GUIDELINES OF RASHTRIYA AROGYA NIDHI (RAN)
1. Introduction:
The Scheme provides for financial assistance to patients, living below poverty line who is
suffering from major life threatening diseases, to receive medical treatment at any of the super
specialty Govt. hospitals / institutes or other Govt. hospitals .The financial assistance to such patients
is released in the form of ‘one time grant’ to the Medical Superintendent of the hospital in which the
treatment is being received.
The Department related Parliamentary Standing Committee on Human Resource
Development in their 31st Report on the functioning of the Central Government Hospitals under the
Department of Health, had expressed concern about inadequate facilities for the treatment of poor
patients for major illness. The committee felt that it was essential to explore all appropriate sources of
funds to assist poor patients coming to AIIMS or other Central Govt. Hospitals for their treatment of
specific life threatening illness. In view of the recommendations of the above Committee, it was
decided to set up a National Illness Assistance Fund renamed Rashtriya Arogya Nidhi (RAN) under
the Department of Health, Ministry of Health & Family Welfare. The Committee on non-Plan
Expenditure in its meeting held on 17th October 1996 approved the proposal for setting up of the fund.
Accordingly the Rashtriya Arogya Nidhi (RAN) has been set up vide Resolution No. F-7-2/96-Fin-II
dated 13/1/97 as published in the Gazette of India (Extraordinary) and has been registered under the
Society Registration Act, 1860, as an autonomous Society. This was set up with an initial contribution
of Rs. 5 crores from Ministry of Health & Family welfare. The Fund could also be subscribed by
individuals in India or abroad with the approval of FCRA, Corporate bodies in private or public sector,
philanthropic organisations and all contributions made to this fund are exempt from payment of
Income-Tax under section 80-G of Income-Tax Act, 1961.
2. Setting up of Revolving Fund:
The Fund will provide financial assistance to patients, living below poverty line who are
suffering from major life threatening diseases, to receive medical treatment at any of the super
speciality Hospitals/Institutes or other Government hospitals. The financial assistance to such patients
would be released in the form of „one-time grant‟, which will be released to the Medical Supdt. of the
Hospital in which the treatment has been/is being received. In a bid to speed up the assistance to the
needy patients, the Scheme has been modified in January,1998 and an advance of Rs. 10 to 40 lakh has
been kept with the Medical Supdts. of All India Institute of Medical Sciences (AIIMS), New Delhi, Dr.
Ram Manohar Lohia Hospital, New Delhi, Safdarjung Hospital, New Delhi, Lady Harding Medical
College(LHMC) & Smt. S.K. Hospital, New Delhi and Post Graduate Institute of Medical Education
& Research (PGIMER), Chandigarh, Jawaharlal Institute of Post graduate Medical Education &
Research (JIPMER) Puducherry, to enable sanction of an amount up to Rs. 1,00,000/-( as substituted
from Rs. 50,000/- w.e.f. 02-06-2008) in each deserving case reporting for treatment in the respective
Hospital/Institute. The advance amount would be replenished as and when the reports of its utilisation
are received from the Hospital/Institute. National Institute of Mental Health and Neuro
Sciences(NIMHANS), Bangalore and Cittaranjan National Cancer Institute, Kolkata, Sanjay Gandhi
Post Graduate Institute of Medical Sciences, (SGPGIMS) Lucknow, Gandhi Memorial & Associated
Hospitals(KGMC)Lucknow, North Eastern Indira Gandhi Regional Institute of Health & Medical
Sciences (NEIGRIHMS), Shillong, Regional Institute of Medical Sciences (RIMS), Imphal have also
been given similar advances with suitable instructions to implement the Scheme. Further it has been
decided that all the Central Government hospital/institutes will refer their cases to RAN Headquarters,
where the amount of financial treatment exceeds Rs.1.00 lakh instead of referring to State Illness
Assistance Fund (SIAF).

3. Setting up of State Illness Assistance Fund:
All State Govts./UT Administrations have been advised vide Ministry of Health & Family
Welfare letter dated 11/11/96 to set up an Illness Assistance Fund in their respective States/UTs. It
has been decided that grant-in-aid from Central Government would be released to each of these
States/UTs (with Legislature) where such Funds are set up. The Grant-in-aid to States/UTs would
be to the extent of 50% of the contributions made by the State Govts./UTs to the State Fund/Society
subject to a maximum of Rs. 5 crores to States with larger number and percentage of population
below poverty line viz. Andhra Pradesh, Bihar, Madhya Pradesh, Karnataka, Maharashtra, Orissa,
Rajasthan, Tamil nadu, Uttar Pradesh and West Bengal and Rs. 2 crores to other States/UTs. The
State/UT level Funds could also receive contributions/donations from donors, as mentioned for
RAN. The Illness Assistance Fund at the State/UT level would release financial assistance to
patients living in their respective States/UT up to Rs. 1.50 lakh in an individual case and forward all
such cases to RAN, where the quantum of financial assistance is likely to exceed Rs. 1.50 lakh.
The following States/UTs (with Legislature) have set up Illness Assistance Fund:Karnataka, Madhya Pradesh, Tripura, Andhra Pradesh, Tamil Nadu, Himachal Pradesh, Jammu &
Kashmir, Maharashtra, West Bengal, Kerala, Mizoram, Rajasthan, Goa, Gujarat, Sikkim, Bihar,
Chhattisgarh, Jharkhand, Haryana, Uttarakhand , Punjab, Uttar Pradesh and Manipur and the NCT
of Delhi and Puducherry.
The following States/UTs have not yet set up the States Illness Assistance Fund in spite of
repeated reminders.

It has also been provided in the scheme that Union Territories (which do not have
legislature) will be sanctioned a budget outlay out of the NIAF, as and when the UT administrations
set up Illness Assistance Society/Committee. It was decided in the first meeting of the Managing
Committee held on 21-10-98 that each UT will be sanctioned a budget outlay of Rs. 50 lakhs.
Accordingly the following UTs have been sanctioned a budget outlay of Rs.50 lakhs each, during
the year1998-99.

4. HEALTH MINISTER’S CANCER PATIENT FUND (HMCPF) WITHIN
RAN:
The “Health Minister‟s Cancer Patient Fund (HMCPF) within the Rashtriya
Arogya Nidhi (RAN)” has also been set up in 2009. In order to utilize the Health
Minister‟s Cancer Patient Fund, the revolving fund as under RAN, has been
established in 27 Regional Cancer Centres (RCCs). Such step would ensure and
speed up financial assistance to needy patients and help fulfil the objective of
HMCPF under RAN. The financial assistance to the Cancer Patient up to Rs.
1,00,000/- (Rs. one lakh only) would be processed by the concerned
Institutes/Hospitals on whose disposal the revolving fund has been placed.
Individual cases which require assistance more than Rs. 1.00 lakh but not exceeding
Rs. 1.50 lakh is to be sent to the concerned State Illness Assistance Fund of the
State/UT to which the applicant belongs or the amount is more than Rs. 1.50 lakh
initially 27 Regional Cancer Centres (RCCs) were proposed, at whose an proposal
of revolving fund of Rs.1.00 lakh each, was placed. The list of Regional Cancer
Centres is also given.
4.2 Eligibility for Health Minister’s Cancer Patient Fund (HMCPF) within RAN :

The fund will provide financial assistance to patients, living below poverty line
who is suffering from Cancer.
Assistance is admissible for treatment in 27 Regional Cancer Centre(s) (RCC)
only.
Central Govt./State Govt. /PSU employees are not eligible for financial
assistance from HMCPF.
Re-imbursement of medical expenditure already incurred is not permissible.
Grant from HMCPF would not be used where treatment /facilities for cancer
treatment are available free of cost.
4.3 Requirement to be fulfilled by the Regional Cancer Centre(s) for further release
of Revolving Fund:
Regional Cancer Centre(s) are required to furnish:

Utilization Certificate in GFR-19 A.
The list of beneficiaries indicating the nature of illness and amount
sanctioned in each case.
4.4 All the Rules, Regulations and the Guidelines framed for running the RAN
Scheme would apply to the Health Minister’s Cancer Patient Fund (HMCPF.

Frequently asked questions regarding Health Minister’s Cancer Patient Fund
(HMCPF) and Rashtriya Arogya Nidhi (RAN)
Q1. What is Rashtriya Arogya Nidhi (RAN)
Rasthriya Arogya Nidhi (RAN) was set up on 13.01.1997 with initial
contribution of Rs.5.0 crore made by Ministry of Health & Family Welfare. The Fund
could also be subscribed by individuals in India or abroad with the approval of;
Foreign Contribution Regulation (FCR) Act. Corporate Bodies in private or public
sector, philanthropic organizations and all contribution made to RAN are exempted
from payment of income tax under Section 80-C Income Tax Act 1961..
Q.2. Who is eligible to avail financial assistance under RAN
Financial assistance is provided to patients, living below poverty line and who
are suffering from major life threatening disease, to receive medical treatment.
Q. 3. How the Below Poverty Line (BPL) status is established.
BPL status is decided on the basis of income limit prescribed by the Planning
Commission from time to time.
Q.4. Which hospitals/organization provide treatment under RAN.
Patients seeking Medical treatment at any of the super specialty
hospitals/institution or other Government hospitals are eligible to receive financial
assistance under RAN. No grant is released to patients seeking treatment at private
hospitals.
Q.5. Which a patient can seek assistance twice under RAN.
Financial assistance is released in the form of “one time Grant” only under RAN.
Q.6 What is the limit of financial assistance for treatment under RAN.
No upper limit has been fixed for availing financial assistance under RAN.
However, a Technical Committee has been constituted to scrutinize each case and
recommend quantum of financial assistance.
Q.7 Whether Central /State Government /PSU employees are eligible for
financial assistance.

permissible.

Diseases of common nature and disease for which treatment is available
free of cost under other health scheme/programme are not eligible for grants under
RAN.
Q.10 Whether State Government are also operating such fund.
All State Governments except Meghalaya and Nagaland have set up Illness
Assistance Fund in their respective States/UTs. Grant-in-aid is released to each of the
States/UTs by Central Government under RAN, where such funds have been set up.
The Grant-in-aid to States/UTs would be to the extent of 50% of the contributions
made by the States/UTs subject to a minimum of Rs. 5.0 crore to States which larger
number and population below poverty line and Rs.2.0 crore to other States. The
illness Assistance Fund at State/UTs level would release financial assistance to
patients up Rs.1.50 lakh in an individual cases living in their respective States/UTs
and forward all such cases to Central Government, where quantum of assistance is

An illustrative list of diseases has been prepared and is available on the
website of Ministry of Health & Family Welfare : www.mohfw.nic.in under head
“Major Programmes”. The list is also modified from time to time.
Q.14 How the RAN is funded by the Central Government.
Budgetary provisions are made to fund the RAN Scheme by the Central
Government.
Q.15 Whether the funds released by the Central Government are audited.
Fund released by the Central Government are audited by the Chartered
Accountants.
Audit Report submitted by them is sent to the Office of the Director General of Audit
for conducting further audit. The audit report is also laid on the tables of both the
houses of
the Parliament.
Q.`16 Whether any application form has been prescribed for seeking treatment
under RAN.
An application form has been prescribed for this purpose, which is available free
of cost and can also be downloaded from the website of this Ministry.
Q.17 What is the procedure to apply for availing assistance under RAN.
(i) Application in prescribed format duly signed/stamped by the treating doctor and

Department and countersigned by the Medical Superintendent from the Government
hospital
from where the patient is receiving treatment, should be submitted to the Section
Officer,
Grants Section, Ministry of Health & Family Welfare, Room No. 541- A wing, Nirman
Bhavan, New Delhi-1.
(ii) Monthly income of the patient/parents duly certified by the Block/Mandal
Development
Officer, Tehsildar, SDM, Special Officer of Municipal Board and District Officer
certifying that the beneficiary belongs to a family living below poverty line in the area
of their jurisdiction indicating source of income . The original certificate is required for
the purpose.
(iii) Copy of the BPL Ration Card duly attested by a Gazetted Officer with official
seal.
Q.18. What is the time limit set by the Grants section to process the request of
the applicant for financial limit.
The application complete in all respect is processed with in a period of one
month.
Q.19 Whether the grants are released in the name of the patients.
The grants are released to the Medical Superintendent of the hospital, where
the patient is being treated.
Q.20
Whether visiting hours have been prescribed for the visitors.
The patients or their representative may visit Grants Section between 11 AM
to 12 Noon on working days to enquire about status of their cases. In case they are not
satisfied, they may also meet the Under Secretary (Grants) and Director (Grants) at the

Health Minister‟s Cancer Patient Fund (HMCPF) within RAN has been established as a
separate corpus fund, which is also managed by the Managing Committee and Technical
Committee of RAN including a co-opted member, who is cancer expert working in DGHS An
amount of Rs. 100.00 crore has been placed in the corpus fund and the earning from the corpus
fund accrued out of interest is not used for administrative cost.
Q.25. Details of cancer institutes, who provide treatment to cancer patients.
27 Regional Cancer Centres have been authorized for treatment of cancer patients. List of

Q.26. What are the eligibility conditions for seeking treatment under HMCPF.
i) Patients living poverty line and suffering from cancer are eligible
ii) Assistance is available for treatment at 27 Regional Cancer Centres only.
iii) Centre/State and PSU employees are not eligible for financial assistance
from HMCPF.
iv) Re-imbursement of medical expenditure already incurred is not permissible.
v) Grants from HMCPF will not be available for treatment of cancer, where free treatment is
available.
Q.27 How much assistance is given to each patient suffering from Cancer.
No upper limit has been fixed for availing financial assistance by the patient suffering
from cancer. However, a Technical Committee has been constituted to scrutinize each case and
recommend quantum of financial assistance.
