Gandhiji, a born educationist advocated
for free and compulsory education for
the masses and viewed education as the
backbone of the society and pivotal in its
upliftment. By education he expected an all
round development of the “best” in across
his body, mind and spirit.His belief about
education was not merely in the knowl edge
of reading and writing but it was about the
education that empowers sound character
and promote self-development. Gandhi ji
also repre sented “that people have no idea
of what education truly is. They assess the
value of education in the same manner as
they assess the value of land or of shares in
the stock exchange market. At MGU, We
endeavour to provide education which leads
to the reflection of the character. So it may
not be irrelevant to quote Gandhiji when
he says,
“Live as you were to die tomorrow

meant to transform backward, illiterate,
exploited, desperately poor section of the

Our Vision
Our vision to establish Mahatma Gandhi University, Rwanda is to
spread education globally with the sole objective of providing quality
education to the privileged and under-privileged students. Our vision
is to become a leader in preparing professionals who provide leadership
and exemplary educational and related services to improve the lives
of individuals in a changing and complex global society.
Mission Statement
The mission of the Mahatma Gandhi University, Rwanda is to transform
the Rwandan citizen into skilled human capital for socio-economic
development of the country by ensuring equitable access to quality
education focusing on combating illiteracy, promotion of Information
Technology, critical thinking and positive values.
Objectives
To create and develop intellectual, entrepreneurial and technical skills
for future growth and development;
To providing a rigorous training to students in the subjects of their
choice in order to establish state-of-the-art facilities for education
& development To create higher level of cognitive, aective and
psychomotor (head, hearts & hands) abilities in order to carry out

I welcome and thank all the students of new academic session for joining Mahatma Gandhi University.

as well as in-depth understanding of global managerial excellence.

and Distance Learning education. Distance education is the future of education. Rwanda is moving

Greetings to all students,
Congratulations on your acceptance to the Mahatma Gandhi University (MGU). The star in the Oce
of the Registrar and I are excited you have chosen to join the MGU family. Throughout the coming
months we will be working to ensure your admission records are complete and your registration
for fall classes goes smoothly. Much of the business of the Oce of the Registrar is now conducted
electronically via the website portal, and through occasional emails.
The academic strategy of the MGU places the students as one of its major assets. The teaching style
of the university promotes quality, skill, knowledge transfer, serious to students understanding growth
and development and maturity. All the students are advised to take classroom, seminar, workshop,

Learning Management System-The University comes with the vision to provide

Video Lectures -"Most of the divisions are based on Video Lectures for our
students in order to furnish them a clear picture regarding their reading. This
study empirically examines the instructional value of online video lectures
– videos that a course instructor prepares to supplement classroom or online-broadcast lectures. The study analyzes data from a classroom course, where the videos
have a duller, more step-by-step lecture style than the classroom lectures; student use of
videos is voluntary, can be tailored by students to satisfy their learning and topic-review
needs, and can occur when and where students learn most effectively. The study's specific
objectives are to distinguish and measure types of learning benefits that video lectures
provide, gauge students' acceptance and exercise of this form of computer-based pedagogy, and compare outcomes from alternative video designs to see if learning is differently
involved."

PROCEDURE
Mahatma Gandhi University, Rwanda is applicable for all the candidates who wish to go for
higher education. The Candidates have to comply with the admission conditions before taking
admission in the respective degree course.
DIPLOMA
For taking admission in the Diploma course at Mahatma Gandhi University, Rwanda student
must have successfully completed upper secondary education and have upper secondary
transcripts or equivalent.
UNDERGRADUATE

Guidelines
for Admissions
Mahatma Gandhi University, Rwanda is applicable for all the candidates who wish to go for higher education. The Candidates have
to comply with the admission conditions before taking admission in the respective degree course.
DIPLOMA
For taking admission in the Diploma course at Mahatma Gandhi University, Rwanda student must have successfully completed upper
secondary education and have upper secondary transcripts or equivalent.
UNDERGRADUATE
For taking admission in the first year of an undergraduate course at Mahatma Gandhi University, Rwanda student must have
successfully completed upper secondary education and have upper secondary transcripts or equivalent.
POST GRADUATE
For taking admission in Master degree programmes, student must have successfully completed Bachelor Degree from an Institution
recognized by the National Higher Education Council (NHEC) and have university transcripts or equivalent.

Rules & Regulation
Identity Card
Every student will be issued a plastic photo Identity card to be carried along with him/ her on every visit to the campus. The
Identity card shall be valid till the duration of the course.
It is mandatory to carry ID card at the examination-center as an ID proof.
Evaluation Methodology (Examination-Internal & External)
• Examination- For each course there will be an Online / Offline exam of 75 marks. Students can reappear in an
Online/Offline exam in the course in which he /she has failed, on payment of the prescribed exam fee.
• Assignments- For each course there will be an Online /Offline assignment of 25 marks. Students can avail a free re-attempt in
the Online/Offline assignment in which they have failed.
• The facility of re-attempt for Online/Offline exam & Online /Offline assignment in case of failure will be available only
during the registration validity period of the concerned program.
• Students are required to pass in each Online/Offline assignment.
• Minimum pass marks are 40% in each exam and each assignment.
Biometric Techniques for Examination screen and Attendance Monitoring
In order to maintain the credibility of the University and to curb the malpractices such as impersonation in the
examination, The MGU adopts methods of biometric techniques of thumb impressions. This technique verifies and identifies applicants
at the starting point of examination papers.
Re-evaluation of Result
If a student is not convinced with his/her results, he/she can apply for the re-evaluation of the same on payment of requisite fee per subject
through DD in favour of “Mahatma Gandhi University” , Rwanda within 15 days of declaration of results.
Award of Degree/Diploma/Certificates
The Diploma/Degree will be awarded after successfully completion of the course.
Result
The Candidate should have scored 40% in Internal assessment as well as final examination. Those who score less than 40% will be considered
failed in the examinations.
Re-Appear
If the Student fails to clear any of the examination he or she will be required to re-appear by paying the requisite fee for each attempt
whenever exams are held, within the maximum duration of the course. The evaluation and marks declared for final examination will be
binding on the students.
Expiry of Span period
After expiry of Span period a student can apply for a special chance to clear his/her remaining paper/papers. The student will have to
pay the requisite examination fee plus special chance fee as notified from time to time.
Payment of Fee
It is responsibility of the student to pay his/her fee within the deadline as communicated by the University. The fee has to be paid before
the start of the semester as per the deadlines. It is responsibility of the student to keep himself/herself well versed with the University
norms and update through our website www.mgu.ac.rw
In case student doesn’t pay the fee within the deadline, late fee will be charged as per the norms of the University, in case the student
doesn’t pay the fee during the above mentioned period, the student will be deemed to have dropped the course and will not be allowed
to continue the program.
The fee is Non-Refundable and can’t be adjusted for subsequent semesters.
At time of admission the application fee, registration fee and course fee once paid will not be refunded or
adjusted under any circumstances. Students must check www.mgu.ac.rw for important instructions and deadline.
The mode of payment can be either online (credit card/debit card) or through Demand Draft/cash.

Change of Name
If a student wants to change his/her name, he /she should obtain prescribed form from the University website, fill it carefully and
submit the same along with the following documents:1) A prescribed university application form available at MGU website.
2) News paper's cutting in original
3) Declaration on a non judicial stamp paper of worth Rs.10 attested by First Class Magistrate
4) A copy of ID Card
5) 2 passport size photograph
6) A requisite fee- in the form of DD in favour of “Mahatma Gandhi University, Rwanda”
Change of Address
If a student wants to change his/her address given at the time of admission, should write an application for the same and can get it
changed.
Award of Degree/Diploma/Certificates
Marks statement shall be issued to all those students who had appeared for term end examination.
The Degree/Diploma/Certificates will be awarded to the students only if he/she has acquired a pass grade in all the semester end
examinations within the maximum duration of the course.
In case a student does not clear all the examination in the maximum duration as mentioned in the course details, he/she will not be
awarded a Degree/Diploma/Certificate and no fee shall be refunded in that case what so ever the reason may be.
Issue of Duplicate document
A) For issue of duplicate mark sheet and provisional certificate a student has requisite fee- for each document.
B) For issue of duplicate Identity Card, a student has to pay a sum of requisite fee.
Important instruction for Students
All the students shall be required to produce their original certificate of the last examination passed for verification as and when asked
for. Since all the admission to Mahatma Gandhi University are provisional and are likely to be cancelled if the original certificates are
found fake and fraudulent. Such students will not be awarded a degree certificate even after completion of the course. The Mahatma
Gandhi University, Rwanda reserves the right to withdraw a degree certificate from the student whose educational documents are
not found genuine or true.
Discontinuation of Admission
The student can discontinue his/her studies anytime during the year but the fees paid by him/her will not be refunded in any case.
Migration
Inter University migration from/to Mahatma Gandhi University, Rwanda is permissible.

Rules & Regulation
General Instructions for Students
1. Candidates shall abide by the Rules and Regulations enforced by the University as well as those that may be issued by the
University from time to time.
2. False declaration of qualification by the candidate will disqualify him/her for admission to the University including appropriate
penal action.
3. All legal disputes, if any shall come under the jurisdiction of Rwanda courts only.
4. This prospectus provides all necessary information that you need as a candidate of the courses of the University. You are
therefore advised to keep this prospectus till you complete your program, Avoid unnecessary queries about the details already
available in this prospectus.
5. Any change in name or address should be intimated to the University.
6. Changes if any or upgradation in syllabus is decision of University of its own.
7. If a student is found to have concealed any information or violated any rule of MGU shall be liable for cancellation of his/her
admission with the University.
8. The admission of any candidate in too programs under any scheme is solely University’s decision that cannot be questioned by
any
individual.
ANTI RAGGING
Anti- Ragging Committee has been constituted to prohibit, prevent and eliminate the scourge of ragging including any conduct by
any student or students whether by words spoken or written or by an act which has the effect of teasing, treating or handling with
rudeness a fresher or any other student, or indulging in rowdy or undisciplined activities by any student or students which causes
or is likely to cause annoyance, hardship or psychological harm or to raise fear or apprehension thereof in any fresher or any other
student or asking any student to do any act which such student will not in the ordinary course do and which has the effect of causing
or generating a sense of shame, or torment or embarrassment so as to adversely affect the physique or psyche of such fresher or any
other student, with or without an intent to derive a sadistic pleasure or showing off power, authority or superiority by a student
over any fresher or any other student, in all higher education institutions in the country, and thereby, to provide for the healthy
development, physically and psychologically, to all students. To achieve these
objectives the committee has been constituted.
Ragging is totally banned in the University and anyone found guilty of ragging and/or abetting ragging is liable to be
punished.
