:
1. Graduation from an accredited college or university, or equivalent professional training related to the
position.
2. Previous experience in immigration law and procedures.
3. At least one year of post-JD experience in immigration law and/or family law.
Skills, Licenses, and/or competencies required:
1. Fluency in Spanish and English. Must be able to translate documents.
2. Excellent oral and written communication skills.
3. Excellent interpersonal skills and an ability to work both independently and in a highly collaborative
team environment.
4. Excellent organizational, analytical and computer skills.
5. Commitment to public interest work and/or children’s issues, and ability to work with children.
6. Ability to travel throughout Archdiocese and Long Island.
